DELAWARE VALLEY HOCKEY LEAGUE CODE OF CONDUCT To: Parents, Spectators, Players Member Associations Delaware Valley Hockey League From: The Executive Committee Board of Directors Delaware Valley Hockey League Re: League and Non-League Games Introduction -- Spectator Conduct The Delaware Valley Hockey League (DVHL) was created to promote competition and good sportsmanship at the Youth Level for any and all children wanting to play the game of ice hockey. Discipline is meted out in accordance with all USA Hockey rules, and, in some cases, stronger rules in the DVHL. Unfortunately, few rules relating to USA Hockey focus on parental/spectator/player conduct. Over the past few years, there have been ugly incidents involving parents, spectators and players at hockey games in our area. Fortunately, most parents, players and spectators conduct themselves in an orderly, sportsmanlike manner during games, and are a true credit to the sport of your hockey. For all of you, take this letter as a form of support, and understand the DVHL is ready to address the issue, so you can enjoy yourself watching your child's game. For those parents, players and spectators falling into the very small minority of troublemakers, take this letter very personally, and be prepared for a long year, or to put it more succinctly, a very short year! Your actions will cost your Club financially, result in the suspension and/or expulsion from your organization, and possibly cost your child valuable ice time. The attached policy statement regarding this issue has been approved by the DVHL Board of Directors. It is proof the DVHL will not tolerate any inappropriate conduct, lack of sportsmanship or good will that the game of ice hockey is supposed to promote. It will force each member organization to police its Club, and ensure the problems are addressed and corrected, either through suspension or expulsion from the organization. While the policy statement appears strong, we must all realize we are taking the game away from the kids, and we, the parents, are the only ones that can give it back! RULES FOR PARENT/PLAYER/SPECTATOR CONDUCT DELAWARE VALLEY HOCKEY LEAGUE LEAGUE AND NON-LEAGUE COMPETITION All parents, players and spectators will conduct themselves in an orderly, sportsmanlike and professional manner when attending a Delaware Valley Hockey League (DVHL) League or Non-League game. Any report of disorderly conduct in the rink, parking lot, etc. including, but not limited to the following will not be tolerated: Parents going on the ice. Parents going into the referees' locker room or opposing team's locker room. Physical abuse of referees, coaches, players or rink employees. Verbal abuse of the above participants, to the point of obscene, racial, ethnic or sexual slurs. Fighting among parents or spectators in the stands. Any problem with crowd control that results in the summoning of police. Any issues that are not covered above that result in loss of control by a parent, player or spectator. All reports given to the DVHL by referees, rink management or either of the participating organizations will be reviewed and if necessary investigated by the DVHL as follows: Upon notification, each member organization must investigate the alleged incident and send a written report to the President and Commissioner of the DVHL, outlining the incident, and action to be taken by each organization. Under no circumstances will either organization minimize the gravity of the incident. They will provide the facts as requested by the DVHL. After review of the written reports, the Executive and Disciplinary Committees can recommend the following: Fines for one or both member organizations, as indicated below: First Offense: $150.00 and/or non-monetary discipline as determined by the Executive Committee Second Offense: $300.00 and/or non-monetary discipline as determined by the Executive Committee Third Offense: $600.00 and/or non-monetary discipline as determined by the Executive Committee plus probation and possible suspension of League privileges, including playing of games and participation at District Tournaments. Suspension of parents, guardians, players or spectators involved in two altercations. Parents, players or spectators cannot attend any future games, League or Non-League. The parents, players of spectators Club will ensure the suspension is enforced. The suspended party must then petition the DVHL, through their Club, in person, for reinstatement. If a parent or guardian does not abide by the rulings, the Club will suspend the parent's or guardian s child from further participation until the parent or guardian does abide. Any suspended party reinstated after petition, involved in a third altercation will be suspended for the balance of the hockey season. The DVHL will recommend the party's expulsion from the Club, and will require a hearing before this party or their child is registered with any club in the DVHL. Referees are authorized by the DVHL to utilize Zero Tolerance standards when addressing spectators and issuing reports on same. The Clubs in the DVHL are expected to monitor their teams, including their parents, spectators and players. These rules, while harsh, are expected to weed out the problems in each organization, since these parents, players and spectators cannot control themselves, and will certainly test the system. DELAWARE VALLEY HOCKEY LEAGUE (DVHL) PLAYER/PARENT AGREEMENT This AGREEMENT is entered into in the Commonwealth of Pennsylvania between, born on ( The Player ) and jointly and severally by the Player s parent and/or legal guardian,, residing at, ( The Parent ) and ( The Club ), a youth hockey organization for the 2016-2017 hockey season, which is defined as lasting from the date of signing of this agreement until the completion of the USA Hockey National Tournaments ( The Season ). It is understood that the Parties intend to be legally bound by this Agreement, and that this Agreement was signed in, and is enforceable, in the Commonwealth of Pennsylvania, and that all references to the Player includes males and females. 1. The Parent understands that if the Player resigns or otherwise voluntarily terminates his/her participation for any reason after signing this agreement, the Player is not entitled to a refund of the Player Fee and must pay the entire remaining balance of the Player Fee before a DVHL/Atlantic District Player Release Form will be issued. 2. The player agrees to play DVHL amateur ice hockey exclusively for the above mentioned Club and may not register for, be evaluated for or play for any other DVHL club. The player may also participate with any school, independent (not National bound) or Atlantic District run program. Dual rostering is not permitted on any Tier I (AAA), Tier II (AA, A, B, C) or any Junior Programs; however, Girls are permitted to be dual rostered on any Tier I (AAA), Tier II (AA, A, B, C) or Girls team. If both teams are National Tournament bound, the player must declare, in writing, by 12/31/2016, for which team she will participate should these teams qualify for Districts, leading to the National Tournament. 3. The Player agrees that he/she will attend all of the Club s ice practices, games, off-ice training, instructional sessions and organized team meetings, except when prevented from doing so for educational or medical reasons, in which case, the player will request permission in advance (when reasonably possible to do so) to be absent. The club acknowledges that such permission will be granted for all reasonable requests. The player agrees that he/she will maintain his/her academic and educational course work at the/she highest-level possible. 4. The Club will provide the Player USA Hockey and Atlantic District registration unless the player has been previously registered by another organization. 5. The Player agrees to obey the laws of the Commonwealth of Pennsylvania and that he/she will maintain good citizenship and behavior at all Club events, as well as in his/her everyday life, recognizing that his/her behavior is a reflection upon the Club. 6. The Player agrees not to use vulgar or profane language, racial, ethnic or gender related slurs toward teammates, coaches, officials, opponents or spectators. 7. The Player agrees that alcohol, tobacco products, and all legally banned substances, which includes marijuana, cocaine, non-prescribed medications, including performance enhancing substances and other related drugs, have no place in hockey and Player agrees not participate in such use. 8. The Player recognizes that there is no place for violent or overly aggressive play in hockey where the obvious intent is to injure or harm another player, and agrees not to participate in such conduct. 9. The Parent agrees to respect and show appreciation for the volunteers who give their time to hockey. Parent further agrees not to yell, taunt, threaten or inflict physical violence upon any player, coach, official or spectator at any Club function. 10. The Parent agrees to be responsible for the financial commitment made in this Agreement (which includes the payment of a Registration Fee and a Player Fee), even in the event that Player s Club or playing privileges are suspended and/or terminated for any reason, including but not limited to disciplinary or academic issues, injury or illness, and understand this to mean that in no case will the Player Fee be prorated for any portion of the season.

11. The Parent agrees that the Registration fee is non-refundable. Once the Player is placed on a team that fee is credited to the Player Fee. If the Player declines his/her position on a team, after the date designated by the Club, the Player will not be entitled to receive a refund. Should the Club determine that the Player s ice hockey talent development is best suited for placement on an in-house team (if applicable) the Registration fee less will be either refunded, or applied to the in-house team Player Fee. 12. The parent shall be obligated to pay the Club tuition as established in Addendum The Club s Payment Schedule for participation as a member of the Club, with the understanding that if a payment is delinquent, then the Player s playing and participation privileges with the Club and his/her team will be suspended until the delinquent amount is paid or an appropriate payment arrangement is made with the Club. 13. The Parent understands that the DVHL and the Atlantic District requires member Clubs to report any player s outstanding financial obligation to the District. The Parent and Player understands and agrees to allow my players name if we owe this club an outstanding financial obligation to be added to the Atlantic District outstanding financial list and cannot be placed on the roster of any other Atlantic District team (middle school, high school, inhouse or travel ice hockey team) until the outstanding financial obligation to the Club is satisfied. 14. The Parent understands that the Club may, at their sole discretion, based on past payment history, or other sound business practice, elect to require the full payment of Player Fees once a player is placed on a team. 15. The Player understand that he/she is responsible for fines or costs assessed for damage to facilities, locker rooms, etc., used in conjunction with Club s practices, games or other team events which are caused by the above named player. 16. The Parent understands that any discounts will be forfeited if any payments are not made on a timely basis. 17. The Parent understands that the Club is entitled to assess a reasonable charge for any returned check or credit card charge. 18. The Player and Parent agree to abide by all rules and regulations of USA Hockey, Inc., the Atlantic Amateur Hockey Association, the DVHL, and the Club. 19. The Club does not guarantee nor promise that it can improve the college or professional hockey potential of the player or guarantee equal playing time. However, the club will provide, to the best of its ability, the best environment, coaches and skill development, to assist the player in realizing his/her full hockey potential. 20. The Player and Parent will sign the USA Hockey Waiver of Liability, USA Hockey Consent to Treat forms, USA Hockey Code of Conduct form and the DVHL Code of Conduct forms. 21. The Player and Parent acknowledge that during the season to 48 hours after USA Hockey National Championships, the player may request a release from the club to participate with another club for the following season. The issuance of a release by the Club is totally within the discretion of the club. Further, under no circumstances will such a release be issued unless the Player and Parent have completed all financial commitments to, and are, in otherwise good standing with the Club at the time that the release is requested. 22. The Player and Parent agree that the club may utilize the Parent s e-mail / mailing addresses and Player photographs, pictures and likenesses for promotional purpose. 23. The Parent understands that the players name will be listed on the DVHL website in the roster section as well as his league schedule being posted for the team in which he is rostered. The Player and Parent acknowledge that failure to abide by the rules set forth in this agreement constitutes a breach of this Agreement and subjects the Player and his/her Parents to disciplinary action and possible expulsion from the Club. More detailed information regarding code of conduct, financial responsibility and related consequences can be found in the specific club addendums. For and in consideration of the undersigned participant s registration with USA Hockey, Inc., its affiliates, local associations and member teams (all referred to together as USAH) and being allowed to participate in USAH events and member team activities, participant (and the parent(s) or legal guardian(s) of participant, if applicable) waive, release and relinquish any and all claims for liability and cause(s) of action, including for personal injury, property damage or wrongful death occurring to participant, arising out of participation in USAH events, member team activities, the sport of ice hockey, and/or activities incidental thereto, whenever or however they occur and for such period said activities may continue, and by this agreement any such claims, rights, and causes of action that participant (and participant s parent(s) or legal guardian(s), if applicable) may have are hereby waived, released and relinquished, and participant (and parent(s)/guardian(s), if applicable) does(do) so on behalf of my/our and participant s heirs, executors, administrators and assigns. Participant (and participant s parent(s)/guardian(s), if applicable) acknowledge, understand and assume all risks relating to ice hockey and any member team activities, and understand that ice hockey and member team activities involve risks to participant s person including bodily injury, partial or total disability, paralysis and death, and damages which may arise therefrom and that I/we have full knowledge of said risks. These risks and dangers may be caused by the negligence of the participant or the negligence of others, including the releasees identified above. These risks and dangers include, but are not limited to, those arising from participating with bigger, faster and stronger participants, and these risks and dangers will increase if participant participates in ice hockey and member team activities in an age group above that which participant would normally participate in. I/We further acknowledge that there may be risks and dangers not known to us or not reasonably foreseeable at this time. Participant (and participant s parent(s)/guardian(s), if applicable) acknowledge, understand and agree that all of the risks and dangers described throughout this agreement, including those caused by the negligence of participant and/or others, are included within the waiver, release and relinquishment described in the preceding paragraph. I/We agree to abide by and be bound under the rules of USA Hockey, including the By-Laws of the corporation and the arbitration clause provisions, as currently published. Copies are available to USA Hockey members upon written request. Participant (and participant s parent(s)/guardian(s), if applicable) acknowledge, understand and assume the risks, if any, arising from the conditions and use of ice hockey rinks and related premises and acknowledge and understand that included within the scope of this waiver and release is any cause of action (including any cause of action based on negligence) arising from the performance, or failure to perform, maintenance, inspection, supervision or control of said areas and for the failure to warn of dangerous conditions existing at said rinks, for negligent selection of certain releasees, or negligent supervision or instruction by releasees. As further consideration for registration and participation in USAH events and member team activities, participant (and the parent(s) or legal guardian(s) of participant, if applicable), hereby (1) consents and agrees that USAH, its licensees and designees may make video and/or audio recordings of and/or otherwise film, photograph or memorialize some or all of participant s participation in such events and activities, and (2) grants to USAH, its licensees, designees, successors and assigns, a worldwide, perpetual, irrevocable, fully-paid, royalty-free, transferable and sublicenseable right and license to use, copy and disseminate participant s image and personal attributes, and to modify and present same in any form, manner and media, now known or hereafter devised, for any purpose whatsoever. If the law in any controlling jurisdiction renders any part of this agreement unenforceable, the remainder of this agreement shall nevertheless remain enforceable to the full extent, if any, allowed by controlling law. This agreement affects your legal rights, and you may wish to consult an attorney concerning this agreement. Participant (and participant s parent(s)/guardian(s), if applicable) agree if any claim for participant s personal injury or wrongful death is commenced against releasees, he/she shall defend, indemnify and save harmless releasees from any and all claims or causes of action by whomever or wherever made or presented for participant s personal injuries, property damage or wrongful death. USA HOCKEY PARTICIPANT CODE OF CONDUCT NAME: To be read and signed by you as a member of Team: Participating in USA Hockey for the season. 1. No swearing or abusive language on the bench, in the rink, or at any team function. 2. No lashing out at any official no matter what the call is. The coaching staff will handle all matters pertaining to officiating. 3. Anyone who receives a penalty will skate directly to the penalty box. 4. Fighting will not be tolerated. Fighting will result in an appearance before a Discipline Committee. 5. There will be no drinking, smoking, chewing of tobacco or use of illegal substance at any team function. 6. I will conduct myself in a befitting manner at all facilities (ice rink, hotel, restaurant, etc) during all team functions. 7. USA HOCKEY ZERO TOLERANCE POLICY In an effort to make ice hockey a more desirable and rewarding experience for all participants, the USA Hockey Youth, Junior and Adult Councils have instructed the Officiating Program to adhere to certain points of emphasis relating to sportsmanship. This campaign is designed to require all players, coaches, officials, team officials and administrators and parents/spectators to maintain a sportsmanlike and educational atmosphere before, during and after all USA Hockey-sanctioned games. Thus, the following points of emphasis must be implemented by all On-Ice Referees and Linesmen: PLAYERS A minor penalty for unsportsmanlike conduct (Zero Tolerance) shall be assessed whenever a player: 1. Openly disputes or argues any decision by an official. 2. Uses obscene or vulgar language at any time, including any swearing, even if it is not directed at a particular person. 3. Visually demonstrates any sign of dissatisfaction with an official's decision. Any time that a player persists in any of these actions, they shall be assessed a misconduct penalty. A game misconduct shall result if the player continues such action. COACHES A minor penalty for unsportsmanlike conduct (Zero Tolerance) shall be assessed whenever a coach: 1. Openly disputes or argues any decision by an official. 2. Uses obscene or vulgar language in a boisterous manner to anyone at any time. 3. Visually displays any sign of dissatisfaction with an official's decision including standing on the boards or standing in the bench doorway with the intent of inciting the officials, players or spectators. Any time that a coach persists in any of these actions, they shall be assessed a game misconduct penalty. OFFICIALS Officials are required to conduct themselves in a businesslike, sportsmanlike, impartial and constructive manner at all times. The actions of an official must be above reproach. Actions such as "baiting" or inciting players or coaches are strictly prohibited. On-ice officials are ambassadors of the game and must always

conduct themselves with this responsibility in mind. PARENTS/SPECTATORS The game will be stopped by on-ice officials when the parents/spectators displaying inappropriate and disruptive behavior interfere with other spectators or the game. The on-ice officials will identify violators to the coaches for the purpose of removing parents/spectators from the spectators viewing and game area. Once removed, play will resume. Lost time will not be replaced and violators may be subject to further disciplinary action by the local governing body. This inappropriate and disruptive behavior shall include: Use of obscene or vulgar language in a boisterous manner to anyone at any time. Taunting of players, coaches, officials or other spectators by means of baiting, ridiculing, threat of physical violence or physical violence. Throwing of any object in the spectators viewing area, player s bench, penalty box or on ice surface, directed in any manner as to create a safety hazard.
