Egg Harbor Township Board of Recreation Commissioners Meeting Egg Harbor Township, NJ REGULAR MEETING - MINUTES Wednesday, June 13, 2018 7:00pm I. Call to Order Recreation Commission Chair Toni Rispoli called the meeting to order at 7:02 p.m. II. III. Pledge of Allegiance Opening Statement Pursuant to the Open Public Meetings Act Opening statement was read by Parks and Recreation Director Rick Audet. IV. Vote All voted in favor. carried 6-0. VI. EHT Recognized Youth Sports Groups Tony Savastano, 311 Gravel Bend Road, spoke on behalf of Youth Organization as their president. Mr. Savastano informed the Commission that the YO board decided to suspend the drill team for this season due to lack of enrollment. YO tried to advertise and promote the program, the response had kept decreasing every year. The YO board also decided to change the booster club coordinator to a general member seat. Signups for football are ongoing, he asked the Parks and Recreation Department to promote their football signups in an email blast. Mr. Savastano reiterated the YO board s concern on parking behind the field house, the new walkway and the location of the dumpsters will lead to it be very difficult to find enough parking once practices start. Toni Rispoli stated that it is not an official parking area. Mr. Savastano stated that once all 16 teams begin using the complex that it will not be enough parking, he also asked if we can move the connex boxes. Rick Audet said we can possibly shift the dumpsters to a new location and that he would meet him at the park to review. Ms. Rispoli said that we would do our best to help alleviate the parking problem. Toni Rispoli asked YO liaison Mark Mensch why the YO minutes from March indicated that the Township would pay a portion of the helmet reconditioning. Mr. Mensch stated that he did not indicate such at a meeting and didn t know why it was in the minutes. Mr. Mensch also discussed sponsor signs at the park and the most efficient way to promote and thank the sponsors. Joseph Olivieri, 120 Carmel Drive, spoke on behalf of EHT Soccer Club as their vice president. Mr. Olivieri made a request of the Commission to allow non-resident players on the U15 team for this fall. Mr. Olivieri explained that they had 13 tryout, 3 players decided to leave the club, leaving the team with 10 on roster. They play 11 v 11 soccer. He requested that 4 non-resident players be allowed to join the team so that the team did not have to cancel its season. The players are: Benny Sanchez, Isidro Sanchez, Brandon Sarmientos, Jake DeNick. Ramon Mejia is the team coach and he stated that they would add more EHT kids to the team if they came out. Christine Gras stated that the soccer club had a similar request last year and that the request should never exceed four players. Mr. Olivieri opined

that it is hard to draw kids at this age. Ms. Rispoli asked for a promise that the non-resident players would not play more than the EHT players, which Mr. Olivieri agreed to. To approve adding four non-resident players to the EHT Soccer Club U15 team as presented. made by Christine Gras. Seconded by Amy Smith Michelle Zinckgraf, 1118 Lakeside Drive, Travel Basketball Boardmember, asked the Commission if there was progress or an update with the EHT School Board on the use of facility fees. She stated that we need a plan. Ms. Rispoli stated that she has had conversations as well as a meeting with Superintendent Kim Gruccio. The school board has proposed giving an allotment of facility use to Parks and Recreation at no cost. Ms. Zinckgraf asked what that amount might be, Ms. Rispoli stated that it had not been made public to date. Ms. Rispoli went on to state that we may have to pay costs for security due to a new policy or initiative of the school board, however that had not been finalized yet. Ms. Zinckgraf asked when we would know and was informed that we should have more information by our August meeting. Ms. Zinckgraf stated that travel basketball needs more gym time, and that for the summer league, they have 8 teams but only the 3/4 division teams are using the community center gym. Amy Smith stated that they need to do better to split gym time amongst their teams and that two teams should be sharing use of court. There was discussion on what teams are using which courts, the amount of time a team needs for practice, and that it is very difficult to kick the public off the outdoor courts when travel basketball teams are permitted for use. Dena Danz, 4023 Fernwood Avenue, stated that the Board of Education has requested of the Parks and Recreation Department not allow its recognized youth groups to use of their courts or facilities without their knowledge. Rick Audet confirmed that travel basketball can use the community center court on Mondays and Fridays from 5:15-9:15. VII. Public Comment Richard Rockelmann, 1158 Ocean Heights Avenue, spoke on his company s, Starshield Entertainment Group, application to use Tony Canale Park in August. Kevin Hart was also in attendance on behalf of Starshield Entertainment Group. Mr. Rockelmann explained that they had the idea to host an EHTs Got Talent event as a way to showcase the talent in our Township and to bring the community together. Proceeds from the event would benefit the ARC of Atlantic County, Starshield Entertainment would not keep any of the funds or benefit financially from the event. Starshield Entertainment would donate money to the winner of the contest as well. They are also coordinating a smaller scale Got Talent event at this year s National Night Out event. They plan to charge performers an entry fee. Parking is a concern at Canale Park, so the event would be kept smaller in size with 20-30 performers and hopefully around 500 people in attendance. The event would be 4-5 hours in duration, a panel of judges and the sound will be provided by Starshield Entertainment, Mr. Rockelmann stated that he has considerable experience in managing larger special events and wants to give back to the community. Amy Smith stated that they may want to consider using the high school parking lot and shuttling attendees over to Canale Park. Bill Warrell stated that they need to figure out a parking plan, as parking at the park is limited for larger events. It was discussed that August 25 would be a good date for the event and they would have a rain date as well. Rick Audet was asked to email Mr. Rockelmann all of the requirements to obtain a park use permit including an event plan and insurance. Mr Rockelmann is to come back at the July meeting to further discuss the planning for the event. VIII. Old Business a. 2018 Capital Projects (memo) The final approved Capital Projects memo provided to Rick Audet by the Township Administrator was reviewed and discussed. It was explained that the $114,000 line for park improvements includes the purchase of tennis backboards. The Commission discussed what specific athletic fields improvement projects the $100,000 would be used for exactly. Paul Weldon discussed the schedule of the public works staff and the many areas they maintain and where their resources are used. Laura Pfrommer stated that field turf applications would be completed as possible this fall with a full court press on field turf improvements to begin next year with new Operating Budget funding. Parks and Recreation Director Rick Audet shared with the Commission the requested initiative from EHT Baseball Association to take over the work at two of the baseball fields and perform improvement projects including new sod, new infield mix and conditioner. Paul Weldon shared that public works should take advantage of the professionals at Site One and their expertise in this area. Toni Rispoli formed this year s field subcommittee of Paul Weldon, Kevin Stetser along with Paul Trinkle and Christine Gras as a backup. The subcommittee will meet with Public Works and report their recommendations of how to best use the capital funding back to the Commission. Paul Weldon stated that he would contact Sean at Site One. Rick Audet stated that EHT Public Works has recommended a new well and improved irrigation system at Canale Park as a primary need. The Soccer Club will play their 11v11 soccer matched at Canale Park in the fall. The Commission discussed the hockey court project in the Capital Plan as well as the status on the 2017 West Hockey Court project. b. 2017 Capital Projects (ongoing) IX. c. EHT Youth Organization Veteran s Park Fall 2018 To approve the EHT YO s park use request for Veteran s Park for the fall 2018 season for football and cheerleading program. Sponsored Youth Group Policy and Procedures re: BOE facility reservations Discussion was held on the EHT School District Business Administrator s request that all facility use requests be processed through Parks and Recreation. Toni Rispoli stated that she had a concern on EHT Soccer Club requesting the use of the turf field for just one soccer club team. She informed the president that use of turf field should include a slate of games that benefit as many teams as possible. Rick Audet stated that he had received a formal complaint by the coach and parents of a non-eht Baseball Association travel baseball team made up of mostly EHT players who were not allowed to play in the Father s Day tournament by the EHTBA president. Toni Rispoli stated that the Commission needs to change its recognized youth groups policies and procedures manual to reflect the Township Ordinance that states that criminal background checks are to be performed on all prospective volunteers and employees for the organization and that this includes board members and not just coaches.
