4. Events and dates 4.1 Sport programme The competition of Football at the XVIII Mediterranean Games Tarragona 2018 will be as follows: FOOTBALL Men Team tournament 4.2 Dates and venues The Football competition will take place from Friday 22 June to Saturday 30 June 2018, at the following venues: - Calafell Stadium; - La Pobla de Mafumet Stadium; - Reus Stadium. 5. Conditions for the development of the competition The competition of Football will take place if a minimum of eight (8) countries are entered by 23:59 (Spanish time) on 22 March 2018. According to the number of confirmed entries, the President of the ICMG Technical Commission, together with one (1) or two (2) members of said commission, appointed by the ICMG President, and in the presence of the OGMG Tarragona 2018 Sports Director, will decide, on 9 May 2018, on the staging, or not, of the competition. Once the event will have been confirmed, it will be held and the corresponding medals and diplomas distributed, regardless of the number of participants. 5.1 Cancellation of events The OCMG Tarragona 2018 will inform immediately all the National Olympic Committees (NOCs) of the staging of the competition, or not, depending on the number of entered teams. 3

6. Rules of the competition The Football competition will be held according to FIFA rules in force on 1 January 2018, unless the ICMG exceptionally authorises otherwise. All other issues not covered in this Technical Manual will be solved as follows: - For general issues, ICMG regulations will apply. - For technical issues, FIFA regulations will apply. 7. Technical organisation RFEF, under the supervision of FIFA Technical Delegate, is responsible for the technical organisation and for the development of the Football competition during the XVIII Mediterranean Games Tarragona 2018. 7.1 Special procedures for the development of the competition Any issue that may arise prior or during the events will be resolved by the competition management, as per ICMG and FIFA rules, in force on 1 January 2018, unless the ICMG exceptionally authorises otherwise. The exact measures to be taken regarding the organisation of the Football competition will depend on the final number of participants. Three (3) substitutions will be allowed during each match. Following FIFA regulations, matches will last two (2) equal periods of forty-five (45) minutes, with a fifteen (15) halftime. In case of a tie at the end of the standard match length during semi-finals and finals, the teams will break the tie following FIFA regulations. 4

7.2 Drawing of the lots and composition of the groups Depending on the final number of registered countries for the Football competition, on 22 March 2018 (23:59, Spanish time), the management of the competition and FIFA Technical Delegate will define the competition s organisation system. The drawing of the lots for the composition of the groups will take place on 9 May 2018 and it will follow ICMG and FIFA rules. The Draw Committee will be composed by: - President of ICMG Technical Commission, or his representative; - FIFA Technical Delegate; - OCMG Tarragona 2018 Competition Manager for Football; - OCMG Tarragona 2018 Sport Director. In order to obtain homogenous pools when determining the determining the seeds, the Draw Committee will take into account the playing level of the participating teams, notably in terms of the results of the last Mediterranean Games and the information it has. Representatives of the participating countries, the media and the public will be allowed to attend the draw. 7.3 Groups Tournament organized with the participation of between six (6) and eight (8) teams The teams will be grouped together in two (2) pools A and B as follows: Number of teams Pool A Pool B 6 3 3 7 3 4 8 4 4 Within each pool, each team will play the other teams once, to determine the pool ranking. Semi-finals 5

The two (2) best ranked teams in each pool will meet as follows: 1 st semi-final 2 nd semi-final 1ºA 2ºB 1ºB 2ºA Finals The finals will be disputed as follows: - The winners of the two semi-finals for the 1 st and 2 nd places. - The losers of the two semi-finals for the 3 rd and 4 th places. Tournament organized with the participation of between nine (9) and eleven (11) teams Teams will be split into three (3) pools, A, B and C, as follows: Number of teams Pool A Pool B Pool C 9 3 3 3 10 3 3 4 11 3 4 4 Within each pool, each team will play the other teams once, to determine the pool ranking. Semi-finals For a nine-(9) team tournament, the 1 st ranked team of each pool and the 2 nd best ranked team in each pool, will qualify for the semi-finals. The choice of the best 2 nd team will be done as follows: 1. The team that has the best total of points; 2. The team that has the best goal average; 3. In case of a tie, a draw will take place. Depending on the pool to which the 2 nd best team belongs or the one drawn, the teams will play as follows: Ranked 1 st semi-final 2 nd semi-final 2ºA 1ºA 1ºB 1ºC 2ºA 2ºB 1ºB 1ºC 1ºA 2ºB 6

2ºC 1ºC 1ºA 1ºB 2ºC For a ten-(10) team tournament, the 1 st ranked team of each pool and the 2 nd best ranked team of the 4-team pools, will qualify for the semi-finals. Teams will play as follows: 1 st semi-final 2 nd semi-final 1ºA 1ºC 1ºB 2ºC For an eleven-(11) team tournament, the 1 st ranked team of each pool and the best team of the 2 nd best ranked teams in the 4-team pools will qualify for the semi-finals. In case of a tie, a draw will be organised. Depending on the pool to which the 2 nd best team of the one drawn belongs, the team will play the semi-finals as follows: Ranked 1 st semi-final 2 nd semi-final 2ºC 1ºA 1ºC 1ºB 2ºC 2ºB 1ºA 1ºB 1ºC 2ºB Finals The finals will be disputed as follows: - The winners of the two semi-finals for the 1 st and 2 nd places. - The losers of the two semi-finals for the 3 rd and 4 th places. Tournament organized with the participation of between twelve (12) and sixteen (16) teams The teams will be split into four (4) pools, A, B, C and D, according to the total number of teams (12, 13, 14, 15 or 16). Semi-finals The winners of the quarterfinal matches will play each other in the semi-finals as follows: 1 st semi-final 2 nd semi-final 1ºA 1ºC 1ºB 1ºD Finals The finals will be disputed as follows: - The winners of the two semi-finals for the 1 st and 2 nd places. - The losers of the two semi-finals for the 3 rd and 4 th places. Tournament conducted with over sixteen (16) teams The OCMG Tarragona 2018 and FIFA Technical Delegate will decide on the organisation of the tournament, before 9 May 2018, depending on the total number of participating teams. 7.4 Qualification system 7.4.1 Scoring system Scoring will be made following FIFA s rules: - Match won = 3 points; - Match drawn = 1 point; - Match lost = 0 point. 7.4.1 Ranking Team ranking in each poll will be determined as follows: a) Highest number of points won during all the games within the pool; b) Difference in goals among all the games within the pool; c) Highest number of scored goals during all the games within the pool. 8

Further to these three criteria, in the event where two (2) or more teams finish with the same number of points in a same pool, their pool rankings will be determined as follows: a) Highest number of points won during all the games within the pool between the relevant teams; b) Difference of goals among all the games within the pool of the relevant teams; c) Highest number of scored goals during all the games within the pool of the relevant teams; d) Draw organised by the Football Technical Commission. 7.5 Technical Commission of Football The Technical Commission will be composed by: - President: FIFA Technical Delegate; - Three (3) representatives of the participating countries, selected by FIFA Technical Delegate; - The OCMG Tarragona 2018 Competition Manager for Football. A delegate from the ICMG Technical Commission will also be part of the commission when he/she is present. The Technical Commission is responsible for: - Appointing the commissaries of the matches; - Examining claims and taking final decisions; - Taking decisions in the event of force majeure, or in events unforeseen in the present regulations. 8. Competition venues The Football competition at the XVIII Mediterranean Games Tarragona 2018 will be held at the following venues: Venues Distance to Village Capacity Municipality Stadium 49,3 Km 1,000 Calafell 9

Stadium 21,7 Km 1,000 La Pobla de Mafumet Stadium 11 Km 5,000 Reus 8.1 Competition areas Calafell Stadium Synthetic grass field with the following dimensions: 105m x 65m La Pobla de Mafumet Stadium Synthetic grass field with the following dimensions: 102m x 62m Reus Stadium Natural grass field with the following dimensions: 102.5m x 64.5m 8.2 Warm-up area Warm-up areas will be those available for the competitions. 8.3 Changing rooms Athletes will have separate changing rooms for men and women, equipped with showers, toilets and massage tables. 8.4 Athletes lounge Athletes will have at their disposal a lounge with water, energising drinks and fruits. 8.5 Tribunes and press rooms Accredited media will at their disposal have press tribunes in each stadium and press rooms at the Gymnastic Club of Tarragona stadium and at Reus stadium. 8.6 Sport equipment All sport and technical equipment used during Football competitions and trainings will comply with FIFA rules in force on 1 January 2018, unless the ICMG exceptionally authorises otherwise. 10

9. Training sessions 9.1 Training venues Depending on the final number of teams registered for the Football tournament at the XVIII Mediterranean Games Tarragona 2018, and starting on 20 June 2018, the organising committee will provide sufficient training fields for the teams to train on a one and half hour daily basis. Teams will also have a 1-hour familiarisation session before the 1 st match in each stadium, whenever the field allows for it. Training venues Distance to Village Municipality Observations Stadium 49,3 Km Calafell Competition venue According to schedule Stadium 21,7 Km La Pobla de Mafumet Competition venue According to schedule Stadium 11 Km Reus Competition venue According to schedule The following equipment will be provided to the team on each training venue: - 20 balls similar to those used for the competition; - 2 permanent Football goals with their nets; - 1 portable Football goal; - Corner flags; - 40 training cones. 9.1.1 Calendar and schedules for training sessions Depending on the final number of participating teams, the OCGM Tarragona 2018 will establish the final schedule of trainings, after assessing all the requests of the teams. 11

9.2 Services available at training venues 9.2.1 Changing rooms Athletes will have separate changing rooms for men and women, equipped with showers, toilets and massage tables. 9.2.2 Athletes lounge At the training venues, athletes will have at their disposal a lounge with water, energising drinks and fruits. 9.3 Media during training sessions Training sessions will be opened to the media but not to the public. The Competition Manager will be authorised to change this rule when and if he deems it necessary. 9.4 Procedure for the scheduling of training sessions NOCs will receive the planning of training sessions during the first half of June. They will have to confirm that they will make use of their allocated sessions during the DRM. 9.4.1 Before the competition As a general rule, the Competition Management will put the relevant venues at the athletes disposal, for one daily session, two (2) days before the beginning of the competition, that is to say, on 20 June 2018. If they have requested it during the DRM and following the procedure, delegations will be able to use these venues for training purposes, five (5) days before the beginning of the competition, that is to say, from 17 June 2018. Training sessions will have a maximum length of one hour and thirty (1 30) minutes. 9.4.2 During the competition The Competition Management will assign a daily training session, of one hour and thirty (1 30) hour, in one of the relevant venues. 12

During the Technical Meeting, on 21 June 2018, the Organising Committee will deliver the Training schedule during competition. Each NOC will then be able to inform of its specific training needs; these will be assessed to be included in the training schedule during competition. All NOCs will have to confirm they will use their allocated training session, by 17:00 the day prior to the training is due; should they fail to do so, the relevant session will be made available for the other NOCs. They may also request, before 17:00, an additional training session, which may be allocated to them, from 20:00 the same day, subject to availability at the venues. Upon their arrival, teams will receive all relevant information on the training sessions, both at the Sport Information Centre (SIC) and at the Technical Information Centre (TIC) 1 for Football. 10. Participation All NOCs members of the ICMG, whose national federation is a member association of FIFA, are entitled to participate in the Football competition of the XVIII Mediterranean Games Tarragona 2018. Athletes taking part in the competition must have the nationality of the country they represent and abide by the conditions and rules of ICMG and FIFA. Each NOC may take part in the Football competition with one (1) team, of a maximum of eighteen (18) players. Participating players must not be over 18 years old (born from 1 January 2000). 1 The accronym TIC (Technical information centre) that is used in several sports will adopt the technical name of each competition (Referee, Technical Directory, etc...) 13

11. Entries 11.1 General principles The XVIII Mediterranean Games Tarragona 2018 are open to all the athletes of the NOCs of the Mediterranean countries members of the ICMG, as indicated in the rules of the ICMG Charter and of the IOC. All athletes taking part in the Games must be citizens of the country they represent, in accordance with the IOC rules. Prior to the Games, all participating athletes will have to fill in and sign the Athlete Consent Form as defined by the World Anti-doping Agency. 11.2 Procedures The register process is linked to the general system of accreditations. The OCMG Tarragona 2018 entry system is an e-accreditation portal accessible through the official website of the Games: www.tarragona2018.cat. Each delegation will have its own user name and password to have access to this e- accreditation portal available in both French and English. The portal will allow users to print of a list of sport entries which, once signed, will have to be sent back, within the deadlines indicated below, to the OCMG Tarragona 2018: entries@tarragona2018.cat 11.2.1 Entries by Number The list of entries by number of participants for each NOC and event will have to be submitted, through the e-accreditation portal, by 23:59 (Spanish time) on 22 March 2018. Deposit for team sports NOCs participating with a team will have to make a deposit of 3.000 on the OCMG Tarragona 2018 bank account, by 22 March 2018, for each team entered. 14

In case an NOC decides not to take part in a team event or if it finally does not take part in the team competition, said deposit will not be refunded. NOCs taking part in the team competitions they have registered for will get a refund of said deposit on the bank account they will have provided as a reference. Operation bank fees for the refunds will be covered by the NOCs. 11.2.2 Preliminary entries by Name (Long list) The list of preliminary entries of participants by names, by NOC and event, will have to be submitted via the e-accreditation portal, by 23:59 (Spanish time) on 6 April 2018. 11.2.3 Final entries by Name (Short list) The NOC of each participating country will have to submit to the OCMG Tarragona 2018, through the e-accreditation portal, the form with the final entries of their participants by name, fifteen (15) days before the beginning of the Games, that is to say on 7 June 2018 (before 23:59, Spanish time). 11.3 Confirmation of entries Confirmation of entries will take place during the DRM and any eventual modification that could be acceptable will be presented to the SIC and confirmed, at a later stage, during the Technical Meeting. Specific forms for the confirmation of entries will be distributed in advance to the Head of Mission of each NOC. 12. Technical Meeting The technical Meeting will take place on 21 June 2018, at 09:00, at the Mediterranean Village Residents Services Centre. The meeting will be carried out according to FIFA rules, and chaired by FIFA Technical Delegate. The following persons must be in attendance: - FIFA Technical Delegate; - One member of the ICMG Technical Commission; 15

- The team managers (one per country); - The referees; - The coaches (one per team); - The doctors (one per team); - The OCMG Tarragona 2018 Competition Manager for Football. 13. Medical services 13.1 Medical services available at the Village and on the competition venues During the XVIII Mediterranean Games Tarragona 2018, medical services will be available to any accredited athlete or official who might need them, both at the Mediterranean Village and on the competition venues. 13.1.1 Mediterranean Village The polyclinic at the Village will provide the residents with the following services: - Sport medicine - Physiotherapy - First aid - Emergency services 24/24h A fleet of ambulances will link the polyclinic and the main hospitals, should additional care be needed. 13.1.2 Competition venues During the events, all competition venues will provide to the athletes the following services: - Medical services - Ambulance services Coolers filled with ice will be available for the delegations at all sport venues. 13.2 Anti-doping control Anti-doping controls will be carried out during or out of the competition, under the authority of the ICMG Medical and Anti-doping Commission and with the collaboration of the OCMG Tarragona 2018 anti-doping services, in accordance with the rules of ICMG, FIFA and the World Anti-doping Code. 16

All competitors who undergo a control will receive written notification. The official procedure for the collection of sample will subsequently start, in accordance with the official deadlines and regulations. Any athlete who refuses to submit to a doping control, or who is declared positive after the test, will be disqualified from the competition and will be sanctioned along with his team, in accordance with the ICMG and FIFA regulations. 14. Referees judges 14.1 Referees The refereeing teams for each Football competition at the XVIII Mediterranean Games Tarragona 2018 will be composed as follows: - Two (2) referees appointed by FIFA; - One (1) international referee from each participating country, as part of the NOC delegation. - International referees appointed by RFEF. The exact number will be decided when the needs will have been assessed. No referee, or any line judge, during a match will belong to the same country as the teams playing. The names of the referees of each participating NOC will have to be appointed on their Entriesentries by name list. 14.2 Disciplinary Commission The Disciplinary Commission will be composed of five (5) members, as follows: - President: FIFA Technical Delegate; - One (1) member appointed by the host country; - Three (3) additional members appointed by FIFA among the representatives of the participating countries. 17

The Commission will take the appropriate disciplinary measures and impose the disciplinary sanctions against the infractions made by players, referees, line judges, coaches or other officials. Decisions of the Commission will be based on the referees and officials written reports. The decisions are irrevocable when three (3) members, one of them the President, have voted for it. Decisions will have to be sent to the relevant parties within 24 hours of the end of the match. A member of the Commission may not take part in a working session when the issue involves the team of his country. 14.3 Refereeing Committee The Refereeing Committee will be composed of three (3) members: - FIFA Technical Delegate acting as Competition Manager; - Delegate from the host country; - A member appointed by FIFA Technical Delegate among the representatives of the participating countries. The Refereeing Commission will appoint delegates, referees, assistants and observers throughout the competition of the XVIII Mediterranean Games Tarragona 2018. In accordance with the technical event regulations of each sport at the XVIII Mediterranean Games Tarragona 2018, international juries of appeal will be formed. They will be responsible for ruling on formal protests and appeals 15. Claims Claims will be ruled following FIFA rules. Any claim can be raised by the relevant NOC, in written, in Arabic, French or English, accompanied by a cash deposit which amount is established by FIFA rules. All claims will be addressed to the TIC for Football who will forward them to the secretariat of the Jury of Appeal and to the ICMG Technical Commission. 18

The deposit will only be refunded if the claim is successful. 16. Sport clothing Participants at the Football competition of the XVIII Mediterranean Games Tarragona 2018 will wear a sport uniform in accordance with FIFA and ICMG regulations. FIFA will determine beforehand the playing equipment of each team. Each team must have two (2) sets of jerseys in contrasting colours (light and dark). These colours must be confirmed at the same time as the entries. Players must wear the same number for the duration of the competition, even if they swap their place. Athletes sport clothing and equipment will bear no commercial brand. As an exception, the brand name of the manufacturer of the clothing or the equipment will be tolerated if it is discreet and does not have any advertisement purpose, in accordance to the ICMG and FIFA rules. The same rule will apply for the Medal Ceremonies regarding sport clothing and advertisement. Athletes will step on the podium with the official clothing of their respective NOC. 17. Medal Ceremonies The Medal Ceremonies will take place at the end of each competition. 17.1 Medals and diplomas The following medals and diplomas will be distributed, as per the ICMG rules: 17.1.1 First place Gold medal and diploma for each player of the team in the first place. 17.1.2 Second place Silver medal and diploma to each player of the team in the second place. 19

17.1.3 Third place Bronze medal and diploma to each player of the team in the third place. 17.1.4 From the fourth to the eight place Diploma to each player in the teams in the fourth to the eighth place. 18. Calendar and schedule The competition of Football will take place from Friday 22 June to Saturday 30 June 2018, according to the following schedule (this Schedule is provisional and could vary depending on the final entries): However, depending on the final number of participating teams, the OCGM Tarragona 2018 will establish the final schedule of competitions. On the basis of a 10-team tournament, the competition schedule would be as follows. Technical offices Two offices will provide specific information on the Football competition: - TIC of Football, at the competition venue. - SIC at the Mediterranean Village. These offices will provide information on the schedule of competition, training sessions, transport, list of players and results. 22

20. Approval of the regulations In case of disagreement on the interpretation of these regulations with any other related version, the French version will take precedence. This Technical Manual was approved by the ICMG on 22 May 2016. 23
