WAYS AND MEANS FADE IN: EXT. U.S. CAPITOL BLDG. - DAY Typical weekday on the Capitol grounds. INT. U.S. CAPITOL BLDG. - SENATE CHAMBERS FOYER Senator KEVIN KAUFMAN (Democrat, early 40s) and Senator TERRY DONOHUE (Republican, late 40s) stand near the entrance to the Senate chambers accompanied by their respective aides SARAH PETERS (early 20s, attractive) and GLEVE (mid- 20s, striking), both holding a stack of papers. Senators Kaufman and Donohue smile and shake hands as Senator PENNY WASHINGTON (early 50s, African-American) emerges from the Senate chambers and approaches. SENATOR WASHINGTON (to Senator Kaufman) Excuse me, Senator. I'm confused. Are you a Democrat or a Republican? SENATOR KAUFMAN I'm sorry, Penny, but I had to vote my conscience. SENATOR WASHINGTON Conscience? Anyone with a conscience would have voted for that bill. (to Senator Washington) It's Ways AND Means, Senator. Too many ways and not enough means is what's gotten this country into trouble. SENATOR WASHINGTON...Just one more question. Are you two sleeping together? Senator Donohue laughs and Senator Kaufman grins. Senator Washington shakes her head and walks off. Senator Donohue pats Senator Kaufman on the back as they watch Senator Washington leave. Then they shake hands again and go their separate ways followed by their Aides. INT. SENATE OFFICE BLDG. - 'S PRIVATE OFFICE Senator Dohohue enters followed by Kaitlyn, his aide.

2. Kaitlyn sets her stack of papers on the desk. He smiles. Time to celebrate. How about dinner? My wife has bunco tonight so I'm on my own. Uh, I'm not sure. Is that allowed? I'm still trying to learn the protocol around here. No worries. An aide's duties include an occasional dinner with the boss. Kaitlyn smiles back. INT. UPSCALE RESTAURANT IN D.C. - NIGHT Senator Donohue and aide Kaitlyn engage in small talk while they and several other PATRONS eat dinner. EXT. RESTAURANT - AFTER DINNER - NIGHT Kaitlyn and Senator Donohue emerge from the restaurant and walk to his car in the parking lot. He opens her door for her then moves around and enters on the driver's side. They fasten their seat belts. INT. 'S CAR - CONTINUOUS As Senator Donohue STARTS the car, a gloved right hand reaches around the right side of Kaitlyn's head and quickly covers her mouth. Then a gloved left hand puts an automatic pistol to her left temple. Kaitlyn's attempt to cry out is muffled by the gloved hand. Senator Donohue jerks his head to the right and sees a MASKED MAN (Richard Nixon mask), dressed totally in black, leaning forward in the back seat, holding the gun to Kaitlyn's head. What the hell?! (muffled through mask) Do what I say or I'll blow her brains out! Okay, okay. Take it easy!

3. Throw your cell phones into the back seat! Senator Donohue removes his cell phone from his coat pocket and Kaitlyn removes hers from her purse and they toss them over their shoulders into the back. Now, drive! Senator Donohue puts the car in gear and pulls out of the restaurant parking lot and onto the street. EXT. 'S CAR - CONTINUOUS After traveling a short time and making a few turns, they arrive at an abandoned warehouse. Senator Donohue pulls the car around back into the rear parking lot and parks near the rear entrance. EXT. ABANDONED WAREHOUSE - CONTINUOUS The Masked Man gets out of the back seat on the passenger side, opens Kaitlyn's door and jerks her out, then puts the pistol to her temple again. She whimpers. Senator Donohue gets out of the car with his hands in the air and they all move to the back door of the office building. The Masked Man waves his pistol toward the door. Senator Donohue opens it. INT. ABANDONED WAREHOUSE - CONTINUOUS Senator Donohue enters the darkened room followed by Kaitlyn and the Masked Man. The Masked Man reaches over and flicks on a low-wattage overhead light that reveals a bare room except for a mattress on the floor. He shoves Kaitlyn over beside the Senator. (muffled through mask) Take your clothes off! Both of you! What?! Now! Or you're both gonna die! He waives the pistol at them. Kaitlyn and the Senator slowly begin removing their clothes.

4. Hurry up! Kaitlyn and the Senator remove all of their clothing and stand with their hands covering their genitalia. Lay down on the mattress! Senator Donohue lays down first then Kaitlyn joins him, sobbing. (to the Senator) Now, get on top of her! This is crazy. Now! He moves closer, aiming the pistol at the Senator's head. Senator Donohue rolls over on top of Kaitlyn. (to Kaitlyn) Spread your legs! He kicks her feet apart. (to the Senator) Now, fuck her! I...I can't do this. You can either fuck her alive or dead. But you're definitely gonna fuck her! So what's it gonna be? Senator Donohue slowly begins to thrust. (to Kaitlyn) I'm sorry. Fuck her hard! He puts the barrel of the pistol on the back of the Senator's head.

The Senator begins humping Kaitlyn faster and deeper as she winces and sobs. The Masked Man pulls out a small digital camera and takes a few FLASH pictures. Now, turn her over! This is enough. I'll tell you when it's enough! Now, roll 'er over! Senator Donohue raises up so Kaitlyn can roll over onto her stomach. Now, put it up her ass! He jams the pistol to the back of the Senator's head again. Senator Donohue lays down on Kaitlyn's back and enters her slowly. She groans and sobs. 5. Faster! He takes a few more pictures. Senator Donohue thrusts faster and deeper, finally arching up and crying out as he climaxes. He collapses onto Kaitlyn's back. A few moments later, Senator Donohue looks around and notices that the Masked Man is gone. He rolls off of Kaitlyn. He's gone. Kaitlyn raises up and looks around, then rolls over and starts pulling on her clothes. (CONT'D) I think he's going to blackmail me. He starts putting on his clothes. We've gotta go call the police.

6. And tell them what? That someone forced me to rape you then ran off? It'll be the end of my political career...and your reputation. But we can't just let this go unreported. We can, and we will...until we see what this guy is going to do with the pictures. They finish dressing, then get up and move to the door. EXT. ABANDONED WAREHOUSE - CONTINUOUS Senator Donohue and Kaitlyn emerge cautiously and glance around the parking lot before making their way to the Senator's car. They get in, Senator Donohue STARTS the car and they drive away. INT. 'S OFFICE - NEXT DAY Senator Donohue sits at his desk thumbing through some papers. Kaitlyn enters, looking like she didn't get much sleep. I thought you were taking the day off? I came in to let you know that I'm quitting. I just can't work here after what happened last night. Are you sure? Kaitlyn takes a deep breath and nods yes. (CONT'D) I'm sorry to hear that, but I understand completely... I'll write a letter of recommendation for you, if that will help. Yes, thank you. Okay.

7. Kaitlyn turns to leave. Take care. Okay. Bye. (CONT'D) Tears well up in her eyes as she exits. INT. MEN'S LOCKER ROOM - LATER THAT DAY Senator Donohue, in workout shorts and a tee-shirt, with a towel draped around his neck, opens his locker and notices a small duffel bag on the lower shelf. He pulls the bag out, sets it on the bench and unzips it. He reaches in and pulls out a black mask then an automatic pistol. He looks around to make sure no one is around, then stuffs the mask and pistol back into the bag, zips it up, and places it back in the locker. EXT. SAME UPSCALE RESTAURANT AS BEFORE - NIGHT Senator Donohue, dressed in black, wearing black gloves, and carrying the small duffel bag, approaches a car and unlocks it using a set of electronic keys. He climbs into the back seat and closes the door. A short time later, Senator Kaufman and his aide Sarah emerge from the restaurant and approach the same car. THE END FADE OUT
