Request Form for Hosting a WBSC-Sanctioned Baseball Event In accordance with the Articles 63-64 of IBAF statutes and relevant clauses of WBSC Articles of Association, a WBSC member on whose territory a WBSC-sanctioned baseball event or competition is to be organized must obtain prior approval from WBSC. The applicant is a member of WBSC Baseball Division and intends to host a WBSC-sanctioned event or competition on its territory. As a result, the applicant (Name of the WBSC Member, referred to as Applicant ) submits the sanction request for a WBSC-sanctioned baseball event or competition in order to host the following event or competition: Description: Teams: A. Specify how many games to be played as well as type of event or competition such as exhibition, friendly series or tournament) B. C. D. E. F. In submitting this request, WBSC members involved acknowledge that any international baseball game(s) or tournaments must have the prior sanction of the WBSC and must follow the instructions provided by the WBSC Headquarters. Following the established procedures, the Post Event Reports shall be completed and provided to the WBSC Baseball Tournament Department within 72 hours after the conclusion of the game(s) or event in question. Together with the Post Game Reports, high quality photographs of all teams and umpires concerned (pre-game and in game) shall be provided to the WBSC. In addition, the WBSC Sanction Logo (available upon request) must be placed on all relevant media outlets such as website, printed materials, official program, newspapers, giant screen, on-field signage, broadcasting if available for public recognition of WBSC as sanctioning body. The signatory on behalf of the Applicant hereby explicitly confirms compliance with the conditions set forth in this document as well as the WBSC instructions for hosting a WBSC-sanctioned game(s) or competition. International Baseball Sanction Official Guidelines and Definitions 1.Definitions a) Club Team Any individual team not formed to represent a National Team (e.g., youth organisation team, high school team, professional team, etc.) that typically participates in local/domestic competitions or leagues and may have players from different countries of origin. b) International Competition A baseball competition shall be considered an international competition and come under the jurisdiction of WBSC Baseball when the competition features any of the following: I. National Team vs. National Team II. National Team vs. Club (e.g., youth organisation, high school, university, professional, etc.) III. Club vs. Club (e.g., youth organisation, high school, university, professional, etc.) when - (1) Clubs competing against each other have a different country of origin; or (2) Clubs from the same country of origin compete against each other in a foreign territory; or (3) The competition involves one or more players that come under the jurisdiction and/or auspice of one or more Members. IV. One or more players competing come under the jurisdiction and/or auspices of one or more Members Note: If a National Team or Club, or two National Teams (e.g. U-18 vs U-23 or U-23 vs Senior) from the same nation is to play each other within their territory, such a competition will not be subject to a WBSC sanction. c) Member A National Federation Member or Associate Member affiliated to the WBSC. d) National Team A National Team is a selection of players who share the same nationality and are assembled under the authority of their respective National Olympic Committees and/or National Federation and/or in partnership with WBSC Associate Members, where applicable to represent their nation in sanctioned international competitions. e) Non-Member Any organization, league, individual (e.g., promoter) that is not a Member of the WBSC/IBAF f) Sanction Explicit written approval granted by the WBSC. 2. Exclusive Authority WBSC holds the exclusive authority to organize, sanction and regulate international competitions among its Members and in each constituent country for which there is a national governing body for baseball. 3. Requesting a Sanction Members and Non-members/persons (through the respective Members in concerned territory/ies) shall request a sanction from the WBSC to organise an international competition, as defined under 1. 5

4. Automatic Sanction Granted An international competition will automatically be recognised and granted a sanction by the WBSC for: a) Continental championships organised under WBSC s Continental Confederations b) Regional multisport events, such as the Asian Games and Pan-American Games, which are organised under the auspices of the Olympic Movement 5. Granting a Sanction -- The WBSC shall review the application and grant a sanction in a timely manner if: a) The proposed competition is in accordance with the WBSC Articles of Association and IBAF Statutes; b) The proposed scope or size of the event are not in conflict with any major WBSC sanctioned event or competition platform (e.g., World Championships); c) The proposed dates of the event are not in conflict with any major WBSC sanctioned event or competition platform (e.g., World Championships). d) The proposed event takes into the highest consideration and has provisions to ensure player safety; e) The proposed name of the event is a reasonably accurate representation of the scope and size of event; f) The organiser will properly identify the event as being sanctioned by the WBSC; g) Any required sanctioning fee is paid to (may be waived, along with Art. 4 for Members): a. The WBSC Baseball Division b. The relevant host Member/s, when the event is not directly organized by the Member h) A notarized/audited Financial Report for a commercial international competition (or provisional budget for a new event) is submitted; and i) The sanctioning application is completed in full, with any/all supporting documents and submitted with reasonable time prior to the event. 6 Denying a Sanction A sanction may be refused or revoked if: a) There is non-compliance with any of the conditions set forth under Art. 5 b) An organiser makes use of or is complicit in false advertising practices to identify Club Teams as National Teams, including but not limited to: 1. Making use of a country name (e.g., Puerto Rico ) or national flag: a) On team apparel (such as uniforms, ball/bat bags, travel outfits, batting practice jerseys, t-shirts, helmets, or any other team items) b) In the media (e.g., websites, advertisements, promotional materials, media guides, tournament schedules, TV, social media, or any other place) 2. Through their broadcast partners, sponsors, suppliers or any other partners 6
