The depth slopes from 7 feet to 13.5 feet. The competition course has 10 lanes with non-turbulent lane lines for competition and an additional five to six lanes for continuous warm up in the diving end of the pool. The facility is equipped with a Daktronics Timing System, touch pads, and a ten lane electronic scoreboard. Spectator seating is available for approximately 400 spectators. Directions to the Aquatics Center and parking instructions may be found later in this notice. The competition course has not been certified in accordance with 104.2.2C(4).

COURSE: Short course yards (25 yards) SITE PAPERWORK: Every participant at this meet must print and fill out the form attached to the cover sheet. A parent/guardian must sign for their swimmer(s). The entering team/coach is responsible for ensuring that ALL swimmers have completed and signed the form and must be delivered to the Entry Chair before Saturday March 3, 2018 with entry payment. MEET FORMAT: Individual events will be swum as 11/12 and 13/14, with the exception of the 1000 and 1650 freestyles which will swim as stated in the Distance Events section below. The meet will be conducted in a trials/finals format, with one Consolation heat (B final) and one Championship heat (A final) in each age group (11-12 and 13-14) for individual events 200 yards and below. There will be no 2 per lane competition. DISTANCE EVENTS: The 1000 and 1650 Free will compete entirely in the prelim distance session. Both events will be swum in the following order: Fastest heat of girls 13/14 Fastest heat of boys 13/14 Fastest heat of girls 11/12 Fastest heat of boys 11/12 Remaining heats will swim combined, 11-14, alternating girl/boy, fastest to slowest The 400 IM and 500 free will be swum as timed finals for 11/12 and as prelim/finals for 13/14 with one Championship final heat. The preliminary heats of each event will be swum in the following order: 13/14 A Flight: The fastest 2 heats of girls followed by the fastest 2 heats of boys A flight 13/14 B Flight: remaining heats fastest to slowest alternating girls, boys 11/12 A Flight: Fastest 1 heat of girls followed by 1 fastest heat of boys 11/12 B Flight: remaining heats fastest to slowest alternating girls, boys For all distance events (400 and over), the slowest heat of girls and boys may be combined. DISTANCE EVENTS TIMERS: Swimmers in the 1000 and 1650 freestyles, and all B-Flight 400 IM and 500 free heats must supply two timers. CUT PROTOCOL: If a session is over-subscribed, the following changes will take place in the meet format: Clubs will be notified of all changes by Monday, March 5, 2018.

1) Relays will be cut to 1 relay per team. 2) The fastest heat of 11-14 1000 or 1650 Free will move to finals. 3) 13/14 200-yard medley relays will be cut entirely. 4) Swimmers will be required to cut down to 7 total events. RESERVE THE RIGHT TO MAKE CHANGES: Once a meet is sanctioned, changes can be made to the meet invitation before the meet, only with the approval of the Technical Chair, Bob Menck. Any change to the meet format after the meet begins will be at the discretion of the Meet Referee, and will be presented to the coaches at a coaches meeting. MEET COMMITTEE/JURY: The Meet Jury will be made up of one official, one coach, and one athlete to be selected by the Meet Referee who will present issues and moderate the jury but not vote. The three members shall be from separate teams. The Meet Jury will decide all issues of eligibility and anything not addressed in the Meet Announcement. The Meet Referee shall have authority as described in the current USA Swimming Rulebook. WEATHER PROTOCOL: If weather or facility conditions make it impossible to follow the original timeline of events, the Meet Director and Meet Referee have a right to make changes to the meet sessions. The Meet Director will notify the teams of the changes with as much notice as possible. Cancellation of the meet, or a session, is the decision of the Meet Referee and Meet Director. If weather requires the cancellation of any finals session, the results of the preliminary session will be the final order. ELIGIBILITY: All contestants must be current New England Swimming registered athletes. All swimmers must be registered before the entry is submitted. If a swimmer is not currently registered with proof of age on file, they will be fined $100 per event. New England teams entering the meet are required to check their entries with the online registration check tool on the New England Swimming web site. Age is determined by the age of the swimmer the first day of the meet. Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. REGISTRATIONS: All swimmers must be registered with USA Swimming before the entry deadline of February 27, 2018. Any team that swims an unregistered swimmer will be fined $100 per event. Teams are required to check their entries with the online registration check tool on the New England Swimming web site. DISABILITY SWIMMING: Any current athlete members of USA Swimming with a disability, as defined by USA Swimming Rules and Regulations, may enter this meet if they have the qualifying times. If

modifications to USA Swimming rules are necessary, then the coach or athlete must notify the Meet Referee and Meet Director of any disability prior to competition. EVENTS: See attached list. ENTRY INFORMATION: Qualification period: February 10, 2017 through the entry deadline. Please check that your team name, address, and contact information are listed correctly in this file. All non-electronic entries must be typed or printed legibly, and must use full names and registration numbers from USA Swimming registration. No deck entries will be accepted. No refunds will be given for entries that are accepted or for entries that are rejected due to improper entry. Anyone submitting an entry for a team after the deadline is subject to a fine up to $100 at the sole discretion of the Meet Director. If a team already entered in the meet wishes to add either swimmers or entries after February 27, 2018, but before the new cuts deadline of 9:00 pm Monday March 5, 2018, they will be accepted at the discretion of the Meet Director and subject to a $10 penalty per individual entry. No entries will be accepted after 9:00 pm Monday, March 5, 2018. ENTRY TIME VERIFICATION: All entries will be reviewed by New England Swimming. All entry times must be provable in the SWIMS database. The meet database will be run through the SWIMS program to verify times achieved since February 10, 2017. Anyone entering a swimmer in events where a time is not in SWIMS will be fined $100 per event. The swimmer will be scratched from the event, and may jeopardize their team s participation in future New England Swimming end of season meets. Please note that a time may be in Team Unify but not in SWIMS. It is your responsibility to verify the time at a USA sanctioned/approved/observed time in SWIMS.

NEW CUTS: Athletes achieving a qualifying time for the first time between Tuesday, February 28, 2018 and Sunday, March 4, 2018 may enter the meet via e-mail to the Entry Chair no later than Monday, March 5, 2018 @9:00 pm. No time updates from the original entry will be allowed. ENTRY LIMITS: Swimmers may enter as many events in which they have qualified, but may only compete in a maximum of three (3) individual events per day (including time trials) and a maximum of nine (9) individual events for the meet (not including time trials). ENTRY FEES: $8.00 for individual events 200 yards and shorter (add $0.50 for non-electronic entries) $10.00 for individual events 400 yards and longer $25.00 for relay events Swimmer participation fee: $10 per swimmer (including relay-only swimmers) New England Travel Surcharge: $2 per swimmer (including relay-only swimmers) RELAYS: All relays will be swum as timed finals. The first 20 minutes of finals warmup are reserved for individual event finals swimmers only. Relay-only swimmers are free to enter the pool after this time. Coaches are responsible for enforcement of this for their team. Relays compete as 11-12 and 13-14. Teams are limited to 2 qualifying relays in each age group. Relay teams may have achieved the qualifying time or may use an aggregate time. All 13/14 200 Medley Relays will be entered with 400 Medley Relay times. Relay-only swimmers must be correctly entered into the meet by the Monday, March 5, 2018 deadline and pay the $10.00 participation fee and the NES travel surcharge of $2.00. There will be a 10 minute break between events and 400 and 800 relays in the finals session. Relays must be positively checked-in by 6:30 pm, the night before the event. Relay cards must be submitted to the Control Table before the end of the preliminary session that day. Preliminary names for the relay should be submitted at that time. Names and the order of the swimmers may be changed up to the time of the relay heat. Any changes must be submitted to the Control Table before the start of that relay. Under the discretion of the Meet Referee, relays may be A/B flighted. If A/B flighted, the fastest 2-5 heats of each girl s relay event followed by the fastest 2-5 heats of the boy s relay event will swim slowest to fastest. All other relays will then swim fastest to slowest alternating girls and boys. Use of Electronic Relay Judging Pads: Dual Human Confirmation of relay take off violations will be required at all New England Swimming meets. If Electronic Relay Judging pads are to be used at a meet, they will serve in the following capacity. Once a Dual Confirmation of a relay take off has been confirmed (Dual Human Confirmation), the Meet Referee or his/her designee shall request the RJP data. This data can only be used to support the disqualification or overturn

the disqualification. In the event the RJP data is either missing or deemed invalid, the disqualification will stand. SCRATCH DEADLINES: (Scratch forms will be located at the Control Table on deck): All Thursday prelim scratches should be emailed to Alan Sanders at atsanders@aol.com by 6:30 pm Wednesday night. DISTANCE CHECK -IN & SEEDING: Entrants in the 1000 and 1650 yard freestyles must positively check in and confirm their intention to compete by 9:30 am on Thursday and Sunday. SPECIAL SCRATCH NOTES: 1. Coaches and swimmers are expected to understand the scratch, verification and relay rules before the meet begins. 2. Any swimmer who fails to compete in an individual event heat in which he/she is entered and has not been scratched will be barred from further competition for that day, including relays and time trials. The swimmer will also be automatically scratched from the following day s events unless the Control Table has been notified of the swimmers intention to compete by 5:45 pm. 3. Any swimmer, who qualifies for finals and fails to notify the Control Table of his/her intention to withdraw from finals within 30 minutes of the posting of the results, and does not compete, nor is excused by the Meet Referee, will be barred from all subsequent competition in the meet, including relays and time trials. 4. On Sunday, any swimmer who qualifies for finals and fails to notify the Control Table of his/her intention to withdraw from finals within 30 minutes of the posting of the results, and does not compete, nor is excused by the Meet Referee, will be barred from all subsequent competition in the meet, including relays and time trials and will be subject to $100.00 fine. WARM-UP: USA Swimming warm-up policies will be in effect for the meet. Teams will be assigned warm-up lanes after all entries are received. The pool will close up to five minutes before the beginning of each session Diving will be prohibited during warm-ups in the warm-up/down pool at all times during the meet. One-way sprint lanes will be announced during warm-ups. Coaches must instruct their swimmers to obey these rules. Failure to comply with a designated safety marshal s orders could result in disciplinary action. All swimmers participating in the meet without a USA Swimming registered coach shall report to the Referee before warm-ups prior to each session. The first 20 minutes of finals warmup are reserved for individual event finals swimmers only. Relay-only swimmers are free to enter the pool after this time. Coaches are responsible for enforcement of this for their team

ADMISSION: $5.00 per session PROGRAMS: $5.00 per session OFFICIALS: Officials are requested to help with the pre-meet planning for this meet by stating their availability to help as soon as possible. Please provide the information requested on the INTENT TO OFFICIATE for this meet. Host Team officials are reminded that they also need to submit an application. All applications that are received by the meet entry deadline Tuesday, February 27, 2018 will count towards the work requirements for the official's team. "Walk-on" officials are always welcome. The uniform for this meet will be white polos and khaki for all preliminary sessions and dark blue polos and khaki for all final sessions. Shorts are acceptable in prelims but long pants are preferred in finals. White sneakers for all sessions please. All Officials meetings will take place 45 minutes prior to the start of each session. SAFETY: 1. Diving will be prohibited during warm-ups except in specifically announced one-way sprint lanes. There will be no diving in the warm-up and warm-down areas at any time. 2. No shaving is permitted at the competition site. 3. No glass containers are permitted within the facility. 4. Swimmers must be under the supervision of a coach. If a swimmer arrives at the meet without a coach, the swimmer should notify the Referee before he/she warms up. The Referee will assign the swimmer to a registered coach for warm-ups. 5. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, locker rooms, behind the blocks, or in any marked NO CAMERA ZONE. 6. Deck changes are prohibited. SAFETY (OTHER): Only USA Swimming registered swimmers, coaches, authorized meet and Boston University personnel will be allowed on deck. Proper credentials are required. All swimmers must enter the competition pool at the starting end. Swimmers must wear approved swimwear and, due to facilities regulations, will not be allowed to wear jewelry or other accessories unless under their swim cap such as necklaces, exposed earrings, toe and finger rings. No flash photography at the start of any race. Absolutely no swimming under the bulkhead at any time. Absolutely no meet participant is allowed on the diving boards at the diving end of the pool or in the Recreation Pool and Spa at any time. Use of the diving boards is strictly prohibited. Absolutely no meet participant, swimmer, coach, or observer is allowed in other parts of the fitness facility unless accompanied and/or approved by authorized University personnel. No smoking is permitted inside the building.

Boston University, Bluefish Swim Club, and New England Swimming will not assume responsibility for lost or stolen articles. Parents are in charge of supervising younger, non-participating children in attendance at the meet. Swimmers, parents, coaches, and spectators are restricted to the pool, spectator stands and concession area. There will be absolutely no food on deck. Swimmers caught with food will be asked to leave the meet. Failure to abide by these rules and any other rules that may be announced or posted by meet officials during the meet may result in ejection from the facility. RULES: Current USA Swimming rules will govern all competition. Decisions by the Meet Referee will be final unless a written protest is lodged within 30 minutes of the heat swum. All swimmers, coaches and officials will follow the USA Swimming code of conduct under article 304 of the USA Swimming rules and regulations. Any violation of such policy will be reported to the Meet Referee and the New England Swimming office for further review and/or action. DRONES: Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. Exceptions may be granted with prior written approval by the Vice President of Program Operations. SAFE SPORT: The conduct of all participants and spectators at a meet is governed by USA Swimming Rules 304/305. Any and all infractions must be reported to an official, the Meet Referee or the Meet Director to be resolved. USA Swimming and NE Swimming encourage all to report any witnessed or suspected forms of abuse/safe sport violations to the NE Swimming Safe Sport Chair, Anne Kaufman: nesafesport@gmail.com (857-928-3638) or through the USA-S online reportable form. PHOTOGRAPHY: PHOTOGRAPHERS ON DECK: As per New England Swimming policy, professional photographers contracted by Bluefish Swim Club or press photographers who have been approved in advance by the Meet Director are allowed on deck. Use of audio or visual recording devices, including a cell phone, is not permitted behind the starting blocks, including in any spectator area behind the starting blocks, nor in any other marked NO CAMERA ZONE, including on deck. All NO CAMERA ZONES will be clearly designated. Email the Meet Director with questions and requests. TIMING ASSIGNMENTS and NO SHOW WORKERS: All teams will be assigned to time based on the number of entries. A team will be fined $100 per incident if it does not provide the timers it has been assigned, and will not be allowed to enter swimmers in another New England meet until the fine(s) is paid. This can be appealed to the Admin Review Board of New England Swimming and is enforced only if the meet management has properly assigned timers based on the number of swimmers a team has entered in the meet.

TIME TRIALS: Time trials will be offered at the discretion of the Meet Director and the Meet Referee if time allows. Time trials are $10.00 for individual events, and $40.00 for relays. LEGAL SPLITS: Legal splits (including relay lead-offs) must be requested before the event, by a coach, using a legal split form (available from the Control Table) and the requesting party must supply an additional timer(s) on the lane for the split, if necessary, to meet the USA-S requirement. DECK ACCESS: All athletes and coaches must visibly display the New England Swimming Championship Meet ID card, provided by the host team, to be allowed on deck. Coach deck passes will be distributed to participating teams based on the number of meet entries: 1-3 swimmers in individual events or 1 relay only team with any number of alternates: 1 deck pass 4-6 swimmers in individual events: 2 deck passes 7-9 swimmers in individual events: 3 deck passes 10-20 swimmers in individual events: 4 deck passes 21-30 swimmers in individual events: 5 deck passes 31-40 swimmers in individual events: 6 deck passes 41-50 swimmers in individual events: 7 deck passes 51 or more swimmers in individual events: 9 deck passes Unattached swimmers with a team shall be included in above schedule even if listed on separate entry blank. Unattached swimmers not with a team: 1 deck pass Additional deck passes can be purchased at the Meet Registration Desk for $35.00, payable to the meet host team. Deck passes are not transferrable between teams. All non-athletes on the pool deck must prove their registration status by displaying proof of credentials. COACHES NOTES: All coaches should check-in with the Control Table upon arrival at the pool. Heat sheets, scratch cards, and relay cards for that session will be available at the Control Table. Coaches meeting time and place will be announced during the warmup of each session Coaches are responsible for the behavior of their swimmers at all times. Any damage to the premises or equipment is the responsibility of those doing the damage. Each team is responsible for cleaning up their area. SCORING: The meet will be scored as follows:

Ribbons in places 11 th 20 th will be awarded for 11/12 year old individual events. If time allows, and at the discretion of the Meet Referee and Meet Director, awards will be distributed after each boy s event at finals. The top 8 high point winners for girls and boys, in each age group, and top 3 teams, will be awarded a plaque. The high point ceremony will take place on Sunday evening at the conclusion of the session. Coaches are responsible for making sure their swimmer is present to receive their award. MEET MOBILE: Meet Mobile will be functional for this meet (dependent upon satisfactory internet access). All users should be aware that Meet Mobile publishes unverified raw data that may not always be accurate. HOSPITALITY: Coaches and officials will be served food during trials and finals sessions. Cold drinks and snacks will be available throughout the meet. No food is allowed on deck. VENDOR: An equipment vendor will be selling suits, goggles, and other accessories for the duration of the meet. PARKING: There is ample parking available in the Agganis Arena garage that is adjacent to the Fitness and Recreation center. As Boston University is an urban campus with many competing events, parking is limited. Metered on-street parking is discouraged as there are few of these spaces and they are frequently monitored and ticketed. The rate for each day is $12.00 for the day, with in and out privileges (subject to change); however, if there are conflicting events on Friday, Saturday, or Sunday evenings at the Agganis Arena, all cars must leave the garage by 5:00 PM or they will be required to pay the $25.00 event parking rate. At this time, no events are planned for that weekend, but Boston University reserves the right to modify its parking terms and will make every effort to provide sufficient notification. If your team will be traveling by chartered bus, due to City of Boston regulations, buses are not permitted to double park or idle on City streets. Bus parking is $40 per day and, due to limited space availability, must be pre-approved. You must inform the Entry Chairperson and Meet Manager of your team s need for bus parking prior to arrival in order for us to inform you of the oversized vehicle requirements in and around the Boston University campus.
