FFA CUP PRELIMINARY ROUNDS 2018 SUPPLEMENTARY COMPETITION REGULATIONS -FFV 1. COMPETITION STRUCTURE 1.1. General Information 1.1.1. All Clubs participating in the FFA Cup are bound by FFA Cup Competition Regulations as promulgated by FFA from time to time. 1.1.2. These Supplementary Competition Regulations (Regulations) shall apply to all FFA Cup (FFA Cup) Preliminary Round fixtures administered by FFV and may be amended by FFV at any time. 1.1.3. To the extent there is any inconsistency between these Regulations and the FFA Cup Competition Regulations, the latter shall prevail. 1.1.4. Terms defined in the FFA Cup Competition Regulations and FFV Rules of Competition shall have the same meaning in these Regulations unless otherwise stated. 1.1.5. All Victorian Men s State League (MSL) and National Premier Leagues (NPL) Clubs are required to register and participate in the FFA Cup. Failure to comply may result in a club being penalised under the FFV GDT By-Laws. 1.1.6. The FFA Cup Preliminary Rounds will follow a gradual seeding based on each Club s 2018 Division allocation. In addition, MSL 3 Clubs will be further seeded into an upper 12 and lower 12, based on 2017 positions. Clubs will enter the FFA Cup Preliminary Rounds at the following stages: a. All Clubs in MSL 5 and all non MSL/NPL Clubs will enter the tournament in the Qualifying Round(s); b. All Clubs in MSL 4 and the lower 12 Clubs of MSL 3 will enter at Round One (1); c. All Clubs in MSL 2 and the upper 12 Clubs of MSL 3 will enter at Round Two (2); d. All Clubs in MSL 1 will enter at Round Three (3); and e. All Clubs in NPL and NPL 2 will enter at Round Four (4). f. In the situation a Victorian NPL Club becomes National Premier League National Champions from the previous season. The Club shall be excluded from the Victorian Preliminary Rounds and 2

therefore receive automatic entry into the FFA Cup Final Rounds Round of 32. 1.1.7. FFV may amend the seeding of any Club within the draw as it deems necessary. 1.1.8. All Round winners will proceed to the next Round. 1.1.9. All Round draws will be random with no separation of seeds within each round. 1.1.10. Where required, a bye round will fill any vacant slots in the draw process. 1.1.11. The competition progression will be as follows: a. Qualifying Rounds: All Clubs outlined in Regulation 1.1.6.a with winners progressing to Round One (1). b. Round 1: All Clubs outlined in Regulation 1.1.6.b plus the winners of all matches outlined in Regulation 1.1.11.a with winners progressing to Round Two (2). c. Round 2: All Clubs outlined in Regulation 1.1.6.c plus the winners of all matches outlined in Regulation 1.1.11.b with winners progressing to Round Three (3). d. Round 3: All Clubs outlined in Regulation 1.1.6.d plus the winners of all matches outlined in Regulation 1.1.11c with winners progressing to Round Four (4). e. Round 4: All Clubs outlined in Regulation 1.1.6.e plus the winners of all matches outlined in Regulation 1.1.11.d with winners progressing to Round Five (5). f. Round 5: Winners of matches outlined in Regulation 1.1.11.e with winners progressing to Round Six (6). g. Round 6: Winners of matches outlined in Regulation 1.1.11.f with winners progressing to Round Seven (7). h. Round 7: Winners of matches outlined in Regulation 1.1.11.g with winners progressing to the National FFA Cup Round of 32. 1.1.12. FFV may alter Competition Fixture dates, venues and /or kick off times and dates as it deems necessary in its sole and absolute discretion. 3

1.2. Player Eligibility 1.2.1. FFV s 2018 Grievance, Discipline and Tribunal By-Law (GDT) shall apply where a Club fields an Ineligible Player in any FFA Cup Preliminary Round match, or otherwise commits a breach of the National Disciplinary Regulations or FFA Cup Competition Regulations where applicable. 1.2.2. To be eligible to participate in the FFA Cup Preliminary Rounds in Victoria, players must be at least 15 years (or older) in 2018 unless an application to FFV for exemption from Regulation 1.2.2 is made by the player s Club on behalf of a player and is accepted by FFV. 1.2.3. Any such request for an exemption must at a minimum meet the following criteria. The player: a. must be supported by a signed letter from the player s Club supporting the application; b. be supported by a signed letter from the player s Team coach; and c. be supported by a signed letter of consent from the player s parent or guardian supporting the application. d. must be eligible to participate in the 2018 Senior Competition of the affiliated League/Association. 1.2.4. All player dispensations referred to in Regulation 1.2.2 will be considered by FFV at its sole and absolute discretion. 1.2.5. If any application does not satisfy criteria in Regulation 1.2.3.a., FFV may request additional information before considering the application. 1.2.6. In accordance with clause 13.2(a) of the FFA Cup Competition Regulations, to be eligible to play in the FFA Cup, players must be currently registered to their Club in accordance with the National Registration Regulations. 1.2.7. In addition, for the Preliminary Rounds, players must be registered to their Club in accordance with any FFV registration rules applicable to that Club s senior men s team (which, for a National Premier Leagues Club, includes the Player Points System). 1.2.8. Where a Club makes more than the permitted three (3) substitutions in a FFA Cup match, the additional substituted Player(s) will be deemed ineligible for the purposes of that fixture. 4

2. FIXTURE REQUIREMENTS 2.1. Ground Marshals 2.1.1. Each Club must provide the number of marshals (Ground Marshals) directed by FFV. 2.1.2. Ground Marshals must: a. be at least 18 years old and provide the Match Official with their name; b. be in a clearly identifiable uniform; c. be visible from the field of play at all times; d. escort the Match Official(s) to and from the change rooms and the Field of Play at the commencement of the fixture, at half time and at full time; and e. where required, assist the Match Officials(s) to ensure a safe playing environment for all Players, Club Officials and spectators. 2.1.3. Match Officials must not leave their dressing rooms to enter the Field of Play or return to their rooms from the Field of Play until the identifiable Ground Marshals are present. FFV may vary the minimum Ground Marshal requirements for any Preliminary Round Fixture at any time. 2.1.5. Each home and away Club is required to provide 50% of the required Ground Marshals for each Preliminary Round Fixture, failure to do so resulting in the Club being subject to a penalty under the GDT. 2.2. Player s Strip 2.2.1. Team Strip a. All Clubs must nominate a Home and an 'Alternate' playing strip prior to the commencement of that Club s first FFA Cup match in 2018. The Club s Home and 'Alternate' playing strips must be entered into the FFA Cup 2018 Preliminary Rounds Registration Form. 5

The Home Club is the first named Club in the fixture for the purposes of strip allocation for a fixture, irrespective of where the fixture is played. b. The Home Club in each Preliminary Round fixture is required to wear their nominated Home playing strip, unless otherwise instructed by FFV. c. In the instance of a strip clash between the home and away Team as determined by the Match Official, the away Team is required to provide a sufficient alternate playing strip, as determined by the Match Official and/or FFV. d. A Club may be penalised and a forfeit win awarded to the nonoffending Team if a Preliminary Round fixture does not commence due to an inability to resolve a clash of strips, and it can be established that such Club or Team did not comply with Rule 2.2.1.c. Match Balls 2.3.1. The Home Club shall provide the Match Official with three (3) match balls (size 5) no later than 30 minutes prior to the start of the FFA Cup Preliminary Round Fixture. 2.3.2. All Clubs must use a licensed match ball from one (1) of FFV s licensed ball manufacturers as advised by FFV from time to time (see FFV Website). Where directed by FFA or FFV, Clubs must use the Official FFA Cup Match Ball. In addition, all Round 7 fixtures must use the Official FFA Cup Match Ball supplied. 2.3.3. Any breach of the match ball licensing arrangements must be reported to FFV by the Match Official. 2.3.4. A failure to comply with Regulation 2.3 will result in a fine at level BR2 as set out in the GDT. 6

2.4. Results of Matches 1.1.1. Clubs must list on the Match Record all players taking part in a Competition Fixture and must produce to the Match Official a Match Record not less than 30 minutes before the commencement of any FFV Competition Fixture. 1.1.2. If a Club disagrees with any of the details on a Match Record prior to the commencement of the fixture, the fixture must still take place as per the fixtured start time. 1.1.3. A Club will be guilty of Misconduct if: a. any player listed on the Match Record is ineligible in accordance with either these Rules or the GDT; or b. more than 16 players are listed on the Match Record; or c. it fails to list on the Match Record the shirt number, full name and FFA ID number for each player, or adds players to the Match Record after submission to the Match Official (and without the Match Official s permission), and shall be processed in accordance with the terms of the GDT. 1.1.4. A representative from each Team must sign the Match Record at the conclusion of the Competition Fixture and should do so only after the appointed Match Official has recorded all outstanding details. 1.1.5. If a Club disagrees with any of the details on a Match Record (either its own or the opposition s), the Club must sign and indicate any disputed information by circling the detail in question. Only the following information can be disputed: a. Goal Scorers; b. Red and Yellow Cards; c. Final score; or d. Player eligibility. 1.1.6. Match Record Disputes will only be investigated by FFV in the following circumstances: a. The Match Record and a request to conduct a match investigation is lodged with FFV within 48 hours of the conclusion of the Competition Fixture; and b. The following evidence is submitted by the Club in support of its request for a match investigation: 7

i. Full Match Record; ii. Video and/or photographic evidence; iii. Statutory Declaration(s); and iv. Any other information accepted from the Club at the discretion of FFV. 1.1.7. FFV may extend or abridge the deadline referred to in Rule 3.3.5.a. at its discretion. 1.1.8. Match Records will only be amended if FFV is satisfied that the information disputed is proven beyond reasonable doubt. FFV s decision is final in this regard and is not appealable. 1.1.9. Once signed by all parties at the conclusion of the Competition Fixture, each Club must make a copy of its Match Record available to the opposing Team. 2.4.1. Minimum Requirements to be entered by the respective Home Club and Away Club a. All results information shall be entered online via SportsTG no later than 60 minutes following the conclusion of each match. 2.4.3. Clubs which fail to notify FFV of the results of any FFA Cup Preliminary Round match by the time and in the manner stipulated above may be fined at the level of BR1 and may be further penalised under the GDT. 2.4.4. Clubs are obliged to participate in FFA Cup Preliminary Round fixtures. Any Club which fails to do so may be penalised as per Regulation 1.1.5. in addition to the following: a. the Club will be deemed to have forfeited the fixture; 8

b. if notified of Non Participation by 9.00am five (5) days prior to the fixture no fine will apply; and c. if notified of Non Participation after 9.00am and less than five (5) prior days to the fixture, a Club may be fined at level BR2. 2.4.5. In the event of forfeit without adequate notification to FFV, the payment of any Match Official Match Fees is entirely (100%) the responsibility of the non-participating Club. The payment will be shared (50%) if both Clubs do not participate in the fixture. 2.5. Venue Requirements 2.5.1. Qualifying Round - Round 3: Senior Venue class venue more particularly described in Schedule 2 of the FFV Rules of Competition (ROC). 2.5.2. Round 4 - Round 7: Senior class venue more particularly described in Schedule 2 of the ROC, or as otherwise approved by FFV at its sole and absolute discretion 2.5.3. FFA Cup Preliminary Round fixtures may be played on a pitch with a synthetic surface provided it has been constructed and maintained to at least FIFA standard or as otherwise approved by FFV. 2.6. Lighting Standards 2.6.1. Clubs wishing to play Preliminary Round fixtures under lights must ensure that the facility lighting complies with FFV s Football Lighting Policy as published from time to time. Each Home Club must allocate one (1) stretcher suitable for first aid and emergency use at all FFA Cup Preliminary Round fixtures. 2.7.2. Each Home Club must provide a First Aid Kit including, but not limited to: a. Band Aids; b. Bandages; and c. Ice Pack (or other available ice). 9

2.8 Hosting of FFA Cup Preliminary Round Fixtures 2.8.1 The Club drawn first and named first on published fixtures will be the Home nominated Club. 2.8.2 Home Clubs must provide a venue and kick off preference within three (3) business days from the publication of the draw, subject to the following conditions: a. if the Home Club is unable to provide a suitable venue the second named Club of the fixture will be given two (2) business days to provide both a venue and a kick off preference; b. if any Club provides written confirmation of their inability to host the match prior to the deadlines set in Regulation 2.8, the Clubs forfeit their hosting rights including kick off preference; c. in the event that neither participating Club can provide a venue, FFV at its sole discretion will provide a venue and allocate a kick off date and time. This shall not be appealable; and d. due to time constraints, for all Round 2, Round 3 and Round 4 fixtures, the Home Club must inform FFV of their nominated home ground within 48 hours of the draw, unless otherwise advised by FFV 2.8.3 FFV may alter the deadline for venue and kick off preferences outlined in Regulation 2.8.2 as it deems necessary and at its sole discretion. 2.9 Security & Policing 2.9.1 The Club which hosts a Preliminary Round fixture is responsible for security and/or police as directed by FFV. Ordinarily this will be wholly the responsibility of the Home listed Club but FFV reserves the right to require any Club involved in a Preliminary Round fixture to meet FFV determined security requirements. 2.9.2 All Clubs, players, Match Officials and Club Officials participating in an FFA Cup match much comply with the FFV s Match Day Risk & Security Policy as promulgated by FFV, and any security arrangements put in place as a result of the application of that policy 10

3 FIXTURE DETAILS 3.1. Admittance to Preliminary Round Fixtures 3.1.1. Conditions of Entry to Venues 3.2. Match Official Fees 3.7.1.1 FFV s and FFA s conditions of entry to venues apply to all matches in the Preliminary Rounds. Each hosting Club shall display those conditions at each entry point to the venue. 3.2.1. The Home Club is responsible for the payment of Match Officials fees as published by FFV from time to time, however: a. Should the Home listed Club not provide a venue and the Away listed Club provide a venue, the Away listed Club will be responsible for the Match Official fees. 11

b. Where agreed upon in writing between competing Clubs, Clubs may split the payment of Match Official fees. 3.2.3. If any FFA Cup Preliminary Round fixture is played at an FFV selected neutral venue the Match Official fees are split equally between the participating Clubs. 3.3. Fixture Time and Playing Days 3.3.1. FFA Cup Preliminary Round fixtures will be played on either: Friday, Saturday or Monday, although FFV may schedule FFA Cup Preliminary Round fixtures on other days as it deems necessary, or otherwise approves. 3.3.2. Friday or Monday night FFA Cup Preliminary Round fixtures may not kick off earlier than 7:00pm or later than 8:00PM, unless the FFA Cup Preliminary Round fixture has been rescheduled according to Rule 4.3 of the ROC or as otherwise determined by FFV. 3.3.3. FFA Cup Preliminary Round fixtures cannot be scheduled for a Friday or Monday night if the distance between the home venues of the two (2) Clubs exceeds 50km, unless upon written agreement of the two (2) Clubs, or otherwise determined by FFV. 3.3.4. FFA Cup Preliminary Round fixtures may not kick off earlier than 12:00pm or later than 8:00pm, unless either fixture has been rescheduled according to Rule 4.3. of the ROC, or as otherwise scheduled by FFV. 3.3.5. Where a Regional based Club (as determined by FFV) is fixtured against a Metropolitan or another Regional based Club in the following FFA Cup Preliminary Rounds; Qualifying, Round 1, Round 2, Round 3 or Round 4, FFV may in its sole and absolute discretion direct a set kick off time to allow sufficient travel time to and from the venue for the Away Club. 3.3.6. Fixtures may be played on alternate days and times with the written consent of both competing Clubs providing it does not negatively impact the draw or future rounds. 3.3.7. Where possible, each Round 7 fixture will be scheduled on a separate date. The scheduling of Round 7 fixtures is at the absolute and sole discretion of FFV. 12

4 GDT APPLICABILITY 4.1 FFV s 2018 Grievance, Discipline and Tribunal By-Law (GDT) will apply in any FFA Cup Preliminary Round Match in respect of all Red Cards, Yellow Cards and Misconduct matters or otherwise where a Player or Club commits a breach of the National Disciplinary Regulations or FFA Cup Competition Regulations as applicable. 13
