BOWLS WIMMERA DIVISION - PENNANT COMPETITION RULES A Scope Subject to the Laws relating to replacements/substitutes each Side will comprise affiliated bowlers of the Club concerned. B Format The event will be conducted between Sides with teams of fours or threes with all players playing the same number of bowls under the laws of the sport of Bowls as can be determined by the Bowls Wimmera Division Delegates at a General Meeting. C Composition of Sides (a) (i) A Club can field one or more Sides in Pennant competitions. (ii) If more than one Side is fielded by a Club the following will apply: (i) the second and subsequent Sides of the Club will be graded in numerical sequence as 2,3,4 etc. in descending order of their seniority; (ii) Sides will be filled by available bowlers in descending order of seniority. If there are insufficient bowlers available to fill all Sides entered by the Club in the Pennant competition the lowest numbered Side will be the Side which forfeits; (iii) prior to the last three rounds of home and away play there will be no restrictions on the interchange of bowlers between the Sides of the Club. For the last three rounds of play, no Side will include more than three bowlers who have played the majority of their games during the season in a higher numbered Side; (iv) in any Post home and away match a Side will not include any bowler who during the current season has played more than three games in any of the higher numbered Sides unless the bowler has also played in three or more games in the Side concerned and/or any lower numbered Sides prior to the second last home and away round (games being considered as such whether completed or not and including byes) regardless of whether or not Sides of the Club can be in the same Division; (v) if a Club is uncertain of having available sufficient bowlers under (iv) it can apply to the Division Match Committee controlling the match for permission to play if necessary other nominated bowlers and if permission is granted such bowlers can play in any position other than Skip.

(b) D in any Post home and away knockout match a Side will not include any bowler who during the current season has played less than four games for the Club. Replacement Players/Substitutes (i) Prior to a time on the day of the match as determined by the Division Match Committee before the commencement of the match, a Club will not introduce a replacement bowler under the provisions of Domestic Regulation 4.3 except for its lowest numbered Side. (ii) After commencement of play in a match, a substitute can take the place of any member of the Side in accordance with Law 51.2 and Domestic Regulation 4.7 only if such member becomes unable to continue to play in the match by reason of circumstances arising after the commencement of the match. GENERAL CONDITIONS In addition to any other Rules adopted for Pennant Competitions, the following will apply in all Bowls Wimmera Division Pennant Competitions: A Incomplete Sides If at the latest time for the commencement of a match a Side does not have sufficient members to form a Side: (i) the Side will play with each defaulting team of the Side playing as Lead, Second and Skip respectively. (ii) the Lead will play his three bowls alternately with the opposing Lead and Second and the Second will play his three bowls alternately with the opposing Second s second bowl and the opposing Third. The duty of the Third in a team of three will be carried out by the Second, and one fourth of the total shots scored (including decimal places) by each defaulting team will be deducted from the score after the game has finished. (iii) Once this process (ii) above has been implemented the game must be played out to completion in this manner. B Pre-Match Practice Before 12 noon for Saturday Pennant and before 9.00am for Mid-Week Pennant on the day of a match any player due to play in that match can with the permission of the Venue Club practice on any rink other than the rinks on which they are scheduled to play. C Draw for Rinks The draw for rinks and opponents will be conducted after the completion of practice by the opposing Managers who will exchange cards and shuffle them, after which the cards of one side will be placed name downwards by one of the Managers and the other Manager will then place a card on each and the teams will play as thus drawn.

D Time for Commencement (a) The appointed time for commencement for Saturday Pennant should be 1.30pm but no later than 2.00pm for home and away and Post home and away matches, unless otherwise specified by the Bowls Wimmera Division Match Committee. (b) The appointed time for commencement for Mid-week Pennant should be 10.30am or earlier by agreement of both teams in the case of heat prediction, but no later than 11.00am for home and away and Post home and away matches, unless otherwise specified by the Bowls Wimmera Division Match Committee. (c) A team or Side not available for play within 30 minutes (or sooner if the Bowls Wimmera Division decides) of the appointed time for commencing any match will automatically forfeit the match. E Duration Each match will consist of 25 ends per rink as determined by the Bowls Wimmera Division and with a break taken as defined in Bowls Wimmera Division Regulation 6.5. F Inclement Weather (BV = Bowls Victoria (BV) Rules for Competition in Victoria) (1) In this Rule weather means wet weather and excessive heat. (2) For Saturday Pennant, if the actual dry bulb temperature recorded at the Nhill Automatic Weather Station (5391 3564) has reached 38 degrees Celsius at 11.30am. on the Pennant day then the Bowls Wimmera Division Match Committee will abandon all Pennant for the day. Following commencement of a game a Club will make further reference to the Nhill Automatic Weather Station at 3:00pm and if the temperature recorded at 3:00pm is 40 degrees Celsius or above all Pennant will be abandoned. BV 10E(i) (a) If the match is abandoned by the Bowls Wimmera Division Match Committee at 11.30 a.m points will be shared for scheduled matches that day and walkovers resulting from a team withdrawal will be awarded their points and shots allowance. - BV 8D(ii)(a)(i) (b) If the match is abandoned before or during play before a result is obtained under Rule 10E(iii)(f)(i) each Side will share equally the maximum points, including team points, available for the match. - BV 8D(ii)(a)(ii) (c) if a match is abandoned during play and a result is possible under Rule 10E(iii)(f)(i) the points will be allotted as if the match had been completed with the points for team wins allotted on the scores as they stand at the time of the abandonment. - BV 8D(ii)(a)(iii)

Bowls Victoria Rules for Competition - Rule 10E(iii)(f)(i) (i) a Home and Away match is abandoned it will count as a tie provided that if the scores are such that one Side must win the match if all the remaining ends were played, that Side will be awarded the match with the scores as at the abandonment (3) For Mid-week Pennant Competitions if the actual dry bulb temperature recorded at the Nhill Automatic Weather Station (5391 3564) has reached 36 degrees Celsius at 10.00am on the Pennant day then the Bowls Wimmera Match Committee will abandon all Pennant for the day. BV 10E(i) (4) Following commencement of a game a Club will make further reference to the Nhill Automatic Weather Station at 12.25p.m. and if the temperature is 36 degrees Celsius or above all Pennant will be abandoned. BV 10E(i) (a) If the match is abandoned by the Bowls Wimmera Match Committee at 10.00a.m. Rule F 2(a) above will apply. (b) If the match is abandoned during play, Rules F 2(b) & (c) above will apply. (5) (a) In both Saturday and Mid-Week Pennant competition the Manager from either side may at any time, in addition to the stated times, request the Umpire to check the temperature at the Central Point (Nhill Automatic Weather Station). (b) An Umpire on their own initiative may at any time, in addition to the stated times check the temperature at the Central Point. (c) If at any time the temperature when checked at the Central Point reaches the maximum temperature specified for that Pennant competition the umpire will abandon play and immediately notify the Division Match Committee Chairman or their representative, who will confirm the Central point temperature. If the Division Match Committee Chairman finds the maximum temperature specified for that competition has been reached they will contact all Division venues where Pennant is being played and direct that play is abandoned and the rules for abandonment will apply. (6) Any match not commenced by 11.00am shall be abandoned. Trial Ends must be completed by this time. (7) If a decision to abandon play is made by the Bowls Wimmera Match Committee pursuant to Rule 10E(i), its decision for abandonment will be announced under Procedures defined from year to year. (8) For the purpose of this Rule, each Club upon whose green a match is to be played will appoint a nominated deputy for its Greens Director who will be present to act in the event of absence of such Greens Director, and (a) If the Bowls Wimmera Match Committee has not determined that play be abandoned, the Greens Director or the appointed Deputy will be the sole authority for determining whether play can be commenced on the green of the Greens Director s Club; (b) If a decision against play for the day or for delayed commencement is

(c) (d) (e) (g) reached before the arrival of the visiting Side or Sides, such decision will promptly be telephoned to the Club or Clubs concerned. if due to inclement weather a match has not commenced two (2) hours from the designated starting time it will be abandoned. if play for the day has commenced and subsequently: (i) Due to consideration of the weather one Side wishes to leave the green but the other does not, neither Side can leave the vicinity of the green and the Umpire will resolve the dispute, or (ii) Due to inclement weather has been stopped officially by the Bowls Wimmera Division or by direction of the Umpire, or by agreement between the Managers when the Umpire or a Representative of the Bowls Wimmera Division is not present or because the Greens Director or the appointed deputy closes the green as unfit for play, it will not be resumed if the green remains closed, but if otherwise: (a) The Umpire on his own observation or on appeal of the Managers will decide whether or not to resume, and (b) If resumed, the provisions of Law 50.2, 50.3 and 50.4 will apply. if the Bowls Wimmera Match Committee has not determined that all play will be abandoned for the day and due to inclement weather: (i) a match is abandoned it will count as a tie provided that if the scores are such that one Side must win the match if all the remaining ends were played, that Side will be awarded the match with the scores as at the abandonment, or (ii) less than half the matches in any Division are completed, all Matches due to be played that day in that Division will be deemed to be tied. A forfeit or walkover will count as a completed game for the purposes of this Rule. Every effort will be made regardless of time to complete a post home and away (knockout) match but if such match is abandoned for the day it will be completed under such conditions as the Bowls Wimmera Match Committee decides. G Scoring (1) The scoring method to be used in allocating points for a Side or team win or tie and for a forfeit, walkover or bye in the Pennant Competition will be decided by the Bowls Wimmera Division Delegates at a General Meeting. (2) For mid-week pennant the scoring system used is; 4 pts. win, 2 pts. each rink won = A Total Score of 8 pts. and 1 point each for a rink draw and 4 points for a bye.

(3) For Saturday Pennant the scoring system used is defined in Bowls Wimmera Division Regulation 6.6 and is; 10 points per side for an aggregate win, 2 points per team for each win, walkover or bye and 5 points per side plus one point per team for a tie, unless all play in that Section on the day of the walkover or bye be abandoned, in which case no points be awarded in respect of that day. (4) In the event of two or more sides having the same number of points their order will be determined by the difference between shots "for" and "against' each side and if these be equal the sides shall playoff. (5) When a walkover occurs the sides receiving the walkover shall receive 18 points (16 in Division 3). (6) In all Finals where the aggregate score is equal at the completion of 25 ends an extra end or ends shall be played to determine the result. H Promotion and Relegation For Saturday Pennant in Division 2 and Midweek Pennant Division 2 the winner in post home and away play will be promoted to the Division above and the bottom Side from Saturday Pennant Division 1 and Midweek Pennant Division 1 at the end of home and away play will be relegated to the Division below. I Side Manager/Captain Wherever under any of the Laws, Rules and Regulations a Side is given any right of decision or choice, it will be exercised by the Side Manager/Captain who will act on behalf of the Side. J Death of a Player If after the commencement of any Sectional Pennant match the death of any bowler occurs at the Club, all matches in progress at the Club will be abandoned, and (i) if not less than 60 ends have been completed in a four team match or 45 ends in a three team match, the match will be decided in accordance with the aggregate scores, however, (ii) If fewer ends have been played, the match will be deemed to be a tie. K Mid-Week Pennant Equal Opportunity Gender Rule To facilitate the participation of women in bowls the following restrictions will apply to men in mid-week Pennant Competition: a. Men can only be selected to play in a mid-week pennant team as a substitute to prevent a forfeiture b. Men selected under paragraph (a) can play in any team position other than skipper.

c. If a man notifies his club before the start of the pennant season, or in the case of a new member his first game for his club, that he chooses to only play mid-week pennant he is prevented from identifying his availability to play in Saturday pennant to his club Selection Committee for that season and must be considered on merit for a place in the mid-week pennant teams. In these circumstances Rule 2(b) will not apply. RESULTS A Notification (1) The results of all Pennant matches are to be entered on the prescribed form and forwarded to Chairman of the Divisional Match Committee or their delegate by no later than 12 noon on the day following the match for Saturday Pennant and for Mid-week Pennant 6.00pm on the day of play. Failure to do so will result in the winning team receiving no points unless unforeseen circumstances exist. (2) The winning side shall be responsible for forwarding Results. In the case of a tie the Home side shall be responsible. B Alterations No alteration to a completed form received by the Division Match Committee will be permitted unless a correction agreed to in writing by both Clubs is lodged within 14 days of the match, or such longer period as the Match Committee can allow, and failing such agreement the matter will be determined by the Bowls Wimmera Division Committee.
