PUEBLO COUNTY FAIR HORSE SHOW Horse Registration: May 1 -- HORSE REGISTRATIONS AND/OR LEASE AGREEMENTS WILL BE DUE BEFORE 5:00 p.m. May 1. See General Rules for late entries. County Fair Entry Due: June 1 Final E-Record* Due: September 10 to CSUE Office. Youth must score 70% or better to re-enroll in the horse project in 2018. Stall Fee: $10.00 per stall (this applies to full or part time use at show) Stalls must be stripped clean of shavings, manure, etc. after youth is done showing and hauled to load out shoots. Shavings must be purchased with the vendor at the Colorado State Fairgrounds. SCHEDULE: WRITTEN TEST: July 9-5:30-7:00 PM, then there will be a county fair briefing (will not count as a meeting attended). Those who could not attend the early testing time will be allowed to test until 7:00 p.m. Colorado State Fairgrounds Colorado Building. Arrangements must be made ahead of time with the CSU Extension Office if you know you will not be there for the July 9th test date. You will have five days prior to July 9 th to take your tests, but all tests must be taken by July 9th. The test will cover information in the 4-H horse project manual and the Colorado 4-H Horse Rule Book updated 2018. FRIDAY JULY 13 GYMKHANA CLASSES 6:00 PM ]SATURDAY, JULY 14 9:00 a.m. -- ENGLISH AND WESTERN SUNDAY, JULY 15 9:00 a.m. FOAL, GREEN HORSE, MINIATURE; 11:00 AM RANCH HORSE No Horse Trailers can be parked in Horse Area except for unloading. Vehicles may be parked off of the pavement. Thirty minute unloading period will be enforced. THIS SHOW WILL BE RUN BY THE RULES OF THE "COLORADO 4-H HORSE RULE BOOK UPDATED 2018 HORSE DEPARTMENT RULES: 1. Exhibitors are limited to three horses to be used at the youth's discretion. In addition, exhibitors may carry a separate horse for foal and/or green horse. You may enter as many levels-appropriate classes as you wish. 2. Exhibitor s number must be visible to the judge at all times when in the ring for competition. 3. Green horse can be shown ONLY one year as a green horse and if shown in any other class may not return to green horse. You must have attained a Level 2 status to show in green horse. 4. Record books will be judged on a round robin type judging in 2018. Records must be kept on all horses used in the shows. Completed horse records will be due in the CSUE Office on September 10, 2018 by 5:00 p.m. 5. All horse records must achieve a score of 70% or more to be eligible to enroll in that project or projects the following year. Youth with e-records not meeting the minimum requirement will be given one week after the grading of books to update/correct the book to meet the standard. Your 2018 e-record score will be used for eligibility to show in the 2019 Pueblo County Fair. If a youth does not drop a project by the project add/drop date of March 1, the youth is still required to complete a record book to avoid a score of 0% to be eligible to enroll the following year in that project area. 2018 Pueblo County Fair Page 1

6. All horses MUST be registered in CSUE using the appropriate form, by MAY 1 by 5:00 p.m. of the calendar year in order to compete in any events. If the horse is leased, a lease agreement must be submitted to the office with the project registration by MAY 1. Please refer to the Fair Board s Late Policy in the General County Fair Rules. NOTE: State Fair horse registrations are also due on May 1. 7. All horse exhibitors MUST complete the written test and a levels showmanship class in order to compete in any other classes at Spring, Summer and County Fair Shows. A completed record book, participation in a 4-H sponsored community service project, and a demonstration must be given to complete your project. 8. A random class will be selected and used to break all ties for overall awards. 9. All first year horse members, members who have transferred to Pueblo County for the first year, and any members who are still Beginner 4-H level members must have attended a MANDATORY Safety Training Class for the 2017/2018 year in order to show at the County Fair. All youth must have their Safety Training Class done by June 1, 2018. If showing at the Spring or Summer Shows, safety training must be taken before entry in either of these shows. 10. Any performance RAIL class over 20 horses will be split or divided at the discretion of the judge and/or superintendent. 11. There will be no separate classes for ponies. Ponies will compete with large horses in all events. Youth riding small ponies are asked to exercise extreme care when in the show ring. 12. No coaching while the participant is in the arena during competition. Coaching could result in the exhibitor s disqualification from the class. This rule may be waived by the superintendents when safety is a concern. If there is parent/leader involvement inside the ring because of safety concerns, the exhibitor will still be disqualified. Helping with the general cleaning and saddling does not enhance performance and shall not be included in this rule. Exception: lunging of the horse if member is present. This rule may be waived by the superintendents when safety is a concern. 13. Volunteers are welcome and encouraged to help at the horse show. Volunteer positions will have a brief description for 2018. 14. Classes maybe cancelled or delayed due to lack of volunteers. 15. Classes with three or less exhibitors will be combined AND judged as a single level s class. Superintendents and the show office will determine the breakdown of classes prior to the initial class of the division. Once identified, the division will run as designated regardless of the number of exhibitors. 16. The last day to Level up before County Fair will be July 1, 2018. The level that youth are on that day will determine classes entered for the Pueblo County Fair. 17. MANDATORY MONEY MAKERS: Stall cleaning is the mandatory moneymaker, stalls will be assigned to youth. A deadline will be set to have stalls finished. Members will be responsible to do their own stalls if possible; but family members, friends, etc. must clean stalls by the deadline. 18. If the 4-H member, or those who were asked to clean stalls for them, have not completed their assigned stalls by the deadline set, the 4-H member will not be eligible for County Fair OR year end awards. Members must participate in any other mandatory moneymaking projects for Horse Council. 19. IT IS NOT A REQUIREMENT TO SHOW AT SPRING OR SUMMER SHOW IN ORDER TO SHOW AT COUNTY FAIR. SAFETY: 1. Protective Headgear Policy: A certified equestrian helmet with SAFETY HARNESS SECURELY FASTENED WILL BE REQUIRED FOR: A. Gymkhana All mounted riders on the grounds must wear a safety helmet and must be fastened regardless of whether you are entered in gymkhana classes or not. B. English Over Fence Classes all riders must wear a safety helmet and it must be fastened securely. C. Any equine activity can be dangerous! Severe injury is possible. Please think safety at all times. It is the responsibility of the parent or guardian of the 4-H member to see that the headgear worn complies with such standards and is in good condition. support the use of ASTM certified/sei approved safety helmets in all equine events. Use of protective headgear is encouraged and shall not be discriminated against. Helmets are highly recommended for youth in all events while on or off the horse. This decision will be left to the parent/guardian s discretion in classes where helmets are not required. D. Non compliance with these rules could result in disqualification from classes. 2. While the superintendent will stress caution, the management accepts no responsibility for injury or loss. 3. Beginning participants will only be allowed to walk/trot during shows. ALL mounted riders should not exceed their levels ability. See Safety rule #4 4. Any horse or rider endangering another exhibitor on the show grounds will be excused from the show grounds for the remainder of the show at the superintendent s discretion. Horses having a tendency to kick MUST wear a RED ribbon on the tail. 5. Any member found guilty of breaking any County Fair rules, MAY be scratched from all classes, at the superintendent s discretion, that he or she has not yet shown in and will be directed to unsaddle and stall his or her horse. 6. Horses MUST be ridden at a walk on the grounds to and from ALL ARENAS. See the Colorado State 4-H Horse Rule Book updated 2018. 7. Safety rules prohibit bareback riding, riding without heels on your shoes, riding with just a halter, riding double or allowing any 4-H member not enrolled in the horse project or non 4-H member from riding a member s horse. 8. No unsafe practicing will be tolerated in the warm up arena. 9. In the event weather becomes a factor during the show, the classes will be stopped until such time a covered arena or other acceptable arena becomes available to continue remaining classes. 10. Youth must have attained a Level 1 rating in order to compete in Gymkhana events. 11. Beginner Western Classes - it will be optional for beginner western riders to use two hands at a walk/trot in all classes. Legal tack for this division should be used -- refer to Colorado 4-H Horse Show Rulebook updated 2018. 12. A youth may be asked to drop classes if show management makes the determination that the horse or the participant are deemed to be unsafe. CHAMPIONSHIP SHOWMANSHIP CLASSES Champion Showmanship representatives from the horse department will be determined by the judge in the Championship Showmanship Classes (classes 407. 408, 409). The top two junior, intermediate and senior places will receive awards and have the opportunity to represent the Horse Department in the Round Robin Contest. Alternates will be given the opportunity to advance to Round Robin by order of placing in these classes. (See Round Robin Rules) Because the Round Robin Contest has three age divisions (junior, intermediate, and senior), classes will be divided by ages. The Championship Showmanship Class will take place Saturday, following Western Showmanship classes. No points will be awarded for this class. BOTH ENGLISH AND WESTERN ATTIRE IS ACCEPTABLE. FOAL CHAMPIONSHIP SHOWMANSHIP CLASS - This class will be held at the superintendents discretion. (Do not pre-register for this class) The Championship class will be made up of the champion and reserve champion from the foal showmanship classes. If either champion or reserve champion disqualify themselves, the next placing will then represent their class. No points are awarded for this class and this class does not count for Round Robin qualification. GREEN HORSE SHOW These classes are to help youth starting to train a new horse and give them valuable arena experience. No points WILL BE AWARDED FOR THESE CLASSES. See Rule #1 Horse Rules. The horse may only be shown in Green Horse classes for one year. A green horse may not return to any Green Horse class once they have competed in any other classes. You must have attained a Level 2 status to show in green horse. WORKING RANCH HORSE A youth must have passed a Level 1 Ranch Horse Test (written and riding to qualify you to show in Level 2018 Pueblo County Fair Page 3

1 Ranch Horse Classes. Level 1 Ranch Horse will not be allowed to work cattle. If you are entering Level 2 or above, you must pass the appropriate Ranch Horse Level Riding Test to enter these classes and be able to enter cattle classes.. Exhibitors may only show one horse throughout the entire Working Ranch Horse Division. If a youth has been in Western Level 2 (or above) for over a year, they will be given the opportunity to show at Level 1 Ranch Horse for only one year. After that, the youth will be required to move up to Level 2 Ranch Horse to be eligible for all awards. If a youth chooses not to level up to Level 2 Ranch Horse, they may still show in Level 1 for exhibition only with no points and no awards offered. AWARDS: The Champion and Reserve Champion in each class will receive one streamer rosettes if merited. Grand Champion and Reserve Grand Champion 4-H members will be selected on total points earned using the system listed in the American System Rules. Grand Champion and Reserve Grand Champion special awards will be awarded for each level or age division in English, Western, Working Ranch Horse, Gymkhana and Foal. At the Horse Awards Banquet, overall placings from 3 rd to 5 th will receive a smaller one streamer rosette in all divisions. Reenrolling horse members must attend THREE (3) Horse Council Meeting and new enrollments must have attended TWO (2) Horse Council meetings PRIOR TO COUNTY FAIR to be eligible to receive County Fair and year end overall awards. All members will be required to sign in at Horse Council Meetings to be counted as present and must attend the majority of the meeting to be counted as present. NOTE: Show management reserves the right to adjust the schedule. It is the exhibitor s responsibility to notify show management of any arena conflicts. It is the expectation of the Superintendent and CSUE management that ALL horses and riders, regardless of age or level will maintain control at all times. Any special accommodations necessary for the safety of the 4-H member should be brought to the Superintendent s attention before classes begin if possible. Level 1 Ranch Horse will not be allowed to work cattle. If you are entering Level 2 or above, you must pass the appropriate Ranch Horse Level Riding Test to enter these classes and be able to enter cattle classes. Exhibitors may only show one horse throughout the entire Working Ranch Horse Division. Any participant working with cattle must be a level 2 rider or above. If a youth has been in Western Level 2 (or above) for over a year, they will be given the opportunity to show at Level 1 Ranch Horse for only one year. After that, the youth will be required to move up to Level 2 Ranch Horse and take appropriate testing to be eligible for all awards. If a youth chooses not to level up to Level 2 Ranch Horse, they may still show in Level 1 for exhibition only with no points and no awards offered. General Working Ranch Horse Rules: Hoof polish is not required or recommended. No braided or banded manes or tail extensions. Trimming inside ears is discouraged. Trimming bridle path is allowed, also trimming of fetlocks or excessive (long) facial hair. Equipment with silver should not count over a good working outfit. Silver on bridles and saddles is discouraged. Showmanship -- Horses are to be shown in a good working halter: rope, braided, nylon or plain leather.
