Ailsa Milburn Minutes: Moved Ross Bannister Seconded Paula Hadley that the minutes of the meeting held on 15 January 2018 be confirmed. Matters Arising: Changes to BT Constitution: At the May 2017 Board meeting it was agreed that BTS approach the other two regions seeking their support to make further changes to the BT Constitution at a future time. A letter has been sent to Bowls North and Bowls North West. No responses have been received to date. Sponsorship 2017-18 and beyond At the November 2017 Board meeting it was agreed to take the following actions: The Secretary is to prepare a draft generic sponsorship proposal that can be presented to potential sponsors in future. Further consideration of where we go for a major sponsor will be considered at a future Board meeting of Finance Committee meeting. Work has commenced on the generic sponsorship proposal which should be complete for consideration at the next Board meeting. Discussion paper on Clearance Fees for 2017-18: At the Delegates Meeting in September 2017 the BTS Board advised that it would prepare a discussion paper on clearance fess for 2017-18 for discussion at the next Delegates Meeting. The updated Clearance Policy has been circulated to Clubs for consideration at the next Delegates Meeting. Discussion paper on the future of Pennant: The discussion paper and survey has been sent to Clubs for distribution to members. It has also been placed on the BTS website and BTS Facebook page. At this stage survey forms have been returned by 67 members from 15 Clubs. Timeline: Survey to be returned to BTS by 28 February 2018. Results to be submitted to Delegates Meeting in March 2018. Page 2 of 10 Host Clubs for Southern Bowls Tasmania Events: At the December 2017t Board meeting it was agreed that the BTS Match Committee should allocate host venues for the above. The BTS Match Committee has allocated these events as follows: State Wide Challenge Open - Buckingham State Triples - Beltana State Saturday Pennant Finals - Rosny Park and Sandy Bay Appointment of the above Host Clubs was subject to: Their greens being in excellent condition at least one month before the event and for the duration of the event Their greens running between 14 and 15 seconds. The Secretary has contacted all Clubs to seek ratification that all greens are in excellent condition and will be running between 14 and 15 seconds when the State events are held. Concerns were raised by Board members at the condition of the Beltana green. Moved: Ross Bannister Seconded: Leonie Price that the State Triples Championships and the Champion of Champion Championships be moved from Beltana as its greens are not up to the high standard required by Bowls Tasmania for a State Championship. (Ken Coppleman wished it to be recorded in the minutes that he voted against this motion.) Moved: Rob McGuire Seconded: Shirley Hay that the State Triples Championships and the Champion of Champion Championships be held at Kingborough if it is available else Claremont. Venues for Bowls Tasmania Junior Championships: At its last meeting the BTS Southern Juniors Manager, Margaret Cornish, advised the Board that she had canvassed parents of current juniors with the following outcomes: SWC should rotate around the regions rather than being played at Longford all the time. State Junior Championships should continue to be part of the BT Gala Week. State Junior Selectors should be in attendance at the BT Gala Week. BT has been advised accordingly. BT has advised that this is on the agenda for its February 2018 Board meeting. Bulk billing of capitation fees in Tasmania in 2018-19: This matter was raised as a possibility at the December 2017 RCC meeting. At the last Board meeting it was agreed to write to BT asking for more information on this ASAP. This has been done and BT has advised that this is on the agenda for its February 2018 Board meeting. Coaching Accreditations and Tom O Brien: At the last Board meeting it was agreed that BTS should only use currently accredited coaches. It was further agreed that the Secretary would contact Tom O Brien to remind him of this requirement and that his current accreditation has expired. The Secretary has contacted both BT and Tom O Brien in regard to this matter. Tom O Brien has advised that he has completed all relevant paperwork and it is now with Bowls Tasmania. From Rosie 2

Glenorchy City Concerns re doctoring of greens The BTS Board does not approve the doctoring of greens which is against the spirit of the game. It was agreed to send a reminder to Clubs of this and the penalties that apply in Conditions of Play and ask that Clubs advise Side Captains accordingly and of the need to time greens approximately 20 minutes before the commencement of play. It was further agreed to raise this matter again at the March 2018 Delegates Meeting. It was agreed that Conditions of Play Committee for 2018-19 should consider amending Conditions of Play such that BTS Championships can be played on either grass or synthetic greens. Officiating Panel: As per attached report. Coaches Panel: As per attached report. Moved: Ross Bannister Seconded: Shirley Hay that BTS approach Howrah to request the use of the Howrah Indoor Centre on behalf of the Southern Coaches Panel to hold the winter coaching sessions at the Howrah Indoor Centre on the first Sunday of May, June, July, August and September 2018 from 12 noon to 3 pm with the hire fees to be paid by BTS. Selectors: No reports received. General Business: Venue and date of next Delegates Meeting It was agreed that, subject to confirmation from the Club, the next Delegates Meeting will be held at Sorell at 1pm on Tuesday 27 March 2018. Date and venue for BTS Presentation Cocktail Party It was agreed that, subject to confirmation from the Club, the BTS Presentation Cocktail Party will be held at Rosny Park on Monday 23 April 2018. Date and venue for Annual General Meeting It was agreed that, subject to confirmation from the Club, the BTS Annual General Meeting will be held at St John s Park at 2pm on Sunday 27 May 2018. Page 6 of 10 Glenorchy RSL: At the request of Glenorchy RSL Bowls Club, the Secretary met with the new Board of the Club on Wednesday 14 February 2018. The new President is Jason Spurr and the new Secretary is Roseanne McCann. The Club has been doing a lot of work on its green with the assistance of Cam Tegg from Glenorchy Rodman and would like the BTS Greens Advisory Committee to have a look at the green and give them further advice if needed. The Club would like to receive normal information that BTS sends to other Clubs and hopes to be in a position to enter a team in Midweek Pennant in 2018-19 if that is okay to BTS. It was agreed that Glenorchy RSL would be welcomed back to pennant if it is able to enter one or more teams. It was further agreed to ask the BTS Greens Advisory Committee to have a look at their green and give them advice if needed. Inspection of Greens: The BTS Greens Advisory Committee has been inspecting greens that may be suitable for BTS finals and tabled a report of inspections undertaken to date. BTS Greens Advisory Committee Chairman: The Chairman of the BTS Greens Advisory Committee, Ken Coppleman, advised that he could no longer undertake that role and submitted his resignation which was accepted with regret. SportsTG Results Portal: There have been some problems with the Results Portal with away clubs not going into the system and ensuring that skips and scores match up. The home side is unable to make these amendments. It was agreed that some Clubs need more training in using the Results Portal. President Peter Kirby reported that the current contract with SportsTG expires in June 2018 and if it is not renewed we may have to start again with a new system. When the contract with Sporting Pulse expired a lot of website and database information was lost and had to be re-done. It was agreed that this matter should be raised with BT as a matter of urgency to ensure that the same problems do not happen again. BTS Strategic Plan: The current BTS Strategic Plan needs to be reviewed and updated. It was agreed to leave this to the new Board appointed at the Annual General Meeting. Page 7 of 10 Leonie Price BTS Officiating Panel` BOWLS TASMANIA SOUTH MATCH COMMITTEE Women s Sub-Committee Report February 2018 The BTS RACT DL Reid Singles Championship was held at the Kingborough Bowls Club on 12, 17 and 19 January 2018. Winner was Lyn Triffitt. There were 27 entries received this year compared to 25 entries last year: Many thanks to Kingborough for hosting these championships. The BTS Women s Over 60 s Fours Championships was held at the new Norfolk Bowls Club on 24 and 31 January and 2 February 2018. Winners were Laura Best, Lynn Barlow, Jac Phillips and Ann Hinkley. There were 15 team entries received this year compared to 20 team entries last year: Many thanks to New Norfolk for hosting these championships. Both of these championships were held during the week as there was no room to fit them in on Sunday s. The BTS Women s Open and B Grade Singles Championships were held at the Kingborough Bowls Club on 4, 11 and 18 February 2018. There were 30 entries received this year with last year entry numbers (40) shown in brackets: Open Women 21 (28 in 2016-17) B Grade Women 9 (12 in 2016-17) The only events yet to be run are the BTS Champion of Champions Singles Championships which will be held at the Kingborough Indoors Centre on 7, 8 and 9 March 2018. Page 8 of 10 Leonie Price BTS Officiating Panel` BOWLS TASMANIA SOUTH MATCH COMMITTEE Men s Sub-Committee Report February 2018 The BTS Men s Open and B-Grade singles were completed on Sunday 18 th February 2018. Winner in the Open was Lee Schraner from Rosny Park and the B-Grade was Brad Johns from Franklin. This season the single in all divisions men and women format was changed so players had to mark the first rounds which was played as sectional play. From all reports this worked well except for the one or two players that had a moan why should they have to mark games. The men s Open entries numbers were 45 (last season 36 entries). A big thank you to the clubs that put their hand up to hold the singles championships. Howrah Bowls Club for the men s B-Grade sectional and post sectional and quarter finals play over two Sundays, St Johns Park Bowls Club for most of the men s open sectional play, Taroona Bowls Club sectional and post sectional and quarter finals play over two Sundays and Kingborough Bowls Club for the Open and B-Grade ladies, a section of the open men s and a section of the B-Grade men s sectional play and all finals over three Sundays The southern men s and ladies Champion of Champions singles will be played on Wednesday the 7 th, 8 th and 9 th March which will be held at the Kingborough indoor centre at night starting at 6pm. This is due to players working and the State Champion of Champions competition being scheduled to be played on 12 th March 2018 in the South this year. The request to the Board to include the full law on the movement of players in the next C of P. Discussed the 12 game rule and concluded that at this stage clubs should ask for dispensation where required. The Survey to be sent to all clubs and players was mentioned and the Panel had no further suggestions for inclusion. Officials for the D L Reid, the Over 60 s Championships and the Senior State-wide event were decided.
