NOTICE OF RACE DANA WEST YACHT CLUB CHARITY REGATTA June 2nd 4 th, 2017 The Organizing Authority is the DWYC The Dana West Yacht Club Annual Charity Regatta benefitting the City of Hope and the Dana West Junior Sailing, invite you to a regatta where all sailors can race for trophies and raise funds for the above groups. 1. RULES 1.1 The regatta will be governed by the Racing Rules of Sailing and the US Safety Equipment Regulations, (USSER), except as modified by this notice of race and sailing instructions. The equipment requirements are available at: http://www.ussailing.org/wp-content/uploads/2014/05/us-ser-categories-2014-3.pdf 1.2 RRS 29.2 - General Recall, Race Signals AP, is changed to: In the event of a general recall, the re-called class will start five minutes after the last scheduled class. This changes RRS 29.2. 1.3 The US Sailing prescriptions to rules 60, 63.2 and 63.4 are deleted. 1.4 The Performance Handicap Racing Fleet of Southern California (PHRF) Marine Industry Racer (MIR) rule will not apply. This is an allowable change to PHRF Section 8. 2. ADVERTISING 2.1 Advertising on a boat shall comply with the requirements of ISAF Regulation 20. 2.2 Boats may be required to display advertising chosen and supplied by the organizing authority. 3. NOTICES TO COMPETITORS Notices to competitors will be posted on the window adjacent to the front entrance of the Dana West Yacht Club (DWYC). This will be the Regatta s Official Notice Board. 4. ELIGIBILITY AND ENTRY 4.1 This regatta is open to all eligible monohulls and eligible multihulls. Boats enter by submitting a complete entry form and paying the applicable entry fee to DWYC. Completed entry forms may be submitted by USPS mail entry to Dana West Yacht Club, 24601 Dana Drive, Dana Point, CA 92629/ Fax 949.661.1583, by 0900 on June 3rd, 2017. 4.3 Late entries may be accepted. A late fee of $20.00 may be charged to late entries. 4.4 Entries in the PHRF class must include a copy of a valid PHRF rating certificate. Page 1 of 7
4.5 Cruising class do not need to present a valid certificate. Cruising class must complete a Cruising Class Application and return it with the entry form. All entrants raising sufficient Pledge Funds and cruising Class entrants should take note of the Time Adjustment document in the Cruising class Entry Form. Multihull entries may submit a copy of a valid ORCA Rating issued by the RA. Multihulls without ORCA Certificate will be assigned rating by the AO whose decision will not be subject to redress. 5. FEES 5.1 The entry fee is $85.00. US Sailing Member Fee is $ 80.00. Valid USSA Membership Card is required. 5.2 Make checks payable to the: Dana West Yacht Club (DWYC) or City of Hope. 5.3 Pledge sheets, for those who wish to participate in fundraising, must be submitted by 1000 on June 4th, 2017. 6. CLASSES 6.1 Monohulls in PHRF class will be scored using the ratings of the PHRF of So Cal. 6.2 Cruising class entries not submitting a certificate will be rated by the race committee whose decision will not be subject to redress. 6.3 Multihulls in ORCA class will be scored using the ratings of the ORCA or have a rating assigned by the OA. 6.4 ORCA class entries will have their own start. 7. SCHEDULE Friday, June 2nd Newport to Dana Point (PHRF, Cruising & ORCA) Start at 1300 Saturday, June 3rd 1 Random-Leg races (Cruising & ORCA) Start at 1230 Saturday, June 3 rd 2 Drop Buoy races (PHRF) Start at 1230 Sunday, June 4th 1 Random-Leg race (PHRF, Cruising & ORCA) Start at 1230 8. COMPETITORS MEETING 8.1 Competitors Meeting is scheduled for June 3, 2017 at 1000 at the DWYC. 8.2 Sailing Instructions will be available on the DWYC Web site no later than May 31 st, 2017. We strongly encourage for each boat to print the NOR and when available, the SI and any Amendments published. Limited number of the SI s will be available at the competitors meeting. Race package and race entries will be available at Dana West Yacht Club on June 1st, 2017 at 1800. 8.3 A boat representative must pick up their race package prior to 0900 on Friday, June 2nd, 2017. If you have difficulty in picking up the race package as required above, call to make alternative plans. A representative of the boat must complete this alternative arrangement prior to the deadline of June 2 nd 2017 by 0900. 9. COURSES The courses to be sailed will be as follows: Newport to Dana Point. For scoring purposes, the course length will be 12 nm. Drop Buoy and Random Leg races, in the vicinity of Dana Point Harbor. 10. SCORING 10.1 Scoring will be in accordance with RRS Appendix A. 10.2 PHRF Base OWC ratings will be used for the Friday race. For Saturday races the PHRF Base Buoy ratings will be used for Buoy races and PHRF Base RLC ratings will be used for Random-Leg races. 10.3 For cruising classes, adjustments to ratings will be made based on the Cruising Class Application (which must accompany the official Entry Form) and the Pledge Sheet. 10.4 ORCA scoring will be in accordance with NOR 6.3 11 RADIO COMMUNICATION The Race Committee will make use of VHF radios to keep sailors informed of Start Times, On Course Side (OCS), Postponements and other information regarding the racing. Page 3 of 7 Except in an emergency, a boat shall not make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Communication restrictions with respect to RRS 41 Outside Help: attention is drawn to USSA Question 93 from the US Sailing Appeals Committee. This interpretation clarifies the application of RRS 41 and governs competitor s actions during the race. 12 AWARDS 12.1 There will be daily and perpetual awards. For PHRF classes, three (3) races are required to qualify for the class trophies, but four races (4) will be counted for the Wesley Hawkins Bowl. Total will be reduced if any scheduled races are abandoned and not resailed. For Cruising Classes, two (2) races are required to qualify for the class trophies, but three (3) races will be counted for the Jim Ferguson Trophy. Total will be reduced if any scheduled races are abandoned and not resailed. 13. RIGHT TO USE NAME AND LIKENESS By participating in the DWYC Charity Regatta, a competitor automatically grants to the organizers and its sponsors the right, in perpetuity, to make, use, and show from time to time at their discretion, any still or motion pictures and live, taped, or filmed television and other reproductions of him or her without compensation. 14. DISCLAIMER OF LIABILITY Sailing is an activity that has an inherent risk of damage and injury. Competitors in this race participate entirely at their own risk. See RRS 4, Decision to Race. The race organizers (OA, RA, RC, PC, host clubs, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this race. By participating in this race, each competitor agrees to release the race organizers from any and all liability associated with such competitor s participation in this event to the fullest extent permitted by law. 15. The Organizing Authorities reserve the right to amend versions of the NOR on the website without prior notice. 16 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $300,000.00 per incident or the equivalent.
16.1 Proof of insurance must be submitted with the boat s entry form. 17.
