GENERAL TERMS: TERMS AND CONDITIONS FOR RANDOM DRAWS REGISTRATION SPECIFIC CONDITIONS for the mobility impaired: ADULT FEMALE MOOSE LICENCE The 2012-2019 Moose Management Plan, in accordance with current regulations, authorizes the issuing of Adult Female Moose Special Licences specific to wildlife reserves and other managed territories. A licence identified to a wildlife reserve or a Zec must be used in the territory for which it is delivered. This permit is not valid for the entire hunting zone. Adult Female Moose Special Licences for zone 1 may not be used in a wildlife reserve, but may be used in a Zec located in this zone, except the Zec Casault. You must be a Québec resident and hold a valid hunter's certificate (except for the landowners). You must complete an official entry form or enter online at sepaq.com/randomdraw. You must enter your hunter's certificate (8 embossed characters), last name, first name, and date of birth as they appear on the certificate. If it is impossible to validate your hunter's certificate with the Ministère des Forêts, de la Faune et des Parcs, your draw application will be rejected. If there is an error on your certificate or if you believe that it may have expired (expiration date before 03-31-1994), we invite you to contact your regional office or the Direction des affaires législatives et des permis at 418 521-3895 to make the necessary corrections. Note that initiation licence holders cannot register to these draws. However, they may be designated by landowners selected to the draws. Only one registration per entry code will be accepted. If your name is selected more than once for one of these draws, the computer will assign you a single zone or territory. The document s on the forms will determine your preferences if selected, the smallest being your first choice. For online registrations, please refer to the instructions on our Web site at sepaq.com/randomdraw. Entrants must complete boxes 180 through 185 of the entry form since the code determines the choice. All of the boxes on your form must be filled out, or else it could be rejected without notice before the draw, and no refunds will be granted. To increase your chances, you may participate in more than one registration code. However, you must fully comply with the specific conditions of each category of draws. SPECIFIC CONDITIONS for recently certified hunters (2013): To be admissible, you must have followed and succeeded you first course in the use of firearms (code A, B or F) during the calendar year preceding that of the random draw - from January 1 st to December 31, 2013. To be admissible, you must be a disabled hunter with a permit authorizing you to hunt from a vehicle, issued by the Ministère des Forêts, de la Faune et des Parcs by April 1 st,2014.. SPECIFIC CONDITIONS for landowners: 1. Your hunter's certificate is not required for your registration. 2. To be admissible, you must own an all in one piece property of 4 hectares* or more in one of the zones where licences are allocated (municipal tax account required following the random draw). *Equivalency : 4 hectares = 9.88 acres or 40 000 m 2 or 430 556.42 ft 2 3. Registration for the random draw must be made in the name of an individual person, not in the name of a company, society or entreprise. 4. Only the person whose name appears as the owner on the municipal tax account can enter. Spouses and children may not enter this draw. 5. A landowner who would like to hunt must enter his name as one of the designated hunters if selected to the draw. A non-hunting landowner may designate two people to receive antlerless deer licences. At all times, the hunter has the right to harvest only one animal, with the exception of hunters who hold a 1 st Killing Antlerless Deer Hunting Licence. Please note that if the hunter s certificate of the designated hunter cannot be validated, the permit application will be rejected without notice. 6. Only two licences will be issued for each property. 7. Landowners selected in the draws will receive a notice asking for the following: - Contact information of the designated hunter(s); - A copy of the last municipal tax account 2014 for the properties located in the selected hunting zone or a notarized contract in the case of recently acquired properties 2014 for which the municipality has not yet issued a tax account; - A resolution confirming the name of the designated hunter(s) is also necessary to obtain the licences allocated to a property belonging to a corporation or a society. These items must be provided by the date requested. Otherwise, the application will automatically be rejected. After the reservation of a hunting stay in the wildlife reserves, all hunters who are part of a group staying in one of the eligible reserves can participate in the Adult Female Moose Special Licences draw. This licence authorizes the holder to hunt antlerless deer in the zone (or part of a zone), the wildlife reserve or the controlled harvesting zone (Zec) that is indicated on the licence during a season when only hunting deer with antlers is permitted. The holder will then be allowed to harvest a second deer by virtue of his regular licence. The purpose of this measure is to allow an additional harvesting of white-tailed deer in the Montérégie region. All Québec s hunters are eligible for this draw, subject to certain conditions. The licence granted through this draw is a complete licence, which includes a transportation coupon. $ HOW TO MAKE YOUR PAYMENT The $8 per entry registration fee (taxes included) is non-refundable. Payment in the form of a money order or cheque made out to Sépaq must accompany your entry. No post-dated cheques will be accepted. Any money order or cheque that contains an error and is refused by a financial institution will automatically be rejected from the draw along with the winner's rights. You may include several entries and the total payment in the same envelope. However, be sure to indicate the form s on the back of your cheque or money order. In the event of an administrative error in processing your entry or during the random draw, your sole recourse as an entrant will be the refund of your registration fees. We advise you to keep a copy of your payment vouchers as well as your document s. The Sales and Reservations Office must receive your mail entries no later than May 31, 2014, at the address indicated on the back of the entry form. CORRECTION SERVICE NOTES If there is an error on your form(s), we will send you a notice by mail, if time allows. This notice will let you know how to correct your registration by telephone at 1 900 565-7333*. Online registration is a secure and easy method that ensures the validity of each participant's inscription. * Service fees apply automatically to this. Please note that this is probably not available from your cell phone or office. RESULTS The draws will take place in mid-june. Afterwards, we will advise participants of the results of the draws by e-mail or mail, depending on the registration method that was used. The winners of the following categories: Universal, Recently Certified Hunters, Mobility Impaired, Controlled Harvesting s and Wildlife Reserves will have to get their licences from an authorized dealer equipped with the computerized hunting licence selling system. However, winners of the category Landowners must complete the landowners' form and send in a copy of their property tax account (see specific conditions for Landowners on page 2). The Ministère des Forêts, de la Faune et des Parcs (MFFP) which manages these hunting activities reserves the right to limit, modify or cancel certain services and activities, if circumstances warrant it. HUNTING TERMS AND CONDITIONS If your name is selected in one of the draws, you must comply with the regulations and the following terms and conditions before hunting: You must have a valid regular licence for hunting white-tailed deer (other than zone 20) or for moose hunting (specific to the hunting zone). Except in cases provided for specifically in sport hunting in Québec regulations published by the Ministère des Forêts, de la Faune et des Parcs, a special hunting licence may not be used by another individual. Only the holder of the licence may hunt under the terms of said licence. A hunting special licence is valid only in the zone, sub-zone or the territory (Zec or wildlife reserve) indicated on the licence.
