Planning: Mobility Element Mobility Element Accepted in 2011/2012, In Process of Update in 2015/2016 Emphasizes Feet-First Transportation - emphasizes and prioritizes nonmotorized travel first, public transportation second, and vehicle last. Goal M.1. Create a safe and efficient complete streets network that is based on feet-first principles, accommodates all modes of transportation, and serves all users. Policy M.1.1. Plan, design, and construct all new streets as complete streets and work to retrofit and/or accommodate complete streets infrastructure or strategies on existing streets in ways that respect and maintain neighborhood character Policy M.1.5. Reduce conflicts between vehicles and pedestrians through improved access, design, and management, including driveways, frontage roads, and turn lanes. Goal M.8. Support feet-first objectives by providing a linked year-round recreational and commuter pedestrian system that is safe and comprehensive. Action M.8.3.1. Planning: North Village Specific Plan North Village Specific Plan Adopted in 2000, Amended in 2014 Achieve the following pedestrian objectives: provide for safe and continuous pedestrian movements (including) pedestrian crossing(s) mid-block on Minaret, and pedestrian crossings at the Main Street, Lake Mary Road, and Forest Trail intersections. Public places on each side of Minaret are connected by sidewalks, and paths for continuous pedestrian circulation within the pedestrian core and throughout North Village. These walks and pathways, along with the bicycle lanes on Minaret and Lake Mary Roads, connect to the community-wide trail and bikeway systems. Identifies future sidewalk on the west side of Minaret Road

2016 CFD Project 2016 CFD Project Construction: Summer 2016 Status: Spiess Construction. Start date: August 31. Scope: Construction of sidewalk, curb and gutter, transit pull out and shelter, drainage improvements, and street lighting for Minaret Road and Forest Trail. Location: Forest Trail from Berner Street to Minaret Road and Minaret Road from Forest Trail to Burgers Cost (without contingencies): $928,692.50
SR-203, Phase 1 (North Main St) Sidewalk and Safety Project Construction: Summer 2016/2017 Current Status: Recommended for award September 7. Spiess Construction. May begin September 2016, majority of work summer 2017. Scope: Construction of sidewalk, curb and gutter, pedestrian ramp at northeast corner Main/Minaret, bus turnout and shelter, reconstruct retaining walls, drainage improvements, and street lighting. Location: Main Street from Mountain Boulevard to Minaret Road Cost (without contingencies): $2,537,400.63 Agreements: Cooperative Agreement with Caltrans/STIP Funds; Private Developer contribution SR-203, Phase 1 (North Main St.) Sidewalk and Safety Project
SR-203, Phase 2 (West Minaret Rd) Sidewalk and Safety Project Proposed Construction Date: Summer 2017 Current Status: Initial development of project plans, specifications and estimates. Initiating possible right of way process. Scope: Construction of a sidewalk, bus turnout, reconstruction of two retaining walls, drainage improvements, and street lighting Location: Minaret Road from Lake Mary Road to 8050 Driveway Estimated Cost (without contingencies): $850,000 Agreements: Cooperative Agreement with Caltrans, Private Developer contribution to be included SR-203, Phase 2 (West Minaret Rd) Sidewalk and Safety Project
SR 203, Phase 3 ~ Lower Main St Sidewalks Proposed Construction Date: Summer 2019 Current Status: Applied for ATP Grant, awaiting results. Requested STIP funding in 2018/2020 Fiscal Years for programming. Scope: Construction of sidewalk from Sierra Boulevard to Forest Trail (intermittent) and from Manzanita Road to Laurel Mountain Road, retaining wall from Mountain Blvd to Sierra Blvd, drainage improvements, and street lighting Location: Main Street from Mountain Boulevard to Laurel Mountain Road Estimated Cost (without contingencies): $4,000,000 Agreements: Cooperative Agreement with Caltrans SR 203, Phase 3: Lower Main Street Project
