Concept of Access Management The way to manage access to land development while simultaneously preserving the flow of traffic on the surrounding road system in terms of safety, capacity and speed. 2

Access Management: Background Managing the location, number, spacing, and design of: Commercial entrances Intersections/median openings Traffic signals Entrances near interchange ramps Based on the functional classification of the highway for: Providing access to property Local streets Efficient movement of traffic Arterials Combination of both Collectors 3

Access Management: Goals Reduce traffic congestion, motorist s time waiting in traffic Stop and go traffic increases fuel consumption, vehicular emissions, and air pollution Lower the number and severity of traffic crashes Preserve critical roadway capacity Reduces the need for new highways & adding lanes to highways Maximizes the performance of existing highways Support economic development Better mobility expands the market reach of businesses and enhances the efficient movement of goods Provide property owners with reasonable access to the highway Not infringe on local government land use authority 5

Access Management: National Research Findings The lack of access control along arterial highways has been the largest single factor contributing to the obsolescence of highway facilities NCHRP Report 121 Protection of Highway Utility. 1971 Every study since the 1940s has indicated a direct and significant link between access frequency and accidents International Right-of-Way Association Conference Paper, 1999. 6

Access Management: Background 2006 General Assembly Session Budget Bill directs VDOT to develop an access management proposal 2007 General Assembly Session Enacts 33.1-198.1 that directs the VDOT Commissioner to: Develop and implement access management standards/regulations for arterials, collectors and local streets For VDOT highways Do not apply to roads controlled by cities and certain towns, counties Solicit public input in the development of these standards Publish regulations by December 31, 2007 to go into effect on July 1, 2008 8

Access Management - Phasing 2008 General Assembly Session: Implement in Phases Phase 1: Principal Arterials Regulations and spacing standards take effect on July 1, 2008 24VAC30-72 Regulations New Appendix F Design Standards in VDOT Road Design Manual Information sessions were conducted in each VDOT District during June 2008 Approximately 600 people attended the sessions 10

Access Management Regulations Commercial Entrances 24 VAC 30-73-60 B Not retroactive, applies to new entrances VDOT will permit reasonably convenient access to parcels Fewest number of entrances to provide good access Focus on side streets Use of right-in/right-out entrance design Applicant to demonstrate safety of proposed entrance & its impact Applicant to mitigate any impacts on highway operation and safety Property with 5 entrances 15

Access Management Regulations Private Entrances: Serves Up to Two Houses 24 VAC 30-73-90 New categories: Entrance to agricultural fields and infrastructure that generate 10 or few trips per day: cell tower, pump station, stormwater basins Current rule: VDOT will install a property owner s driveway drainage pipe using public funds New rule: Property owner will be responsible for cost of installation VDOT can install it by request and bill the owner for actual cost 17

Corner Clearance on Minor Side Street Downstream (Top to Bottom): Separate (C) from entrance turning movements (A) by 225 ft (20 mph intersection sight distance). Upstream (Bottom to Top): 225 ft plus width (W) of major street right turn lane or length of queue (D) to protect E, B, F turning movements. 20

Access Management Regulations: 24 VAC 30-73-120 C 3 f When a parcel has insufficient frontage on a highway to meet the spacing standards due to: Property dimensions, or Physical constraints Wetlands, streams, topography The entrance will be physically restricted to right-in/right-out movements To protect and preserve public interest in a safe and uncongested flow of traffic Exception: To request approval of a full access entrance, submit a traffic engineering study that shows highway operation and safety will not be impacted. 37

Access Management Regulations Rules and Procedures to Request an Exception 24 VAC 30-73-120 D Submitted in writing to VDOT District Office The request shall Identify the type of exception (e.g. shared entrance, spacing, interparcel connection) Describe reasons for the request Include all required documentation (e.g. evidence of a wetland, new urbanism dev. design plan, traffic engineering study) Applicant will receive a decision on request within 30 calendar days District Administrator s decision may be appealed to the Commissioner 40

Summary Property owners have a right to reasonable access to the highways. Roadway users have the right to: Freedom of movement, Safety, and Efficient expenditure of public funds. Balancing these interests is the goal of access management 41
