1. GENERAL INFORMATION. 1.1 African Youth Games Algiers 2018 The Association of National Olympic Committees of Africa decided to organize in Algiers, Algeria from 18 th to 28 th July 2018, the 3 rd African Youth Games for which a specific organization Committee was established (AAYGOC). The 3 rd African Youth Games Rowing events will be held on four consecutive days. 1.2 Rowing venue : The rowing course for training and races composed of 6 lanes of 2000 m is located on the Boukerdan dam in Sidi Amar Tipaza. link for the venue https://www.google.tn/maps/@36.5217843,2.2960824,3252m/data=!3m1!1e3?hl=fr 1.3 Accommodation All teams will be hosted at Tipaza University City and MUNATEC, both located in the city of Tipaza and are at 35 minutes by bus from to the rowing venue. 1.4 Weather condition. A Mediterranean weather covers the north of Algeria, while a desert climate on the south. Algiers and Tipaza are front of the Mediterranean Sea and the presence of the sea influences the particularly mild climate along the year. Relative to the period of interest (18-28 July) the average values are: Average temperature 27 C, Maximum temperature 31.8 C, Minimum temperature 23.6 C. ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the African Youth Games. 5.1. Age To be eligible to participate in the Youth African Games rowing events, athletes must have been born between 1 January 2000 and 31 December 2001. 6. 7. PARTICIPATION 7.1. Invitation May compete in rowing events in the 3 rd Africans Youth Games, all NOCs members of ANOCA whose federations are members of the FISA and FASA. Competitors who will compete must be nationals of the country they represent and comply with the conditions and regulations set by ANOCA and FISA. There is no standard qualification for 3 rd African Youth Games. However, NOCs are encouraged to register priority athletes how will qualify to 2018 Buenos Aires YOG in Single and Pairs. 7.2. Entries by boat and by name. The entries by boat and by name must be sent to the COJAJ through the National Olympic Committees. 8. ORGANIZATION 8.1 Team managers meeting The team manager meeting and draw will be held on July 18, 2018 at 10:00 in the Rowing venue. The Technical meetings will take place under the responsibility of the Algeria Rowing and Canoe Kayak Federation and will be supervised by the FASA and FISA technical delegates. May take part in this meeting: Team s managers (one per NOC). Coaches (1 per team). The umpires. ANOCA technical committee member. FISA and FASA delegates and ITO. During this meeting : Each NOC confirm the final lists of entry by event. Will made the draw. 8.2. Jury of appeal In general, and unless otherwise provided, a Jury of Appeal shall consist of one (1) Chairman and two (2) members selected by FASA a list of six (6) selected from the participating countries people. The list of members of the Jury of Appeal shall be communicated by the technical delegate of FASA during the team manager meeting. When dealing with cases of complaint, the members of the jury of appeal shall not be nationals of the countries concerned by the claim. 8.3. Umpires FASA have to nominate the jury member for the rowing events and also the president of jury. 8.4. Protests The protests must be made in accordance with the FISA rules. 8.5. Racing clothing Competitors participating in rowing events must be dressed according to the FASA and ANOCA rules. On advertising on sportswear, competitors and technical and medical staff of each participating country must comply with the ANOCA rules. 8.6. Boats and Oars The AAYGOC provide racing boats to the National Olympic committee. The NOCs are encouraged to bring its own oars painted with their national flag. 8.7. Doping control Doping control will be carried out throughout the period of the competition, under the responsibility of the medical board of ANOCA accordance with the regulations of FISA. Athletes summoned to doping control should go to the test station immediately after receiving the notice. The athlete who refuses to submit to examination or declared positive after the test, will be disqualified and punished according to the FISA rules. 8.8 Medals ceremonies. The distribution of medals ceremonies will take place at the end of the final of each category according to the FISA regulations. Page 8 sur 8
