The Chairperson of the Arts Commission may extend this time for good cause. Names and, if given, addresses of speakers will be part of the official records and meeting minutes are placed on the City s web-site. 6) Items for Discussion and Action: A. 2018 Friday Flicks Discuss and approve the film selections for 2018. (Chauvel) B. World AIDS Day Discuss and approve the temporary installation of ribbons to acknowledge the commemorative day. (Staff) C. LAGUNA BEACH ARTS COMMISSION Regular Meeting Monday, November 11, 2017 City Council Chambers 5:30 p.m. PRESENT: Recap of Minutes Commissioners: Donna Ballard, Michael Ervin, Pat Kollenda, Suzanne Mellor and Adam Schwerner, Mike Stice and Karen Wood. ABSENT: Suzi Chauvel. STAFF: Siân Poeschl. 1) Michael Ervin called the meeting to order at 5:30 p.m. 2) Minutes of October 23, 2017, meeting were approved as presented. 3) Chair s Announcements: Michael Ervin attended the Creative Placemaking Town Hall meeting noting it was lively and well attended. Mr. Ervin noted an up-coming Artist Talk on Saturday, December 2, 2017, facilitated by Community Art Project at noon at Wells Fargo Bank. Mr. Ervin invited the Commission to the opening ceremony of the Sawdust Winter Fantasy on November 18, 2017. 4) Commissioner and Staff Communications: Mike Stice invited the Commission to the animation exhibition at the Laguna College of Art + Design Gallery. Pat Kollenda visited the work of sculptor Jose Fuster in Jaimanitas, Cuba. Ms., Kollenda attended the Community Art Project annual meeting, at which artist Marlo Bartels presented his recent installations in Brea. Donna Ballard visited Twentynine Palms, a city in the Mojave Desert known for its murals. Karen Wood shared experiences of Paris. Staff noted the proposed temporary installation for outside City Hall would be reviewed by the City Council on December 5, 2017. Staff reported on the recent three day site visit by AEA Consulting regarding the Creative Placemaking assessment. 5) Cultural Arts Funding Presentations Laguna Plein Air Painters Association and Laguna Beach Live! Rosemary Swimm, representing Laguna Plein Air Painters Association (LPAPA) noted their recent invitational event had been successful and that the cost of facility rental was $34,000. Ms. Swimm announced their 2018 LPAPA invitational will be held at the Festival of Art grounds. Cindy Prewitt, representing Laguna Beach Live provided the history and her involvement in the establishment of the Business Improvement District. Ms. Prewitt mentioned that the organization provided 30 concerts a year and noted venue rental was their biggest expense. 6) Public Communications: None. 7) Items for Discussion and Action: A) Restoration: Usher In by John Barber The Commission reviewed the staff report pertaining to the restoration of a second glass panel at a cost of $3,000. The installation, Usher In at 1900 Laguna Canyon Road, by artist John Barber had been initially repaired prior to the summer. Staff noted some concerns with the on-going maintenance needs of the piece. A motion was made to approve the repair at a cost of $3,000 by John Barber. M/S Kollenda/Wood. Yeas: Ballard, Ervin, Mellor, Schwerner and Stice. Noes: None. B) World Music Concert On October 23, 2017, the Commission inquired as to the possibility of presenting a third World Music concert in Heisler Park on June 15, 2018. Staff presented a budget report indicating that there was adequate funds available. Staff recommended increasing the budget for the concerts to $3,500 each performance, which included booking, and audio services. Following discussion a motion was made to present the same number of concerts and have three Sunset Serenades (rather than 4) on May 4, 11 and 18, 2017, and three World Music concerts (rather than 2) on May 25, June 1 and 8, 2017 and increasing the budget to $3,500 per World Music concert. Arts Commission November 11, 2017 Page 2 C) Restoration Projects for the City Owned Public Art Collection Staff presented the status of five restoration projects in process. A number of the restoration projects had been undertake due to immediate necessity for their safety and some because of surrounding maintenance being undertaken. Staff described the restoration in detail. Following discussion a motion was made to approve the restoration of Eternal Legacy, Tranquil Moment, Waves, Grace and the historical Hanging Gate at a cost of $11,750. M/S Ballard/Schwerner. City of Laguna Beach Cultural Arts Department Staff Report To: Arts Commission Meeting Date: November 27, 2017 Agenda Item: A Title: 2018 Friday Flicks Films Location: Festival of Arts Forum Theatre, 650 Laguna Canyon Road Overview The Arts Commission hosts an annual series of free-to-attend film screenings for the public. The selected films are related to arts, artists and culture. Friday Flicks is currently in its 10 th year and is returning to the Forum Theatre at the Festival of Arts following its restoration. Summary of the Matter Arts Commissioner Suzi Chauvel, Cultural Arts Manager Sian Poeschl and Arts Program Coordinator Michael McGregor have discussed potential films for 2018 s showcase and are recommending the following: February 2, 2018- Loving Vincent (2017) In a story depicted in oil painted animation, a young man comes to the last hometown of painter Vincent van Gogh to deliver the troubled artist's final letter and ends up investigating his final days there. Available. Cost: $425 +DVD Trailer: https://www.youtube.com/watch?v=cgzknyhydqi March 2, 2018- The Whole Gritty City (2013) Young members of 3 New Orleans school marching bands grow up in America's most musical city, and one of its most dangerous. Their band directors get them ready to perform in the Mardi Gras parades, and teach them to succeed and to survive. Available. Cost: $200 Trailer: https://www.youtube.com/watch?v=3zl-jth_mui April 6, 2018- Human Flow (2017) Director and artist Ai Weiwei's detailed and heartbreaking exploration into the global refugee crisis. DVD release date expected February. Cost: Unknown Trailer: https://www.youtube.com/watch?v=dvzgytdk_by Recommendation: It is recommended that the Arts Commission approve the recommended films for screening at 7 p.m. at the Forum Theatre, 650 Laguna Canyon Road on February 2, March 2 and April 6, 2018.

MEMORANDUM DATE: November 20, 2017 TO: FROM: Arts Commission Siân Poeschl, Arts Manager SUBJECT: World AIDS Day (Item B) The World Health Organization declared the first World AIDS Day on December 1, 1988. This date became established as one of the world s most successful commemorative days and December 1 is now recognized annually as World AIDS Day. It celebrates progress made in the battle against the epidemic and brings into focus remaining challenges. In November 1989, the City Council adopted a resolution designating December 1 as World AIDS Day to encourage the citizens of Laguna Beach to become educated about AIDS. In March 2006, the City Council approved the installation of black ribbons on art works throughout the City Staff is recommending the installation of the ribbons and the acknowledgement on the following sculptures: The People s Council, Deer Warrior, The Shopper and Waves.

City of Laguna Beach Cultural Arts Department Staff Report To: Arts Commission Meeting Date: November 27, 2017 Agenda Item: C Title: 2017 Children s Holiday Palette Competition Location: City Hall, 505 Forest Avenue Overview The City of Laguna Beach holds an annual exhibition for Holiday Palettes designed by local children ages 5 to 17 years old. All submitted designs are reviewed by the Arts Commission and selected designs are mounted on small wood palettes to be displayed in City Hall throughout December. The selected artists will be recognized with a special awards ceremony preceding the City Council meeting on December 5, 2017. Summary of the Matter This year 188 entries were received from children ages 5 to 14 years old. The Arts Commission will review submissions and selected up to 12 designs to be recognized. Recommendation It is recommended the Commission select one from each age group to be represented as well as two additional designs of considerable noteworthiness.
