INVITATION Southport Yacht Club extends a warm invitation to owners, skippers and crews of all eligible boats to enter and compete in the 2019 Bartercard Sail Paradise Regatta to be sailed on Windward/Leeward, Triangle and Ocean Passage Courses on the waters off Main Beach and Surfers Paradise from the 6th to 9th January 2019. This Regatta will also be incorporating the Club Marine Pittwater to Paradise Yacht Race and the Australian Sailing Queensland Yachting Championships. ORGANISING AUTHORITY The Organising Authority shall be Southport Yacht Club Inc. (SYC) located at 1 Macarthur Parade, Main Beach QLD 4217. Phone (07) 5591 3500. 1 RULES AND REGULATIONS 1.1 General 1.1.1 Race will be governed by the following current versions of: 1.1.1.1 The Rules as defined in the Racing Rule of Sailing 2017-2020 (RRS) of World Sailing (WS) 1.1.1.2 The 2017 2020 Prescriptions and Special Regulations (SR) of Australian Sailing (AS) 1.1.1.3 The IRC Rule 2018 Parts A, B & C 1.1.1.4 The ORC Rating System Rules 2018 1.1.1.5 The rules of the Offshore Multihull Rating rule (OMR) where applicable 1.1.1.6 The Australian Measurement System (AMS) Rules and Regulations 1.1.1.7 The Sports Boats Measurement System (SMS) Rules and Regulations 1.1.1.8 The Rules and Regulations of each One Design Class for which there is an eligible boat entered in the Races 1.1.1.9 The International Regulations for the Prevention of Collisions at Sea (1972) 1.1.1.10 Appendix T Arbitration will apply 1.1.1.11 A State Jury will be appointed for the Regatta 1.2 Australian Sailing Special Regulations 1.2.1 Part 1 for Category 4 events shall apply. 1.3 Changes to the Racing Rules of Sailing (RRS) 1.3.1 RRS 41: Whilst racing a boat may retrieve data from any page of the event website www.sailparadise.com.au. 1.3.2 RRS 49.1: Shall not apply to Sports Boats if racing in compliance with their respective class rules and it is noted on the Sports Boats SMS certificate that the boat incorporates hiking devices. 1.3.3 RRS 51: Boats not racing in IRC Class shall request permission from the Race Committee to use moveable and/or variable ballast for the purpose of increasing stability. Any such request must be accompanied by full details of the system involved, and any such system will be taken into account in establishing the yacht s handicap. Stored power may be used for the operation of movable ballast systems. 1.3.4 RRS 52: Does not apply to the adjustment and operation of sails or the adjustment of moveable appendages on any boat. 1.3.5 RRS 61.3: there is no time limit on protests by the RC or the Protest Committee (PC) 1.3.6 RRS 63.7 The Notice of Race and the Sailing Instructions - If a conflict occurs between the Notice of Race and the Sailing Instructions, the rules of the Sailing Instructions shall prevail. 1.3.7 RRS 78.2: Valid rating/class certificates shall be submitted at time of entry and must be updated (if any changes) by no later than 1700hrs Saturday 5 th January 2019. 2 ADVERTISING 2.1 Boats may be issued bow numbers by the OA. Bow numbers are to be placed on the Boat according to the SI s. 2.2 All Boats will be issued Class Flags by the OA. Whilst racing Class Flags shall be clearly flown astern. 3 ELIGIBILITY OF BOATS 3.1 The regatta is open to boats that meet the following entry requirements: 3.2 All boats shall: 3.2.1 Comply with the AS 2017-2020 Special Regulations Part 1 for Category 4 events. Spot check audits may be conducted at random by the OA at any time throughout the Regatta 3.2.2 Be registered with a Yacht Club affiliated with its National Authority 3.2.3 Shall hold a current Public Liability and Third Party Insurance Policy to the value of not less than AUD$10 Million, which includes coverage for racing in the Regatta. 3.3 Requirements for Monohull Boats 3.3.1 Be built in accordance with the AS SR Part 1, Section 3.03 3.3.2 Satisfy the stability criteria of the AS SR Part 1, Section 3.04 3.4 Requirements for Multihull Racing Boats 3.4.1 Submit an OMR rating certificate ratified by MYCQ and listed on the MYCQ register at www.mycq.org,au 3.4.2 3.5 Competitors may enter for one of the following Classes: 3.5.1 IRC & ORCi shall hold a current relevant measurement certificate and must submit a copy with their entry. 3.5.2 Mulltihull Racing Class shall hold a current Offshore Multihull Rule (OMR) rating certificate and must submit a copy with their entry. 3.5.3 Australian Measurement System (AMS) Rated Racing monohull shall hold a current AMS Certificate and must submit a copy with their entry. 3.5.4 ASBA Sports Boats (SMS) with a current SMS rating certificate and must submit a copy with their entry. 3.5.5 Performance Handicap System (PHS) Rated Racing monohull will be divisionalised to have like boats sailing together. 3.5.6 Monuhull Cruising Non Spinnaker (PHS) will be fitted out to cruising standards and will typically not have working sails of custom built exotic construction and boats shall not be stripped or lightened. 3.5.7 Multihull Cruising Class (PHS) will be fitted out to cruising standards and will typically not have working sails of custom built exotic construction and boats shall not be stripped or lightened. 3.5.8 International Etchells that comply with Etchells Class rules. 3.5.9 Trailable Yachts Class Base Handicap (CBH) which are able to be trailed, launched and retrieved on a road-legal trailer. 3.6 For all One Design Classes, a boat shall not change specifications after the close of entries. Any change to the hull, spars, sails, foils, ballast, equipment or any other factor which may affect the performance of the boat may be made only with the express written consent of the Race Committee 3.7 Sub-Divisions may be made by the Race Committee to any Class based on the number of boat entries and may also add Classes as required. 3.8 The organising authority may cancel any Class if fewer than seven entries have been received by the closing date. In this event, boats that have entered will have the option of transferring to another Class (if eligible) or having their entry fee refunded. 3.9 The person-in-charge of a boat shall be a current financial member of a Club affiliated with Australian Sailing. 4 ENTRY, FEES AND DOCUMENTATION TO BE LODGED 4.1 Eligible boats shall enter via the Bartercard Sail Paradise online website located at www.sailparadise.com.au and submitted online via the Topyacht Entry System accompanied by the required Entry Fee/s and supplementary documentation, as applicable. 4.2 An Early Bird Race Entry Fee for the 2019 Bartercard Sail Paradise Regatta shall be $150.00 for all Classes entered prior to October 1 st 2018. 4.3 The Race Entry Fee for the 2019 Bartercard Sail Paradise Regatta shall be $200.00 for all Classes entered from October 1 st 2018. 4.4 Entries shall be lodged with the Organising Authority no later than 1700 hours on Wednesday 2nd January 2019. 4.5 Late entries may be accepted after this date at the discretion of the Organising Authority. If so, an additional Late Entry Fee of $50 will also be charged at time of entry. 4.6 An entry is not valid (Refer RRS 76.1) until all of the appropriate documentation and fees have been received and approved by the OA. 4.7 The OA is not responsible for any failure of, or errors, in the information provided by the Top Yacht Entry System. 4.8 Crew Particulars, including Australian Sailing Numbers, are required by 1700 hours on Wednesday 2nd January 2019. 4.9 Where the person-in-charge of a boat is under the age of eighteen (18) years, their Parent or Guardian shall complete & submit the Parent/Guardian Declaration Form at time of on-line entry. 4.10 Class Measurement and Rating Certificates, as required. 4.11 For a boat entered in a One-Design Class, the document(s) specified as required by its One-Design Rules and Regulations. 4.12 A list of entries will be available online www.sailparadise.com.au Personal Information about crew members is obtained from the crew lists. The information may be provided to Search And Rescue (SAR) authorities and organisations, the Water Police and Volunteer Marine Rescue personnel. A condition of entry is that the Person in Charge must inform all crew members that their personal information may be used for SAR purposes and advise that they may obtain access to their personal information by contacting the OA. Phone: (+61) 7 5591 3500 8 COURSES 8.1 The courses shall be Triangle, Windward/Leeward, Ocean Marks and Passage Course configurations, as described in the Sailing Instructions. Cruising Classes will sail predominantly Passage Courses. 9 BOAT IDENTIFICATION 9.1 Boats may be issued bow numbers by the organising authority. Bow numbers are to be placed on the boat according to the Sailing Instructions. 9.2 All Boats will be issued Class flags by the organising authority. Flags shall be flown astern. 10 SMS COMMUNICATION & MOBILE PHONE TRACKING DEVICE 10.1 Boats competing are required to provide a dedicated mobile number for SMS Communication at time of entry. This mobile must also be a smart phone (Android or Apple) that will also operate the App RaceQS for tracking and replay purposes and must be onboard competing Boats whilst racing. Further details on using RaceQS can be downloaded from www.raceqs.com and specific instructions will be provided in the Sailing Instructions. 11 HANDICAPPING 11.1 IRC, ORCi & OMR results will be calculated using each boats TCC Rating. 11.2 AMS results will be calculated using each boats AMS Rating. 11.3 Sportsboat results will be calculated using each boats SMS rating. 11.4 PHS results will be calculated based on a Performance Handicap System (PHS) Time Correction Factor (TCF). The TCF that is determined and allocated by the Race Committee or its nominee will be performance-based and will be expressed as three (3) decimal places applied as a multiplier to elapsed times. The TCF may be altered between races, and will not be subject to protest, redress or dispute (amends RRS 60.1 and 62.1(a) ) A list of TCF ratings will be posted on the website prior to briefing. 11.5 Trailable Yachts results will be calculated using each boats CBH rating. 12 SCORING 12.1 For each Class, the Low Point Scoring System, RRS Appendix A will apply. 12.2 One race must be completed to constitute a series. 12.3 A boats series score will be the total of her race scores except if there are five (5) or fewer races sailed for a class or division then all races will count. 12.4 Up to 7 Races per Class will be scheduled for the Regatta. 13 BERTHING, LAUNCHING & HAUL-OUT RESTRICTIONS 13.1 All boats competing are encouraged to berth or raft up along the beach at SYC Main Beach for the duration of the regatta as this is where the social events will be held. SYC offers limited FREE berthing and rafting space to competing yachts from 10am Saturday 5 th January 2019 through to 10am Thursday 10 th January 2019. However, BERTHING SPACE IS LIMITED and we ask that you please arrange berthing allocations well in advance with the Marina Office: ph (07) 5591 3500. Rafting space for the Etchells, One Designs and the Trailables will be along the beach in front of the club. 13.2 Boats shall be afloat from one hour before the start time of her first race of the Regatta and remain afloat until the finish of her last race in the Regatta. 14 PRIZES 14.1 The Bartercard Sail Paradise Trophy presentation will be staged asap after the last race on Wednesday 9 th January at Southport Yacht Club, Main Beach. This will include the presentation of the Bartercard Sail Paradise Perpetual Trophy. 14.2 To be eligible to win the Pittwater to Paradise Regatta Perpetual Trophy, a boat must have competed in the Pittwater to Paradise Yacht Race on 2 nd January. 14.3 Prizes will be awarded to First, Second and Third in each Class or Sub Division for the regatta. 14.4 Other prizes may be awarded at the discretion of the Organising Authority. 15 SKIPPERS BRIEFING 15.1 A compulsory Skippers Briefing will be held at Southport Yacht Club Main Beach at 0800 on each sailing day during the Regatta. 16 SKIPPERS COCKTAIL PARTY 16.1 An exclusive Skippers Cocktail Party will be held for the Skipper +1 (husbands/wives/partners) for each entry at the Yacht Club on Sunday 6 th January 2019 @ 1900hrs. 17 RIGHTS TO USE NAME AND LIKENESS 17.1 By participation in an event, a competitor automatically grants to the Organising Authority and the sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of the competition for said event in which the competitor participated and in all material related to the said event without compensation. 18 FURTHER INFORMATION 18.1 Contact SYC Sailing Office on phone (07) 5537 7030 or E-mail Sailing.Admin@southportyachtclub.com.au, or alternatively, Bronwen Hemmings SYC Marketing Manager phone (07) 5591 3500 or E-mail: Marketing.Manager@southportyachtclub.com.au 19 DISCLAIMER OF LIABILITY 19.1 The Organising Authority, the Race Committee, the event sponsors and their respective representatives, officers, members and volunteers accept no liability whatsoever for any loss of life, property, personal injury or damage caused by or arising out the Bartercard Sail Paradise Regatta. 19.2 The Owner and/or the Person In Charge and all crew are aware and acknowledge by entering the Regatta that they compete entirely at their own risk. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. Attention is drawn to ISAF Fundamental Rule 4 Decision to Race which states The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. SUPPLEMENTARY INFORMATION FOR BARTERCARD SAIL PARADISE 2019 B.1 LAUNCHING There are launching facilities at Main Beach as well as Hollywell. The Main Beach facility has a boat ramp and marina while the facility located at 1 Marina Crescent, Hollywell has a crane, boat ramp and boatyard for rigging. Hollywell is approximately 4 Nautical Miles to the North of the Southport Yacht Club Main Beach clubhouse and easily accessible by the channels of the Broadwater. Trailer Sailors are encouraged to leave their boats in the water overnight at Main Beach. No overnight berthing will be permitted on the marina at the Hollywell Sailing Squadron. There is no Mast Stepping Gantry available. Competitors are advised to bring their own A-frame or Gin Pole for stepping of masts, although equipment may be available to be borrowed from Gold Coast Etchells Fleet Members. B.2 TRAILERS Trailers may be kept on the grounds immediately adjacent to the SYC Hollywell Sailing Squadron by arrangement with the Sailing Office on Telephone (07) 5537 7030. Trailers may also be kept at the Eastern side of the Southport Yacht Club Main Beach car park by arrangement with the Marina Manager, on Telephone (07) 5591 3500. While all care is taken, no responsibility is assumed by Southport Yacht Club Inc for any property left on or around Club premises. B.3 FACILITIES Changing Rooms, Showers and Toilets are located at the Western Side of the Main Beach Clubhouse. Entry to the shower block requires an access card that also gives access to the Marina Security Doors. Access Cards are available from the Marina Office and require a security deposit, refundable upon return. The Bosun s Locker Chandlery is located at the western side of the compound and stocks most common boat parts. There are several sailmakers located in close proximity to the Club. B.4 HOSPITALITY The Clubhouse has a Licensed Bar, a Restaurant offering a quality range of food at affordable prices, and patio seating overlooking the Broadwater. In accordance with Queensland Liquor Licensing Regulations, all visitors will need to produce identification and sign in. This is only required once for each day you visit the Clubhouse.
