SOUTH WEST BOWLING LEAGUE LADIES PENNANT CONDITIONS Amended: 26/04/17 1. Pennant matches in the SW League to be under control of the Match Committee who will also deal with any disputes arising in Pennant matches in conjunction with the disputes Committee. 2. (a) All Clubs in the League submit their Pennant sides to League Secretary by 2 nd Monday in September. 2 P a g e (b) The number of teams of four (4) players each, which shall constitute a side in each division, shall be set at an interim meeting of the League which shall also decide how many sides and from which Clubs shall comprise the Pennant divisions. (c) (i) First and Second divisions to have eight (8) sides before filling lower Divisions. (ii) If insufficient players to fill 8 second division sides use rule 2(b) to make second division eight (8) to a side instead of twelve (12). (d) The Match Committee have the right to arrange the eight (8) sides in each Division by using the previous years Pennant result to relegate or promote sides. No Club to have more than two (2) sides in any Division. If there is insufficient numbers to have a Division Three competition, the Match Committee have the right to rearrange Division Two to fit sides if possible. (Relegation to commence in 2013/2014 and promotion AND relegation from 2014/2015) (e) To make up team numbers, two (2) Clubs may combine players to form an extra team. 3. The SW League Greens Inspection Committee to be asked to inspect greens for Pennants and league Championships. 4. Any Club that uses another s green at the beginning of the season, due to own greens not passed for pennants must keep to the fixture in the second half. The Club using another s greens must pay the same green fees as the Borrowed Club would pay. 5. All greens to be prepared for play Tuesday morning. 6. That all Clubs are required to have a flag flown on Pennant Days. 7. Before play in Pennant matches commences, an Umpire must be appointed by the Home Club. 8. Welcome address made by Host Club for Pennants, (no response)

9. The starting time of Pennants shall be 9.30am with trial ends at 9.15am unless permission of the League Match Committee has been obtained. 10. Each Pennant match will be 21 ends. 11. No Pennants are to be played on Melbourne Cup Day. When a Pennant fixture has been fixed for a certain date by the League, the Pennant fixture should not be cancelled by a Club for internal reasons. If any two (2) Clubs were in agreement to play on another day of the week, permission should be granted. 12. A preliminary trial ends of two (2) ends shall be permitted on the drawn rink in Pennant matches provided sufficient time is available before the appointed time of play. No practice shall be allowed before the appointed time. 13. If a Club has more that one (1) side in any Pennant division, colours be used instead of numbers. 14. If possible Derby s be played in the second or third game of each round. Pennant teams play opposing Skips alternately in the season. 15. Wherever practicable Clubs shall meet twice during the season on a home and away principle. (A plays B in the first round, B plays A in the second round). 16. No Pennant matches played the week of Christmas. 17. Pennant matches do not resume after Christmas break until the 2 nd and 3 rd week in January. 18. Each Club shall be able to move players around between divisions and colours until the completion of the first round or a date set by the Match Committee. (a) At the completion of the first round, when a Club has two or more sides competing in the same division, each colour will be considered to be a separate Club. (b) Immediately following the completion of the first round, and before the start of the second round, each Club will furnish to the Pennant Recorder a detailed list of all members eligible to play, declaring the Club sides (colours) to which each member is tied within the various divisions. This will be the players registered position. These nominated colours will be binding for the remainder of the season and penalties will apply for breaches. Infringement Penalty for all infringements of Pennant Conditions is loss of half possible points, i.e. 3 points for 12 player side: 2 points for 8 player side. (c) In the second round no restriction shall be placed upon a Club promoting any player to a higher division (within her registered colour) for two (2) matches and returning her to her registered position. 3 P a g e

(d) A player must have played 3 games in her division or a lower division to be eligible to play in finals. (e) When a Club has two (2) sides in any one division and a bye occurs in that division, no player may be used from the side with the bye to play in the other side s fixture without the approval of the League Match Committee. This rule only applies after the first round. 19. If the weather forecast for Bunbury is 39 degrees, then all Pennants should be cancelled. (Pennant Recorder to contact Pennant Managers following the previous night s forecast). (a) If during a Pennant game the temperature reaches 37 degree, the Umpire of the day WILL terminate play at such venue. All Clubs MUST have a thermometer visible from the greens for all umpires to determine the temperature. (b) If a Pennant game is called off by the Green s Director, Umpire or League, owing to inclement weather the points for that game be halved, instead of rescheduling the game. (c) In the event of inclement weather Home team Manager to notify visiting team of the situation by 7.30am. To enable this to work, a list of all Pennant Managers phone numbers to be available to each Club. (d) If the Greens Director or Umpires decides that play shall not resume after interruption the following shall apply. 1. Match shall be abandoned and a decision made in a side of 12, if not less than 42 ends (2 thirds) completed in accordance with the aggregate score at that stage. 2. Side of 8 as above same conditions apply except 28 ends (2 thirds) have been played. 3. If less ends than stated above have been played, the match shall be deemed to be a tie with equal points taken and no score recorded. 20. That Pennant fixtures be arranged so that, if possible, all divisions (1, 2 & 3) will start and finish on the same day (as division 1 & 2) 21. Points system as recommended by Bowls W.A. shall be adopted. For three (3) rink divisions 3 points for an overall win, plus, 1 point for each rink win or half point for each rink draw. Total score 6 points. For two (2) rink divisions - 2 points for an overall win plus, 1 point for each rink win or half point for each rink draw. Total score 4 points. 4 P a g e

22. At the end of the Pennant schedule the top four (4) knock out will be played to determine the Pennant winners. Rd 1 (A) - First place Team v Second place Team Rd 1 (B) - Third place Team v Fourth place Team Rd2 - Loser (A) plays Winner (B) Rd 3 Winner (A) plays winner Rd 2 for the Pennant Semi Finals, Preliminary Finals and Grand Finals will be played over 2 consecutive weeks. Semi Finals and Preliminary Finals shall be played on the same day and to be played at the Club that finishes on top of each division. Semi Finals to be played in the morning. Preliminary Finals to be played in the afternoon. Grand Finals of all divisions are to be played at the same neutral ground. At the Pennant Grand Finals, the Match Committee is to arrange for a progressive scoreboard and for rink scores to be changed on each end. Clubs are to use stickers on bowls for easier identification by spectators. In the event that two teams from one Club are playing against each other in a Final, only one team will use stickers. 23. If a tie occurs in a play-off, an extra end or ends shall be played until a decision is reached, Leaders to toss for the mat as in the start of the match. 24. Results of Pennant matches shall be forwarded to the League Pennant Recorder on the day of play; forms also to be forwarded to Recorder either by fax or email following the game. In default, a fine of $10.00 shall be imposed for each breach of the By-Laws. 25. The League Pennant Recorder is to send out the Pennant points to all Clubs every week. 26. No less than six (6) Pennant matches should be played throughout the season to be eligible to receive a Bowls WA Pennant brooch. Also a reserve who did not play 6 pennant matches throughout the season but who played in the Pennant finals on the day be awarded a Pennant brooch. 27. All players pay green fees for Finals and Grand Finals. 28. A certificate to be given to the Runner-Up in all Pennant Divisions. 5 P a g e
