Meeting was called to order by President Juan Moya at 2:15 PM President s Opening remarks 1. Moya expressed appreciation to the Board and their dedication. 2. Reviewed the coaches clinic from yesterday which had 60+ attendees. 3. Gulf has been doing well Nationally and Internationally. Sending our athletes and coaches to compete outside our LBC brings great experience back home. 4. This is the time of year that we must focus on the junior boxers and upcoming events. 1. Secretary Michael Campbell conducted Roll Call & reviewed the Agenda a Some New Business discussions were moved forward on the Agenda to accommodate guest attendees. 2. Reading, correction and adoption of previous meeting minutes a Gulf BoD Meeting 10-26-2014 were reviewed by Michael, Angel made motion to approve, seconded by David, and approved without dissent b Gulf BoD Election 12-21-2014 were reviewed by Michael, Ray Z made motion to approve, seconded by James, and approved without dissent. c Gulf BoD Meeting 12-29-2014 were reviewed by Michael, David made motion to approve, seconded by Clara and approved without dissent. 3. (3 & 4) Reports of Officers & Committees a LBC President b Vice President i. David as former J/O chair will assist James and Clara with upcoming J/O events. c Secretary i. Website contributions increased ii. Steaks & Stogies planning & budget underway iii. USA Boxing database access d Often fill roles requiring access to the membership database such as making rolls, verifying DOBs, sending emails, etc. Also, the new match tracker tool is coming online. Increased access requires approval by LBC President/BOD. James made motion to approve access, seconded by Clara and approved by all Treasurer & Registration Chair i. Diana issued & filed financial reports from Jan-Dec 2014 ii. Current bank balance is ~$21K iii. Registration is increasing: 59 clubs, 930 athletes & 209 non-athletes

e Chief of Officials i. Will hold Officials Clinic soon ii. Wants to video matches for feedback iii. Organize BBQ social to get together referees and have seminar with Ray Silvas iv. Moya wants to continue to have mini-clinics at gyms to keep training coaches and teaching the scoring criteria. v. Emphasized grievance procedures. Coaches should not complain to officials, rather can ONLY go directly to the COO. f Junior Olympic Chair g LBC Tournament Director h At Large 1 & 2 i. Ray Silvas wants to hold a referee seminar with experienced officials. i Athlete Representatives j Houston Golden Gloves President i. Houston had 3 state champions that will compete at National Golden Gloves. ii. Houston won the Team Trophy!!! iii. One athlete didn t make weight. James emphasized athletes should be close to weight before departure from Houston. iv. Trip to state expenditures were $8500. Van was $1050 with insurance plus $350 for gas. v. Local Senior tournament revenue was ~$21K before expenses, ~$11K after expenses leaving about $3K. Bank balance is ~$15K. Donation to LBC, after Junior tournament, anticipated to be about same as last year ~$7500. vi. Team had nice uniforms. vii. Discussion about Junior State and National tournaments. viii. Junior tournament age determination date is December 31. 5. Elections in an election year (N/A) 6. Unfinished Business a TSU application for a Fight Night event on April 15 th. TSU vs PVAMU b Look for TSU boxers. Contact TSU alumni.

7. New Business a Stipend policy for Gulf athletes competing Internationally i. Moya discussed that many Gulf Athletes are getting opportunities to attend training camps and international competitions ii. USA Boxing covers travel costs but the athletes often incur additional costs for incidentals such as thing such as baggage fees iii. Ginny Fuchs talked about the type of costs that she incurs to compete internationally, loss of wages, etc. Melanie s Coach Oscar talked about her opportunity to compete in the World Championship. iv. Rosemary & Moya discussed potential of finding sponsors for these athletes. v. Moya expressed wanting the LBC to provide some per-diem for these athletes. vi. Johnson talked about costs and per-diem amount provided by Gulf on recent 2 day trip to Canada. vii. Some discussion about training camps and total amount to cover viii. David made motion to allow for $25 daily stipend for Competition Travel dates, seconded by Angel and approved unanimously. ix. Requests for stipend assistance must be made by letter from Athlete/Coach to the BoD. b Sparring show exhibitions i. Moya expressed that he has received complaints about Sparring Session Exhibitions that conflict with Sanctioned events. ii. Sparring is defined as a training tool that is used to improve your athletes. When there is entertainment, food & more, it becomes a fundraiser, not training. iii. Moya expressed that when a member holds a fundraiser, we want the Gulf LBC to support and assist these members and offer advice and most importantly to be able to attend. iv. Clara & Johnson emphasized that all participants in sparring sessions must be registered with USA Boxing. v. Moya wants the BOD to establish some SOPs (Standard Operating Procedures) on these type of events. vi. Moya talked about difference between Open House events and these organized Sparring Events vii. Diana said that there is a sanctioned event option for fundraisers viii. Rosemary talked about a recent sparring session event ix. Liability was highlighted as the main concern x. Moya said member gyms must notify the LBC of fundraisers so that some oversight can be provided, such as book inspection, etc. xi. A subcommittee will be formed to write a SOP for fundraisers

c d e f g Venues Requirements & Approval Process i. Moya talked about member concerns about some venues that have held sanctions ii. Safety for members and athletes is biggest factor in establishing criteria for venues. iii. For example, a neighboring LBC requires summertime venues to have Air Conditioning iv. Some parents/members have complained about sanctioned events at bars/cantina/ice houses. Angel talked about hosts setting age limits depending on the event location. Michael talked about not allowing J/Os on events with open bar & smoking. v. Moya emphasized host responsibility in expressing age limits when applying for sanctions, and putting into the sanction application information. vi. Finance Reports have not been filed for many recent shows. Diana will audit all 2015 sanctions for this requirement. Clubs not filing reports will not be allowed future sanctions. Show hosts have 30 days to file their report. vii. New venues must have a pre-show inspection of the location. viii. Clara emphasized safety requirements and Johnson talked about having a list of inspection requirements. ix. A sub-committee will be formed to establish a set of criteria for new venues. x. Rosemary wants to apply for a sanction at a new venue. The venue will be used as a gym and event center and will be opened to the LBC for use for clinics and seminars. xi. Clara will help advise Rosemary on getting the venue ready for a sanction. Vendors at LBC events i. Moya began a discussion about vendors at events and their role with the show hosts and the LBC. ii. When vendors do not fulfill their stated services, the complaints come back to the LBC. iii. Input was given from Rosemary (Undefeated) and Ray (Golden Gloves). Gulf LBC Junior Olympic Tournament & Regional in El Paso i. Fact sheet for Region 8 J/O Championship received, date May 7-10, 2015 ii. Gulf LBC J/O Championship scheduled for April 24-26, 2015. iii. Discussion about promoting local JO event at the GG, maybe co-registration iv. Moya outlined a budget for the Region Championship event. v. Clara and others emphasized going as a team, traveling together. vi. We want to take a good sized Gulf delegation of officials. vii. 11-12, 13-14, & 15-16 yr olds will be taken to Region 8, and the 13-14 & 15-16 will be given assistance to go to Nationals. viii. Clara, James & David will work on Fact Sheet for Gulf LBC event. ix. Clara working on venue host. Fearless in Conroe has expressed interest in hosting. Planning for upcoming events i. Association Shows to raise funds for Elite Olympic Trials Qualifiers ii. Discussion about criteria for providing stipends for the Qualifiers iii. David discussed bringing a team from Kyrgyzstan to train at Fighter Nation April 5-25, and possibly holding a sanctioned event to match them. David is submitting the required paperwork for USA Boxing. Possibly a show at Fighter Nation on April 17. Approval of Expenditures None

Resolutions and Orders a Diana will distribute per-diem stipends for Virginia Fuchs & Melanie Gonzalez upcoming international travel events. b Diana will make list of show hosts not filing Financial Reports for 2015 sanctions. c Moya will establish a committee to develop a SOP for sparring exhibitions/fundraisers. d Clara will establish a committee to develop criteria for new venue inspections. e Michael will find TSU boxers for prematching April 15 event. f Angel will identify officials to go to Region 8 tournament in El Paso. g Clara, David & James working on Fact Sheet for J/O Tournament h Clara will find host for J/O Tournament.
