Johnson, Jr. Telephone 401-539-8289 Chief of Police Fax 401-539-8293 PRESS RELEASE August 23 rd, 2017 WASHINGTON COUNTY FAIR ARRESTS Members of the Richmond Police Department provided security, traffic direction, and criminal enforcement at the Washington County Fair to help maintain order and provide safe transit and attendance for all who visited the Washington County Fair. The Fair is hosted by the Washington County Pomona Grange #2 and one of their established rules is that no alcoholic beverages are allowed on the Fairgrounds. Between Wednesday, August 16 th and Sunday, August 20 th, Richmond Police Officers made twenty-five (25) arrests while assigned to the Washington County Fair Detail: STATISTICAL INFORMATION: Adult = 23 / Juvenile = 2 Felony = 0 / Misdemeanor = 24 / Bench Warrant = 1 Male = 12 / Female = 13 Non-resident = 22 / Richmond resident = 3 DAY 1 Wednesday, August 16 th, 2017 1. Misdemeanor Possession of Alcohol by an Underage Person: On Wednesday, August 16 th, 2017 at approximately 6:25 PM, Patrolman Dan Kelley arrested Amy L. Burton, age 19, of 54 Bucknam Road, Wood River Junction on a charge of Possession of Alcohol by an Underage Person, after observing her in possession of alcohol in a parked vehicle during a walking patrol of the parking lot at the Fairgrounds. Ms. Burton was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 14, 2017, for arraignment 2. Misdemeanor Obstructing Officer in Execution of Duty: On Wednesday, August 16 th, 2017 at approximately 8:10 PM, Patrolmen Dan Kelley and Adam Andrukiewicz arrested Krystal M. Boulton, age 22, of 17 Winthrop Ave., Apt. 6, West Warwick on a charge of Obstructing an Officer in Execution of Duty, after she allegedly knowingly offered false information on a subject who subsequently fled from police on foot into the woods surrounding the parking lot at the Fairgrounds. DAY 2 Thursday, August 17 th, 2017 3. Misdemeanor Possession of Alcohol by an Underage Person: On Thursday, August 17 th, 2017 at approximately 6:40 PM, Patrolman Jeff Vaughn arrested Nicholas R. Ferguson, age 19, of 233 Rathbun Hill Road, Salem, CT on a charge of Possession of Alcohol by an Underage Person, after observing him and other during a walking patrol of the parking lot at the Fairgrounds. Mr. Ferguson was District Court on September 7, 2017, for arraignment 4. Misdemeanor Possession of Alcohol by an Underage Person: On Thursday, August 17 th, 2017 at approximately 6:40 PM, Patrolman Jeff Vaughn arrested Katie Gaccione, age 18, of 163 Babcock Rd., N. Stonington, CT on a charge of Possession of Alcohol by an Underage Person, after observing her and other during a walking patrol of the parking lot at the Fairgrounds. Ms. Gaccione was District Court on September 7, 2017, for arraignment 5. Misdemeanor Possession of Alcohol by an Underage Person: On Thursday, August 17 th, 2017 at approximately 6:40 PM, Patrolman Jeff Vaughn arrested Sara Gaccione, age 20, of 163 Babcock Rd., N. Misdemeanor Public Drinking: On Thursday, August 17 th, 2017, at approximately 7:10 PM, Patrolman Jeff Vaughn arrested Jason Glander, age 33, of 130 Teal Dr., South Kingstown on a town ordinance violation of Public Drinking, after observing him walking in possession of and openly consuming alcohol during a walking patrol of the parking lot at the Fairgrounds. Misdemeanor Public Drinking: On Thursday, August 17 th, 2017, at approximately 8:50 PM, Patrolman Jeff Vaughn arrested Damon Stanton, age 22, of 35 Johnson Pl., South Kingstown on a town ordinance violation of Public Drinking, after observing him in possession of and openly consuming vodka in a parked vehicle during a walking patrol of the parking lot at the Fairgrounds. Mr. Stanton was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7, 2017 for arraignment on the above charge. 9. Misdemeanor Public Drinking: On Thursday, August 17 th, 2017, at approximately 8:50 PM, Patrolman Jeff Vaughn arrested David Robinson, age 22, of 425 Meshanticut Valley Pkwy., Cranston on a town ordinance violation of Public Drinking, after observing him in possession of and openly consuming vodka in a parked vehicle during a walking patrol of the parking lot at the Fairgrounds. Mr. Robinson was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7, 2017 for arraignment 10. WAYWARD JUVENILE Possession of Alcohol by an Underage Person: On Thursday, August 17 th, 2017 at approximately 9:50 PM, Patrolman Brock Taylor arrested a 16-year-old juvenile female resident of South Kingstown on a charge of Possession of Alcohol by an Underage Person, after observing her and another teen in possession of and drinking an alcoholic beverage from a clear plastic water bottle during a walking patrol at the Fairgrounds. The youth was released to the custody of her mother, and shall be petitioned into Family Court on the above charge. 11. Misdemeanor Possession of Alcohol by an Underage Person: On Thursday, August 17 th, 2017 at approximately 9:50 PM, Patrolman Brock Taylor arrested Healy Walsh, age 19, of 350 Mulberry Dr., South Kingstown on a charge of Possession of Alcohol by an Underage Person, after observing her and another teen in possession of and drinking an alcoholic beverage from a clear plastic water bottle during a walking patrol at the Fairgrounds. She was processed at the Fairground and was released with a summons to appear in 4 th District Court on September 7, 2017, for arraignment DAY 3 Friday, August 18 th, 2017 No arrests light crowds due to inclement weather. DAY 4 Saturday, August 19 th, 2017 12. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017 at approximately 4:31 PM, Patrolmen Ryan Donohue and Michael Jacome arrested Courtney R. Swain, age 21, of 156 South Main St., Coventry on a town ordinance violation of Public Drinking, after observing her in possession of and consuming an alcoholic beverage during a walking patrol of the parking lot at the Press Release Arrests at 2017 Washington County Fair Page 3

Fairgrounds. Ms. Swain was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7 th, 2017, for arraignment 13. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017 at approximately 4:31 PM, Patrolmen Michael Jacome and Ryan Donohue arrested Robert J. Shaw, age 23, of 156 South Main St., Coventry on a town ordinance violation of Public Drinking, after observing him in possession of and consuming an alcoholic beverage during a walking patrol of the parking lot at the Fairgrounds. Mr. Shaw was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7 th, 2017, for arraignment 14. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017 at approximately 4:31 PM, Patrolmen Michael Jacome and Ryan Donohue arrested Justin D. Chase, age 23, of 79 Palace Ave., Warwick, on a town ordinance violation of Public Drinking, after observing him in possession of and consuming an alcoholic beverage during a walking patrol of the parking lot at the Fairgrounds. Mr. Chase was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7 th, 2017, for arraignment 15. Misdemeanor DUI (1 st offense BAC greater than.15) & Disorderly Conduct: On Saturday, August 19 th, 2017 at approximately 7:20 PM, Patrolmen Daniel Kelley and Anthony Zoglio arrested Erika L. Medeiros, age 26, of 100 Stubble Brook Road, West Greenwich on charges of (1) Driving Under the Influence of Alcohol and/ or Drugs (1 st offense BAC greater than.15), and (2) Disorderly Conduct, after a 9-1-1 caller reported an erratic vehicle leaving the Washington County Fairgrounds and traveling north on Richmond Townhouse Road. A short time later, officers were dispatched to a vehicle off the road at the Westerly Community Credit Union on Kingstown Road, where they found the above woman and the vehicle previously described as being erratic. She was arrested on suspicion of DUI after performing a series of standard field sobriety tests. Shortly after arriving at the station, she deliberately urinated on the holding room floor, so she was also charged with disorderly conduct. Ms. Medeiros submitted to a Breathalyzer test that resulted in BAC (blood-alcohol-content) readings of.186 (1 st phase), and.198 (2 nd phase). She was released with a summons to appear in 4 th District Court for arraignment on the above charges, and a civil citation for Possession of Marijuana (over 18-years-old / less than one ounce). 16. WAWYWARD Juvenile Possession of Alcoholic Beverage by Underage Person, Public Drinking & Possession of Marijuana (over 1 ounce): On Saturday, August 19 th, 2017 at approximately 7:25 PM, Patrolmen Ryan Donohue and Michael Jacome arrested a 17-year-old female resident of Narragansett on charges of (1) Possession of Alcohol by an Underage Person, (2) Possession of Marijuana 1 st offense (over 1 ounce / under 18-years-old), and (3) a town ordinance violation of Public Drinking, after observing her and another young woman in possession of and drinking an alcoholic beverage in a parked vehicle during a walking patrol of the parking lot at the Fairgrounds. released to the custody of her father, and shall be petitioned into Family Court on the above charges. 17. Misdemeanor Possession of Alcoholic Beverage by Underage Person: On Saturday, August 19 th, 2017 at approximately 7:25 PM, Patrolmen Ryan Donohue and Michael Jacome arrested Devon T. Smith, age 20, of 35 Meadowbrook Way, Apt. 3, Wakefield on a charge of Possession of Alcohol by an Underage Person, after observing her and another young woman in possession of and drinking an alcoholic beverage (rum) in a parked vehicle during a walking patrol of the parking lot at the Fairgrounds. Ms. Smith was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7, 2017 for arraignment 18. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017, at approximately 8:05 PM, Patrolman Jeff Vaughn arrested Andrew F. LaVallee, age 27, of 570 Slocum Road, Exeter on a town ordinance violation of Public Drinking, after observing him with two other people near a vehicle s open rear hatch in possession of and openly consuming an alcoholic beverage during a walking patrol of the parking lot at the Fairgrounds. Mr. LaVallee was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7, 2017 for arraignment 19. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017, at approximately 8:05 PM, Patrolman Jeff Vaughn arrested Taylor E. Devine, age 27, of 9 Tall Timbers, Richmond on a town ordinance violation of Public Drinking, after observing her with two other people near a vehicle s open rear hatch in possession of and openly consuming an alcoholic beverage during a walking patrol of the parking lot at the Fairgrounds. Ms. Devine was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7, 2017 for arraignment 20. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017, at approximately 8:05 PM, Patrolman Jeff Vaughn arrested Nicholas Chace, age 29, of 107 Fenner Hill Road, Hopkinton on a town ordinance violation of Public Drinking, after observing him with two other people near a vehicle s open rear hatch in possession of and openly consuming an alcoholic beverage during a walking patrol of the parking lot at the Fairgrounds. Mr. Chace was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7, 2017 for arraignment 21. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017, at approximately 8:50 PM, Patrolman Jeff Vaughn arrested Mark Decesare, age 23, of 39 Clyde St., West Warwick on a town ordinance violation of Public Drinking, after observing him with three other people near a vehicle in possession of and openly consuming an alcoholic beverage (Budweiser beer) during a walking patrol of the parking lot at the Fairgrounds. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017, at approximately 8:50 PM, Patrolman Jeff Vaughn arrested Eric Richards, age 22 of 543 Steer Farm Road, Harrisville on a town ordinance violation of Public Drinking, after observing him with three other people near a vehicle in possession of and openly consuming an alcoholic beverage (Budweiser beer) during a walking patrol of the parking lot at the Fairgrounds. Mr. Richards was District Court on September 7, 2017 for arraignment 23. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017, at approximately 8:50 PM, Patrolman Jeff Vaughn arrested Candace Bruneau, age 24, of 17 Shepards Run, Scituate, RI on a town ordinance violation of Public Drinking, after observing her with three other people near a vehicle in possession of and openly consuming an alcoholic beverage (Budweiser beer) during a walking patrol of the parking lot at the Fairgrounds. Ms. Bruneau was processed at the Fairgrounds and was released with a summons to appear in 4 th District Court on September 7, 2017 for arraignment 24. Misdemeanor Public Drinking: On Saturday, August 19 th, 2017, at approximately 8:50 PM, Patrolman Jeff Vaughn arrested William H. Ogert, age 24, of 894 Plainfield Pike, Scituate on a town ordinance violation of Public Drinking, after observing him with three other people near a vehicle in possession of and openly consuming an alcoholic beverage (Budweiser beer) during a walking patrol of the parking lot at the Fairgrounds. Mr. Ogert was District Court on September 7, 2017 for arraignment DAY 5 Sunday, August 20 th, 2017 25. Bench Warrants: On Sunday, August 20 th, 2017 at approximately 4:30 PM, Patrolmen Brock Taylor and Jeff Vaughn arrested Shane M. Keener, age 22, of last known address 314 Church Street, Apt. B, Richmond on the strength of three outstanding bench warrants including: an outstanding Washington County Superior Court Bench Warrant that had been issued on June 27, 2017, for Failure to Appear Restitution Review on an original felony conviction of Breaking & Entering a Dwelling (Richmond Police Department); an outstanding 4 th District Court Bench Warrant that had been issued on July 29, 2017, for Failure to Appear Probation Review on an original conviction of Domestic Disorderly Conduct (Charlestown Police Department); and on an outstanding 4 th District Court Bench Warrant that had been issued on June 27, 2017, for Failure to Appear Sentencing Hearing for Violation of Suspended Sentence on an original conviction of Willful Trespass (Westerly Police Department). Patrolman Taylor recognized Mr. Keener at the Fairground from past professional contacts, and confirmed the above warrants. He then contacted Officer Vaughn near the Fair exit and asked him to detain the subject on the above warrants. Mr. Keener was processed at the Fairground, and was then transported to the ACI s Intake Service Center on the strength of the above court warrants which all required that he be held without bail.
