Opening: SIR Sabo convened the meeting with the Pledge of Allegiance. II. III. IV. Introduction: All attendees were asked to sign and review the sign-in sheet that was passed around. Minutes of Previous Meeting SIR Buttacavoli 1. Copies of the minutes from the February 6 meeting were available at the front table. SIR Buttacavoli asked if there were any additions or corrections to the minutes of the previous meeting. There being no changes, it was moved and seconded that the minutes be accepted. The motion was unanimously agreed. 2. SIR Buttacavoli stated that he had received correspondence from three members of the Committee: a) SIR Keith Knox (105 Napa)stated that he could not attend the meeting and wanted to correct the dates for the Napa Tournament in, which he claimed was not shown on the Calendar on the SIR Website; b) SIR Bobby Silvius (160 South Lake Tahoe) stated he is no longer involved in bowling should not be a member of the Committee; and c) SIR Nino Cerruti (147 Peteluma) that he is no longer a member of the Committee. A response was sent to both SIRs Silvius and Cerruti letting them know that their names were removed from the Committee list. Treasurer s Report SIR Young began by stating that the problem with the banking situation was straightened out between the old bank, Wells Fargo, and all of the funds were transferred to the new bank, US Bank. 1. SIR Young presented a Partial 2016 Financial Statement (see Attachment I) showing the current bank balance of $5,408.84 as of August 1, 2016. Also as part of the Financial Statement were copies of the 2015 Financial Statement, the 2014 Financial Statement and a copy of the letter to the President of SIR Inc. regarding the 2015 Audit. 2. Based on the above information, SIR Young recommended that the current Ten Pin Assessment of $0.40 be maintained for the remainder of the 2016 calendar year and for the calendar year. In regards to the recent audit of the Bowling Committee, SIR Young noted that the Tournament Managers need to provide him with copies of their tournament rules and tournament results in addition to the Tournament Financial Report and check. 3. It was moved and seconded to accept the Treasurer s report and his recommendation concerning the Ten Pin Assessment. It was unanimously agreed. V. Remarks from SIR President s Representative SIR State Vice President Jerry Strain was not able to attend the meeting. VI. VII. VIII. IX. Survey Results Regarding Averages: USBC or Tournament Database SIR Ray DiBasilio was asked by SIR Sabo to present the results of the survey (see Attachment II) that he conducted at the recently completed Pollock Pines Tournament. SIR DiBasilio explained how the survey was performed and the results. The results of the survey were inconclusive regarding which average the bowlers preferred using. Administrative Remarks SIR Jerry Sabo prior to making his remarks, it was noted that the members of the Committee had not introduced themselves. This was taken care of at this point in the meeting. 1. SIR Sabo stated that the State Tournament Trophy was presented at the Stockton SIRs meeting along with a watch for a 300 game bowled. 2. Regarding the SIR State Meeting, the Bowling Committee was not invited to that meeting; however, SIR Sabo attended as a guest. One of the major topics of the meeting was how to use the SIR activities to drive membership increases. Along those lines, SIR Sabo indicated that he would like to see more participation in our tournaments and wants to move to uniform tournament applications and rules and make those available on our Website. 3. SIR Sabo began the discussion of the issue of which average to use in the SIR tournaments. A general discussion of the issue ensued about the language that SIR Sabo had suggested in the Agenda for the meeting. The discussion on this issue was limited to 15 minutes in length. Finally, he cited the Committee Standing Rules (#1) which state that only the Executive Board of the Committee can amend the By-Laws, Standing Rules and Tournament Manager Guidelines. Report from Policy Advisor SIR Manning was unable to attend the meeting, and thus, there was no report. Report from Operations Advisor SIR Bob York 2. Two calendars (Attachments III and IV) were presented. The first calendar is the calendar which is the one that must be presented to SIR Inc. at its January meeting for approval. The second calendar is the Draft Calendar for -2019. Both Calendars will be sent to all tournament managers for their review and comments about the dates for their respective tournaments. The Tournament Managers will be asked to respond with comments or agreement with the information for their tournament. A number of comments were received at the meeting regarding changes needed (specifically Livermore, Fremont, Pollock Pines, State Tournament for, & Stockton). Page 2 of 11

A Coffee Break was taken at 11:00 AM and the Committee reconvened at 11:15 AM. X. Report from Website Manager SIR Dan Weller XI. XII. 1. Information from the last six months: a) Explained the reasons for removing the USBC averages from the SIR Website, which included having the wrong from the information provided by the Tournament Managers. Instead, a link has been placed on the bowling Website to link to the USBC website. b) Applications still contain a large number of errors that need to be corrected. c) Tracking metrics were provided for the month of July showing how many hits our website has had along with the number of hits for Tournament Average Lookup. It was explained that the number hits for the Lookup were actually for the number of Lookups that were made. 2. SIR Weller then discussed some enhancements he would like to make on the Website: a) A kind of Want Ad for partners for tournaments. He is not sure how to do but thinks it might be something beneficial people whom want to participate in a tournament but do not have a partner. b) Uniform tournament rules and applications available on the website. c) Links to other bowling websites that may be of interest to our members. d) Sources bowling shirts where bowlers may be able to obtain them. Old Business 1. SIR Sabo asked SIR Bryan Davenport to provide some information he has gleaned from the SIR Tournament Average Database. The data that was shown to the group was taken from calendar years 2014 and 2015 with partial information for 2016. There was again some discussion about changing the Standing Rules for using the SIR Tournament Average Database. New Business 1. SIR Russ Salazar was recognized to bring forward some new issues that with which the Committee has not dealt in past: a) The item concerned how to help the Tournament Managers publicize their tournaments. He was thinking of some sort of centralized publicity mechanism and even possibly a Bowling Newsletter showing pictures, results, how to plan and organize a tournament. It was agreed to establish an ad hoc committee chaired by SIR Salazar with a further request for people to provide their thoughts and ideas to SIR Russ. b) Another issue concerned the use of software by the Tournament Managers. It was agree that the Committee Secretary would survey all Tournament Managers to determine the type of software they are using. This information will be provided to SIR Salazar for further consideration. The whole purpose is to try to get the results of tournaments out more quickly with a high degree of accuracy. c) The issue of allowing widows of SIR members to have full rights at our tournaments as a regular member. It was noted that at least a couple of Branches allow them to attend various parties, etc. SIR Del Locke pointed out that SIR Rules are very specific about membership and guests, and that we as a Committee could not very well go against those rules. XIII. d) The final issue concerned the development of a uniform tournament application and tournament rules. The following SIRs agreed to participate in the development of those items: Dan Weller, Bryan Davenport, Ray DiBasilio, Russ Salazar and John Monahan. The question arose as to what would have to a tournament manager who declined to follow such uniform rules and applications. The ultimate answer is that the State Bowling Committee could withdraw their approval of that tournament and it would no longer be a SIR tournament, but the real resolution of the issue was left unaddressed. 2. The next meeting of The Committee was set tentatively for Tuesday, February 7, at 10:00 AM at the same location (Moose Lodge #6, 6446 Riverside Blvd., Sacramento).
