Task Force on Kai Tak Harbourfront evelopment For discussion on 1 November 2017 TFKT/18/2017 Volvo Ocean Race Hong Kong Stopover 2018 PURPOSE This paper is to update Members on the progress of the Volvo Ocean Race Hong Kong Stopover to be held in the Victoria Harbour from January to February 2018. BACKGROUN 2. The Volvo Ocean Race is the most prestigious international sailing event, coming to Hong Kong for the first time in 2018. The event has been running since 1973 and is held every three years. The 2017-18 edition started on 22 October 2017, with boats departing from Alicante Spain. En route to Hong Kong they will stop in Lisbon Portugal, Cape Town South Africa and Melbourne Australia. uring the 3-week period of the event in Hong Kong, the boats will make a pit-stop in Guangzhou, departing Hong Kong late on the evening of 31 January and returning on 5 February. They shall then continue the round the world race, departing Hong Kong on 7 February heading to Auckland New Zealand, Itajai Brazil, Newport USA, Cardiff UK, Gothenburg Sweden before finally completing the race in The Hague Netherlands. Previous editions of the race have made other stops in Asia and the Middle East, including Sanya, Qingdao, Abu habi and Singapore. 3. The Home Affairs Bureau and the Hong Kong Sailing Federation are the host partners of the Event. Mayo & Calder is the Event elivery Partner, which is also the Event elivery Partner for the Volvo Ocean Race Auckland and Melbourne stopovers. 4. We consulted with the Harbourfront Commission on 2 August 2017 and the members were supportive of the event and referred us to the Kai Tak Task Force. 5. The actual date of arrival for the boats is around 20 January, however this is dependent on wind conditions and may

The Race Festival will be held at Kai Tak Runway Park, including the Race Village and on-water racing. The latest layout for the event setup is at Annex A. Temporary structures including a stage, hospitality pavilions and team bases, a test track, a globe and catering areas will be set up (Annex B). Members of the public are welcome to visit the boat yard and the Race Village to see the yachts and participate in a series of activities free of charges, such as race boat experience, grinding challenges and virtual reality to experience sailing at sea, live music and various performance etc. To enhance school participation, school visit programme will be organised to include a behind-the-scenes tour and STEM related activities for primary and secondary school students. Inter-school competitions including a drawing competition will be held for the schools to win prizes. So far, 8000 students have enrolled in the activities. 7. Regarding the on-water racing, two scoring races will take place during the Hong Kong Stopover: an In-port Race and an Around Hong Kong Island Race which is unique to Hong Kong and is highly anticipated by the sailing teams. In addition, other on-water activities for VIPs are planned such as a Pro-Am, guest sailing and a practice race. 9. Free transportation is being provided to the Event, as follows (a) Free buses from Kowloon Tong and Yau Tong being held at regular intervals on weekends. The frequency will demand on demand, which shall be gauged using a pre-registration service. Page 2
Task Force on Kai Tak Harbourfront evelopment TFKT/18/2017 (b) Free ferries from Kwun Tong Ferry Pier to Kai Tak Public Pier running every 5-10 minutes on weekends and every 10-20 minutes on weekdays. Pre-registration is not required. In addition, the existing buses (Bus Route 5R, Green Mini-bus Route 85) will be informed and encouraged to provide extra services, but this has not been confirmed as of yet. Furthermore, the organisers will pay Fortune Ferry to increase the frequency of service from North Point to Kai Tak Pier on the peak periods of 27 and 28 January from hourly to half-hourly. 10. Spectators will be able to view the boats live as they leave the Kwun Tong Typhoon shelter and then via the big screen in the Race Village which shall show the live footage. VIPs will also be able to watch the racing by purchasing tickets to gain admission to the hospitality boats. HARBOURFRONT ENHANCEMENT 11. From a harbourfront enhancement perspective, the Event will make use of the Kai Tak Runway Park to create an entertaining and exciting race village which will help focus attention on the ongoing revitalisation of East Kwoloon and improvement made to the area. Hosting the Event is consistent with the Government s policy to develop a more water-friendly culture and to make the harbour an enjoyable and accessible asset for all in the community. It will add vibrancy to the Hong Kong harbourfront by attracting a broad demographic of local resident and non-local visitors to come and enjoy this prestigious event. At the same time, with worldwide broadcast of the event, it will further reinforce the profile of Victoria Harbour as a world-class asset. VIEWS SOUGHT 12.
