1.3 The purpose of this policy is to select the best eligible athletes for the Olympic Winter Games.

Page 1 of 12 YOUTH OLYMPIC GAMES 2018: ARCHERY NOMINATION POLICY The Buenos Aires 2018 YOUTH OLYMPIC GAMES are to be held in Buenos Aires, Argentina from 6 th to 18 th October 2018. This Policy applies to: (a) all Archers wishing to be considered for nomination to the Games Team to compete in the Games in an Archery Event; and (b) Archery NZ, including its Selectors that wish to nominate Archers to NZOC to be considered for selection to the Games Team for the Games.

Page 2 of 12 This Policy sets out how Archery NZ will consider Archers for Nomination to the NZOC for selection to compete at the Games. This Policy overrides any correspondence, discussions and representations (whether written or oral) by Archery NZ regarding nomination for the Games. This Policy may be amended with NZOC approval. Amendments or a revised Policy (including the amendments) will be published on the Archery NZ website with an updated version number and date and distributed to Archers who have already lodged an Intention to Apply form for the Games. 1. Objective The principal aim of nomination is to ensure New Zealand representation in Archery at the Games. 2. Archery Event The Archery Events at the Games consist of Men s and Women s Recurve Individual 60m Ranking Round & Elimination Match Play. 3. Qualification New Zealand must qualify for places in an Archery Event in accordance with the WA s Qualification System for the Buenos Aires 2018 Youth Olympic Games ( WA Qualification System ) and/or WA requirements for the Games. Qualification for a place in any Archery Event by an Archer does not guarantee that Archer will be nominated or selected to compete in the Archery Event at the Games. Archery NZ is not obliged to nominate Archers to fill all available places if it does not consider that sufficient Archers meet the

Page 3 of 12 Nomination Criteria. New Zealand can only qualify a maximum of two quota places as follows: Individual Recurve Women (1) Individual Recurve Men (1) However, for the sake of clarity, as set out in the NZOC Selection Policy for Buenos Aires 2018 Youth Olympic Games (available on the NZOC s website at http://www.olympic.org.nz/assets/uploads/buenos-aires-2018-selection-policy- Amended-2.pdf), the Games Team quota for the NZOC has been determined by the Buenos Aires 2018 Games Organising Committee at 75 athletes for New Zealand, across all individual sports. Automatic nominations are therefore, not applicable for this Policy as Games Team size will be determined by both the WA quota places and the NZOC Games Team quota. 3.1 Qualification period: The qualification period for the Games: 1 st October 2017 to 24 th July 2018. 4. Selectors The Selectors who will consider nomination of Archers to NZOC to be considered for selection in the Games Team are: Karen Moffatt-McLeod Convener, Selectors Patrick Biggs Ranking Officer Rynard Van Tonder Vice President The Selectors will meet and consider Archers to be put forward for nomination to NZOC after the Qualification Period, and prior to the NZOC Nomination Date. The Board of Archery NZ will be asked to ratify the nomination/s. Archery NZ will notify Archers of their nomination or non-nomination on the Nomination Date. NZOC will advise Archery NZ of whether the nominated Archers have been selected or

Page 4 of 12 not selected to the Games Team. Archery NZ will advise Archers whether they have been selected or not selected to the Games Team. 5. Eligibility Selectors may only consider an Archer for nomination if the Archer has satisfied the following eligibility requirements: a. be a current and full financial member of Archery NZ; b. be a New Zealand Citizen; c. hold a valid passport which at the date of the Games has at least 6 months before expiry is due; d. complete an Intention to Apply form attached as Appendix A to this Policy, return by 20 th January 2018 to the Convener of Selectors at selectionpanel@archerynz.co.nz; e. not have any outstanding liabilities to Archery NZ; f. not be under investigation for any breach of, nor to have breached, any rule under the Archery NZ Constitution, the Archery NZ Regulations, or any rules or regulations of WA, the IOC, Commonwealth Games Federation or the NZOC; g. returned a completed Archer Application, in the form prescribed by the NZOC, by the Application Date; h. returned a completed Archer Agreement, in the manner prescribed by the NZOC, to the NZOC by the Nomination Date; i. be born between 1 st January 2001 and 31 st December 2003; j. demonstrated to the satisfaction of the Selectors that they are not suffering any physical or mental impairment that would prevent them from competing in the Games to the highest possible standard; k. acted in such a manner so as not to bring the Archer, the sport, Archery NZ or the NZOC into public disrepute; l. to Archery NZ s knowledge has not used or administered any substance which, if

Page 5 of 12 it had been detected as being present in the Archer s body tissue or fluids, would have constituted doping, or used any prohibited method or committed any other doping offence as defined in the Archery NZ Anti-Doping Policy, the WA Antidoping Policy or NZOC s Integrity Regulation; and m. from 30 March 2018 has provided their name and contact address details to NZOC for the purpose of out of competition drug testing with Drug Free Sport New Zealand. 6. Nomination: Provided the requirements set out in clauses 3 and 5 are met, the Selectors shall nominate those Archers it considers meet the Nomination Criteria set out below. 6.1 Nomination Criteria: The criteria for nomination to the Games Team is made up of three parts: (a) the Overriding Nomination Criteria specified in clause 6.2; and (b) the Minimum Qualification Score specified in clause 6.3; and (c) the Specific Nomination Factors specified in clause 6.4. 6.2 Overriding Nomination Criteria: (a) In determining whether or not to nominate an Archer to an Archery Event, the Selectors must be satisfied overall that the Archer: i. has or have a high national ranking (e.g. top 3) or has placed in the top 3 of the most recent National age group championships in the Archery Event; ii. has or have a track record of sufficient quality and depth that the Archery NZ believes demonstrates the Archer will perform with distinction at the Games;

Page 6 of 12 iii. whether the Archer has met the Minimum Qualification Score set out in clause 6.3; iv. is or have competed at a sanctioned WA international event with a competitive result; and v. has or have a programme developed and endorsed by their coach to prepare them for the Games, and whether they are progressing to the agreed plan. (b) Evidence: In determining whether or not the Archer has or have met the Overriding Nomination Criteria for an Archery Event in clauses 6.2(a)(i) and (ii) above, the Selectors shall consider the Archer s performances and results in the Archery Event at which they seek to be nominated for the Games in the following Key Events during the Qualification Period: Archery NZ Youth Outdoor National Championships 2017 Archery NZ National Outdoor Target Championships 2018 Trans Tasman Event 2018 or the Oceania Continental Qualification Event 2018 Other major tournament, domestically or internationally approved by Archery NZ prior to competing in such tournament 6.3 Minimum Qualification Score At least three (3) Minimum Qualification Scores are required to have been shot during the Qualifying Period at a Key Event. Please note that a maximum of two (2) Minimum Qualification Scores can be attained at any one Key Event or other approved tournament, and at least one score must be attained at a separate event at a different location or at least a week apart. In addition, at least one of these scores must be obtained on the WA 72 (60m) arrow round.

Page 7 of 12 Gender Bow type Round Minimum Qualification Score Male Recurve WA 1440 Round (70, 60, 50, 30m round): 1220 WA 72 Arrow Round (70m): 582 WA 72 Arrow Round (60m): 614 Female Recurve WA 1440 Round (60, 50, 40, 30m round): 1247 WA 72 Arrow Round (70m): 565 WA 72 Arrow Round (60m): 600 Achieving the above Minimum Qualification Scores in the Qualification Period does not mean automatic nomination to the NZOC for these Games. 6.4 Specific Nomination Factors: When considering the Overriding Nomination Criteria above, the Selectors may also take into account any one or more of the following factors about an Archer: (a) any other performances or results in competitions / events in addition to the Key Events; (b) adequate fitness and a commitment to maintain a fitness and training programme as agreed with the applicable coach(es); (c) demonstrated good behaviour, including a commitment to training and/or attendance at training camps;

Page 8 of 12 (d) demonstrated compatibility with others in a team environment; (e) demonstrated compliance with the rules of events and competitions; (f) understanding and respect for the obligations that accompany being a member of a New Zealand team when competing at the Games, including respect for team members and support staff; (g) willingness to promote Archery & Archery NZ in a positive manner; (h) demonstrated ability to take personal responsibility for self and their results; (i) proven ability to be reliable; and (j) any other factor(s) the Selectors consider relevant. 6.5. Trial Event In the event that there are more Archers meeting the Nomination Criteria set out in clause 6.1 than there are quota places available, there may be the requirement to compete in a Trial Event. The nature, format and location of any Trial Event shall be decided by the Selectors, at their discretion and in consultation with the Board of Archery NZ and will reflect the Archery Event the trial is for. Travel to and from any Trial Event will be at the Archer s expense. Failure to compete in required trials will automatically exclude the Archer from nomination to the NZOC. 6.6. NZ Archers based overseas If an Archer is currently living and/or competing outside of New Zealand and would like to be considered for nomination to event, the following additional points apply: The overseas tournaments used for Minimum Qualification Scores by the Archer must be WA sanctioned, and evidence provided of such sanction; The Archer must provide a copy of the official results to Archery NZ; and If the Archer is unable to travel to New Zealand for the Archery NZ Youth Outdoor

Page 9 of 12 National Championships or the Archery NZ National Outdoor Championships they are required to submit a Dispensation Form (set out in Appendix B) prior to those National Championships, which needs to be approved by both the Selectors and the Board of Archery NZ. 7. Exceptional Circumstances If an Archer considers there are any Exceptional Circumstance that are relevant to their nomination, they must notify the Convener of Selectors in writing as soon as possible and within 48 hours (two days) upon the specific Exceptional Circumstances arising. The Archer must provide full details of the Exceptional Circumstances and the effect or potential effect on the Archer and their potential nomination. If the Exceptional Circumstances prevent an Archer from competing in the Archery NZ Youth Outdoor National Championships or the Archery NZ National Outdoor Championships, the Archer is also required to submit a Dispensation Form (set out in Appendix B) found on the Archery NZ Website. 7.1. Taking Exceptional Circumstances into account The Convener of Selectors shall refer any claim for Exceptional Circumstances that is made in accordance with this Policy to the Selectors and they may, at their discretion, take it into account in considering its decisions. If a claim is not made in accordance with this Policy, the Selectors cannot take those Exceptional Circumstances into account. 8. Announcement Nominated or Selected Team Members agree not to make any announcement to the media or public in any form (including on any social media or personal websites) regarding their nomination or selection until after NZOC, in consultation with Archery

Page 10 of 12 NZ has publicly announced the selection and Archery NZ has announced the selection on the Archery NZ website. 9. Appeals Nomination Appeals: An Archer may appeal to Archery NZ against their non-nomination to the NZOC by the Selectors provided that the Archer has returned a completed: Archer Application to the NZOC by the Application Date; and Archer Agreement to the NZOC by the Nomination Date. Procedures for Nomination Appeals: Any appeal under paragraph 9 must be made in accordance with the procedures set out in clause 13 of the NZOC Nomination and Selection Regulation. 10. Inconsistencies In the event there is any inconsistency between this Policy and The NZOC Nomination and Selection Regulation, the NZOC Nomination and Selection Regulation shall apply. In the event this Policy imposes a higher qualification standard or a lesser number of participants than stated in the WA Qualification System, this shall not be regarded as an inconsistency. 11. Definitions In this Policy, the following definitions apply: Archer Agreement means the agreement between NZOC and the Archer that an

Page 11 of 12 Archer applying to be nominated and selected to the Games Team must fully complete and return to the NZOC prior to the Nomination Date. Archer Application means the form set by the NZOC that must be completed by any Archer applying to be nominated and selected to the Games Team. Application Date means 30 March 2018, by which Archery NZ must submit a completed Archer Application to the NZOC in accordance with clause 8.3 of the NZOC Nomination and Selection Regulation. Archer means an individual who wishes to be considered for nomination to the NZOC. Archery Event means the archery events at the Games as defined in clause 2 of this Policy. Archery NZ means orporated. Archery NZ Constitution means the constitution of Archery NZ. Archery NZ Regulations means the rules and regulations of Archery NZ. Archery NZ Website mean the Archery NZ Website at Board means the Board of Archery NZ. DFSNZ means Drug Free Sport New Zealand. Dispensation Form means the Buenos Aires 2018 Youth Olympic Games for Dispensation Form as set out in Appendix B. Exceptional Circumstances means any one or more of the following: a. injury or illness; b. equipment failure; c. travel delay; d. bereavement or personal misfortune; and/or

Page 12 of 12 e. any other factors reasonably considered to cause, or be likely to cause, an Archer not to perform at their optimal level. Games means the 2018 Youth Olympic Games to be held in Buenos Aires in Argentina from 6 th October 18 th October 2018. Games Team means the New Zealand Team at the Games selected in accordance with the NZOC Selection Policy for the Games. Intention to Apply means the Archery NZ Intention to Apply Form as set out in Appendix A which must be completed by every Archer wishing to be considered for nomination to the NZOC. IOC means International Olympic Committee. Key Events means an international, continental or national competition listed in clause 6.2(b) of this Policy. Minimum Qualification Score means the scores listed in clause 6.3 of this Policy Nomination Criteria means the criteria described in clause 6. of this Policy. Nomination Date means the date agreed by the NZOC (and includes any alternative date as agreed between the NZOC and Archery NZ, by which Archery NZ must submit any nominated Archers to the NZOC. Nomination Policy or this Policy means this Nomination Policy for the Buenos Aires 2018 Youth Olympic Games. NZOC means New Zealand Olympic Committee Incorporated. Overseas Archer means an Archer currently living and/or competing outside of New Zealand. President means the President of Archery NZ.

Selectors means those persons who have been appointed by Archery NZ in accordance with clause 4 of this Policy Trial Event means a selection trial as described in clause 7.5. WA means World Archery (http://www.worldarchery.org). WADA means World Anti-Doping Agency. WADA Code means the World Anti-Doping Code (as amended from time to time). 12.
