Sembawang Country Club Senior Golf Cup Conditions of Competition 1. GENERAL a. The Senior Golf Cup will be played in accordance with the Rules of Golf as approved by the R&A Rules Ltd and Local Rules of the Sembawang Country Club. 2. ELIGIBILITY a. The Club s Senior Golf Cup is open to all Sembawang Country Club Members; b. They must conform in all respects to the Rules of Amateur Status as laid down by the R&A Rules Ltd and possess a valid USGA Handicap Index. 3. REGISTRATION a. Registration for Men and Ladies shall close 2 weeks before the date of competition. Phone registrations are not allowed; b. Seniors are able to form their own flights of mixed gender. Individual sign-ups will be paired accordingly; c. The draw will be conducted after the closing date at the discretion of the Club. The results of the draw will be made available on the Club notice board and website 10 days prior to the competition. 4. FORMAT OF PLAY a. This is an individual Nett Stableford competition for both Men and Ladies; b. A minimum of eight (8) players is required to make a Division competition valid. If the minimum number cannot be met, the division will be removed and players will not be able to participate. These participants may be allocated social flights. c. Senior Golf Day will be a time-sheet game. d. The Club reserves the right to alter the format of play. Page 1 of 6
5. DIVISIONS a. There will be 2 Divisions for Men and 1 Division for Ladies based on age group as at day of competition: b. The Committee shall reserve the right to accept, reject or limit entries and to adjust the age range of each division to allow maximum participation, as and when necessary. c. The maximum course handicap for Men and Ladies will be 24 and 36, respectively. 6. ENTRY FEE a. The following charges will apply (before 7% GST): Members - $35 7. PRIZES MEN LADIES DIVISIONS WHITE SR 129 RED SR 128 A 55-64 - a. Prizes would be awarded to the each division s top three (3) winners; b. The awarding of prizes will be at the discretion of the Organising Committee; 8. WITHDRAWAL/ CANCELLATION a. Any withdrawal or cancellation must be made before the draw list is published. There will be no refund of entry fee after the aforesaid date without a valid reason. There will also be no refund, partial or full, should any participants failed to turn up. 9. TIME OF STARTING (Rule 6-3a) B 65 years and above - A - 50 years and above a. Players shall start at the time and order indicated in the draw. No substitution of players and changes of starting times shall be permitted after the draw has been made; b. If a player arrives at his starting point (ready to play) within five minutes after his starting time, the penalty for failure to start on time is two strokes at the first hole. Otherwise, the penalty for breach of this rule is disqualification; Page 2 of 6
c. The Club reserves the right to change the draw and vary the starting times. 10. ACCIDENTAL MOVEMENT OF A BALL ON THE PUTTING GREEN a. When a player s ball lies on the putting green, there is no penalty if the ball or ballmarker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment. b. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. 11. SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION (NOTE TO RULE 6-8B) a. The specimen condition in the Rules of Golf is in effect see page 158 (Rules of Golf); b. A suspension of play due to dangerous condition and the resumption of play shall be signalled using SCC s warning system; c. All practice areas shall be closed during suspension of play until the Club has declared them open. 12. SUBMISSION OF SCORECARD a. Players should check their cards prior to submission (at the scoring table or designated area) and ensure that their scores are correct, signed and countersigned by their marker. Any doubtful points should be resolved with the Club immediately before returning the scorecard; b. A player is deemed to have returned the scorecard and no further amendments are to be made upon submission (at the scoring table or designated area) of the score card to the Club. 13. DECISION OF TIES a. In the event of a tie(s) for the first place, the results shall be determined based on the Club s count-back system, in the following order: - Last 9 holes; - Last 6 holes; - Last 3 holes; and - Hole-by-hole starting from Hole-18. 14. INCLEMENT WEATHER a. In the event of inclement weather or any other reason (e.g. the golf course is not playable or that insufficient light renders the proper playing of the game Page 3 of 6
impossible), resulting in the inability of the competition to continue, the Club may at any time declare the play abandoned. b. The final results are subjected to the following guideline: if 50% or more of the players of each division, have completed play, the completion shall be deemed completed and the results will be bases on the scores returned. Withdrawals from the Competition are counted as part of the 50%. c. There will be no entitlement of rain-checks. 15. HAZE MANAGEMENT a. When the NEA 3 hour PSI level goes beyond 300, play will be suspended. b. Course marshals will be deployed to inform players of any suspension of play due to high PSI readings. The procedure under Rule 6-8b will apply when play is suspended due to high PSI readings. c. Players are reminded that suspension of play for dangerous situation (Note to Rule 6-8b) still applies and shall be signalled using the club s siren warning system. 16. USE OF DISTANCE MEASURING DEVICE (DMD) a. A player may obtain distance information by using a device that measures distance. If during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (eg. Gradient, wind speed, temperature etc.), the player is in breach of Rule 14-3, for which the penalty is Disqualification. 17. LIST OF CONFORMING DRIVER HEADS & CONFORMING GOLF BALLS a. The specimen condition in the Rules of Golf is in effect see pages 154 to 155; b. An updated List of conforming driver heads and conforming golf balls are available on the R&A s website (http://www.randa.org); c. Penalty for carrying but not making a stroke with a club head in breach of condition is two strokes penalty for each hole at which the breach occurred, with a maximum of 4 strokes per round; penalty for making a stroke with club in breach of condition Disqualification; d. Any club(s) carried in breach of this condition must be declared out of play by the competitor to his fellow competitor immediately upon discovery. If the player fails to do so, he/she is disqualified; Page 4 of 6
18. PACE OF PLAY (NOTE TO RULE 6-7) a. Time Allowed. Each hole has been a maximum completion time based upon the length and difficulty of the hole. The maximum time allotted for completion of 18 holes will be made available prior to play; b. Definition of Out-of-Position. The first group to start will be considered as outof-position if, at any time during the round, the group s cumulative time exceeds the time allowed for the number of holes completed. Any following group will be considered out-of-position if it is more than the starting interval time behind the group in front and has exceeded the time allowed for the number of holes played; c. Procedure When Group is Out-of-Position. If a decision is taken to time the group, each player in the group will be subjected to individual timing by the referee. Each player in the group will be advised that they are out-of-position and are being timed. The maximum time allocated per shot is 40 seconds. 10 extra seconds are allowed for the first player to play. The timing will start when the player has had sufficient time to reach his ball, it is his turn to play and he is able to play without interference or distraction. On the putting green, timing will start when the player has had a reasonable amount of time to lift, clean and replace his ball, repair ball marks and move loose impediments on his line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke. Timing ceases when a group is back in position and players will be advised accordingly. NOTE: In some circumstances, an individual player or a few within a group may be timed instead of the entire group. Penalty for Breach of Condition First offence - One Stroke Second offence - Two Strokes For subsequent offence - Disqualification 19. DISPUTES OR DOUBTS AS TO CORRECT PROCEDURE (RULE 2-5) a. If there is a doubt, players are to refer to the Tournament Referee. If a Tournament Referee is not immediately available, a player (having notified his marker) may elect to play two balls in accordance with Rule 3-3 and obtain a ruling at the conclusion of the round, prior to signing and returning of the score card; b. No spectators are to enter into any discussion on a matter under dispute. 20. ETIQUETTE Page 5 of 6
a. All players should practice good etiquette as detailed in Section 1 of the Rules of Golf. The overriding principle is that consideration should be shown to others on the course at all times. b. Penalty for serious breach of etiquette is Disqualification. 21. TOURNAMENT DIRECTOR / RULES OFFICIAL / REFEREE a. The Tournament Rules Officials / Referee s decision on all matters pertaining to the Rules of Golf is final; b. The decision of the Tournament Director and the Club, once posted, is final and binding on all parties. 22. INDEMNITY/LIABILITIES a. Sembawang Country Club, appointed officials and staff, will not be responsible for any loss, damage or harm, or any form of injuries that the participants of the Championship may suffer as a result of their participation in this Championship. 23. RESULT OF COMPETITION COMPETITION CLOSED a. When the final result is placed on the official notice board or when the result is announced during the prize presentation, whichever is earlier, the result of the competition is deemed to have been officially announced. 24. AMMENDMENTS TO CONDITIONS OF COMPETITION a. The Club reserves the right to amend the Conditions of Competition. Organizing Committee Page 6 of 6
