STAFF REPORT CONSIERATION OF RESOLUTION NO. 97-2497 FOR THE PURPOSE OF ENORSING THE RECOMMENE ARTERIAL AN HIGHWAY IMPROVEMENTS CONTAINE WITHIN OOT'S WESTERN BYPASS STUY AN AMENING THE 199 5 INTERIM FEERAL REGIONAL TRANSPORTATION PLAN te: April 25, 1997 Presented by: Andrew Cotugno PROPOSE ACTION This resolution endorses the rteril nd highwy recommendtions contined within the Oregon eprtment of Trnsporttion (OOT) Western Bypss Study Recommended Alterntive Report, June 1996. This resolution lso cts to mend the Preferred Project List of the 1995 Interim Federl Regionl Trnsporttion Pln (RTP) to incorporte the recommended rteril nd highwy projects identified in the Recommended Alterntive Report. With this resolution, the Metro Council nd JPACT lso recognize tht the recommended highwy nd rteril improvements represent miniml 2 0-yer need for the study re to meet current performnce stndrds. It is recognized tht the full trnsporttion needs in the study re require complementry strtegy of trnsit, trnsporttion demnd mngement (TM), trnsporttion system mngement (TSM), nd other lterntive modes. As Metro updtes the RTP through 1997, number of issues will be ddressed which my refine the recommendtions contined within the Recommended Alterntive Report. Specificlly, pproprite trnsit, TM, TSM, nd other lterntive mode strtegies will be identified for the re nd ll rteril nd highwy recommendtions contined in the current RTP Preferred Project List will be reviewed consistent with dopted performnce mesures nd stndrds. TPAC hs reviewed this proposed mendment to the 1995 Interim Regionl Trnsporttion Pln nd recommends pprovl of Resolution No. 97-2497. FACTUAL BACKGROUN AN ANALYSIS Study Bckground OOT initited the Western Bypss Study in 1989. The study responded to issues relted to the dequcy of north-south circumferentil trnsporttion needs in Wshington County. Those issues were identified both in Metro's 1987 Southwest Corridor Study nd during the Wshington County Trnsporttion Pln development in 1988. The Western Bypss Study provided focused nlysis nd evlution of the mobility needs nd relted problems in lrge study re tht included essentilly the entire urbn portion of Wshington County nd westernmost portions of both the City of

Portlnd nd Clckms County. The study re lso included portions of rurl Wshington County. The study provided for comprehensive, multi-modl nlysis nd evlution of lterntive options to ddress the identified trnsporttion problems in the Study Are. A Sttement of Purpose nd Need (Februry 1991) nd n Alterntives Anlysis Report (My 1995) were published nd underwent public review s prt of tht process. Three committees prticipted in the study throughout the process. The Citizens Advisory Committee (CAC) ws comprised of representtives from diverse interest groups nd neighborhoods. The Technicl Advisory Committee (TAC) ws comprised of representtives from the cities within the Study Are, Wshington County, Metro, Tri-Met, nd other stte nd federl gencies. The Steering Committee ws comprised of policy-mkers, elected or top level ppointed officils from ech jurisdiction or gency. A complete listing of the members of ech committee is included in Appendix A of the Recommended Alterntive Report. The study begn prior to the USOT's promulgtion of plnning rules relted to the Intermodl Surfce Trnsporttion Efficiency Act (ISTEA) of 1991. As such, the project ws initited s. corridor-level rft Environmentl Impct Sttement consistent with the Ntionl Environmentl Policy Act. The process ws designed to look t the impct of vible lterntives on the built nd nturl environment. With the relese of new federl plnning rules in 1993, the project ws completed s Mjor Investment Study (MIS). The MIS incorportes n environmentl nlysis with lterntives nlysis. Five lterntive pckges were exmined s prt of the study. These included the No Build, the TSM/Plnned Project Alterntive, the Arteril Expnsion/HOV Express Alterntive, the Bypss Alterntive, nd the LUTRAQ Alterntive. Recommended Alterntive The Western Bypss Study Recommended Alterntive, summrized in the Recommended Alterntive Report, includes pckge of multimodl improvements which reflect the best performing components of the five lterntives tht meet the study needs. The needs re bsed on current trffic opertionl performnce mesures identified in the RTP, the Stte Highwy Pln, nd locl plns, or necessry strtegies to ddress specific trffic function tht is otherwise not being met. The ltter includes the recommendtion for new expresswy-type connector fcility between Highwy 99W nd 1-5. The fcility ddresses n inter-regionl, interstte function tht is missing in tht portion of the study re. The Recommended Alterntive Report summrizes the trnsporttion problems within the Study Are. Attchment 1 shows the recommended study re projects s identified in the study Recommended Alterntive Report. Included re rodwy projects tht build on the existing rteril system nd

dd new connections, TM progrm, trnsit service nd fcilities, nd bicycle nd pedestrin fcilities. The recommendtions re dditive throughout the three tbles. Tble 3, No Build Alterntive, identifies projects lredy identified in other plns or progrms. Tble 4, TSM Alterntive, identifies rodwy projects lredy under ctive plnning or re suggested system, demnd mngement, nd trnsit improvements to meet study re needs. Tble 5, Study Recommended Alterntive dds the rod projects specificlly recommended s result of the study. The Recommended Alterntive includes pckges of trnsit, TM, bicycle, nd pedestrin improvements. Also evluted s prt of the study ws the Lnd Use Trnsporttion Air Qulity (LUTRAQ) lterntive. It is not recommended tht those specific strtegies be dopted into the RTP t this time. Those pckges were included in the Western Bypss Study s mens of showing the mximum potentil demnd reduction tht could be ccomplished in the study re. The rteril nd highwy projects respond to tht demnd. Insted, it is recommended tht the pproprite lterntive mode, TM, nd TSM pckges reflect the more comprehensive ctivities tht hve nd will occur. First, the study recommendtions were reviewed for consistency with the regionlly dopted 2015 popultion/employment forecst. Tht forecst ws developed consistent with the Region 2040 Growth Concept nd represents the dopted lnd use lterntive. Second, recent TM ctions should be recognized s generlly superseding the Western Bypss Study strtegies. These primrily include the Employee Commute Option progrm developed for the region's ir qulity mintennce pln nd the regionl prking rtios developed s prt of the Urbn Growth Mngement Functionl Pln (UGMFP). Third, the trnsit component for the re should reflect work resulting from Tri- Met's Trnsit Choices for Livbility process intended to identify suburbn trnsit strtegies. Fourth, the RTP updte will further define other TM, TSM, trnsit, nd lterntive mode ctions for the re which will be blnced ginst other regionl needs. Finlly, the study concluded tht circumferentil vehiculr trffic within the study re is best served by the identified highwy, rteril, nd TSM improvements. As result, the study does not recommend continued study or ction on full bypss. A minority conclusion of the Steering Committee ws tht the I- 5/99W Connector should still be considered s first leg of full bypss. Tht recommendtion ws not supported by the full Steering Committee nd is not included in this resolution. JPACT/Metro Council Action Resolution No. 97-2497 endorses in Exhibit A only the new highwy nd rteril recommendtions contined in the Western Bypss Study Recommended Alterntives Report, June 1996, for inclusion into Metro's 1995 Interim Federl Regionl Trnsporttion Pln Preferred Project List. A number of the projects contined in

Attchment 1, Tbles 3 nd 4, re lredy contined in the RTP. Exhibit A to the resolution identifies those highwy nd rteril projects tht re new s result of the Western Bypss Study nd re being recommended to be included in the Interim Federl RTP, Chpter 5, Preferred Project List. The resolution lso notes tht significnt environmentl, lnd use, nd other project development ctivities remin for number of the projects shown in Exhibit A. Exhibit B to the resolution contins the specific text chnges being mde to the Interim Federl RTP resulting from the Western Bypss Study. Those chnges primrily delete reference to the study process s n outstnding issue. Following this doption process, the rteril nd highwy projects contined within the current RTP Preferred System, including the Western Bypss Study recommendtions, will be evluted ginst potentilly new performnce mesures nd stndrds tht re oriented towrds implementing the Region 2040 Growth Concept. Consequently, the project sttus of some of the recommended improvements contined in the Bypss Study my chnge s result of the RTP updte. 1-5/99W Connector The Western Bypss Study nd supporting documenttion identified the need, mode, function, nd generl corridor for the I-5/99W Connector. Ordinnce No. 97-689 is being reviewed concurrent with this resolution nd contins number of conditions s prt of its recognition in the Stte RTP. Tht recognition enbles the project to move into n lignment-level EIS process consistent with Stte lnd use plnning gols for its need, mode, function, nd generl corridor. The stff report nd dopting ordinnce provide the detils of tht ction. MH:lmk 97-2497.RES 4-28-97

III. Committee Reports The following re committee reports from the Citizens Advisory Committee (CAC) nd the Steering Committee (SC). For the Western Bypss Study, the CAC submitted both Mjority nd Minority Report, bsed on the opinions nd concerns of committee members. The CAC Minority Report is response to the Mjority Report. The Steering Committee Recommendtion is bsed on the CAC Mjority Report. The Technicl Advisory Committee (TAC) does not submit forml report becuse they serve s the dvisory committee to the SC. The following sections include both the CAC Mjority nd Minority Reports, s they were formulted by the committee members. Citizens Advisory Committee (CAC): Mjority Report The Citizens Advisory Committee voted to support the Recommended Alterntive with the following modifictions, provisions nd dditionl recommendtions. Modifictions: We recommend the following improvements be dded to the rft Recommended Alterntive: 1. 216th/219th, Cornell Rod to TV Highwy -- 5-lne rteril. 2. Scholls Ferry Rod -- explore other design solutions to meet cpcity needs. Support rft Recommended Alterntive We believe, s modified: 1. The recommended lterntive meets the projected north/south, circumferentil need s projected by this study. 2. It is the most relistic, given the current funding outlook nd current lnd use rules nd plns. Provisions We support the Recommended Alterntive, s modified, provided: 1. OOT recommends tht refinement of the corridor (or identifiction of n lignment) for the 1-5/99W connection begin s soon s possible. 2. The 1-5/99W connector is stnd-lone project. It is to provide connection between fcilities of sttewide significnce nd provide ccess to neighbor cities (Newberg) s envisioned in the Region 2040 Growth Concept. It is not designed or intended to preclude or presuppose bypss. 3. Other Study Alterntives re to be reconsidered if the recommended lterntive proves to be insufficient to meet growth nd trvel demnd. PARSONS BRINCKERHOFF 51 Western Bypss Study Recommended Alterntive Report

Additionl Recommendtions 1. Metro should develop mens to evlute consistency of the individul projects, services, nd progrms with 2040. 2. Metro, consistent with 2040, should endorse the recommendtion of the Western Bypss Study, nd set high priorities to implement the projects, services nd progrms in the recommendtion. 3. Responsible gencies should explore mens of identifying nd ddressing freight nd commercil trvel needs. Also, explore mens of protecting those improvements. 4. In designing the I-5/99W connector, OOT should locte interchnges to be consistent with the UGB. 5. Metro nd Tri-Met should ggressively pursue implementing TM nd RT s regionl priorities. 6. Responsible gencies should explore lterntive design stndrds for rterils nd collectors nd increse connectivity to reduce negtive impcts on existing neighborhoods in the urbn re. Citizens Advisory Committee (CAC): Minority Report The Minority Report contins the opinions of some members of the CAC who supported n lterntive to the Recommended Alterntive. Some members supported the Bypss Alterntive s their first choice. Other members supported the Recommended Alterntive, but hd comments on the lterntive or on the Mjority Report's Provisions or Modifictions. All of the Minority Report comments re included. Some Committee Members Support the FULL BYPASS ALTERNATIVE becuse: The full Bypss Alterntive is : solution to north/south nd circumferentil trvel solution for the long-term 1. The rft Recommended Alterntive is not n dequte long term solution. 2. The rft Recommended Alterntive is bsed on fulty ssumptions bout growth nd fulty ssumptions bout the region's bility to implement the progrms nd improvements, becuse: Western Bypss Study 52 PARSONS Recommended Alterntive Report BRINCKERHOFF

The ssumptions re not dequte since popultion nd employment projections re below current growth rtes for the Study Are. Trnsit improvements do not hve Tri-Met commitment or funding, nd if these improvements re not implemented the Recommended Alterntive will not perform s needed. It relies on TM progrms tht re not relistic nd my not be implementble. 3. The rft Recommended Alterntive will not support, nd my hrm, the economy becuse: It does not support the movement of goods nd services, nd employees, between the economic centers within the Study Are. It my force employers to move elsewhere, due to incresed congestion nd decresed ccessibility. It my hve unintended consequences for neighboring communities. It does not dequtely ddress commercil trffic needs, especilly from south county to the county set. 4. Components of the rft Recommended Alterntive will split prt existing neighborhoods. Some Committee Members Support the RECOMMENE ALTERNATIVE With the Following Comments: We Support the Mjority Report Modifictions: 1. Yes 2. Yes We support the rft Recommended Alterntive, with the following comments: We would modify the Mjority Report "We believe, s modified" comments: (1.) NO, we don't gree tht the recommended lterntive meets the projected north/south, circumferentil need s projected by this study. (2.) We gree tht is the most relistic, given the current funding outlook nd current lnd use rules nd plns, with the following ddition of: Yes, with qulifictions. Relistic tody, if hd to fund tody. Over time the funding bility chnges. (3.) Support removing. We hve the following comments on the Mjority Report "Provisions": (1.) Yes, visionry concept for rods. PARSONS BRINCKERHOFF 53 Western Bypss Study Recommended Alterntive Report

(2.) () Qulified yes. The I-5/99W connector should be first leg of the full bypss. (b) Concur with 2nd sentence. (c) elete 3rd sentence. We hve the following comments on the Mjority Report "Additionl Recommendtions": (1.) Yes. (2.) Yes, nd gree tht Points 1 nd 2 should be reversed. (3.) () Yes. (b) 2nd sentence too vgue. (4.) Yes. (5.) Revised to red: Tri-Met should ctively pursue incresed service within the Study Are. Metro nd Tri-Met should continue to investigte TM nd RT opportunities s regionl priorities. (6.) Yes, with qulifictions. "Increse connectivity in new developments nd, where prcticble, in existing neighborhoods within the Study Are." Steering Committee (SC) Report The Steering Committee reviewed the Adopted Recommendtions nd the Minority Opinion Report of the Citizens Advisory Committee. With this informtion, the Steering Committee voted to support the Recommended Alterntive with the following modifictions, provisions nd dditionl recommendtions. These modifictions, provisions nd dditionl recommendtions re bsed directly on those developed by the Citizens Advisory Committee, with severl differences. ifferences tht re ddressed in the Minority Opinion Report re noted with n sterisk (*). Other differences re noted with double sterisk (**). Modifictions: We recommend the following improvements be dded to the rft Recommended Alterntive: 1. 216th/219th, Cornell Rod to TV Highwy -- 5-lne rteril. 2. Scholls Ferry Rod -- explore other design solutions to meet cpcity needs. Support rft Recommended Alterntive We believe, s modified: 1. April 17, 1997 Mike Hoglund Metro 600 NE Grnd Portlnd, OR 97232 CITY OF TIGAR OREGON Subject: Western Bypss/ I-5/99W Connector Resolution City stff first lerned of the proposed condition lst Fridy, April 11. According to Metro's schedule, there will be first reding to Metro Council on April 24 nd the pln is hve the second reding nd ction by June 5. We re concerned with the hste in which the doption of this proposed resolution is moving nd would recommend tht the timefrme be extended to llow review nd comment, t lest on the proposed findings. To mke you wre, the City mended its trnsporttion pln to include widening of Highwy 99W to seven lnes, s prt of the recent doption of the Tigrd Tringle Pln. The widening ws prt of the toolbox recommendtions for the 1-5/217 interchnge study. For the comprehensive pln mendment ppliction for the Phil Lewis School site in the Tigrd Tringle, OOT commented tht the City should mend its trnsporttion pln to include the toolbox improvements, which included Highwy 99W widening. The City responded by mending the City's trnsporttion pln to include those improvements. Through the recent Tigrd Tringle plnning effort, tsk force ws formed tht included citizens, businesspeople, nd representtives from Metro nd OOT. Our consultnts sid tht Highwy 99W needed to be widened to seven lnes to dequtely support trffic from the Tringle in the future. Metro nd OOT did not oppose the inclusion of Highwy 99W widening in the Tringle Pln. In fct, OOT requested tht recent development ppliction, proposed Mconld's resturnt on the corner of SW 72nd nd Highwy 99W, be conditioned to include dediction to provide for future widening to seven lnes. The City is in the process of updting the street component of the Trnsporttion System Pln nd pplying for Trnsporttion Growth Mngement Grnt for Highwy 99W Access Mngement Implementtion. There needs to be community input on the future configurtion of Highwy 99W, south of Highwy 217. The Trnsporttion System Pln nd Access Mngement Implementtion will solicit community involvement in ddressing the future of Highwy 99W in Tigrd. These plnning efforts will lso include Metro nd OOT involvement. Furthermore, the Highwy 99W corridor pln hs not been completed. 13125 SW Hll Blvd., Tigrd, OR 97223 (503) 639-4171 T (503) 684-2772

The City supports the future connector for through trffic; however, widening of Highwy 99W north of Highwy 217 is lso needed to hndle trffic from the Tigrd Tringle nd prevent trffic from using neighborhood streets s cut-through routes. The proposed connector should help relieve trffic congestion in Tigrd. We re concerned with the two proposed conditions of this resolution, both of which would require greements with Ymhill County nd the City of Newberg regrding growth nd green corridors. At the stff level, no drft greements or exmples of drft lnguge hve been presented. These greements my help preserve investment in the I-5/99W connector, however, efforts to obtin the greements should not impede the project's overll progress. Thnk you for the opportunity to provide input on the proposed resolution. Plese include the City's comments in the public record regrding the resolution for the 1-5/99W connector. I m so disppointed nd disgusted I don't even know why I'm wsting my time writing - but I guess t hert I'm n optimist tht lwys hopes snity will previl. I hve red the reports nd seen the studies tht hve trnspired over the yers - t gret expense to the txpyer nd still...no good nswers - only idelistic bndid pproches tht will not significntly help our trffic problems. For those of us who live in northwestern Wshington County, Highwy 217 is relly our only option to trvel between 26 & 1-5. The Western Bypss would hve llevited the hevy trffic on the Sunset, 217 nd the miserble exit off of 1-5 to hed north on 217. If you still refuse to do the Bypss these res will continue to get worse, in ddition to the ridiculous pln to move the sme dirt gin nd widen 217, putting the motorists in n intolerble sitution for who knows how mny yers. The environmentl impct of the Bypss ws totlly insignificnt when person relly sked questions nd got to the bottom of wht the numbers were ctully sying. They were very lrge sounding numbers tht mde us think gret mounts of frmlnd would be devstted nd birds nd whtever would be destroyed. The relity ws quite different, however, when put in the form of percentges. The old dys of Hillsboro being smll frm community nd needing to get crops to downtown Portlnd re over. We hve the fstest growing re in the stte nd people need to get to Tultin, Wilsonville, Slem, etc. without bottlenecking the one route tht exists. Is it ny better to wste our resources: gs, oil, cr prts, tires plus put more exhust in the ir from the dditionl miles we must trvel - t snil's pce - to rech southwestern Wshington County or to trvel south on 1-5?

Urbn sprwl hs lredy hppened. You cn't wipe it out. Especilly the west side of the Willmette. The rods wind ll over nd there ren't the stright streets nd cross streets like in est nd downtown Portlnd tht llows good bus service. I hve been on the Sunset heding est during hevy trffic nd sw t lest four buses entering the freewy from different rmps with signs on them sying "there re hundreds of crs t home becuse of the people riding this bus"...only problem is, there were zero to 1 or 2 people on the bus. All the buses do is tke up more spce on the freewy nd smell up the ir with fumes. I m going to include few rticles I've cut out of the pper over the yers for you to red rther thn sying the sme thing over gin in this letter. The rticles ddress my sentiments on the sitution exctly. To: From: CC: Subject: te Sent: trns @ no_host_given Rj Svr Bypss opinion Tuesdy, April 29, 1997 3:31 AM I trvel 5-6 dys week from Lke Oswego to Hillsboro vi Hwy. 217 nd Hwy. 26. I hve seen your recommendtions for future development of trffic nd would like to offer my opinion on the options. Construction of new limited ccess expresswy from I-5 to 99W is good, but not enough. This needs to be continued ll the wy through to Hwy. 26. I hve lived in this stte for over 35 yers, nd cn sy tht growth is going to hppen with or with out plnning for it. I cn't imgine how bd the trffic would be without Hwy. 205. This rod ws put in when frm fields were bundnt nd the ide of 6 lne rod seemed like over kill, but now it is necessity. The core of the issue is infrstructure so people cn trvel from job to work without spending hours on the rod. With the growth which is hppening in Wilsonville nd Hillsboro, hving expresswy ccess is only sensible. To build up the rteril rods only prolongs the inevitble, nd will cost 2-3 times s much 5 yers from now. All the recommendtions re dncing round the issue of expresswy. Why? oes not plnning for infrstructure stop growth? I do not think so. Look t ll the suburbs nd ll hve grown considerbly in the lst 5 yers. I believe chnging Scholls Ferry rod or Murry Rd, in order to llevite Hwy. 217 trffic only increses the trffic flow by smll percentge s compred to expresswy nd the cost is lrge in both cses. If the gol is to pln for present nd future needs, then express wy is the nswer. If the gol is to llevite present congestion, nd not fully ddress the future growth, then widening the rteril rods will suffice. I m only one voice, but I hve lived here for most of my 38 yers, nd I believe the people who hve witnessed the growth re more in tune with the overll picture rther thn someone who just moved in nd does not wnt ny more growth. As chirmn of the City of Beverton Trffic Commission, pst chir of the Tri-Met Citizens Advisory Committee on the Budget, ctive on numerous other committees ddressing trnsporttion issues, nd 34-yer resident of the region, I hve hd the opportunity to observe the incresingly congested stte of Wshington County's trnsporttion system nd to her from hundreds of citizens nd business persons frustrted with the region's response to Wshington County's trnsporttion needs. Wshington County is growing rpidly nd its existing trnsporttion system is lredy stretched to the limit. Highwys 26 nd 217 re congested in both directions for severl hours ech dy. Cnyon Rod, Beverton-Hillsdle Highwy nd Scholls Ferry Rod re reching cpcity t certin times of the dy. Congestion on these rteril routes is forcing through-trffic onto neighborhood streets not designed to hndle lrge volumes of trffic. In short, the indequte cpcity of our existing mjor rodwy system hs impcts ll the wy down to locl neighborhoods. I gree with severl of the recommendtions included in the Recommended Alterntive Report, especilly the widening of Highwy 217, trnsit improvements nd demnd mngement strtegies. I do not gree, however, tht these represent lterntives to the construction of the Bypss. These proposls should be pursued in conjunction with, not in lieu of, building the Bypss. Even if the highly optimistic 20% per cpit trip reduction mndte contined in the Trnsporttion Plnning Rule is chieved, it remins fct tht if Metro's growth projections re relized, there will be significnt increse in the totl number of vehicle trips in the region. I cnnot imgine for moment tht Highwy 217, 99 W, Scholls Ferry Rod nd n extended Murry Boulevrd will be s cpble of hndling the projected number of trips tht could be served, with less impct to the region s whole, s the Western Bypss. hi conclusion, Wshington County's trnsporttion system both in bsolute terms, nd in reltion to the other counties in the region, is indequte. Mjor system improvements, not just minor tweks to n lredy overburdened system, re necessry to preserve the economic vitlity of the County

nd to protect neighborhoods from excessive volumes of through trffic. Like 1-205 through Clckms nd Multnomh counties, the Western Bypss is n essentil element in the regionl trnsporttion system. The question should not be whether the Bypss should be built, but when. I urge Metro to tke the first step towrd bring trnsporttion equity to Wshington County by ffirming the very cler need for the Western Bypss nd by rejecting the Committee recommendtion to terminte the Bypss. Trffic Volumes The mount of trffic now using the Tultin-Sherwood corridor consists of mix of through trffic nd locl trffic. As the build-up in the Tultin re continues n incresing portion of the trffic will be locl. This trffic will not benefit from limited ccess rodwy. Unique Geology nd Sensitive Ecology The proposed corridor for the expresswy trverses n re of geologic uniqueness nd will drmticlly, nd dversely, impct this re if constructed. The proposed corridor lso contins the Tultin River Ntionl Wildlife Refuge; trversing this refuge will cuse irreprble hrm. On the whole, we think it is crefully prepred nd thorough study, showing evidence of plenty of public prticiption. We look forwrd to implementtion of, in prticulr, the TSM ctions, which we believe cn substntilly improve trffic flow t miniml investment. For exmple, timed lights insted of on-demnd lights should help to smooth flow of trffic, s comprison of free-flowing rterils in Portlnd vs. bcked-up rterils in Beverton cn show. We re lso supportive of limited TM mesures s long s they re crefully thought out to llow people choices given tody's trnsporttion relities. For exmple, single prent who hs to drop off children t multiple sites (mking the bus option too lengthy nd expensive) nd then drive to work (s n "SOV") should not be finncilly penlized for her sitution. Bus, bicycle, or crpool my not be relistic option until either her circumstnces chnge, or the community hs constructed much better rnge of both trnsporttion nd housing options. As fr s rod projects go, we gree tht improvements to existing key trvel rods re to be preferred over new lignments. At this time I oppose the construction of this expresswy for the following resons: The expresswy's bility to llevite congestion in the Tultin, Sherwood, Tigrd re is questionble. As frequent trveler on Tultin-Sherwood it ppers tht the mjority of the trffic is generted by industry long this rod - its locl trffic. An expresswy could negtively impct the Tonquin Scblnd which re of mjor geologicl interest. The Tultin River Ntionl Wildlife Refuge would border the expresswy. Any plns would need to minimize the impct on wildlife nd visitors to this Ntionl Refuge. Another set of entrnce nd exit rmps on I-5 in the Tultin/Wilsonville re would crete sfety hzrd. My concerns for efficient trnsporttion plnning, for both residents nd businesses, comes from my sincere compssion for our community nd positive spects which will help better it. With tht sid I will ddress the study recommendtions: Construction of new limited ccess expresswy from I-S to 99W. This recommendtion I strongly support s forml mesure to llevite congestion on Tultin-Sherwood nd Edy rods. This would solve long term problem tht to dte hs not been ble to keep up with popultion expnsion. From N. Wilsonville through the Tonquin rod re to north of Sherwood would probbly llevite trffic best, nd concurrently provide the lest impct on existing residentil neighborhoods. eletion from further considertion bypss from 1-5 to the Sunset Highwy. This recommendtion I very strongly disgree with s I don't feel it tkes into ccount our long term trnsporttion needs. When discussing the option of western bypss with other concerned citizens I liken this "recommendtion" to tht of hving provided "No Build" decision to the construction of 1-205 sy 30 to 35 yers go when it ws in its study nd plnning stges. Just tke minute to imgine wht trffic congestion would be like right now if ll north & southbound locl nd interstte trffic hd to tke 1-5 to 1-84 to trvel estbound. Wht nightmre tht would be. Well, looking t the popultion expnsion expecttion chrts for this western bypss study re shows tht if the popultion is going to double by 2015, couple extr lnes on primrily one rodwy(nmely Hwy. 217) isn't going to cut-it for the long term. We will hve more congestion nd severely within tht corridor of rod networks. Hence, long term solution is in order for northbound 1-5 trffic(nd southbound for tht mtter) who need to go estbound on Hwy. 26. Expecting ll the trffic to come through Tultin, through Tigrd, through Beverton nd beyond nother 5 miles just to get to Hillsboro(now mjor industril mnufcturing component of our region) is ludicrous. Construction of series of rteril nd collector rod improvements. I gree tht this will help to llevite the immedite congestion issues. But for the long term I feel they will then (out 15 yers) be considered locl nd collector rods in reltion to the new trffic volumes. A long term solution is still needed beyond these improvements. Widening of Highwy 217. This I strongly gree with but s we cn ll see, its lredy been improved to 3 lnes except t entrnce nd exit rmps. Trffic still remins problem. Widening the rodwy t those loctions will definitely help but will it relly do much? Probbly not. The reson I sy this is becuse its 1997 now. Those projects won't probbly be completed till into the next century nd by then the popultion nd commerce will hve incresed to mx out the improvements, most likely before they're completed. Remember, this is nd hs been the fstest growing county in the stte for the lst 5-7 yers. And the end is not in sight!

Trnsporttion System Mngement Actions. This I m in fvor of. Westside Light Ril will rrive just in the nick of time. In the plnning stges for mny, mny yers. Unfortuntely it only runs rdilly from our regionl core. I pplud those wim the foresight nd fortitude. This will tke some of the lod off our rodwy system but not for those in the sles, service, commercil nd industril sectors. Also those of us who trvel to non serviced or poorly serviced by mss trnsit res will still be vehicle dependent. I do hold hope though for improvements in this topic. Trnsporttion emnd Mngement I do gree with the promotion of this topic too. It's gret ide, lthough somewht imprcticl. My informtion sttes tht it will only be pplicble to mybe 10 percent of the workforce, which doesn't tke into ccount the increse in trips for "home office" service work on equipment nd trips to copy shops, possibly multiple times per dy. I think the jury is still out on how much trffic this will ctully relieve. Trnsit Service Improvements. I definitely gree with this recommendtion. I lso think we need to provide the trnsit system "users" the opportunity to more equitbly prticipte in the cost of the trnsit system. Think they'll go bck to their crs? Think gin, fter you look t my suggestion below to help py for ll the rodwy improvements. Well, I'd like to thnk you for the opportunity to ddress ll the issues shown bove. If it weren't for this opportunity, my opinion nd concerns for my fvorite town probbly wouldn't be herd by those in position to do nything bout it.. I cn only hope tht the remining processes tht these decisions go through will be performed by individuls nd public gencies tht hve ll the dt nd hve hd the experience of sitting in few rush hour trffic snrls, with over-heted tempers, lte for their most importnt meeting or plne fight. Until you've lived it, you cn't even begin to imgine it. It ffects out commerce, our livbility nd it t times hs even creted occsionl hostility on our commuter rterils. Portlnd's west side once ws reltively docile nd plesnt series of communities. It hs grown t record pce, nd the rod system, even including our trnsit system, hs not been ble to keep pce. Those of us who know lternte routes further wy from the congestion, tke them whenever possible to void the trffic hedches. But s trffic move further wy from the center of town; rurl rods, unble to hndle current high vehicle counts show the stresses. Commercil nd personl vehicles skirt the congestion on these rods, rods tht were not designed for these new volumes of trffic nd weights of commercil vehicles. Accident rtes on these rods re rising nd eventully the rodwys will fil premturely due to over-use. Look t current trffic congestion on both Highwy 26 nd Highwy 217. The vehicle count figures on the study re being surpssed nd rpid improvements re the only solution. People re going to continue to come, nd with them will be their personl vehicles long with the demnds on commerce within the community. Help keep it livble. Help keep it moving. The power is yours, so plese don't let your town down. Sincerely, Robert E. Ruedy / / ~ I promised you suggested funding solution: Since this congestion nd trffic improvements re regionl issue. The mjority of funding should be regionl issue too. My proposition is this: Those who wnt to or need to hve their vehicle(s) t their service cn burden mjority of the cost of the rodwy system. A 10 to 25 cent gllon fuel tx, crossthe-bord gsoline nd diesel. Only frm use exemptions within the zone. The Zone is ny fuel source within 25 mile rdius of Portlnd's 00 by 00 grid center(within Oregon, of course). This dded cost will convince vehicle owners nd opertors to reevlute their driving hbits, nd will lso deter trnsit system users from going bck to their crs when thenuser rtes increse to help defer their portions of the improvements costs. Try it! I know I'd py it if I hd to, to llevite trffic congestion. Thnks for your time. And plese contct me if 1 cn be of further ssistnce to these issues. 1000 FRIENS OF OREGON Testimony of Keith Brtholomew before the Metro Trnsporttion Committee Re: OOT Recommendtions from the Western Bypss Study My 6, 1997 It is my plesure to testify before you tody on the recommendtions from the Western Bypss Study. Certinly, the process of the Bypss Study hs been long one when it begn, I ws childless; I now hve son in kindergrten. But in the view of 1000 Friends of Oregon, the wit, nd the work done during tht wit, hve been well worth it. In the beginning, the Bypss Study ws bout single fcility in nrrow corridor. Over the course of the yers, the Study expnded its horizons to include considertion of multiple modes nd brod geogrphy. While it is tempting to recount ll the tles of such n epic story, I will proceed to the issue t hnd the finl recommendtions from the study. Two yers go, we voted s member of the study's Citizens Advisory Committee in fvor of the recommendtions now before you, with two cvets. We repet tht position tody nd note n dditionl concern. For us, the primry thrust of the recommendtions is the recognition tht Western Bypss between 99W nd the Sunset Highwy is not needed nor is desirble for this region. According to the nlysis completed by Metro for the LUTRAQ study, building the Bypss just the fcility itself, without the bells nd whistles included in the OOT study would result in more miles of driving nd more ir pollution (NO X & CO2) thn the No-Build lterntive. In other words, ccording to these mesurements, the region is better off doing nothing thn it would be if it built the Bypss. No Build Bypss Only LUTRAQ Vehicle Miles of Trvel 6,883,955 6,995,986 6,442,348 NO X (kg/dy) 14,104 15,054 13,744 Greenhouse Gses (CO 2 kg/dy) 4,814,705 4,893,061 4,505,841 By contrst, the LUTRAQ lterntive which focuses new development into light ril sttion res reduces miles trveled nd emissions of ir pollutnts. Moreover, the LUTRAQ lterntive results in more thn twice s mny work trips on trnsit, 10% fewer hours of driving, nd 10% less congestion thn building the Bypss, while providing lmost twice of the mount of improved ccess to jobs.

No Build Bypss Only LUTRAQ Work Trips on Trnsit 7.5% 8.8% 18.2% Vehicle Hours of Trvel % difference from No Build 21,110 19,920-5.6% 17,790-15.7% Vehicle Hours of ely % difference from No Build 2930 1670-43% 1370-53.2% % of Study Are w/i 30 Mins. 500,000 Jobs % difference from No Build 41.8 55.7 13.9% 67.5 25.8% While some my wnt to dismiss the LUTRAQ lterntive s nothing more thn plnners drem, the fct is tht it hs lredy been incorported into some of the most importnt plnning documents in this region, nd is currently being built on the ground. As prt of the LUTRAQ project, we nlyzed the differences between the LUTRAQ lterntive nd the 2040 Growth Concept. We found tht the two re virtully identicl: 91% of the cres in the LUTRAQ lterntive hve the sme or comprble plnning designtions s those indicted in the Growth Concept. In ddition, LUTRAQ is being implemented through the LCC Trnsporttion Plnning Rule which requires jurisdictions to rezone lnd round trnsit lines for Trnsit-Oriented evelopment nd through the sttion-re plnning processes tht re prt of the Westside Light Ril project. In the ltter cse, Wshington County nd the cities of Hillsboro nd Beverton hve hd interim sttion-re overly zones in plce since 1993. These zones effectively incorporte most of the zoning chnges implied in the LUTRAQ lterntive. Moreover, these interim overly zones re now being replced with permnent zoning districts tht in mny cses look nerly identicl to some of the illustrtions creted in the LUTRAQ study. Given ll these recent nd prospective chnges to locl lnd use plns, it is difficult to dismiss the LUTRAQ lterntive s "pie-in-the-sky." Rther, it would be more ccurte to chrcterize LUTRAQ s being prt of the sttus quo, new bseline ginst which other options should be compred. Tht nlysis essentilly occurred couple of yers go s prt of the 2040 process. As you know, the 2040 Growth Concept contins freewy connection between 1-5 nd 99W. It does not, however, include the Bypss between 99W nd the Sunset Highwy. Nevertheless, s prt of the 2040 process, Metro dded the Bypss to the Growth Concept for study purposes, nd modeled the scenrio to discover the Bypss' impct on Wshington County trnsporttion. The results show tht, when coupled with the Growth Concept, the Bypss would hve negligible impcts on reducing congestion levels for Highwy 217, while substntilly incresing congestion on 99W, Nyberg Rod, nd Scholls Ferry Rod:

Although our lnd use plnning system is designed to curb such sprwl, ctul plnning prctice shows tht our zoning designtions nd development restrictions re not perfect nd would be unlikely to

reverse the mrket pressure tht would be plced on these lnds were the Bypss to be constructed. In study commissioned by OOT severl yers go, ECONorthwest found tht incresing ccess to lnd tht is ner growing urbn re will significntly increse the mrket pressures to develop tht lnd. Even under existing restrictions, n nlysis by Metro nd 1000 Friends shows there is the potentil for severl thousnd dditionl dwellings in the rurl res of Wshington County. If the Bypss is built, ccess to these properties will be significntly incresed nd the pressure to develop them will increse too. Moreover, the Bypss' presence will increse pressure to move the urbn growth boundry to include these lnds nd/or to chnge the zoning to llow for more development. Any wy you slice it, the Bypss is bd news for this region. It would result in more driving, less trnsit ridership, nd dirtier ir; it would not solve Wshington County's congestion problems, nd in the end would likely mke them worse by furthering the county's dependence on the utomobile; nd it would fuel the engines of sprwl tht could decimte Wshington County's $183 million/yer griculture industry. In short, we support the Western Bypss Study's recommendtion to not build the Bypss, nd to cese considertion of tht proposed fcility. Our two prior reservtions bout the Bypss Study recommendtions concern the proposls to expnd Highwy 99W nd Scholls Ferry Rod to seven lnes. Both fcilities bisect res indicted s Town Centers in the 2040 Growth Concept. Turning these fcilities into seven-lne "super" rterils would eliminte the chnces of these Town Centers chieving their design potentil of being pedestrin-friendly mixed-use districts, which is wht Town Centers re supposed to be. In other words, we view the proposls to seven-lne these rods s being inconsistent with the Growth Concept. In ddition, we re concerned with the nlysis tht is being offered in support of the Tultin-Sherwood expresswy. While we hve cknowledged the need for some improvements in this prt of the region, we re not convinced tht other lterntives to constructing limited ccess freewy hve been dequtely studied. With these reservtions, we re plesed to be here is support of the Western Bypss Study recommendtions. Thnk you for this opportunity to testify. Chpter 5: Pln Chnges Chpter 5: Pln Chnges Overview How different re the lnd uses proposed in the LUTRAQ lterntive from those now dopted in locl comprehensive plns? More to the point, how different re the lnd uses proposed in the LUTRAQ lterntive from those tht re likely to exist when locl governments revise their comprehensive plns to comply with new regionl nd stte requirements? The nlysis in this chpter, prepred by 1000 Friends of Oregon, provides some nswers. Although the chpter contins mps indicting the generl results of the reserch, more detiled mps re included in Appendix E. The nlysis presents two comprisons. The first compres the LUTRAQ pln (Figure E-l) with the "Lnd Use Pln Mp" from Metro's Regionl Lnd Informtion System (RLE). The Lnd Use Pln Mp (Figure E-2) contins generlized versions of the dopted comprehensive pln mps for ll the jurisdictions in the study re. As prt of the lnd use policies nd lws developed nd dopted by locl governments, these comprehensive pln mps govern the types of lnd uses currently llowed within the study re. There re, however, number of recently dopted stte nd regionl lws nd policies tht, over the next severl yers, will require mjor chnges to the dopted comprehensive pln mps. The most prominent of these chnges is reflected in the second nlysis presented here: comprison of the LUTRAQ pln with the Metro "2040 Growth Concept Mp." The Growth Concept Mp (Figure E-3) is n interim product in series of plnning exercises tht will form the bsis for new comprehensive lnd use plns for the Portlnd region. Metro will use the Growth Concept Mp to develop more detiled "Regionl Frmework Pln." Locl governments will be required to mend their comprehensive plns to be consistent with the Regionl Frmework Pln when it is completed. Another lnd use lw tht will chnge locl comprehensive pln mps is the Trnsporttion Plnning Rule (TPR), dopted by the Oregon Lnd Conservtion nd evelopment Commission in 1991. 1 Among other provisions, the TPR requires locl governments to mend comprehensive plns for lnds long ll existing nd plnned trnsit routes to llow trnsit-oriented development (TO) nd to designte "types nd densities of lnd uses dequte to support trnsit." 2 These chnges re required to be mde by My 1997. To reflect these requirements, both comprisons in this chpter include Tri-Met's plnned trnsit system for the study re. The text of the Trnsporttion Plnning Rule cn be found t Oregon Administrtive Rule (OAR) 660-12. OAR660-12-045(4)(g), (5X). Implementtion 17

Chpter 5: Pln Chnges Methods Finlly, sttion-re plnning for the Westside Light Ril Line (now under construction) hs resulted in number of plnning efforts tht will substntilly effect locl comprehensive plns. Although permnent sttion-re plns hve yet to be dopted, ll of the jurisdictions involved hve dopted interim sttion-re zoning provisions to ensure trnsit supportive development. The nlyses presented in this chpter compred the LUTRAQ lterntive, first with the existing lnd use plns, then with the Region 2040 Growth Concept. In both cses, full implementtion of the TPR ws ssumed. Also, both comprisons incorported the sttion plnning res for Westside light Ril. To complete the nlyses, mps were prepred tht overlid the polygons (i.e., the colored lnd use designtions shown in Figure E-l) from the LUTRAQ mp on ech of the two bse mps (Plnned Lnd Use nd 2040 Growth Concept). Ech mp lso contined the sttion plnning res for Westside light Ril nd drft version of the Tri-Met Primry Trnsit Network. Then, for ech LUTRAQ polygon, the plnning designtion under LUTRAQ ws compred to the designtion on the bse mp. The correltions listed in Tble 5-1 were used to determine the consistency of the LUTRAQ designtion with tht of the bse mp. Chpter 5: Pln Chnges side light Ril sttion re plnning efforts nd the mndtes of the TPR. To this end, LUTRAQ polygons contining trnsit-oriented developments (i.e., owntown Mixed Use, Urbn TO, Neighborhood TO) locted djcent to portion of the Primry Trnsit Network or within sttion re plnning district were deemed to be consistent with the bse mp, irrespective of bse mp designtion. Conclusion The nlyses show mt the differences between the LUTRAQ mp nd the dopted comprehensive pln mps of the locl jurisdictions (s depicted in the Plnned Lnd Use Mp) re reltively smll when the effects of Westside LRT sttion plnning nd TPR implementtion re fctored in (Figures 5-1, E-4). Out of totl of 16,965 cres in the LUTRAQ polygons, 13,197 (78%) were deemed to be consistent, while only 3,768 (22%) were deemed to be inconsistent. The differences between LUTRAQ nd the 2040 Growth Concept re even fewer (Figures 5-2, E- 5). Considering the effects of the TPR nd Westside LRT sttion plnning, only minor inconsistencies between LUTRAQ nd 2040 were detected. Strting, gin, with bse of 16,965 cres in LUTRAQ polygons, only 1,452 cres (9%) in the LUTRAQ polygons were determined to be inconsistent The blnce of the crege (15,513 (91%)) ws deemed to be consistent with 2040. Given mis low degree of vrition, t this generlized level of plnning it is ccurte to sy tht the LUTRAQ Alterntive nd the 2040 Growth Concept re very similr nd in mny wys re identicl. Implementtion 19

Plns for trnsporttion continue to mnifest the historic Oregonin ttitude tht I cll "if we don't build it, they won't come." Light ril is gret ide '. when it is prt of comprehensive pln; In New York City nd other mjor cities, one need not use cr becuse public trnsporttion is implemented s grid, mking it possible to go nerly nywhere. Here, however,, I cn't use buses (or the trin in 1998) unless I m going to certin res of downtown Portlnd. Buses tht do not go downtown follow the most circuitous of routes, nd most run only during the trditionl rush hours. TV highwy is clogged during non-rush hours with people going plces they cn't rech except by cr. We need bus service grid to support light ril, nd we need to recognize tht most people in Wshington County don't work in downtown Portlnd. Common sense tells me we should hve n I-605 to connect to I-205 in the south nd the north. Such rod would cut dozens of miles from trips to Tigrd, Slem, Longview nd Settle, while 1 substntilly re- ' ducing trffic on 217, Hwy. 26 nd TV Hwy. Western By-pss need feeding off congestion : By Lrry Chbreu \ The Western By-pss is not ded concept! ; Common sense tells us tht we in Western Wshington County cnnot continue to [grow in popultion nd industry nd yet be constrined by two trffic corridors tht ^lredy re t or bove cpcity.. Additionl right-ofwy will be required nd ll of this fter the lightril is in plce nd using prt of the sme corridor. If this type of congestion nd disruption only ffected the people djcent to these bottlenecks I would still be concerned, but there's even more concern when it ffects the movement of people, goods nd services in nd out of Western Wshington County. So long s we hve industry nd business scttered from Forest Grove to downtown Portlnd to Greshm to Oregon City to Oswego, Wilsonville, Tultin nd Tigrd we re going to hve the problems of intr-region movement of workers. People go where the jobs re nd where their specil skills re needed. We do not live in "smokestck" industril er of clustered working clss neighborhoods or compny towns. North-south trffic moves through Western Wshington County on indequte frm to mrket rods nd tht trffic continues to increse s the industril bses in the Sunset nd 1-5 corridors increse nd the mjor routes, 217 nd 99W, become incresingly clogged.
