Bowls Leicestershire Ladies Section Competition Rules CHAMPIONSHIP AND COMPETITION RULES 1. GENERAL 1.1 LAWS AND REGULATIONS In all Championships and Competitions the current Laws of the Sport of Bowls & BOWLS ENGLAND Championship Rules (BE Regulation 50) will be observed. 1.2 BOWLS STAMPING a. Refer to BE Regulation 50: 6.2 b. The County Association advises all players to keep their Bowls Stamp up to date. For Quarter-finals onwards of County Championships, all sets of bowls will be checked by the umpire appointed to the game and they will advise players accordingly. (Note: at NATIONAL CHAMPIONSHIPS, every players bowl is checked to ensure they are within WB stamp date. If not, players may be disqualified from the National Championships.) 1.3 BOWLS STICKERS a. Used for identification, it is required that all players in County Championships and County Competitions where teams/sides are involved have matching sets of stickers on their bowls. (Comment: Supporters find it helpful when watching important matches.) 1.4 SINGLES COMPETITIONS and WALKOVERS a. Players who anticipate that they will not be able to participate in singles championships and/or singles competitions to their completion are requested to concede their first round. 2. ENTRY AND ELIGIBILITY 2.1 The President, Honorary Secretary and Honorary Competition Secretary shall make the draw for the Competitions, which shall be open to all members of the Ladies Section. 2.2 Members shall only play in Club and County Championships and Competitions from one and the same club in any one season. 2.3 NAMED ENTRANT BL Ladies adopts BE Regulation 50 concerning Named Entrants. The Named Entrant is solely responsible for the team membership and entry fees. The Named Entrant is the main contact with the Championship Secretary, General Competitions Secretary and Area or Group Secretaries. 2.4 NAMED ENTRANT WITHDRAWAL Should the named entrant in a County Championship event be unable to participate from the outset in the Championship due to exceptional circumstances, the team may request the use of an additional player if required (in addition to the original players that formed the team in the first match). Such a request must be made in writing to Bowls England via the County Association for consideration. The County Championships Secretary must be advised of the new Named Entrant details. 2.5 In TEAM CHAMPIONSHIPS AND COMPETITIONS (pairs, triples and fours) the teams names (named entrant and all players) and addresses are to be on the County Championship and Competition Entry Form and returned by the Named Entrant by 30th September to the County Championships Secretary with all entrance monies for that team. The Named Entrant must be indicated on the Summary Sheet. a. If not possible to have all players names on the entry form, the names of the other members of the team to be with the County Championships Secretary before the start of the Championship or Competition. 3. SUBSTITUTIONS 3.1 Please refer to BE Regulation 50: 4. 4. MATCH ARRANGEMENTS DAY EVENTS ARRANGEMENTS (4.1) 4.1 The County, being the Controlling Body for County Championships and Competitions, makes all match arrangements for Day Events listed: 2wood Singles Championship, County Champion of Champions and WBBF 2wood Triples Competition. a. For these Day Events, all players must be prepared to play up to 4 rounds in one day. b. The Rules with regard to Substitutions (BE Regulation 50: 4) apply to 2wood Triples Day Events. ALL OTHER MATCH ARRANGEMENTS (4.2-4.8) 4.2 The Challenger shall arrange the game and the start-time to be agreed with the opponent. a. b. In Secretaries and Delegates Salver, Un-badged Singles Competition, Unbadged Double Rink Competition c. Challengers (normally, though not exclusively, the home player) in the County Singles Championships (4wd and 2wd) and all other County Singles Competitions are responsible for providing markers. Markers must not be husbands, parents or family members. 4.3 A draw must be made from ALL available rinks on the day. (Also refer to Rule 5.2). 4.4 The time for commencing a match shall be mutually agreed but no player/team/side shall be compelled to accept a time earlier than 6.00pm Monday-Friday or 3.00pm on Saturdays or Sundays. Please note 4.5 below. 4.5 If a start time after 6pm is agreed between the players/teams competing, trial ends should commence by 6.15pm latest. 4.6 If a player/team/side fails to appear and be ready to play within 30 minutes after the agreed time for the tie, the opponent may claim a walk over. 4.7 NO EXTENSIONS to the play by or play on dates will be accepted for any reason. (see 6. Inclement weather and set date). 4.8 JUNIOR CHAMPIONSHIP MATCH ARRANGEMENTS In the event of difficulties with match arrangements for JUNIOR Singles and Pairs, please contact the County Championships Secretary. 5. GREENS AND RINK AVAILABILITY 5.1 It is a condition that County Championships and County Competitions are played outdoors and that the green has been approved by the County Association. a. County Championships and Competitions shall normally be played on the Challenger s green. If the Challenger s green has not been approved for County Championships or Competitions then the match shall be played on the Opponent s green. b. In the event of neither green being approved for County Championships or Competition matches, the game shall be played on the Challenger s green. 5.2 If there is no rink available for play at the Challenger s Club, then the Challenger has the choice of green. 6. INCLEMENT WEATHER & SET DATE 6.1 Should the ground-staff refuse to allow play on the day fixed for the County Championship or County Competition due to inclement weather, play shall take place before the next set date. 6.2 Exceptions will be... a. if any player is selected to play in a County Match b. if any player is playing in a further County Championship or Competition c. in final rounds before the set dates for county quarters or semi-finals For any of these exceptions, the players concerned MUST CONSULT the County Championships Secretary immediately. 7. PLAYING A MATCH BEFORE THE SET DATE 7.1 A match may be arranged before the Set Date but only by mutual consent and Area Secretaries MUST be informed. 8. RESULTS 8.1 Results of the game shall be telephoned to the Area Secretary as soon as possible after the match has finished. Under no circumstances may it wait until the next day. The final score-card MUST be sent to the Area Secretary in order to confirm players ACTUALLY taking part (ie substitutions). 9. DRESS CODE 9.1 In all rounds of the County Championships and County Competitions the following applies:- a. Dress will be WHITE regulation skirt, culottes, tailored trousers or tailored cropped trousers; white or predominantly white club shirt, brown, white or grey flat soled shoes. Sandals will not be permitted, in events under the jurisdiction of Bowls England, except in medical circumstances where a doctor s note has been provided. 9.2 In addition to the above, for all rounds of the County Championships and County Competitions the following applies:- a. Club apparel may be worn provided that all members of the side or team wear the same and provided that the design of such apparel has been registered to the County/Bowls England. b. Bowls England licensed and approved apparel (e.g. shorts) may be worn provided that all members of a side or team bear the same colour above and/or below the waist. c. Players governed by requirements of a specific ethnic culture will be permitted to wear their traditional dress if they so desire. d. Headgear, if worn, should be white or a registered colour. e. Tights or stockings are optional at all times. If worn they must be in shades of brown. Plain white socks may be worn with trousers. Tracksuits, shell suits and jeans are not acceptable. f. White waterproof clothing may be used, or, providing all members of a side or team wear the same, registered coloured waterproof/fleeces are permitted. Bowls England licensed and approved apparel may also be worn. 10. SPECIFIC COUNTY CHAMPIONSHIP RULES 10.1 SLOW PLAY a. All play in County Championships leading to National Finals will be played within the current Slow Play rules as published by the Ladies Section. b. A copy of Slow Play Rules will be provided to each participating member club. 11. SPECIFIC COUNTY COMPETITION RULES 11.1 UNBADGED SINGLES a. The Competition shall be open to all ladies affiliated to the Ladies Section who are unbadged at September 30 th preceding. Players having won this Competition on a single occasion as well as having reached quarter-finals stages twice will be considered to have had an opportunity to become a fully badged player and cannot thereafter enter this competition. b. Format shall be 4wd singles and 21 shots. c. The Competition shall be played under the current Laws of the Sport of Bowls and in accordance with Bowls England Championship Rules. d. Play by, Semi Final and Final Dates to be set by the Ladies Competitions Secretary and agreed with the Section Management Committee. e. Play by, Semi Final and Final Dates will be published alongside the entry form. f. Challenger to offer three dates one of which must be a Saturday or Sunday. g. The winners of the match must advise Ladies General Competitions Secretary immediately after each match and send in the score card signed by both players. 11.2 UNBADGED DOUBLE RINK a. The Competition shall be open to all LADIES CLUBS or LADIES SECTIONS affiliated to the Association. b. Clubs may enter more than one side. No player shall play in more than one of those sides entered. All players must be members of one and the same club. c. Competitors must be UNBADGED at the 30 th September preceding. d. The Competition shall be played under the current Laws of the Sport of Bowls. e. Play by, Semi Final and Final Dates to be set by the Ladies Championships and Competitions Secretaries and agreed with the Section Management Committee. f. Play by, Semi Final and Final Dates will be published alongside the entry form. g. Format shall be 2 Rinks of 4 players, playing 21 ends, 2 bowls each player. 2 Trial ends at commencement. h. The Challenger to offer three dates one of which must be a Saturday or Sunday. i. Failure to field 8 players will result in a walk-over. j. Before commencing the match, the nominated managers or captains will toss a coin to decide the choice of jack for the first and extra end (if required) and nominate the rink to play the extra end. The total number of shots on both rinks will determine the winner. In the event of a tie after 21 ends then an extra end will be played by the nominated rink to determine the overall winner. k. In the event of the green-keeper or both team captains deciding that no play or no further play is possible, matches in which the total number of ends played equals or exceeds 24 will be deemed to have been completed and the score will stand. In matches where the total number of ends played is less than 24, the tie will be deemed to be void and the match will be replayed at a later date unless a result is mutually agreed by the team captains. When a match is stopped by the green-keeper or team captains play will cease on all rinks simultaneously. Ends started but not completed shall be declared null and void. l. The winners of the match must advise Ladies General Competitions Secretary immediately after each match and send in ALL (FOUR IN TOTAL) score cards signed by skips. 11.3 SECRETARIES AND DELEGATES SALVER a. The Competition shall be open to all secretaries and delegates of clubs affiliated to the Ladies Section. b. Format shall be 4wd singles & 21 shots. c. The Competition shall be played under the current Laws of the Sport of Bowls and in accordance with Bowls England Championship Rules. d. Play by, Semi Final and Final Dates to be set by the Ladies Championships and Competitions Secretaries and agreed with the Section Management Committee. e. Play by, Semi Final and Final Dates will be published alongside the entry form. f. Challenger to offer three dates one of which must be a Saturday or Sunday. g. The winners of the match must advise Ladies General Competition Secretary immediately after each match and send in the score card signed by both players. 11.4 COUNTY CHAMPION OF CHAMPIONS (This is an internal Leicestershire event and not to be confused with the BE National Champion of Champions, the format of which is Play by Dates.) a. The Competition shall be open to all ladies affiliated to the Ladies Section of Bowls Leicestershire who have won their club s Ladies Championship or Club Open Championship in the preceding season. b. The Competition shall be played under the current Laws of the Sport of Bowls and in accordance with Bowls England Championship Rules. c. Play On and Final Dates to be set by the Ladies Competitions Secretary and agreed with the Section Management Committee. d. Play On and Final Dates will be published alongside the entry form. e. Format shall be 4wd singles and 21 shots. 11.5 2 WOOD TRIPLES a. A team shall comprise of three players from the same club. b. Play On and Final Dates to be set by the Ladies Competitions Secretaries and agreed with the Section Management Committee. c. Play On and Final Dates will be published alongside the entry form. d. A draw shall be made of all entries and shall be played on a round-by-round knockout basis. e. The game shall comprise of two woods per player and 15 ends, with all the ends being played. Two trial ends to be played at the start of each game. f. Challenger C will be home team on score board. g. All names of teams must be on the score cards. h. Both score cards must be checked, signed and handed back together to the Area Secretaries who are running the competition. i. The County will submit the eventual winner s total shots for and against to the Women s Bowling Benevolent Fund (WBBF) by 20 th September to determine the eventual winners at National level.
