Doug King Life Member Nomination Note This nomination has been put forward by a YV Committee Chair(Sean Hogan) and YV Board Member (Grant Dunoon), endorsed by a sub-committee of three current Life Members, and endorsed by the YV Board. AGM approval is the final hurdle. Introduction Doug King has been participating in recreational boating since 1970 and professional and recreational boating since 1978. Doug has served as a core member of the YV Training Committee for 24 years. In that time he has proved a great source of knowledge providing a high level of expertise in the field of boating. His advice was widely sought and always willingly provided. Doug has been very generous with his time and has been a major contributor to the development of training policy and documentation. Doug has run and assisted in running countless power boat courses. His service to the Training Committee and boating in Victoria over almost a quarter of a century has been truly herculean. Member of Directing Staff - National Police Search Co Ordinators Course 1989 and 1990. 1990 Qualified at then TL3 Instructor/Examiner appointed to Yachting Victoria (then VYC) Training Committee and Powerboat representative. Commenced conducting Powerboat Handling Certificate and Rescue Boat Endorsement Courses. 1999 Completed Certificate IV in Training and Assessment. 2008 Retired from Victoria Police after 34 years service. Awarded Police Service Medal (2 nd clasp) and National Service Medal. Powerboat Handling Certificate Training. 1990 Qualified at then TL3 Instructor/Examiner appointed to Yachting Victoria (then VYC) Training Committee and Powerboat representative. Commenced conducting Powerboat Handling Certificate and Rescue Boat Endorsement Courses Doug has conducted Powerboat and Safety Boat courses on a continuous basis since that time across Victoria. His records show that since 2001, he has conducted over seventy-seven courses. In addition to conducting courses, he also sat on a continuous basis on the Training Committee as Powerboat Coordinator from 1990 to 2014. This has involved providing advice to the training committee, the YV executive, and member clubs. Doug has been an invaluable mentor to many aspiring power boat operators and instructors over the years. Importantly as coordinator he was responsible for maintaining training standards, ensuring a pool of qualified instructors was maintained and kept up to date with contemporary issues and monitored for performance. Additionally, he has been involved in resolving disputes between students and instructors of training establishments. Generally, these have been related to training schemes other than Powerboat to ensure an independent approach to the complaint process. As a member of the Training Committee he has been involved in the debate and decision making of matters referred to it by the YV Executive and matters proposed by the committee for consideration by the YV Executive. 2

He has been involved in the selection and voting for the annual YV Sailing Awards. In the early 2000 s Doug was involved in the review and implementation of the revised Powerboat training program to meet the National Competency Based Training standards. On the introduction of Powerboat Licensing in Victoria, he conducted seven Recreational Powerboat Course for the Deaf Anglers Club of Victoria. This involved modification of presentation with the use of an AUSLAN Interpreter and one on one verbal assessment through an interpreter. 2010 Doug attended and attained Certificate IV in Training and Assessment for the purposes of updating the qualification. Instructors Courses and Seminars On a biennial basis Doug has conducted Powerboat Instructor Seminars to allow revalidation, updating and induction to potential instructors. Since 2005 he has been invited to attend the Yachting Victoria Instructors Seminar as guest speaker. I have addressed instructors from all training schemes on topics such as Adult Learning Principles, Human Factors in Training and Boating, Legislation and Assessment techniques. Resources Developed and Used As Powerboat Training Coordinator Doug developed an evolving Instructors Pack. This resource material is provided to each new instructor and updated as required. It includes lesson plans, sample timetables, information for direct entry applications, course overview, course, evaluation forms, updated State Legislation handout, assessment guidelines, example theory assessment paper, Instructor currency and revalidation procedures etc. Instructors have also been provided with support by Doug as required or on request. Instructors Newsletter Doug produced an instructor s newsletter twice a year to update instructors on various issues. These include Legal updates, hot topics sourced from the maritime safety authorities and general information of use to instructors such as information on sourcing training articles, case studies etc. 3

As a Boating Victoria representative Doug participated in the Monash University Accident Research Centre study into License competencies. This involved practical assessment of recently qualified license holders against NMSC Competencies for the purposes matching competence against marine incident rates. This study was used in a licensing options paper put to Government. Sandringham Yacht Club. Since 2008 Doug has been engaged twice a year by Sandringham Yacht Club to conduct an extended Powerboat Handling Certificate for William Angliss TAFE Diploma of Resort Management (Water Based Activities). Doug assisted the club in writing this course when they applied for campus status and have delivered it since then. The course is a more detailed version of the powerboat handling certificate syllabus that takes students to the level of tdm10107 - certificate i in transport distribution (maritime operations). The powerboat handling certificate is awarded and the course credits are applied to the students coxswains course certificate in year 2. This course involves a wide range of teaching techniques including traditional classroom, syndicate work, simulations, practical work and assignment. The course which runs for 40 hours is audited by tafe staff. Marine Safety Victoria Since 2008, Doug has been engaged by Marine Safety Victoria (now TSV Maritime) to present boating safety topics on a sponsored segment of the national television program River to Reef. These segments cover a wide range of boating safety issues. They are currently aired on FOXTEL and Southern Cross Television. He was introduced as a representative of Boating Victoria and clothing with Boating Victoria logos. A sample may be seen at this link - http://www.youtube.com/watch?v=ymqeclxvbgi In addition to River to Reef, he has been contracted by TSV Maritime since 2009 to conduct twenty Boating Safety Seminars across the state. After consultation on a topic, he writes and constructs the presentation material. These presentations are delivered to boating, yachting and fishing clubs and cover the following topics. Links to this DVD online are as follows: http://vimeo.com/13285887 Marine Radio Between 1998 and 2005, Doug conducted Marine Radio Courses in Melbourne. Since 2005, he has concentrated on boating only however he does specialize in HF Radio presentations for yachtsmen sitting the complete MROC. Boating Publications Doug has written boating safety articles for Rex Hunts Fishing Magazine, Boating Victoria s website and Recreational Trailer Boat Group Magazine. In addition, he has been involved in specialist articles in Club Marine Magazine and Trade a Boat Magazine. Conclusion The Training Committee wishes to endorse Doug for recognition of his significant contribution to the boating industry and the Training Committee over the past 24 years. He has been a major influence on the development of policies which are responsible for safer boating in Victoria. Doug has been a great mentor to members of the committee, officials, sailors and club members. His broad experience in boating has been invaluable and his willingness to share his experience and knowledge has been an invaluable asset to the committee over an extended period.
