In 2006, Downtown Boulder Inc. (DBI) organized and conducted a pedestrian count in Downtown Boulder. These efforts identified the trends in pedestrian volumes and attendance of visitors downtown. In June and July of 2011, DBI conducted another round of pedestrian counts downtown. The data collected and analyzed are a snapshot of the current pedestrian characteristics and trends of the downtown community. The purpose of the study was to serve as a template for future pedestrian data collection, and will be expanded through further DBI related projects. The pedestrian count serves multiple purposes for members of Downtown Boulder s Business Improvement District. The purpose of this study was to assess the condition of pedestrian activity, provide a tool for planners and developers, and recruit new establishments while retaining current businesses. Pedestrian counts are used as a tracking method to assist with the development of our downtown. Their primary focus is to measure pedestrian traffic volumes compared with the seasonal and time of day impacts. Pedestrian counts are conducted at benchmark locations and high traffic areas. Data is then extrapolated for daily, monthly, annual estimates. Data provided from pedestrian counts are used for real estate and retail research, as a measure of success for an event, impact of new development, and to locate high pedestrian traffic areas. Pedestrians support the local economy by frequenting local stores and services. Developers and those looking to open retail businesses downtown, use pedestrian counts to determine the amount of foot traffic potential locations receive. Events downtown have an influence on pedestrian activity. A major event may result in unusual activity levels in the area where the count is conducted. Pedestrian activity helps give insight to determine if the event was successful drawing people downtown, and to give potential sponsors a tangible number of visitors who will see their brand during the event. The data collected from pedestrian counts create new tools for planners, developers, and brokers looking for new development areas downtown. The volume of pedestrians recorded during the counts tells us what areas of downtown have the highest pedestrian traffic. With a correct amount of pedestrians recorded, it allows us to provide the proper amounts of police safety, cleaning crews, and maintenance workers. Time Factors Months of the Year: The pedestrian counts were conducted during the summer months of the year in June and July. Summer serves as Downtown Boulder s activist time of the year, attracting tourists nation and worldwide. Because the higher abundance of people in the summer, we captured this high level of foot traffic during the count. Days of Week: The counts were focused primarily on Thursdays and Saturdays with additional counts held on a Wednesday and a Friday to capture special event traffic. Thursdays were selected to record the typical weekday attendance of pedestrians. Saturdays were selected to reflect the typical weekend pedestrian traffic. Wednesday s count captured DBI s weekly summer Bands on the Bricks free concert. A count was held on Friday during DBI s Noon Tunes, free afternoon concert, to record the pedestrian activity during that event. Hours of the Day: The counts were conducted during selected prime times for downtown activity. Counts were conducted during a general afternoon lunch hour, 11:00 a.m. to 1:00 p.m. and a evening dinner count from 5:00 p.m. to 7:00 p.m. The special event counts depended on the time of the event being chosen for the study. The Bands on the Bricks count was conducted from 7:00 p.m. to 9:00 p.m., during the band s stage time. The Open Arts Fest count was conducted Saturday, from 11:30 a.m. to 1:30 p.m., an hour and a half after the fair opened, and into the afternoon. A count during Friday s Noon Tunes concert was held from 12:00 p.m. to 1:30 p.m. Pedestrian count results were organized into five categories: Weekday Afternoon Weekday Evening Weekend Afternoon Weekend Evening Special Event 1.2 Other Factors Other factors, including weather conditions, construction and detours can influence the results of the count. Weather Conditions: DBI s pedestrian count was trying to achieve maximum number of pedestrian traffic. With this goal, the weather was important to consider when planning and conducting the count. The counts were held on clear, sunny days where attendance outside would be ideal for consumers and visitors to be downtown. The counts that were planned on days that occurred with inclement weather (e.g., rain, or storms) were rescheduled for days with an ideal forecast. The weather during the count was noted. Events: To reach the goal of maximum number of pedestrians, awareness of other events occurring in the surrounding Boulder area were noted and counts were avoided on these days. DBI used a master list of Boulder area events created by Operations Coordinator for Downtown and University Hill. Page 7 Downtown Boulder Inc., 2011 Pedestrian Report

Pedestrian Count Procedure Pedestrian counts were conducted by DBI staff and volunteers by manual counting of individuals walking in any direction past a designated observation point or plane. Pedestrians were recorded in logs (see appendix A) in fifteen minute intervals. Counters did not record bikers, children in strollers or children being carried. Volunteers continued to count people they saw more than once. For the busy areas (e.g. 1200 block Pearl Street Mall), we had used different strategies. We would have more than one volunteer on the block, counting the North, South, or Center lane only, and then combined the numbers. Other times we had two volunteers stationed on either ends, counting everyone then compared numbers and found the average. Staffing: DBI relied heavily on volunteers, DBI staff members, DBI ambassadors and youth ambassadors as pedestrian counters. Recruiting Volunteers: The use of Constant Contact, an email marketing program (see appendix B), was used to recruit volunteers through the DBI volunteer database. As an incentive, DBI provided volunteers individually with $25.00 Downtown Boulder gift cards for every time they participated in a count. Training: A training manual (see appendix C) was created specifically for this project which included sections on: Potential data uses Basic instructions Details Dates of counts The volunteers were provided with the training manual before hand and required to read it. Equipment To conduct an efficient pedestrian count, equipment was purchased to help assist with the study. Clicker Counter: Six GOGO Metal Mechanical Counters were purchased from Amazon.com. The clickers were cheap with a $3.78 price tag but turned out to be unreliable as two clickers broke during the June 30 th 5:00 p.m. 7:00 p.m. count. Preliminary Site Inspection The study area for the 2011 downtown pedestrian count was chosen by DBI s executive director and event manager. A set of criteria helped select the count locations: 1. High trafficked areas based on observations 2. Low trafficked areas based on observations 3. Areas that haven t been studied in the past pedestrian count studies Locations Selected With the criteria mentioned, five areas (activity zones) were selected to be the areas studied. The five activity zones are defined as follows: East Pearl between 16 th and 17 th, in front of the Gondolier restaurant West Pearl in front of the Trident Café 1200 block Pearl Street Mall Spruce at 13 th by the Hotel Boulderdo intersection Walnut at 10 th in front of The Mediterranean restaurant During the special events counts, different activity zones were assigned. They are as followed: Bands on the Bricks count Wendy Woo Band 1200 block Pearl Street Mall 1400 block Pearl Street Mall Open Arts Fest count 1200 block Pearl Street Mall 1400 block Pearl Street Mall 13 th Street The Brewing Market Noon Tunes count Spring Creek 1300 block Pearl Street Mall These areas within the study have experienced heavy pedestrian traffic flows as a result of the location of employment centers, retailers, and restaurants. The counts revealed the following major findings: Wendy Woo: Wednesday, June 22 nd 7:00 p.m. 9:00 p.m. On a typical weekday evening the 1200 block averages 3,265 pedestrians from 5:00 p.m. - 7:00 p.m. Bands on the Bricks evening, the 1200 block received 6,005 pedestrians from 7:00 p.m. - 9:00 p.m. Weekday evening pedestrian traffic increased by 45% during Bands on the Bricks. Saturday, June 16 th 11:30 a.m. 1:30 p.m. 1200 block typical Saturday afternoon compared to Open Arts Fest Saturday afternoon On a typical Saturday afternoon, the 1200 block averages 4,002 total pedestrians from 11:00 a.m. - 1:00 p.m. On Open Arts Fest Saturday afternoon, the 1200 block received 7,075 total pedestrians from 11:30 a.m. to 1:30 p.m. The Saturday afternoon 1200 block traffic during Open Arts Fest was 43% higher than a typical Saturday afternoon. All of downtown typical Saturday traffic compared to all of downtown Open Arts Fest Saturday traffic On a typical Saturday, all of downtown averages 7,235 total pedestrians from 11:00 a.m. to 1:00 p.m. On Open Arts Fest weekend, all of downtown received 30,712 total pedestrians from 11:30 a.m. to 1:30 p.m. The total Saturday downtown pedestrian amount during Open Arts Fest was 76% higher than a typical Saturday. Open Arts Fest 2011 compared to Art Fair 2006 In 2006, DBI recorded 27,600 pedestrians from 11:00 a.m. to 2:00 p.m. on Art Fair Saturday. This year s Open Arts fest showed an 11% increase of pedestrians from Art Fair in 2006 with 30,712 pedestrians recorded. Noon Tunes Spring Creek Friday, June 24 th 12:00 p.m. 1:30 p.m. 1300 block 3,931 total pedestrians counted during the hour and a half long count. Typical Thursday count downtown In the afternoon the 1200 block averaged 2,947 pedestrians. In the evening the 1200 block averaged 3,625 total pedestrians. The 1200 block received 19% more traffic in the evening. Highlights Conclusions The number of pedestrians increased during special events downtown. Bands on the Bricks held on a weekday, produced 45% more visitors than a typical weekday evening. The event held on the weekend, Open Arts Fest, drew 76% more visitors than a typical weekend. The Noon Tunes count reflects that a minimum of 3,931 people will see the Noon Tunes sponsorships and some will stop to participate in the event. For a typical Thursday, the 1200 block received 19% more pedestrians in the evening than the afternoon. The success of the events with the high levels of pedestrian volumes displays the marketing achievements met and allows us to prepare for future events properly. The afternoon count showed consistency with more pedestrians recorded at the end of the count around 12:30 p.m. 1:00 p.m. There was a trend of volume of pedestrians increasing consistently from the start of the count to the end. The highest number of pedestrians was recorded from 12:30 p.m. to 1:00 p.m. The evening count showed more variation with pedestrian volumes dipping then climbing up again throughout the count. Trends in pedestrian volumes were different with each activity zone and varied from high to low numbers throughout the two hour count. Busiest Afternoon Activity Zone: 1200 block on the Pearl Street Mall, a total of 3,587 pedestrians. Slowest Afternoon Activity Zone: Walnut at 10 th, a total of 796 pedestrians. Busiest Evening Activity Zone: 1200 block on the Pearl Street Mall, a total of 4,655 pedestrians. Slowest Afternoon Activity Zone: East Pearl, a total of 721 pedestrians. Activity Zones Breakdown East Pearl between 16 th and 17 th in front of the Gondolier restaurant 11:00 a.m. 1:00 p.m.: 1,685 total pedestrians counted Pedestrians increased in a consistent volume reaching a high of 623 pedestrians from 12:30 p.m. - 1:00 p.m. The afternoon count produced more pedestrians than the evening count 5:00 p.m. 7:00 p.m.: 721 total pedestrians counted During the evening count, pedestrian volumes remained consistent, averaging 78 pedestrians every fifteen minutes. The highest increase in volume occurred from 6:15 p.m. to 6:30 p.m. when 120 pedestrians were counted. West Pearl in front of the Trident Café 11:00 a.m. 1:00 p.m.: 1,561 total pedestrians counted Pedestrian volumes increased in a consistent climbing trend throughout the count. The count reached a high of 458 pedestrians counted from 12:30 p.m. 1:00 p.m. 5:00 p.m. 7:00 p.m.: 1,975 total pedestrians counted For the evening count pedestrian volumes generally increased throughout the count. There was an increase from 5:15 p.m. 5:30 p.m. of 261 pedestrians, then that dropped from 5:30 p.m. 5:45 p.m. to 196 pedestrians counted. After this decrease, the trend in pedestrian volumes steadily increased from 5:45 p.m. 7:00 p.m., reaching a high volume of pedestrians capture at 6:45 p.m. 7:00 p.m. of 337 Page 13 Downtown Boulder Inc., 2011 Pedestrian Report

pedestrians captured in the last 15 minutes of the count. For this activity zone, pedestrians were more frequent during the evening than the afternoon. 1200 block Pearl Street Mall 11:00 a.m. 1:00 p.m.: 3,587 total pedestrians counted Pedestrians remained to have a steady flow with a consistent volume increasing from the start of the count to the end. The count reached a high of 1,193 pedestrians captured from 12:30 p.m. 1:00 p.m. 5:00 p.m. 7:00 p.m.: 4,655 total pedestrians counted The 1200 block had an inconsistent trend in pedestrian volumes, dropping from high volumes to low volumes every fifteen minutes. The count had a high volume of pedestrians during the last fifteen minutes of the count with 678 recorded. For this activity zone, pedestrians were more frequent during the evening than afternoon. Spruce at 13 th by the Hotel Boulderado intersection 11:00 a.m. 1:00 p.m.: 840 total pedestrians counted Pedestrians increased in a steady consistent volume throughout the count, reaching a high from 12:30 p.m. - 1:00 p.m. with 250 pedestrians. 5:00 p.m. 7:00 p.m.: 1,019 total pedestrians counted Pedestrians steadily increased from the beginning of the count from 5:00 p.m. to 6:15 p.m., then a sharp decrease of pedestrians from 6:00 p.m. 6:15 p.m. from 194 pedestrians to 119 from 6:15 p.m. 6:30 p.m. The evening count reached its high of 194 pedestrians from 6:00 p.m. 6:15 p.m. For this activity zone, pedestrians were more frequent during the evening than the afternoon. Walnut at 10 th in front of The Mediterranean restaurant 11:00 a.m. 1:00 p.m.: 796 total pedestrians counted There was a steady volume of pedestrians increasing in the beginning, except a decrease from 11:30 a.m. 12:00 p.m. The count reached its peak of 236 pedestrians captured from 12:30 p.m. 1:00 p.m. 5:00 p.m. 7:00 p.m.: 1,165 total pedestrians counted Pedestrian volumes increased from 5:00 p.m. to 6:15 p.m. averaging 133 pedestrians every fifteen minutes. The count reached a high of 226 pedestrians at the end of the count from 6:45 p.m. 7:00 p.m. For this activity zone, pedestrians were more frequent during the evening than the afternoon. The counts were conducted on the 1200 and 1400 block on the Pearl Street Mall. The 1200 block was more popular for pedestrians with 1,924 more counted than the 1400 block. The 1200 block on a typical Thursday downtown averages 3,265 pedestrians from 5:00 p.m. to 7:00 p.m. 1200 block on Bands on the Bricks received 6,005 pedestrians from 7:00 p.m. to 9:00 p.m. Weekday evening pedestrian traffic increased by 45% during Bands on the Bricks. Activity Zones Breakdown 1200 block Pearl Street Mall 7:00 p.m. 9:00 p.m.: 6005 total pedestrians counted The count had consistently from 7:30 p.m. 8:00 p.m. averaging 711 pedestrians every fifteen minutes. The band took a set break at 7:50 p.m., and started playing again at 8:12 p.m. The count reached its peak volume of pedestrians at 8:15 p.m. with 973 pedestrians from 8:00 p.m. 8:15 p.m., this was during set two of the concert. There was a drop in volume from 8:30 p.m. 8:45 p.m. with 672 pedestrians counted, a 141 person decrease in those fifteen minutes from earlier. 1400 block Pearl Street Mall 7:00 p.m. 9:00 p.m.: 4081 total pedestrians counted The pedestrian volume was very consistent with a constant flow averaging 510 pedestrians every fifteen minutes the count was recorded. The afternoon count was consistent with a trend of increasing volume of pedestrians with the highest number of pedestrians recorded at the end 12:30 p.m. to 1:00 p.m. The evening count showed more variation with pedestrian volumes dipping then climbing up again throughout the count. Trends in pedestrian volumes were different with each activity zone and varied from high to low numbers throughout the count. Busiest Afternoon Activity Zone: 1200 block on the Pearl Street Mall, a total of 2,259 pedestrians. Slowest Afternoon Activity Zone: East Pearl, a total of 584 pedestrians. Activity Zones Breakdown East Pearl between 16 th and 17 th in front of the Gondolier restaurant 11:00 a.m. 1:00 p.m.: 584 total pedestrians counted There was a consistent trend of volume from 11:00 a.m. to 12:00 p.m. averaging 66 pedestrians every fifteen minutes. This sharply decreased from 12:30 p.m. 12:45 p.m. with only 18 pedestrians counted in that fifteen minute block. This rapidly increased after 12:45 p.m. till 1:00 p.m. with 168 pedestrians counted in the final fifteen minutes. 5:00 p.m. 7:00 p.m.: 1612 total pedestrians counted East Pearl had a steady consistency of pedestrians increasing through the two hour count. There was a peak of 269 pedestrians counted during the last fifteen minutes of the count from 6:45 p.m. to 7:00 p.m. suggesting more people were arriving downtown for the evening. For this activity zone, pedestrians were more frequent during the evening than the afternoon. West Pearl in front of the Trident Café 11:00 a.m. 1:00 p.m.: 1,347 total pedestrians counted The most pedestrians counted during the shift were during the end of the count, 12:45 p.m. 1:00 p.m. with 216 pedestrians in those fifteen minutes. 5:00 p.m. 7:00 p.m.: 2,200 total pedestrians counted The peak volume was reached during 6:15 p.m. from 6:30 p.m. with a total of 307 pedestrians counted during that time. The trend remains fairly consistent averaging 275 pedestrians counted every fifteen minutes. For this activity zone, pedestrians were more frequent during the evening than the afternoon. 1200 block Pearl Street Mall 11:00 a.m. 1:00 p.m.: 2,259 total pedestrians counted The count started strong with a total of 369 pedestrians counted in the first fifteen minutes of the count. The pedestrian traffic started to decrease after the high start. The lowest number of pedestrians logged was during the 11:30 a.m. to 11:45 a.m. count with 186 pedestrians. The afternoon count peaked at 12:30 p.m. 12:45 p.m. with a total of 373 pedestrians counted in those fifteen minutes. 5:00 p.m. 7:00 p.m.: 5,676 total pedestrians counted The count remained consistent with a high volume of pedestrians for the whole two hours. The count had its lowest amount from 6:00 p.m. 6:15 p.m. with 582 pedestrians during those fifteen minutes. The highest number of pedestrians was logged at 6:15 p.m. to 6:30 p.m. with a total of 836 counted during that time. For this activity zone, pedestrians were more frequent during the evening than the afternoon. Spruce at 13 th by the Hotel Boulderado intersection 11:00 a.m. 1:00 p.m.: 897 total pedestrians counted The afternoon count documented more pedestrians than the evening count, which is not typical based on other locations. A low number of pedestrians from 11:15 a.m. to 11:30 a.m. was recorded with only 78 counted. The count remained consistent, averaging 120 pedestrians every fifteen minutes till 1:00 p.m. The count had the highest number of pedestrians logged at 11:45 a.m. to 12:00 p.m. with 132 recorded. Conclusions for Thursday, June 30 th Two counts were conducted for the 30 th, an afternoon (11:00 a.m. 1:00 p.m.) and evening (5:00 p.m. 7:00 p.m.) count. The afternoon count did not have consistency with some locations receiving high volumes of pedestrian traffic at the beginning of the count, while some had the most activity at the end. The evening counts showed more variation with pedestrian volumes dipping then climbing up again throughout the count. Trends in pedestrian volumes were different with each activity zone and varied from high to low numbers throughout the two hour count. Busiest Afternoon Activity Zone: 1200 block on the Pearl Street Mall, with a total of 3,030 pedestrians. Slowest Afternoon Activity Zone: Walnut at 10 th, with a total of 450 pedestrians. Busiest Evening Activity Zone: 1200 block on the Pearl Street Mall, with a total of pedestrians 3,009. The 1200 block received more traffic during the afternoon count just slightly with 21 more people recorded. Slowest Evening Activity Zone: Spruce at 13 th, with a total of 925 pedestrians. Activity Zones Breakdown East Pearl between 16 th and 17 th in front of the Gondolier restaurant 11:00 a.m. 1:00 p.m.: 1,206 total pedestrians counted The number of pedestrians was consistent for the first two hours of the count, averaging 137 pedestrians every fifteen minutes. The count reached its peak number of pedestrians from 12:15 p.m. to 12:30 p.m. with 243 pedestrians recorded. The lowest amount of pedestrian traffic was recorded in the last fifteen minutes of the count with 112 pedestrians. The afternoon count resulted in more pedestrians than the evening count. 5:00 p.m. 7:00 p.m.: 1,198 total pedestrians counted The number of pedestrian volumes was very varied, reaching high traffic then dropping down during the count. The count started strong averaging 198 pedestrians in the first half hour, this then decreased dramatically from 5:45 p.m. to 6:00 p.m. with only 53 pedestrians logged during that time. This then increased to 183 pedestrians from 6:00 p.m. to 6:15 p.m. The count reached its peak volume of pedestrians from 6:15 p.m. to 6:30 p.m. with 212 pedestrians. West Pearl in front of the Trident Café 11:00 a.m. 1:00 p.m.: 710 total pedestrians counted Pedestrian volumes were the lowest in the first fifteen minutes, and then peaked with 105 pedestrians recorded from 11:15 a.m. to 11:30 a.m. After this peak in volume, the traffic lowered to only 67 pedestrians recorded from 11:45 a.m. to 12:00 p.m. After this drop in volume, the count gained consistency with 98 pedestrians every fifteen minutes till 1:00 p.m. 5:00 p.m. 7:00 p.m.: 1,656 total pedestrians counted For the evening count, the pedestrian traffic started out strong with 247 pedestrians logged in the first fifteen minutes. This dropped after to 180 pedestrians then peaked with 257 recorded from 6:00 to 6:15 p.m. For the hour left of the count, the volume was unpredictable dropping from high volume of 257 to 151 pedestrians then jumping back up to 251 then finally decreasing to 177 in the final fifteen minutes. For this activity zone, pedestrians were more frequent during the evening than the afternoon. 1200 block Pearl Street Mall 11:00 a.m. 1:00 p.m.: 3,030 total pedestrians counted This count received more pedestrian traffic than the evening count, which is not typical based on this activity zone s history with previous counts. The amount was very slight with only 21 more pedestrians recorded in the afternoon count than the evening. There was a clear increasing trend on pedestrian volumes that received its lowest amount of traffic in the beginning of the count and reaching its peak of 462 pedestrians from 12:00 p.m. to 12:15 p.m. 5:00 p.m. 7:00 p.m.: 3,009 total pedestrians counted The pedestrian volume started with a total of 418 pedestrians in the first fifteen minutes of the count. After this, the volume decreased for thirty minutes before climbing again to reach it s peak volume from 6:00 p.m. to 6:15 p.m. with 465 pedestrians during that fifteen minutes. After this increase in volume, the pedestrian traffic decreased rapidly from 6:15 p.m. to 6:30 p.m. only recording 267 pedestrians, its lowest point. Spruce at 13 th by the Hotel Boulderado intersection 11:00 a.m. 1:00 p.m.: 748 total pedestrians counted During the afternoon count, the pedestrian traffic started out varied but gained a steady flow of 100 pedestrians every fifteen minutes starting at 11:30 a.m. and going to 12:30 p.m. After this steady flow of traffic, the count peak was attained from 12:30 p.m. to 12:45 p.m. with 133 pedestrians recorded in that fifteen minutes. 5:00 p.m. 7:00 p.m.: 925 total pedestrians counted The peak of pedestrian volume was reached at during the first fifteen minutes of the count with 193 pedestrians recorded. This then tapered off reaching the lowest number of pedestrian volume from 5:30 p.m. to 5:45 p.m. with only 76 pedestrians logged in those fifteen minutes. The count remained lower than the start averaging 105 pedestrians every fifteen minutes till 7:00 p.m. For this activity zone, pedestrians were more frequent during the evening than the afternoon. Walnut at 10 th in front of The Mediterranean Restaurant 11:00 a.m. 1:00 p.m.: 450 total pedestrians counted The pedestrian volumes gained a consistent volume increasing every fifteen minutes till reaching its peak volume from 12:00 p.m. to 12:15 p.m. with 87 pedestrians recorded. This count was scheduled to determine the amount of visitor s downtown during a large event, Open Arts Fest, produced by DBI and Open Studios. The afternoon count had consistency with the other activity zones. The trend in pedestrian traffic increased gradually from the beginning of the count at all activity zones, all peaking at different times. Busiest Activity Zone: 1400 block on the Pearl Street Mall, with a total of 19,007 pedestrians. Slowest Activity Zone: West Pearl, with a total of 1,904 total pedestrians. A grand total of 30,712 pedestrians were recorded downtown from 11:30 a.m. to 1:30 p.m. In 2006, DBI recorded 27,600 pedestrians from 11:00 a.m. to 2:00 p.m. on Art Fair Saturday. This year s Open Arts fest showed an 11% increase of pedestrians from Art Fair in 2006. Activity Zones Breakdown 13 th Street in front of The Brewing Market 11:30 a.m. 1:30 p.m.: 2,690 total pedestrians counted This activity zone was chosen to target the amount of people coming from the Boulder County Farmer s Market. The count had fairly consistent fluctuations of pedestrians averaging 336 recorded every fifteen minutes. The highest number of pedestrians came through from 12:45 p.m. to 1:00 p.m. with 425 recorded in those fifteen minutes. The lowest number of pedestrians was recorded in the first fifteen minutes of the count with 264 recorded. West Pearl in front of the Trident Café 11:30 a.m. 1:30 p.m.: 1,904 total pedestrians counted West Pearl received the lowest amount of pedestrian activity. The count had a steady increase of pedestrians starting with the lowest volume recorded in the first fifteen minutes with 141. The count reached its high number of pedestrians during the last fifteen minutes of the count with a high of 309 pedestrians, showing a steady climb of pedestrians. 1200 block Pearl Street Mall 11:30 a.m. 1:30 p.m.: 7,075 total pedestrians counted The count started with 774 pedestrians recorded in the first fifteen minutes. This block recorded higher numbers than the 1200 block, which gains the highest pedestrian volumes for every previous count conducted. This area had its lowest volume recorded in the first fifteen minutes with 1799 pedestrians. The volume continued to steadily climb reaching a peak of 3,413 pedestrians from 1:15 p.m. to 1:30 p.m. The only dip in volume was recorded from 12:45 p.m. to 1:00 p.m. when pedestrians from 12:45 p.m. dipped from 2,435 to 2,153. Some received high volumes in the beginning of the count, while other locations peaked at the end of the count. Busiest Activity Zone: 1200 block of the Pearl Street Mall with a total of 3,521 pedestrians Slowest Activity Zone: East Peal with a total of 1,563. Pedestrian counts are used as a tracking method to assist with the development of our downtown. Its primary focus is to measure pedestrian traffic volumes and possible seasonal and time of day impacts on traffic flow. Pedestrian counts are conducted at historical, benchmark locations. Data is then extrapolated for daily, monthly, annual estimates. Real estate and retail Developers and those looking to open retail businesses downtown To predict or measure success of a downtown event To assess the impact of new development To locate high traffic areas for police, cleaning Count all pedestrians and wheel chair users passing your plane in both directions (no bicyclists, skate boarders, babies in strollers or carried). Do count small children and teens. It is okay to count someone more than once. Just count bodies. We are looking to document amount of foot traffic not just attendance. Record the TOTAL on the counter at the end of each 30-minute interval. Do not reset the counter. Best place to observe: chairs, benches, middle of the block. Choose a plane to count pedestrians as they cross it. 1. Count all pedestrians and wheel chair users passing your point in both directions. Do not count riders of bicycles, skate boards, other skates or boards, babies in strollers or carried by adults. Small children, teens etc. are counted. Do count individuals pushing bicycles, carrying skate boards, etc. 2. When counting some of the slower sites you may notice that a person or group has passed your point more than one time. Sometimes it may be a worker going in and out of the same entrance carrying supplies or tools. These are OK to count more than once but you can discontinue after a couple of times. 3. Record the TOTAL on the counter at the end of each 30-minute interval (Do not reset the counter). Downtown Boulder will analyze the data - you only need to record it. 4. You may have a counter malfunction. It doesn t happen often but it can happen. Record the total on the counter when the malfunction occurred and start from zero with the spare (if available). Note on the tally sheet that a problem occurred. If you find that your counter is skipping, note the problem, the total on the counter, and start from zero with the spare. 5. The best site for a counter is one with chairs or benches, lots of shade, a clear line of sight, and no obstructions, near the middle of the block. A site with all of those conditions is rare, but we will select sites which have a majority of those conditions. A. Find a clear line of sight that is easy to see, such as a door, column, an edge or anything that is easy to recognize. Try to count the pedestrians as they pass the point selected, which will make it easier when it is crowded. Avoid lines that may be blocked when buses stop for lights or passengers, whenever possible. B. Chairs or benches may be available on the Mall. Use common sense when encountering some of the non-traditional pedestrians as you conduct your job. This will happen infrequently and we have seldom encountered problems with them. Politely avoid conversation when possible and definitely avoid intoxicated individuals.
