Greater Manchester Cricket League Introduction After a good first year where we pulled together junior competitions for 149 teams across the region from scratch we have completed a review of what we did and how it went and looked at how we can make it bigger, better and stronger for 2017 and beyond. The strength will now come from an improved structure behind the competitions with a junior committee brought together to work with age group administrators, junior inter league team managers and the club managers in the competition to make sure GMCL is doing everything it can to produce a quality competition and opportunity for development. With so many teams in the competition we have the flexibility to offer a variety of competitions, the flexibility to have options for playing days where a number of clubs choose the same days and the flexibility to allow clubs to select their level of involvement where they have low numbers at one age group or high numbers at another. The competition is made better by the breadth of competition on offer and number of prizes on offer supplemented by individual prizes for our best players. For 2017 we have more teams, a small increase to 156, but we believe we now have the organisation to manage change year on year irrespective of the moves that take place at senior league level, which for 2018 are looking more and more likely. We continue to welcome clubs from other senior leagues and support already existing junior leagues in which our own clubs are members and we will stick firmly to these principles in the coming seasons as we strive to make this the best junior competition available in the region. GMCL Juniors 2017 onwards: - playing formats (Revision 7) 1. General 1.1. All matches will be played in accordance with the Laws of cricket as set down by the MCC/ ECB and GMCL rules except where these have been varied by these rules. 1.2. Specific rules apply to certain age groups 2. Structure 2.1. The GMCL Junior administrators shall be appointed by the GMCL board or Junior Committee where necessary 2.2. The Junior team mangers at each club shall be responsible for the day to day running of Junior Cricket and completion of fixtures and any unresolved issues raised with the GMCL Age group administrators. 2.3. Amendments to rules regarding Junior Cricket shall be provided by the Junior Committee and announced at the AGM. 3. Code of conduct & the Spirit of Cricket 3.1. The following amended versions of the ECB code of conduct and spirit of cricket will apply within the league, and in accordance with ECB guidelines, any failure to comply with the provisions of these rules of play, within or in connection with a fixture organised by the league may lead to disciplinary action. 3.2. ECB code of conduct (including amendments which apply within the league). 3.3. The ECB and the league are committed to maintaining the highest standards of behaviour and conduct. This code of conduct incorporates the spirit of cricket as set out below. It applies to all matches played under the auspices of the ECB and the league. 3.4. Captains (within the ECB Code of Conduct) are responsible at all times for ensuring that play is conducted within the spirit of cricket as well as within the laws. Within the GMCL Junior Cricket League this responsibility at all times rest with the team managers, not with the captains. 3.5. Players and team officials must at all times accept the umpire s decision. Players must not show dissent at the umpires decision or react in a provocative or disapproving manner towards another player or spectator. 3.6. Players and team officials shall not intimidate assault or attempt to intimidate or assault an umpire, another player or a spectator. 3.7. Players and team officials shall not use crude/ and or abusive language (known as sledging) not make offensive gestures or hand signals nor deliberately distract an opponent. 3.8. Players and team official shall not make racially abusive comments nor indulge in racially abusive actions against fellow players, officials, members and supporters. 3.9. Clubs must take adequate steps to ensure the good behaviour of their members and supporters towards players and umpires. 4. Spirit of Cricket 4.1. Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its laws, but also within the spirit of the game. Any action, which is seen to abuse this spirit, causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains (in the ECB Code of Conduct). Within this league, this major responsibility will rest with team managers, not with captains. 4.2. Responsibility of team managers 4.3. The team managers are responsible at all times for ensuring that play is conducted within the spirit of the game as well as within the laws. 5. Players conduct 5.1. In the event of any player failing to comply with the instruction of an umpire, criticising his decision by word or action, showing dissent or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first instance report the matter to the other umpire and to the player s team manager, requesting the latter to take action. 6. Fair and Unfair Play 6.1. According to the laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time, and it is the responsibility of the team manager to take action where required.

6.2. Umpires are authorised to intervene in cases of: 6.2.1. Time wasting 6.2.2. Damaging the pitch 6.2.3. Dangerous or unfair bowling 6.2.4. Tampering with the ball 6.2.5. Any other action they deem to be unfair 6.3. The Spirit of the game involves respect for 6.3.1. Your opponents 6.3.2. Your own captain and team 6.3.3. The role of the umpire 6.3.4. The games traditional values 6.4. It is against the Spirit of the game: 6.4.1. To dispute an umpire s decision by word, action or gesture 6.4.2. To direct abusive language towards and opponent or umpire 6.4.3. To indulge in cheating or any sharp practice fro instance 6.4.4. To appeal knowing the batsman is not out 6.4.5. To advance toward the umpire in an aggressive manner when appealing 6.4.6. To seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation on one s own side. 7. Violence 7.1. There is no place for any act of violence on the field of play. 8. Players 8.1. Team managers and umpires set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this. 9. Player membership 9.1. Players must hold membership of the club or clubs for which they play. 9.2. Juniors may play in other club s Senior sides to aid their development but may only play in one clubs Senior sides in any given season unless taking advantage of the loan system rules where the emphasis is on a short-handed team being able to put a full team out by loaning players from other clubs - see Senior Rules for this system. 9.3. Players may only be loaned from Clubs whose Senior First XI play in the GMCL. In addition, any use of loan players must be agreed by the opposition before the match is played. 9.4. No player may play for more than one GMCL club in any GMCL Junior cup age group competition during the same season, however clubs Players may also play in other leagues and cups. 10. GMCL Junior Cups 10.1. To enter Teams in GMCL age group Cup competitions the Team must also play in the age group League completion or their Senior first XI must play in the GMCL 11. Inter-League qualification 11.1. Junior Players who play in GMCL and other Leagues can only play for the interleague side in which their Senior First XI play. 12. Age Group Determination 12.1. Players must be under the age group age at midnight on 31 August in the year preceding the current season to compete in the relevant age group league or cup. 12.2. Girls may be aged up to one year older than the age group in which they play. 13. Transfer of Junior Players 13.1. Transfers of junior Players will be under the same process as transfers of Senior Players. 14. Bowling 14.1. The ECB fast bowling directive will apply in all matches, to all players. 15. Fielding / Wicket Keeping 15.1. All wicket keepers will wear a helmet when standing up to the stumps when keeping wicket in matches and in practice. Under 9 wicket keepers must wear a helmet at all times if a hard ball is being used.

15.2. At under 9, 11, 13 all fielders standing in front of the batman must be a minimum of 10 metres (11 yards) from the bat when the batmen strikes the ball. At Under 15 and 18 fielders must be a minimum of 7.3 metres (8 yards) away. Should a player come within the restricted distance, the umpire must stop the game immediately and instruct the fielder to move back. This distance applies even if the player is wearing a helmet. 16. Batters 16.1. All batters must wear a helmet when batting against a hard cricket ball in matches and in practice. Due regard should be given to the latest ECB guidance on cricket helmets. 17. Match Results 17.1. A team who score the most runs wins a match 17.2. A match is tied if the runs scored are equal at the end of the match. 17.3. In the event of two or more clubs finishing on equal points at the top of a league table, the championship shall be decided by a play off. 17.4. The winner of a cup tie where scores are equal shall be the team which has lost the least wickets and if that s the same it shall be completely replayed but the venue reversed. 18. Points 18.1. The winning team will be awarded 2 points 18.2. 1 point each will be awarded for a tie 18.3. 1 point will be awarded where there is no result e.g. Where the game has been unable to take place as a result of poor weather or other extenuating circumstances and every effort has been made to play the game. 18.4. If a team fails to honour a fixture it will receive no points and the opposition will be awarded 2 points as for a winning team unless the teams agree to reschedule the fixture 19. Fixture Completion 19.1. Once a club has committed to play in an age group it must fulfil all the fixtures. 20. Bad Weather & Poor Light 20.1. Particularly at the start of the season there is scope for both teams to agree a reduction in overs to avoid games finishing in the dark. 20.2. In all Junior matches the umpires shall decide if a game should start or continue when there is doubt with regards to the pitch or weather. If the umpires disagree then the status quo shall be maintained. Umpires should at all times bear in mind the safety of the players, and the damage likely to be caused to the pitch and to the club s square if play starts or continues in adverse weather conditions. 21. Umpires and scorers 21.1. Each club is responsible for appointing a competent scorer and umpire for each match, with any regular persons having received some form of training to enable them to carry out their duties effectively. The League will provide umpires for GMCL Junior Cup and LKO knockout qualifiers rounds from the Quarter Final stage onwards at the Leagues expense. 21.2. Scorers shall use the crichq system for all matches and this can be done with the app online or with the scorecard uploaded post-match, no later than 24 hours from the end of the match. 22. Administration 22.1. Home teams are responsible for reporting the match result or the opposition by agreement. 22.2. Any disputes and any appeals will be heard by the Age group administrators, Junior Committee or main board as appropriate whose decision is final. 22.3. The aim is for club s team managers to self- manage the playing of fixtures by co-operating and contacting each other. 23. Competition Arrangement & Player Registration 23.1. Cup and league fixtures will be produced and published once Clubs have confirmed their Age group and League and Cup playing intentions on or before 31 January each year to enable fixtures to be produced for the CricHQ. 23.2. Junior Player registrations are to be done using the CricHQ platform which is also used for Senior Player registrations.

24. Matches, cancellations 24.1. League fixtures to be played only on the dates assigned to them in the fixture list but can be reversed if both clubs agree to do so. 24.2. Excepting Junior Cup Finals, which must be played on grass pitches, all GMCL Junior Cricket may be played on an artificial wicket if the home club so wishes, the visiting club should be notified of the use of artificial wicket at least 24 hours before the fixture is played 24.3. All grass pitches to be prepared on or adjacent to the club squares. 24.4. Junior cup Semi Finals and Finals will be played on a Finals Day. The League will provide umpires for these matches. 24.5. Match cancellations are for weather/pitch reasons only and should be communicated to the opposition in sufficient time to prevent travel where possible. League fixtures shall not be rearranged, cup fixtures must be rearranged within the week. Cup matches are to continue at the next available evening or opportunity. Morning games by 10.am or earlier. Cup matches are to be completed at least 1 hour before the start of a scheduled Senior match. 24.6. Away sides can offer to host the fixture if the home side cannot find a suitable date. 24.7. Where one team believes that the opposition are refusing to play or replay a game, that team can appeal to the age group secretary/administrator for the awarding of the win points. 24.8. Junior matches affected by over runs or reserve days of Senior GMCL cup competitions may re-arrange affected fixtures. 24.9. Clubs fulfilling rounds of LCB or ECB competitions may re-arrange affected fixtures with their opponents selecting the alternative date and venue. The age group secretaries/administrators need to be informed once these have been fixed. 25. Coaching 25.1. Managers or coaches whether umpiring or not can only coach when the ball is dead. Mid match coaching should be brief and not hold the game up particularly when failing light is an issue. 25.2. At under 9,11 and 13 s coaching is allowed at any time in the match. 25.3. At under 15 coaching is allowed in between overs and fall of wicket and no coaching is permitted at under 18. 26. Match Rules 26.1. A minimum of seven players is required to start a game (excluding under 9 and 11 s) and a time limit of 30 minutes after the starting time to elapse before the opposing team may claim the game. 26.2. In all Junior matches the boundary must be at least 25 yards from any part of the pitch. 27. Reports to the league 27.1. Substandard Umpiring shall be reported to GMCL umpires Director 27.2. Substandard Junior facilities pitch or playing area should be reported to the Competitions Director. 28. Rules for under 9 cluster tournaments 28.1. Depending upon Geography and preferences games will normally be played on Monday evening 6 pm start with 4 teams assembling and playing a round robin format with two pitches cut on the outfield to play two matches at the same time. Each team plays 2 matches per match day. Its effectively a mini standalone Tournament and most host teams put complimentary food on post-match. 28.2. Pitch 18 yards 28.3. Junior size stumps 28.4. Youth incrediball unless both sides agree to hard ball or kwik cricket ball 28.5. 6 a side pairs cricket, 3 overs per pair, bowlers have no compulsion to bowl and have a maximum of 3 overs. 28.6. The wicket keeper may bowl. 28.7. Each match duration 9 overs, maximum of 8 balls per over. Pairs change at end of over 3 and 6. 28.8. Unlimited lives with each life results in the loss of 4 runs from the total. Batsmen change ends except on last ball of over. In the event of a run out the striker shall return to the non-strikers end irrespective of who was actually run out. 28.9. Each wicket loses 4 runs, matches start on 200, winner is team with most runs after deducting for fall of wickets. 28.10. Treble bounce no balls, above waist no balls and wides count as 1 extra runs.

29. Rules for the under 11 Leagues 29.1. Games will normally be on Wednesday evening 6 pm start 29.2. Pitch 20 yards 29.3. Youth hard ball 4.75 Oz 30. Pairs cricket 8 a side 30.1. Duration of 16 overs, pairs change after over 4,8 and 12. Maximum 8 ball overs, players must bowl a minimum of 2 overs with maximum of 3 overs. 30.2. Wicket keeper cannot bowl 30.3. A substitute (for injury etc.) shall only act as a non- striker whilst his team is batting so the live batsmen receives continuous strike. Such substitute may only field and not bowl and his share of overs to be shared between the other players without exceeding their allocation. 30.4. In the event of any team being unable to field 8 players (unless a player is injured during the game), the points or cup tie shall be forfeited to their opponents. 30.5. Each wicket loses 6 runs, matches start on 200, winner is team with most runs after deducting for fall of wickets. 30.6. No lbw s. Treble bounce no balls, above waist no balls and wides count as 1 extra run. 30.7. If a team can only field 7 players still play the game but they only field with 7 with bowling allocation the same. Other team then picks a player to bat twice with player in last pair. 31. Rules for the Under 11 Cup 31.1. All boys taking part in this competition must be U11 on 1st September prior to the start of the season of the competition. Girls may play being one year older. 31.2. The MCC Laws of Cricket (2000 Code 5th Edition-2013) shall apply with the following exceptions: 31.3. The pitch shall be 20 yards in length (ECB recommendation) 31.4. The ball shall weigh 4.75 ounces. 31.5. Each team shall comprise eight players. 31.6. Each game shall consist of one innings per side. Each innings shall be of 16 overs duration. 31.7. The batting side shall be divided into pairs. Each pair shall bat for one quarter of the total number of overs. Pairs shall change at four over intervals 31.8. Batsmen shall have unlimited lives but each life shall result in 6 runs being deducted from the total. No batsman who is out for any reason shall face the next ball. Batsmen shall change ends at the fall of a wicket, except on the last ball of an over. 31.9. Each boy/girl on the fielding side MUST bowl, with the exception of the wicket-keeper. No boy/girl shall bowl more than 3 overs 31.10. Each team shall commence its innings with a score of two hundred runs. 31.11. The winning side shall be the team scoring the highest number of runs after deductions for the fall of wickets. In the event of scores being equal, the team losing the least wickets wins and if this is the same a Throw out is done whereby the eight players from each side shall throw at the stumps from the bowler s end and the team scoring the most hits shall be the winner. 31.12. In ALL matches, no fielder, except the wicket keeper, shall be allowed to field nearer than 11 yards, measured from the Centre of middle stump, except behind the wicket on the off-side. 31.13. Helmets SHALL be worn by all players when batting, by wicket keepers when standing up to the stumps. Boys shall also wear an abdominal protector. 31.14. In the event of the umpires being satisfied that a player is incapacitated, his/her place may be taken by a reserve who shall bat/bowl in his/her place. If no reserve is available, any bowler due to bowled by the injured player shall be bowled by another player without exceeding his/her quota. The captain of the fielding side shall choose one of the players in the first three pairs to bat a second time in the fourth pair. 31.15. An incomplete game shall be completely replayed if less than 10 overs of the second innings has been played 32. Rules for the under 13 Leagues 32.1. Games normally played on Sunday morning 10.00 am start or earlier by mutual agreement but must not continue beyond the over in progress at 1 hour before the start of a scheduled Senior Fixture. For example,

if the Senior Fixture is scheduled to start at 1pm then the under 13 game must start at 9.30 am. Evening matches shall commence at 6 pm. 32.2. Pitch 21 yards 32.3. Format 11 a side, one innings per side 32.4. No bowler may bowl more than 4 overs. 32.5. A Batsman to retire and may not return when they have scored 30 runs. Note if the last scoring stroke takes a batsman past any stated retirement mark in any under 13,15,18 the extra runs are to be credited. 32.6. Duration 20 overs but in order to achieve a result: 32.6.1. Overs are reduced by 1 over every 3 minutes when off the field. Minimum overs that can be played in first innings is 10. Once game starts that will determine the set number of overs for the 1st innings which will not be reduced upon further interruptions. 32.6.2. For a Game to Constitute a match the team batting 2nd must receive at least 50% of the first innings overs. The winning total in a rain affected 2nd innings will be calculated by 1st innings runs divided by overs faced giving a run rate. The run rate will be calculated including all overs and not if a team is bowled out before allocation. 32.6.2.1. E.G. 1st innings 120 for 6 in 20 overs run rate is 6. 2nd innings rain after 12 overs team need to be at least 73 to win. Wickets do not enter the equation. This also applies if both umpires agree light is too bad in 2nd innings. If 50% of overs not received in 2nd innings game is abandoned. 33. For example, if the Senior Fixture is scheduled to start at 1pm then the under 13 game must start at 9.30 am. Evening matches shall commence at 6 pm. Given the participative nature of a pairs format any rain affected games are to be replayed in full. 35.2. Pitch 21 yards 35.3. Youth hard ball 4.75 Oz 35.4. Pairs cricket 10 a side 35.5. Duration of 20 overs, pairs change after over 4,8,12 and 16. Maximum 8 ball overs, players must bowl a minimum of 2 overs with maximum of 3 overs. 35.6. Wicket keeper cannot bowl 35.7. A substitute (for injury etc ) shall only act as a non- striker whilst his team is batting so the live batsmen receives continuous strike. Such substitute may only field and not bowl and his share of overs to be shared between the other players without exceeding their allocation. 35.8. In the event of any team being unable to field 10 players (unless a player is injured during the game), the points or cup tie shall be forfeited to their opponents. 35.9. Each wicket loses 6 runs, matches start on 200, winner is team with most runs after deducting for fall of wickets. 35.10. If a team can only field 9 players still play the game but they only field with 9 with bowling allocation the same. Other team then picks a player to bat twice with player in last pair. 36. Rules for under 15 Leagues 37.1. Games normally played on Monday evenings 6 pm start 37.2. Pitch 22 yards and a full size Senior Ball to be used 37.3. Format 11 a side, one innings per side 37.4. Duration 20 overs but in order to achieve a result: 37.4.1. Overs are reduced by 1 over every 3 minutes when off the field. Minimum overs that can be played in first innings is 10. Once game starts that will determine the set number of overs for the 1st innings which will not be reduced upon further interruptions. 37.4.2. For a Game to Constitute a match the team batting 2nd must receive at least 50% of the first innings overs. The winning total in a rain affected 2nd innings will be calculated by 1st innings runs divided by overs faced giving a run rate. The run rate will be calculated including all overs and not if a team is bowled out before allocation. Eg. 1st innings 120 for 6 in 20 overs run rate is 6. 2nd innings rain after 12 overs team need to be at least 73 to win. Wickets do not enter the equation. This also applies if both umpires agree light is too bad in 2nd innings. If 50% of overs not received in 2nd innings game is abandoned. 37.5. No bowler may bowl more than 4 overs. 37.6. A Batsman to retire and may not return when they have scored 40 runs. Note if the last scoring stroke takes a batsman past any stated retirement mark in any under 13,15,18 the extra runs are to be credited. 38. Prize qualifications (League matches only) 38.1. Report on the Output of the Junior Committee determining Junior Fixtures for the 2017 Season The committee identified some areas of weaknesses but also the strengths of last year s games and fixture programme and wanted to resolve the problems to deliver an improved product for the larger number of entries received for this year s age groups. The key changes are: - Junior cups finals days semi-finals and finals at one venue to make for a memorable occasion and big event for the players and clubs involved, finals to be played in July Set league fixture days to avoid fixture congestion Playing night options for clubs and local arrangements New Pairs Comp for Under 13 clubs who prefer this form of the game No Monday Bank Holiday games No Tuesday or Thursday games in the North and West of the region for most teams No Thursday games in the Tameside Area No games fixtured after end of school summer term Fixture break to help with 18s and exams All leagues ensure that all teams in a division play each other. The smaller divisions give room for clubs to organise their own games and tournaments in August / September, potential for Big Bash style events and games and local derby mini tournaments. In the Under 9 competitions there are multiple games against the same teams and everyone plays each other at least twice but the number varies to get the fixture dates used. Loan Players It was agreed that the Loan Player system hadn t worked particularly well at Junior Level and therefore changes would be made as follows There should be no loans taken from clubs outside the league Clubs should make every effort to sign players full time to their club. Loans can be made with GMCL clubs but opponents must be notified and their agreement sought for the loan in advance of arrival for the game, it may be that the opponents have players available. The same loan players should not be brought in regularly to boost the team. Loan player system should be used to ensure that the club can get a full team out. Lancs KO GMCL will again support clubs taking part in the Lancashire Cricket Board Junior Club competition and continue support with funding and organisation of the GMCL inter-league sides. GMCL Inter League Teams Under 12 & Under 14 There are 4 inter-league fixture dates on Sunday afternoons 14 May, 28 May, 16 July, 30 July So, working around the Inter league fixtures and LCB finals in July we have two dates available: - 23 July when we will play the Under 11 semi-finals and final at one venue and the Under 15 semi-finals and final at another venue. 9 July when we will play the Under 13 semi-finals and final at one venue and the Under 18 semi-finals and final at another venue. On 9 th July, there are Sunday League fixtures and the 3 rd XI Cup quarter finals and on the 23 rd July, there are 1 st and 2 nd XI Cup semi-finals and Sunday League games. We will be looking for hosts for these 4 finals days from clubs competing in our junior competitions.

From here we line up the dates for the cup competitions at each age group and build the league fixtures around these dates. Under 9 We have 4 divisions, 3 of which will play on Mondays and the East division playing on Tuesdays.
