I N T E R N A T I O N A L S K A T I N G U N I O N Communication No. 1742 Decisions of the ISU Council The ISU Council met on June 10, 16 and 17, 2012 in Kuala Lumpur, Malaysia. The following were among the decisions taken by the Council during the meetings: 1. Full Membership Serbia and Singapore During its meeting on June 10, 2012, the Council agreed, subject to the acceptance of the Urgent Proposal no 1 on the 2012 ISU Congress Agenda (ISU Communication No.1729) and based on the membership status information received, to grant full membership for the Figure Skating and Speed Skating Branch to the Serbian Skating Association and full membership for the Speed Skating Branch to the Singapore Ice Skating Association (who was already a full Member for the Figure Skating Branch). Since Urgent Proposal No. 1 was subsequently accepted by the Congress during the first Congress day, both the Serbian Skating Association and the Singapore Ice Skating Association became full ISU Member for both Branches on June 11, 2012. 2. 55 th Ordinary ISU Congress 2014 Dublin/Ireland Based on the applications received, the ISU Council decided in principle to hold the 55 th Ordinary ISU Congress in Dublin/Ireland. The tentative dates of June 9-13, 2014, as well as the venue remain to be confirmed and will be communicated as soon as possible. 3. Appointment Medical Advisor to the ISU Medical Commission The Council appointed Dr. Hannu Koivu (FIN) as an additional ISU Medical Commission member with immediate effect. 4. Definite Allotment of 2013 ISU Championships In accordance with Rule 127 of the ISU Regulations, the Council has definitely allotted the Championships for 2013 as follows: Essent ISU European Speed Skating Championships Koninklijke Nederlandsche Schaatsenrijders Bond to be held in Heerenveen, the Netherlands on January 11-13, 2013. Essent ISU World Sprint Speed Skating Championships US Speedskating to be held in Salt Lake City, USA on January 26-27, 2013. Essent ISU World Allround Speed Skating Championships Norges Skøyteforbund to be held in Hamar, Norway on February 16-17, 2013. 1

5. Provisional Allotments 2014 ISU Championships In accordance with Rule 127 of the ISU Regulations the Council has maintained the previous provisional allotments as follows: Speed Skating Essent ISU European Speed Skating Championships Norges Skøyteforbund to be held in Hamar, Norway on January 10-12, 2014. 6. New Provisional Allotments 2015 Championships In accordance with Rule 127 of the ISU Regulations, the Council has provisionally allotted the following 2015 Championships: Speed Skating The Dates of the 2015 Speed Skating Championships listed below are in accordance with the current ISU Standardized Calendar and might be subject to adjustments pending a review of the Speed Skating part of this Calendar. ISU European Speed Skating Championships Russian Skating Union to be held in Chelyabinsk, Russia on January 10-11, 2015. ISU World Sprint Speed Skating Championships Kazakhstan Skating Federation to be held in Astanta, Kazakhstan on January 31 February 1, 2015. ISU World Allround Speed Skating Championships Speed Skating Canada to be held in Calgary, Canada on February 20-22, 2015. ISU World Junior Speed Skating Championships Polish Speed Skating Association to be held in Warsaw, Poland on February 26-March 1, 2015. ISU World Single Distances Speed Skating Championships Koninklijke Nederlandsche Schaatsenrijders Bond to be held in Heerenveen, the Netherlands on March 19-22, 2015. Congress Decision concerning the Figure Skating Championships Removal of Preliminary Rounds (Rule 378, paragraph 1) In view of the decision of the Figure Skating Branch of the 2012 Congress to discontinue Preliminary Rounds (Rejection of Congress Proposal 173 concerning ISU Special Regulations for Single & Pair Skating/Ice Dance Rule 378, paragraph 1) the Council carefully evaluated the consequences of this Congress decision. In particular, the Council took into account - the expected number of entries into the Short Program/Short Dance at the ISU Figure Skating Championships for the season 2012/13 and the related time schedules; - Officials officiating in the different panels and the related time schedules and reasonable length of time Officials can be expected to be effective in their judgments; - Limits in the number of participants and workload an Organizing Committee can be expected to handle physically and financially; - existing contracts with hotels, venues and other service suppliers; - existing contracts with commercial partners, in particular for television; - financial implications and the ISU Budget 2012-2014 adopted by the 2012 Congress. Taking into account the above-mentioned aspects, the Council concluded that in order to achieve an Event Schedule manageable for the respective Organizing Committees, the Skaters and Officials as well as respecting engagements with host and commercial partners, the Minimum Total Technical Scores as per the 2010 Special Regulations, Rule 378, paragraph 3 must be adjusted as listed below. In the case of the ISU World Junior Figure Skating Championships for which normally no Minimum Total Technical Scores are in place, the Council introduces such Minimum Total Technical Scores based on the powers granted to the Council through the ISU Constitution, Article 17.1.q). Based on the experience of the past season, the Minimum Total Technical Scores listed below should result in the above-mentioned goal of achieving a number of competitor entries that allow to have an Event Schedule manageable for the respective Organizing Committees, the Skaters and Officials as well as respecting engagements with host and commercial partners. However, if it became evident that the number of entries based on the Minimum Total Technical Scores listed below would be significantly higher or lower than expected, the ISU Council reserves the right to subsequently slightly re-adjust the Minimum Total Technical Scores in order to achieve the above-mentioned objective. Even with these Minimum Total Technical Scores which limit the entries to the necessary reasonable level as described above, the abolishment of the Preliminary Rounds will most likely result in higher expenses for the organizers. The ISU will evaluate these financial aspects on a 5

case by case basis with each organizing Member in order to find a reasonable and satisfactory solution fair to all parties and respecting as much as possible the 2012-2014 ISU Budget. For the season 2013/14 the same entry principles will apply, subject to a review of the specific Minimum Total Technical Scores data by taking into account and reviewing the experience gained during the season 2012/13. As to Rule 378, paragraph 2.b) & c) of the ISU Special Regulations Single & Pair Skating/Ice Dance relating to competitors entries and the Judges Draw for ISU Championships (Rule 582, paragraph 4.a), the Council, in line with Article 17, paragraph 1.r) agreed that the removal of Preliminary Rounds concerns only future Championships and related Regulations. Since for the 2011/12 Championships the Preliminary Rounds were in place, the Council concluded that the competitors rankings and the Judges activity related to Championships with Preliminary Rounds in the previous season 2011/12 shall continue to be taken into account for the calculation of entries (Rule 378, paragraph 2.b) & c)) as well as the Judges Draw (Rule 582, paragraph 4.a)) for the season 2012/13. The Minimum Total Technical Scores for the season 2012/13 decided by the Council after consultation with the respective Technical Committees and the Sports Directorate are as follows: (SP = Short Program SD = Short Dance FS = Free Skating FD = Free Dance) ISU European and ISU Four Continents Figure Skating Championships 2013: MEN SP 25,00 FS 45,00 LADIES SP 20,00 FS 36,00 PAIR SKATING SP 20,00 FS 36,00 ICE DANCE SD 18,00 FD 28,00 ISU World Junior Figure Skating Championships 2013: MEN SP 20,00 FS 40,00 LADIES SP 20,00 FS 35,00 PAIR SKATING SP 20,00 FS 30,00 ICE DANCE SD 17,00 FD 27,00 ISU World Figure Skating Championships 2013: MEN SP 35,00 FS 65,00 LADIES SP 28,00 FS 48,00 PAIR SKATING SP 28,00 FS 45,00 ICE DANCE SD 29,00 FD 39,00 The Minimum Total Technical Score (not including Component Scores) is a Technical Score and must have been reached in an ISU recognized International Competition (as per Article 38, paragraph 7 of the ISU Constitution and Rule 107, paragraphs 1 to 9 of the ISU General Regulations) during the ongoing or immediately preceding season in both segments, Short Program/Short Dance and Free Skating/Free Dance (See ISU Special Regulations Single & Pair Skating Ice Dance 2010, Rule 378, paragraph 3). 6

While the Minimum Total Technical Score must be reached separately in each segment (not a total of the two segments), the Minimum Total Technical Score for each segment may be reached at different competitions. 8. Judges Draw ISU Figure Skating Championships 2013 The annual Judges Draw for the 2013 Figure Skating Championships shall be held on October 3, 2012 in Zurich, Switzerland. 9. Congress decision concerning Short Track Speed Skating ISU Congress 2012 - Proposal 137, Rule 285, paragraph 2.b) The Speed Skating Branch of the 2012 ISU Congress adopted the following Rule 285 (European Short Track Speed Skating Championships): 2. a) Each European Member has the right to enter one (1) Competitor in each category. If a European Member had one Skater amongst the best 32 Competitors in the final classification of the same preceding Championships that Member may enter two (2) Competitors in total in the respective category. If a European Member had one or more Skaters among the best 8 Competitors in the final classification in the same preceding Championships that Member may enter three(3) competitors in total in the respective category; Minimum qualifying times are required for entry in this ISU Championship. The required qualifying times, the qualifying period, the category of competitions and other conditions under which the times must have been achieved, are decided by the Short Track Speed Skating Technical Committee and will be announced in an ISU Communication. The ISU Members are responsible to submit verification of the best qualifying time achieved by each Competitor entered for the ISU Championship. If sufficient verification is missing, the entry will not be accepted. b) Only the 12 highest ranked European Members in a special Relay Classification over the 2 most recent World Cups held in Europe can enter a Relay Team Ladies/Men in the respective category in the Relay competition. If the host country is not ranked amongst the top 12 Teams of the World Cup Relay Classification they will replace the lowest ranked Team. If a Member forfeits its right to participate then the next ranked European Member will be invited to participate. Relating to paragraph 2.b) above, due to the fact the European World Cups for the upcoming season will be held in February 2013 after the ISU European Short Track Speed Skating Championships 2013 (January 18-20, 2013 in Malmö/SWE), the Rule as passed is unfair to the European Members who did not participate in the European World Cups during the past season 2011/12. As a matter of fact, they did not know that these European World Cups would be used as qualification to the Relay competitions of the ISU European Short Track Speed Skating Championships 2013. Therefore, based on Article 17, paragraph 1.q)ii) of the Constitution, it is the decision of the Council to make paragraph 2.b) of Rule 285 effective as of the 2013/14 season, allowing all European Members to compete in the Short Track World Cups to be held in Europe in the fall of 2013 and therefore having the opportunity to qualify for the Relay competitions at the ISU European Short Track Speed Skating Championships 2014. 7

Summary of Figure Skating Officials Evaluation 2011/2012 During the 2011/12 season the Assessments (warnings) were determined jointly by the assigned Officials Assessment Commission members and by the Technical Committees.
