UIL DISTRICT 28-5A TRACK & FIELD Brackenridge Burbank Edison Harlan - Highlands -Houston Jefferson Kennedy - Lanier Memorial 2017-2018 TRACK & FIELD ORGANIZATIONAL PLAN I. TRACK A. DIRECTOR 1. The Directors of the District 28-5A Track Meet will be Barbara Wise, SAISD Asst. Dir. of Athletics, and Robert Gomez, Edgewood ISD Director of Athletics. B. SCHEDULE 1. The District Track Meet will include boys and girls varsity and junior varsity. 2. The District Track Meet will be held at Alamo Stadium on Wednesday and Thursday, April 4 th and 5 th, 2018, with Thursday and Friday, April 5 th and 6 th, 2018 as rain dates. 3. The Director shall have the authority to move the meet to another date, site, or time in the event of inclement weather, keeping within the allotted UIL time periods. C. ENTRIES 1. Entries will be sent to the District Chairman (Orlando Vera overa1@saisd.net) and to the Director of the District Track Meet (Barbara Wise bwise1@saisd.net) no later than 5 days (Thursday March 29 th, 2018 4:30pm) prior to the meet. 2. Athletic.net entries are due no later than Mon., Apr. 2nd, 2018 at 12:00 p.m. At 12:01 p.m., the meet will be heated and seeded and heat sheets will be posted on the SAISD website. 3. A school may not enter a participant in an event if they have not made an entry on the district entry form sent in five days prior to the district meet. 4. The District Meeting for coaches will be Mon., Apr. 2 nd, 2018 at 6:00 p.m., at ACC to draw for lanes for relays and to discuss meet logistics. Scratches only may be made at this meeting.
Pg. 2 of 6 D. ADMISSIONS 1. All UIL cardholders and faculty/staff members with I.D. of competing schools will be admitted free. 2. Admission prices for the District Meet will be $5.00 for adults and $3.00 for students. E. AWARDS 1. The varsity girls and boys championship TEAMS will receive the Winged Foot trophies. The Junior Varsity girls and boys championship TEAMS will receive plaques. 2. The 1 st through 6 th place varsity INDIVIDUAL EVENT and RELAY TEAM MEMBERS will receive UIL custom-made District 28-5A medals. 3. The 1st through 6th place sub-varsity INDIVIDUAL EVENT and RELAY TEAM MEMBERS will receive generic UIL medals. F. PROTESTS 1. Protests shall be made to the Meet Director no later than 30 minutes after the results are announced 2. The Meet Referee will make a ruling on the protest and inform the coach(es) 3. A final appeal may be made to the Board of Appeals and their decision will be final. G. UNIFORMS: National Federation Track and Field Rule Book - Uniform Rule 4, Section 3 4.3.1: THE COMPETITOR'S UNIFORM SHALL BE ISSUED BY THE SCHOOL AND HAVE THE FOLLOWING RESTRICTIONS: A. EACH COMPETITOR SHALL WEAR SHOES. 1. SHOES SHALL BE WORN ON BOTH FEET AND SHALL HAVE AN UPPER AND DEFINITELY RECOGNIZABLE SOLE AND HEEL. 2. THE (SHOE) UPPER MUST BE DESIGNED SO THAT IT CAN BE FASTENED SECURELY TO THE FOOT. 3. THE USE OF SLIPPERS OR SOCKS DOES NOT MEET THE REQUIREMENTS OF THE RULE. B. EACH COMPETITOR SHALL WEAR A TRACK TOP (SINGLET) OR ONE-PIECE UNIFORM ISSUED BY THE SCHOOL. 1. WHEN NUMBERS ARE USED, EACH COMPETITOR SHALL WEAR HIS/HER ASSIGNED, UNALTERED CONTESTANT NUMBER. 2. THE TOP OR ONE-PIECE UNIFORM MAY HAVE THE SCHOOL IDENTIFICATION AND THE TOP MAY HAVE THE COMPETITOR S NAME.
Pg. 3 of 6 3. THE TOP SHALL NOT BE KNOTTED OR HAVE A KNOT-LIKE PROTRUSION. THE TOP MAY HAVE SLEEVES THAT VARY IN LENGTH, IT MAY BE LONG-SLEEVED, SHORT-SLEEVED OR TANK STYLE. 4. A SINGLE MANUFACTURER'S LOGO/TRADEMARK/REFERENCE, NO MORE THAN 2 1/3 SQUARE INCHES WITH NO DIMENSION MORE THAN 2 ¼ INCHES, IS PERMITTED ON THE TOP OR ONE-PIECE UNIFORM. 5. THE AMERICAN FLAG, NOT EXCEEDING 2X3 INCHES, AND EITHER A COMMEMORATIVE OR MEMORIAL PATCH, NOT TO EXCEED 4 SQUARE INCHES, MAY BE WORN ON THE UNIFORM TOP. 6. BARE MIDRIFF TOPS ARE NOT ALLOWED. THE UNIFORM TOP MUST COMPLETELY COVER THE TORSO TO THE TOP OF THE SHORTS. C. EACH COMPETITOR SHALL WEAR A TRACK BOTTOM OR ONE-PIECE UNIFORM ISSUED BY THE SCHOOL. 1. THE BOTTOM OR ONE-PIECE UNIFORM MAY HAVE THE SCHOOL IDENTIFICATION. 2. LOOSE-FITTING, BOXER-TYPE BOTTOMS OR COMPRESSION-STYLE BOTTOMS ARE PERMITTED FOR BOYS AND GIRLS. CLOSED-LEG BRIEFS ARE ACCEPTABLE FOR GIRLS. BODY SUIT OR COMPRESSION ATTIRE IS ALLOWED, BUT WHEN IT IS A MALE CONTESTANT HE MUST WEAR SHORTS OVER THE SUIT/COMPRESSION SHORT. WHEN THIS OCCURS, THE SUIT/COMPRESSION SHORT DOES NOT HAVE TO BE A SINGLE COLOR, BUT IT MUST BE THE SAME COLOR FOR ALL MEMBERS OF A RELAY TEAM. 3. FRENCH OR HIGH-CUT APPAREL SHALL NOT BE WORN IN LIEU OF UNIFORM BOTTOM. 4. THE WAISTBAND OF A COMPETITOR'S BOTTOM SHALL BE WORN ABOVE THE HIPS. 5. A SINGLE MANUFACTURER S LOGO/TRADEMARK, NO MORE THAN 2 1/4 INCHES, IS PERMITTED ON THE BOTTOM OR ONE- PIECE UNIFORM. 6. THE AMERICAN FLAG, NOT EXCEEDING 2 X 3 INCHES AND EITHER A COMMEMORATIVE OR MEMORIAL PATCH, NOT TO EXCEED 4 SQUARE INCHES, MAY BE WORN ON THE UNIFORM BOTTOM. D. ANY VISIBLE GARMENT(S) WORN UNDERNEATH THE UNIFORM TOP OR BOTTOM SHALL BE A SINGLE, SOLID COLOR AND UNADORNED EXCEPT FOR: 1. A SINGLE SCHOOL NAME OR INSIGNIA NO MORE THAN 2 1/4 SQUARE INCHES WITH NO DIMENSION MORE THAN 2 1/4 INCHES; 2. A SINGLE, VISIBLE MANUFACTURER'S LOGO AS PER NFHS RULES. 4.3.2: ADDITIONAL RESTRICTIONS FOR RELAY TEAMS: A. IN RELAY RACES, EACH TEAM MEMBER SHALL WEAR THE SAME COLOR AND DESIGN OF SCHOOL UNIFORM ALTHOUGH THE LENGTH OF THE BOTTOM OR TOP OR ONE-PIECE UNIFORM MAY VARY. B. ANY VISIBLE GARMENT(S) WORN UNDER THE TOP AND OTHER VISIBLE GARMENT(S) WORN UNDER THE BOTTOM MUST BE UNADORNED AND OF THE SAME COLOR. VISIBLE GARMENTS WORN UNDER BOTH THE TOP AND BOTTOM DO NOT HAVE TO BE

IF WORN BY MORE THAN ONE TEAM MEMBER (TWO OR MORE), THAT GARMENT(S) MUST BE THE SAME COLOR BUT NOT NECESSARILY THE SAME LENGTH. 4.3.3(B): UNADORNED HAIR DEVICES MAY BE WORN BY CONTESTANTS: A. UNADORNED DEVICES, SUCH AS BOBBY PINS, BARRETTES AND HAIR CLIPS, NO LONGER THAN 2 INCHES MAY BE WORN TO CONTROL HAIR. A HEADBAND IS ANY ITEM THAT GOES AROUND THE ENTIRE HEAD AND IT MUST BE UNADORNED AND WORN ON THE FOREHEAD/CROWN. HAIR DEVICES MADE OF SOFT MATERIAL (RUBBER, CLOTH, OR ELASTIC BANDS) AND NO MORE THAN 2 INCHES WIDE MAY BE WORN. NOTE: SAISD AND EDGEWOOD ATHLETES ARE NOT PERMITTED TO WEAR JEWELRY DURING THE DISTRICT TRACK MEET. THE ULTIMATE RESPONSIBILITY TO HAVE EACH COMPETITOR COMPLIANT WITH UNIFORM RULES IS WITH THE COACH.. G. MISCELLANEOUS 1. Coaches from District 28-5A high schools will serve as workers as requested by the Meet Directors. 2. The National Federation official rules shall be used at the District Meet with exceptions or additions as noted in the Constitution and Contest Rules of the UIL and District 28-5A. All coaches are responsible for familiarizing themselves with these rules and regulations. 3. First and second place finishers at the District Meet will constitute the District 28-5A All-District Track Team. 4. Academic All-District selections with a cumulative grade average of 90 or better will be determined by each school district and forwarded to the District Chairman. 5. Student-workers, meet-workers, and team coaches will be provided a meal by the SAISD Athletic Department. Schools will be billed a pro-rata share of the expense. 6. Seniors are not permitted to participate on the Junior Varsity at the District Meet. 7. An Area meet will be determined by a vote by all coaches in Districts 27 5A and 28-5A. Running Prelims will still take place on Wednesday evening if the weather permits. Please check your email, text messages and the SAISD athletic webpage for updates on Tuesday. If the thunderstorms prevail all day on Wednesday, then field events and Prelims will take place on Thursday and running finals will take place on Friday morning.
