J24 National Championships 2018 NOTICE OF RACE The Organising Authority for this Regatta is the Sandringham Yacht Club Inc. Sandringham Yacht Club Inc. (SYC) invites entries for J24 National Championships, to be sailed on Port Phillip off Sandringham, Victoria from 4 January to 7 January 2018. 1. RULES 1.1. All races will be governed by the rules as defined in the World Sailing Racing Rules of Sailing (RRS), Prescriptions and Special Regulations of Australian Sailing (AS), and the Sailing Instructions (SI) 1.2. J24 Class Rules will apply (except as altered by the Sailing Instructions or this Notice of Race). 1.3. AS prescriptions to Rule 46 apply to this regatta. 2. ALTERATION OF CLASS RULES The rules of the International J24 Class 2017 are changed as follows: 2.1. Where a boat deviates from the rules of measurement on hull and rigging, such deviation may be considered legal when a class measurer is satisfied that the item in question is as supplied by the licensed builder at the time of manufacture. The measurement certificate shall be endorsed appropriately by the class measurer. 2.2. Class rule C.2.1(b) is changed as follows: A boat may sail with different crew on different days provided the crew changes are declared at registration. The number of declared crew shall remain the same throughout the regatta. Crew changes not declared at registration require advance written approval of the Race Committee and will only be approved in exceptional circumstances. 2.3. Class rule C.10.2 is changed as follows: A boat may carry one Mainsail, one Genoa, one Jib and two (2) Spinnakers on-board while racing 2.4. Class rule C.5.2(B)(1and 2) are changed as follows: The Organising Authority may arrange for the publishing of races on-line via a GPS tracking system. Boats wishing to be included in this program will be allowed to either: 2.4.1. Carry a designated GPS Tracking device which may be hired from the Victorian J24 Class Association 2.4.2. Operate the designated Tracking software on a compatible mobile phone which can transmit GPS data to the system in real time. 2.4.3. No other use of GPS enabled devices will be permitted 3. ADVERTISING 3.1. All competitors may be required to display Regatta sponsor s name / logo. The Class Association will supply these items and they shall be affixed and / or worn as prescribed in the Sailing Instructions. 2018 J24 Nationals NOR Rev 0.docx 1

4. ELIGIBILITY AND ENTRY The Championship is open to boats of the International J24 Class that comply with class rules and that fulfil the following requirements 4.1. Entry is open to all the J24 yachts skippered and entered by a member of a Club affiliated to Australian Sailing, and who is a member of MYA and Australian Sailing. 4.2. All competitors shall be members of AS and an Australian J24 State Association. 4.3. The owner of the J24 as shown on the measurement certificate shall be a member of their State Class Association. 4.4. The helmspersons nominated on the Entry Form will be deemed to be in charge of the boat and no change of helmsperson shall be made without the written consent of the Race Committee. 4.5. Each boat shall hold and lodge with the Organising Authority a current Measurement Certificate issued and validated by the State Measurer and a current Inventory of Required and Optional Equipment for the International J24 Class. 4.6. Eligible boats must submit entries online via the website: www.syc.com.au/j24-nationals/ 4.7. Entries after 1700 on Friday 15 December 2017 will be subject to a late entry fee. 5. ENTRY FEES 5.1. Normal entry fee: $380 5.2. Late Entry: $480.00 for entries received after 1700 Friday 15 December 2017 6. REGISTRATION & MEASUREMENT Registration and Crew Weigh In will be conducted at Sandringham Yacht Club Auditorium on Wednesday 3 January 2018 from 0900 1600. 6.1. The Organizing Authority or J24 National Association representative may conduct measurement and inventory checks of competing yachts at any time, before, during and after racing. All Victorian boats must have their boats weighed during the set weighing days of 9 and 10 December 2017 at SYC, please contact John Neville on 0407 858 335 for bookings. Alternate arrangements may be considered at the Measurers sole discretion. 6.2. Unmeasured sails shall be presented for measurement at the SYC prior to 1600 Wednesday 3 January 2018. 6.3. Boats may be checked for race weight before entry into water. All up racing weight is minimum 1330kg. 6.4. A copy of the yachts' current measurement certificate, insurance certificate and inventory of required and optional equipment form shall be lodged at registration. 7. RACE FORMAT 7.1. Format will be boat start, laid course fleet races. 7.2. The Regatta will be a Wet Regatta, and all boats must be in the water before 1600 on Wednesday 3 January 2018. Any exception must be approved by the Organising Authority. 7.3. Mooring overnight in the SYC marina at no cost is available from 3 January to 8 January 2018 J24 Nationals NOR Rev 0.docx 2

8. SAILING INSTRUCTIONS 8.1. Sailing Instructions will be available upon registration at SYC and will be available online on the SYC website at https://syc.com.au/j24-nationals/ 9. RACING AREA 9.1. The races will be conducted on Port Phillip off Sandringham Yacht Club. 10. COURSES 10.1. Courses will be as described in the Sailing Instructions. 11. RACE PROGRAM 11.1. Crew briefing will be held in the SYC Auditorium at 0830 on Thursday 4 January 2018. 11.2. No more than four races will may be sailed on one day. 11.3. While it is the intention of the Organising Authority to conduct races as shown above, the schedule and number of races may be altered on any given day. Any change of races will be posted by 0930 on the day it will take effect. 11.4. Day Date Warning Signal Day 1 Thursday 4 January No earlier than 1030 Day 2 Friday 5 January No earlier than 1030 Day 3 Saturday 6 January No earlier than 1130 Day 4 Sunday 7 January No earlier than 1030 11.5. No warning signal will be made after 1530 on Sunday 7 January 2018. 11.6. There will be no resails after Sunday 7 January 2018. 12. SCORING 12.1. The Low Point scoring system, Appendix A of the RRS will apply. 12.2. Twelve (12) races are scheduled of which six (6) completed races are required to constitute the regatta. 12.3. If 5 or fewer races are competed, each boat s series score will be the total of her race scores with no exclusion. 12.4. If 6 or more races are competed, each boat s series score will be the total of her race scores with one exclusion. 12.5. Performance Handicap System (PHS) results will be decided by application of the Time Correction Factor (TCF). The PHS TCF will be allocated by the Race Committee and may be recalculated between races and will not be subject to redress. This changes RRS 62.1 (a). 13. PRIZES 13.1. Results and prizes will be announced at the Presentation Dinner on Sunday 7 January 2018 13.2. Prizes will be awarded for boats placed first to third overall and first to third on PHS handicap 14. SAFETY 14.1. Boats shall comply with the Australian Sailing Special Regulations Safety Category 6. The safety declaration will not remain valid unless the boat, together with its safety equipment, is maintained in accordance with the requirements of this safety category. 14.2. Safety declaration shall be lodged by marking the applicable box on the on-line entry. 14.3. All boats shall carry a working waterproof VHF radio capable of operating at least on channels 16, 67, 69, 71, 73 and 77. 2018 J24 Nationals NOR Rev 0.docx 3

15. INSURANCE 15.1. All competing yachts shall have public liability insurance with racing endorsement for an amount of not less than Ten Million Dollars (AUD10,000,000). 16. DISCLAIMER OF LIABILITY 16.1. All those taking part in races conducted by SYC do so at their own risk and responsibility. SYC, the Australian J24 Class Association and the Victoria J24 Class Association are not responsible for the seaworthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment. 16.2. SYC, the Australian J24 Class Association and the Victoria J24 Class Association are not responsible for any damage or injury, either ashore or at sea to persons or boats, which might result from participating in races conducted by SYC. 16.3. Competitor attention is drawn to RRS Fundamental Rules 3 and 4. Fundamental Rule 3 Acceptance of the Rules: By participating in a race conducted under these Racing Rules, each competitor and boat owner agrees: (a) to be governed by the Rules; (b) to accept the penalties imposed and other action taken under the Rules, subject to appeal and review procedures provided in them, as the final determination of any matter arising under the Rules; and (c) with respect to any such determination, not to resort to any court of law or tribunal Fundamental Rule 4 - Decision to Race: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. 17. World Title Qualification 17.1. The J24 National Committee will use the 2018 Australian Championships to determine the eligibility for selection to the 2018 World J24 Championships held in Fraglia Vela Riva del Garda in Italy from 24th to 31st August. That National Committee has sought approval from the IJCA Executive Committee to hold this qualifying event more than 120 days before the date of the World Championships. 17.2. In accordance with IJCA Regatta Regulations, for World Championships, helmspersons must be nominated by their NJCA and be registered members of the NJCA of the country they represent. The National Committee has determined Australia is entitled to 6 places at the World Championships. Additional spaces are available for one all-female crew and one for an under 25 year s crew. 17.3. The qualifying helmsperson is the person who starts, finishes and steers in all races in the qualifying event. 17.4. Invitations to participate in the World Championships, will be provided to the National Champion. This invitation cannot be passed to another helmsperson. 17.5. Additionally, invitations will be offered to the helmspersons of the next five scratch placings in the Australian Championships. If a nominated helmsperson is unable to attend the World Championships, the qualification place will be passed, at the discretion of the National Committee, to the next helmsperson until all five nominations are filled. 17.6. The National Committee will use it discretion should an all-female and/or under 25 year crew wishes to be nominated for selection. 17.7. To be fair to all members, all nominated helmspersons are required to provide a nonrefundable deposit of $1000 to be place in trust within 6 weeks of the completion of the Australian Championships. This deposit is be refunded to the helmsperson only on their entry to the 2018 World Championships. In the event that the helmsperson will be unable to attend the World Championship, a formal written notification is to be provided to the J24 National Committee. Trailer and car parking 18.5.1. Road trailers used to transport interstate boats to and from the regatta may be stored at the Sandringham Yacht club for the duration of the event. 18.5.2. Each interstate boat will be provided with parking for one vehicle in the SYC member s carpark during the event. An access key will be required, subject to the payment of a refundable bond. 18.5.3. Car parking for Victorian members (boat owners and crew) will be subject to the normal rule of access at SYC. Paid car parking is available in Council carparks in Jetty Road or in nearby streets for those without SYC carpark access. 18.6. Souvenir T-Shirts will be presented to all crews at registration. 18.6.1. Boats that have completed and paid entry fee by Friday 15 November 2017 may nominate t-shirt sizes for each crew member.
