SAILING INSTRUCTIONS PHRF Series 2018 1. RULES The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS), including the US Sailing prescriptions, the current PHRF regulations as administered by the PHRF MID-ATLANTICS DIVISION and the Minimum Equipment Recommendations of the US Sailing SER inshore requirements except as any of these are changed by the Notice of Regatta or the Sailing Instructions. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on northcovesailing.com/phrf, the Facebook PHRF Page and by email. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 1800 on the day it will take effect. 4. SIGNALS MADE ASHORE: There will be no signals made ashore since boats are coming from multiple locations. All postponements and cancellations will be posted electronically, Via Email, Facebook group And the Noticeboard at northcovesailing.com/phrf 5. Fall Series (Sundays) September 9, September 16, September 23, September 30, October 7, October 14 5.1 The scheduled time of the warning signal for the first race each day is 6:25 pm. 5.2 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made. 6. CLASS FLAGS & DIVISIONS ** Note the North Cove Colgate's do not have a designated start time, they will start when they are ready to go. The PHRF warning will always be 6:25 pm to have a 6:30 pm start.** **The Colgate 26 start will be no later than 6:25 pm. If that is the case then we will have a rolling start sequence, meaning the Colgate's warning will be the PHRF 10 Minute to start.** North Cove Sailing Colgate 26 s will be class 1, the class flag will be #1 pennant. PHRF will be class 2, the class flag will be a #2 pennant. If we decide to split the PHRF class into multiple starts additional classes will be numbered according to their start sequence. A third class 3 and so on. If there are more than one class we will conduct rolling starts. The start signal of a prior class will be the warning signal of the following class i.e. 1, 2, 3.. N. The start Sequence will be as follows: 5 Minutes Warning - Class flag up one sound 4 Minutes - Preparatory flag up one sound 1 Minute - Preparatory flag down one sound 0 Start - Class flag down one sound Pre-Sequence: 3 short 5 Minute: One blast Class Flag UP (Code 1) horns
4 Minute: One Blast P Flag UP 1 Minute: One long Blast P Flag DOWN Start: On Short Blast Code 1 Flag DOWN 7. RACING AREA The racing area will be in Upper NY Harbor 8. COURSE AND MARKS The marks will be those that are listed on Appendix A to these Sailing Instructions. 9. STARTING AND FINISHING LINES; STARTING SYSTEM The starting and finishing lines will be between the course side of an orange mark and a staff with an orange flag on the Race Committee signal boat. Races will be started in accordance with RRS 26 with the following modification: After the starting signal, the Race Committee will attempt to notify OCS boats by broadcasting their sail numbers on VHF Channel 69. Failure of a boat to see or hear her recall notification, and the timing and order of any hail, shall not be cause for redress. 10. TIME LIMIT There is no official time limit. The King Crab will leave the finish at sunset. The rest of the boats can self finish and report time via text to 516-581-4588. 11 PENALTY SYSTEM: 11.1 The penalties are as follows: If protested to clear your penalty the boat will have to complete one 360 degree turn, consisting of one tack and one Gybe. This penalty turn will have to be complete at the soonest possibility without impacting your fellow racers. 11.2 Collisions:
We are racing to have fun in and effort to discourage reckless behavior collisions will be heavily penalized. 11.2.1 Each boat involved in a collision will receive a DSQ for the first offence. 11.2.2 Each boat involved in a collision will be removed from the series for the second offence. 11.3 Commercial Traffic: We are racing to have fun in and effort to discourage reckless behavior NOT giving way to commercial traffic will be heavily penalized. 11.3.1 Boats that Pass within 500 feet in front of commercial vessels are subject to DSQ 12. PROTESTS Protest forms shall be filed and emailed to dreynolds@northcovesailing.com within 2 Hours of the finish. North Cove Sailing and the OA take zero responsibility for the outcome of protest hearings all damages to all parties will be decided between the parties involved in the protest. 13. SCORING The Race Committee will post results at northcovesailing.com/phrf after the race. The series will be scored using the Low Point Scoring System. Each Series Spring and Summer will have 1 Throwaway race score. 14. WITHDRAWAL OR RETIREMENT A boat that withdraws before the start or retires from a race for any reason shall notify the Race Committee at the earliest opportunity on VHF channel 69. 15. NAVIGATION RULES All boats are cautioned to observe the Navigation Rules of the Road and to yield right of way to vessels restricted in their ability to maneuver, especially tugs and barges and ferries. Any boat observed to impede such traffic may be protested by the Race Committee, but not by a competitor. 16. RESPONSIBILITY FOR SAFETY As a condition of the participation of any boat in any race or related activity sponsored or undertaken by North Cove Sailing, the owner, helmsman and each crew member agree that the safety of the boat and her crew and the decision whether or not to start or continue to race is solely their responsibility, and each of them waives all claims that he or she, or any heir, representative, successor or assignee, may have against North Cove Sailing and its officers, trustees, members, committees, employees or agents, arising out of or in any way connected with participation in such race or activity. 17. DISCLAIMER OF LIABILITY/RESPONSIBILITY FOR SAFETY By participating in this event and any related activity sponsored or undertaken by North Cove Sailing, the owner, helmsman and each crew member agree: that they understand that sailing is an activity that has an inherent risk of serious bodily injury (including permanent disability, paralysis and death by drowning or otherwise), property damage and other economic loss; that the safety of the boat and her crew and the decision whether or not to start or continue to race is solely their
responsibility and at their own risk, see RRS 4 Decision to Race ; that North Cove Sailing and its officers, trustees, members, committees, employees, agents and sponsors will not be responsible for damage to any boat or other property, or to any participant, including injury or death; and that each of them releases and waives all claims which he or she, or any heir, representative, successor or assignee, may have against North Cove Sailing and its officers, trustees, members, committees, employees, agents and/or sponsors, arising out of or in any way connected with participation in such race or activity. Assistance, if any, from the race committee or other North Cove Sailing vessels, or patrol boats, from any personnel manning them, is at the risk of the participant.
