Role of Handicap Secretary Pages 23-27 of 2017 Handbook 1. Form your Handicap Committee 2. Allotment of Handicaps/Display Handicaps state clearly who can mark cards for new handicaps 3. Keep members handicaps current on GOLFNET 4. Provide process for players to report AWAY scores use ILGU document including team scores 5. Monitor returns from ELITE players competing overseas 6. Ensure Course Rating Certificate is Displayed in Locker Room and correct SSS is used in Computer Software 7. General Play Reductions throughout year do NOT wait until Annual Review 8. Transfer of Handicaps Process: 1. Player is set up on the new club s software 2. The player should ensure both handicap secretaries are aware that the Home Club is/has changed 3. ILGU HQ can be contacted (info@ilgu.ie) and given BOTH the old and new CDH numbers to complete the transfer *Players only have ONE home club and must use their Home Club CDH for all competitions
Away Scores Provide process for players to report AWAY scores use ILGU document on www.golfnet.ie including team scores Remedial action, including sanctions, should be taken against players who fail to return AWAY scores, including non-qualifying AWAY scores Players must only swipe their HOME Club card for all competitions Ensure all players have their correct HOME & AWAY status on Golfnet For AWAY players, ensure their HOME Club number is correct in your Club software Unprocessed Away Scores are scores that could not be accepted automatically by the Club s software program (usually caused by data error). Using Golfnet, every Club must action their Unprocessed Away Scores - ideally once per week Monitor returns from ELITE players competing overseas. They must return all scores for immediate consideration. Scores and CSS can be verified at HQ
General Information Emphasise to players that they must return all non-qualifying scores throughout the year including team events GPR and GPI adjustments may be applied throughout the year do not wait until end of year to make adjustments Increases can only be applied with approval from ILGU Handicap Advisor A watching brief should be kept on players returning a significant number of 0.1s or NRs Players who have competed in many Reduction Only competitions, may need upward adjustments at AHR as these players have not had the opportunity to receive 0.1s back Inform your players in person when an unanticipated handicap change occurs it is not sufficient to post on notice board a typed letter to player is now recommended Many scores which have been disqualified still count for Handicap purposes Appendix P
General Information A player s handicap ONLY lapses if they cease to be a member of a Club for more than 12 months. The player must then return 3 cards to be allotted a new handicap As long as a player is a paid up member they are entitled to play in any competitions If a Club closes, members remain affiliated up to 1 st June. As long as the Handicap Secretary maintains the handicaps, players can play in Open Days but the Club cannot play in Interclub competitions CONGU regulations state that Clubs must keep handicap information for the current year and for 2 previous years ALTERNATE DAYS will have separate competition scratch scores (CSS) - combining the competitions is for prize purposes only p16 of Handbook add 2.2 to conditions of competition One player is sufficient for a competition for handicap purposes We strongly recommend you get a RULES official to review your club conditions of competition ref. p18 in Handbook
1. Golfnet displays information sent to it by the software providers it does no calculation of handicaps 2. First port of call is your software provider if you notice any issues with your players handicap records 3. For further queries please contact support@golfnet.ie
9 Hole Qualifying Competitions Clubs should run 9 hole qualifying competitions so that all members have the opportunity to maintain a handicap that reflects their current playing ability Must be played over a measured course To get SSS form on www.golfnet.ie Use Shot Allowance Chart not ½ handicap CONGU book page 47 point 22.3 If playing a 9 hole competition as an AWAY member you will need to have your EXACT handicap in order to compete Clubs may apply for more than one 9 hole course All Ladies with a CONGU handicap are eligible to play in these competitions including Juniors 18 points added if in your buffer zone, else score doubled ESR s can be applied after 9 hole competitions We cannot run 9 Hole Qualifying Opens yet!!
Annual Review Handicap Committee need to do Annual Review to ensure your Club remains compliant as a Handicapping Authority Please include new incoming Handicap Committee in this process You will receive documentation from ILGU HQ at the end of October AHR Information Meeting in Athy GC on Saturday 11 th November 2017 at 11.30am Annual Review Report can be generated from 1.Nov from your competition software and used as a guideline Winning GOY or Majors are not appropriate reasons for further reductions Return documentation to your Advisor before stated date (17.Nov TBC) Do NOT adjust handicaps until you receive an approval letter from your Advisor Adjusted handicaps are effective when the club adjusts the handicaps on the system and the players have been notified of changes (by letter please now) Details for Appeals Process should be displayed in locker room Upload changes to Golfnet BEFORE 31 st Dec. Clubs involved in District and National Interclub finals will be adjusted in October by the National Handicap Committee in an effort to achieve consistency across Districts
Annual Review Checklist What to expect Enclose copy of Annual Review Report (ARR) with name of Club Competition Software Return Handicap Adjustment Increases Form (even if blank) Return Handicap Adjustment Decreases Form (even if blank) Confirm that Club Appeals Procedure complies with the ILGU Appeals Procedure and is posted on Notice Board Confirm that all Junior members are registered on GOLFNET with a valid date of birth Confirm that Certificate of SSS is displayed in Ladies Locker Room and is correct in Club software - for replacement Certificate contact carla@ilgu.ie Report how many qualifying competitions took place? 18 hole & 9 hole Report how many played in your weekly competitions? Max/Min Report how many small field competitions took place? 5 or less & 6 to 9

USGA Course Rating ILGU rates your course and allocates an SSS, chiefly depending on yardage, width of fairway and height of rough Re-rating requests should be made to District Secretary Rosemary Tully midleinsterilgu@gmail.com Clubs may request a re-rating when alterations to the course have been carried out involving Construction of new holes Construction of new tees altering the playing length by at least 100 yards Substantial changes to the course set-up or maintenance that affect playing difficulty Submit a Notification of Changes to Course Length form to ILGU on www.golfnet.ie Ensure SSS on the Club Certificate matches your Club software, your scorecard and your website
