SAILING INSTRUCTIONS DANA WEST YACHT CLUB ANNUAL CHARITY REGATTA Benefiting the American Cancer Society Dana West Yacht Club, June 1-3, 2018 1. RULES 1.1 The regatta will be governed by the Racing Rules of Sailing and by any class rules that may apply. US Sailing Prescriptions to Rules 63.2 and 63.4 are deleted. This changes Rule 63. The Organizing Authority (OA) is the Dana West Yacht Club. 1.2 RRS 29.2 - General Recall, Race Signals AP is changed: In the event of a general recall, the re-called class will start five minutes after the last scheduled class. This changes RRS 29.2. 1.3 Appendix T, Arbitration, will apply. 1.4. Appendix V, Rule V1, Penalty At The Time Of An Incident, will apply. 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the window adjacent to the front entrance of the Dana West Yacht Club (DWYC). This will be the Regatta s Official Notice Board. 3. CHANGES TO SAILING INSTRUCTIONS Any changes to the sailing instructions (SI s) will be posted before 0930 on the day they will take effect, except that a change to the schedule will be posted by 2000 on the day before it will be in effect. Changes to the sailing instructions may be made on the water (RRS 90.2.c) as follows: Code flag L will be displayed and signaled by air horn. When code flag L is displayed with one blast of an air horn, participants should sail by the race committee signal boat to orally receive any changes to the sailing instructions made on the water. Participant s failure to do so will not be grounds for redress. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the flagstaff of DWYC and signaled by air horn. 4.2 When flag AP is displayed ashore, the time for the first warning signal of the day will be no less than 60 minutes after the AP flag is removed unless at that time the race is postponed or abandoned. 6. CLASSES There will be PHRF, Non-Spinnaker and ORCA classes. In the Cruzing Fleet there may be a Spinnaker / Gennakers Class depending on total registrations and Headsail-only classes (RRS 50.4). A race list of the class breaks will be included in the race packet and posted on the Regatta s Official Notice Board and the DWYC webpage. 7. RACING AREAS Newport to Dana Point Race The starting area will be approximately 0.5 NM from the east jetty of Newport Harbor on an approximate bearing of 120 o magnetic to Dana Point finish area in the vicinity of the lighted Buoy G (FL G 2.5 sec.) and the signal boat. Buoy Races The race area, No. 1, will be approximately 1.9 NM from the entrance of Dana Point Harbor on an approximate bearing of 120 o magnetic. Random-Leg Races The Random Leg race area No. 2 will be in the vicinity of the start/finish area and course description designated on the Dana Point Race Chart v.07.1. 8. COURSES Newport to Dana Point Course Start and leave the whistle buoy (FL R 2 sec.) off Dana Point to port and then finish. The approximate rhumb line to the whistle buoy is 120 o magnetic. For scoring purposes, the course length will be 12 nm. Buoy Courses Use the Buoy Race Chart Supplement attached to these instructions (Race Area No. 1). The course will be designated by the hoist of an international code numerical pennant, and the bearing to the first mark will be displayed on a board on the signal boat. Random-Leg Courses Use the Dana Point Race Chart v.07.1 (Race Area No. 2). The course will be designated by displaying the course number (from the Race Chart) on a white board and/or the mark letters, in the order in which they shall be rounded, on the white board on the stern of the signal boat. Leave marks to port unless designated by the subscript S ; those, leave to starboard. This changes the Race Chart. 9. MARKS 9.1 The Starting Marks for the Newport to Dana Point race will be the signal boat and orange inflatable tetrahedron. For the Newport to Dana Point race the Whistle buoy (FL R 2 sec.) is a course limiting mark to be left to Port. The Finish Mark for the Newport to Dana Point race will be the lighted Buoy G (FL G 2.5 sec.) and the signal boat. 9.2 The Starting/ Finish Marks for the Buoy races will be an orange flag on/or near the signal boat at the starboard end and a floating staff with an orange flag on it at the other end. 9.3 The Starting and Finishing Marks for the Random Leg races will be an orange flag on/or near the signal boat at the starboard end and an orange inflatable tetrahedron at the other end. 9.4 For the Buoy Races, the course marks W and L will be orange inflatable tetrahedrons. Replacement marks will be as listed in SI 10.1. 9.5 For Random Leg Races, the rounding marks are selected from the Dana Point Race Chart v.07.1 and designated as per SI 8. 10. CHANGE OF THE NEXT LEG OF THE COURSE 10.1 For Saturday PHRF race, to change the next leg of the course, see rule 33. The new mark will be a yellow inflatable tetrahedron. When in a subsequent change a new mark is replaced, it will be replaced by the original mark. Other marks may be moved without signaling to maintain the course configuration. 11. SKIPPERS MEETING There will be a competitors meeting at 0930 on Saturday, June 2, 2018 at DWYC. 12. CHECKING IN Before the first Warning Signal of the day, each boat shall sail past the stern of the signal boat when it is anchored on station in the starting area and displaying code flag L. She shall hail her sail number until the Race Committee acknowledges by hailing sail # checked in. 13. THE START 13.1 Races will be started using Rule 26. A heads-up signal (several short horn blasts) may be given approximately one minute before the first warning signal of each race scheduled for the day. 13.2 Boats whose warning signal has not been made must keep clear of the starting area. 13.3 In the event of a general recall, the re-called class will start five minutes after the last scheduled class. This changes RRS 29.2. 13.4 RECALL In the event of an Individual Recall, the Race Committee will display the X flag SI 2018 DANA WEST YACHT CLUB CHARITY REGATTA 2018 4
and make one (1) sound signal. The Race Committee will attempt to notify recalled boats by hailing their sail number over the designated VHF channel. See SI 21.1 for class/channel assignment. Failure of a boat to see or hear her recall notification shall not relieve her of her obligation to start correctly and shall not be grounds for redress. A boat s position in the sequence of hailed numbers or broadcast numbers shall not be grounds for redress. 14 THE FINISH 14.1 Newport to Dana Point Race. The finish line for Newport to Dana Point will be between the lighted Buoy G (FL G 2.5 sec.) and the staff displaying an orange flag on the signal boat. 14.2 Buoy Races The finish line will be between the staff displaying an orange flag on the signal boat and the finishing mark. 14.3 Random-Leg Races The finish line will be between the staff displaying an orange flag on the signal boat and the finishing mark. 15. TIME LIMITS For the Newport to Dana Point race on Friday, boats finishing later than 1730 will be scored DNF. This changes RRS 35 and A 4. On Saturday and Sunday, no race shall be started after 1500. This changes RRS 35 and A 4. For PHRF classes on Saturday and Sunday, boats finishing later than 30 minutes after the first boat in their class finishes will be scored DNF. This changes RRS 35 and A 4. For Non-Spinnaker and ORCA classes on Saturday and Sunday, boats finishing later than 30 minutes after the first boat in their class finishes will be scored DNF. This changes RRS 35 and A 4. 16. RETIRING FROM A RACE A boat that has checked in and subsequently retires from a race prior to finishing shall notify the Race Committee and obtain their acknowledgement before leaving the race course area by coming within hail or making contact on the appropriate VHF Channel (see SI 21.3) and receive acknowledgement. If this is not possible she shall promptly report her actions to Race Headquarters on shore. SI 2018 DANA WEST YACHT CLUB CHARITY REGATTA 2018 5
17. PROTESTS AND REQUESTS FOR REDRESS 17.1 Protest forms will be available at the table by the front entrance of DWYC. 17.2 For Friday s Newport to Dana Point race, the Protest time ends at 1830 or 60 minutes after the signal boats docks, whichever is earlier. For Saturday and Sunday races, the time limit is 60 minutes after the appropriate signal boat docks. The signal boat(s) docking time(s) will be posted on the Regatta s Official Notice Board. 17.3 The protest committee will post a list of the protests filed, the times and place(s) for the hearings, on the Regatta s Official Notice Board. Boats are responsible for checking this posting. Failure to do so is not an excuse to be absent from a hearing. 17.4 The jury will attempt to hear protests in the order received. Protests will be heard as soon as possible after receiving the protest form. 19 SCORING 19.1 The low-point scoring system of Appendix A will apply. No scores will be excluded for the Wesley Hawkins Bowl and Jim Ferguson Trophy. 19.2 Regatta scores will be the best three (3) eligible scores in the PHRF classes and the best two (2) eligible scores for the Cruzing Fleet. The number of races used will be reduced by one for each scheduled race that is abandoned and not re-sailed. 19.3 Each Cruzing Fleet boat will be rated using either the appropriate PHRF or an arbitrary rating to be determined solely by the DWYC race committee. Ratings assigned by the DWYC race committee are not subject to redress. 20. EQUIPMENT 20.1 Cruzing Fleet are requested, but not required, to have sail numbers. 20.2 The race package for Cruzing Fleet will contain a colored ribbon which must be flown from the back stay rigging approximately 6 feet above deck. This instruction is not protest able by a boat. 21 RADIO COMMUNICATION 21.1 The Race Committee will use the following VHF Channels for communication: Channel 69 All boat on Friday and Sunday Channel 69 Saturday PHRF boats Channel 72 Saturday Cruzing Fleet and ORCA 21.2 The Race Committee will make use of VHF radios to keep sailors informed of On Course Side (OCS), Postponements and other information regarding the racing. Failure of the Race Committee to hail, failure of the amplification system or radios, the order of the hail, or failure of a boat to hear a hail shall not be grounds for a boat to request redress. This instruction changes RRS 41 and 62.1. 21.3 The race committee may transmit race information to participants on these channels. Notification of retirement shall be made on these channels. 21.4 While racing, a boat may neither make radio transmissions nor receive radio communications not available to all boats. 22. AWARDS Awards will be awarded in each class daily for completed races as follows: First through third place in class will be awarded for each race daily. Friday race trophies will be presented on Saturday. Overall Series Trophies will be awarded after the last race on Sunday as follows: PHRF - first through third in class. Cruzing Fleet - first through third in class. ORCA class First through second in class Perpetual Trophies to be awarded are: WESLEY HAWKINS BOWL PHRF, Best score, no throw outs, class breaks will not be removed to calculate final results. Monohulls only. JIM FERGUSON TROPHY Non-Spinnaker Class, Best score, no throw outs, class breaks will not be removed to calculate final results. COMMODORE CUP Top racer fund-raiser. DWYC Commodores Cup - Top fund raiser. 23. DISCLAIMER OF LIABILITY 23.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
