The current condition of East Hillcrest Drive and the subsequent side streets are disrespectful to Seniors and impossible to use for disabled Seniors. Placing a Senior Business on East Hillcrest Drive will imprison its Senior residences. The streets and sidewalks on East Hillcrest Drive are in shambles. Sidewalks and lighting are missing from many high pedestrian traffic streets. Obstacles plague the paths to major streets that have shopping conveniences. To traverse the area is incredibly difficult for individuals with disabilities and there are accessibility issues for when they travel to critical locations without the use of a vehicle. Since the proposed development is for seniors, they will experience these difficulties in trying to acquire an item as common as milk. This presentation will show the current issues that affect East Hillcrest Drive seniors with accessibility issues when using the existing paths.

A handicapped person with crutches, wheelchair, or cart has difficulty or is not able to get to Erbes road if they head West on East Hillcrest drive from Glenwood Place. This is unfortunately the top route to get to Thousand Oaks Blvd for disabled residents. There are four obstructions that make the trip difficult. There is a fire hydrant, a telephone pole, a low tree, and conduit pipe. The arrow represents the path direction and the star represents the issue location.

The cart being used has a slim profile. It is thinner than many carts and wheelchairs. The shown model barley makes it past the obstacles. It appears one can get stuck easily between the hazards. The fence seen on the left shows a long history of carts scraping the side and splinters in shoulders.

Heading East on East Hillcrest drive to North Conejo School Road to try and get to Thousand Oaks Blvd is extremely difficult and dangerous for Seniors and Handicapped residences. Sidewalks randomly appear and disappear on both sides of North Conejo School Road. When there are sidewalks present various hazards are found on them.

When traveling down North Conejo School Road toward Thousand Oaks Blvd, the sidewalk ends quickly. The process to get to the next sidewalk is to pull out into the street and time the traffic to head to the other side of the street, where the sidewalk starts again. At night, with street lights missing, this is an extremely dangerous process.

Parked car obstacles need to be avoided and then the street can be crossed to get to the next sidewalk. The process is to watch and time the traffic to make it to the sidewalk on the other side of North Conejo School Road.

The street is crossed and the entrance to the next sidewalk can be found. The next obstacle is right ahead, represented with the star.

Another telephone obstacle slows down the trip to Thousand Oaks Blvd. The cart has to be maneuvered back and fourth several times to make it through the tight space. On the other side of the street there is not a sidewalk present.

On trash collections days, East Hillcrest Drive creates additional obstructions for handicapped residences. The star represents the location of the issue on collection days. East Hillcrest Drive residence place their waste for disposal on the city sidewalk, since vehicle traffic occurs inches away from the curb.
