March 1, 2018 Dear Coach: On behalf of the City of Edinburg Parks & Recreation Department, I am proud to extend to you our personal invitation to participate in the 2018 Girl s High School and Middle School Volleyball Leagues. For your information, league play is tentatively scheduled to begin on Monday, July 2, 2018 at 5:30 p.m. and the entry deadline is Friday, May 25, 2018, at 4:00 p.m. or until all slots are filled. There will be a maximum of thirty (30) teams participating in each Varsity, JV Leagues and Middle School. ONLY one varsity team per school. Teams will be taken on a first come first serve basis. A mandatory coach s meeting will be held on Saturday June 9, 2018, at 10:00 a.m. at the Edinburg Parks & Recreation Department Meeting Room. League coaches are required to attend. The following information is enclosed: FACT SHEET ROSTER FORM REGISTRATION FORM All games will be conducted at the Edinburg Parks & Recreation located at 315 E. Palm Drive, South Middle School Gymnasium located on 601 W. Freddy Gonzalez and Barrientes Middle School Gymnasium located on 1100 E. Ebony Lane. A $45 registration fee must be received by the entry deadline. Registration fees are not refundable. Checks must be mailed payable to the City of Edinburg Parks & Recreation Department, P.O. Box 1079, Edinburg Texas, 78540 or you may register in person at 123 E. Palm Drive or register Online edinburg.recdesk.com. All Coaches who have NOT gone through the City of Edinburg Volunteer Application process must go through the procedure which are: Submitting a copy of your driver s license, Local and State wide criminal background check. EDINBURG PARKS & RECREATION DEPARTMENT SUMMER HIGH SCHOOL & MIDDLE SCHOOL VOLLEYBALL LEAGUE RULES AND REGULATIONS I. ELIGIBILITY: A. HIGH SCHOOL LEAGUES - Participants must possess both high school eligibility, incoming freshman - senior, for the 2018-2019 school year and be between the ages of 13-18. B. JR. HIGH/MIDDLE SCHOOL LEAGUES - Participants must possess both High School eligibility (incoming six grade - eighth grade), for the 2018-2019 school year and be between the ages of 11-13 years of age. C. Any player who is in question about their eligibility must provide a birth certificate, identification card, or driver s license and must also provide an official school report card to the Recreation Manager. D. All participants must pay a $45 league fee. E. Team rosters will consist of 12 players maximum per team and no more than 2 coaches per team. ONLY the Edinburg Parks & Recreation Department will be allowed to add any players to teams. Starting the third week, NO roster changes will be allowed. NO participants will be added the last week of the season. Participants can be added prior to last week but ONLY if there is an official team shirt available to issue out to the participant. If there is no shirt to issue out, then no one can be added to the team. F. Not all teams will have a volunteer coach, registered players can play without a coach, and participants practice on their own time and place. Each School must come in as a complete full team. Partial teams or individuals will not be considered or guaranteed a spot in the Varsity league. II. OFFICIAL RULES: A. All games will be played under current U.I.L. Rules and Regulations with the following exceptions: B. Match will consist of two games up to 25 points by rally point, win by one point. If necessary, third game will be played up to only 15 points, win by one point and the home team calls the flip. C. Each team will be allowed two time outs per game. D. Substitutions must be made. Every player must play, NO EXEPTIONS. Monitors or Referees will call it to your attention. E. Please be advised that during the League Tournament games there is NO mandatory substitution. All teams play to win so, some players may NOT play at all or will see minimal playing time. F. Each team has the option of using a libero or not. Libero must provide their own shirt that is a different color from their team and the opposing team. The player (libero) must still bring their summer league shirt to the game. G. Yellow and red cards will be issued, if necessary. If a yellow card is issued to a player/coach it is a warning. If a red card is issued to a player she will have to sit out for the next match. If a red card is issued to a coach she/he will be ask to leave the premisses at the discretion of the officials H. Volleyball Officials have the final authority on all matters concerning league play. I. Volleyball Officials will not accept abusive language or rough play and may forfeit games at any time if deemed necessary. J. Teams can start the game with five players for only the first 5 minutes of the game before a forfeit is called by the official.

III. PARTICIPANTS/COACHES/SPECTATORS: A. ONLY PLAYERS AND COACHES will be allowed on the bench. Coaches have to be registered by the Edinburg Parks & Recreation Department located on 315 E. Palm Drive, across Cats Stadium. B. Any spectator that is determined to be excessively coaching from the bleachers or from anywhere in the gym will be asked to leave the gym and school/city grounds. Failure to adhere to the rule, the Edinburg Police Department or E.C.I.S.D. Police Department will be notified and the game will be determined a forfeit for that team. C. No team, partial or all, may congregate before the game, during the game and at half-time of the game around a spectator/parent that is NOT the registered coach for that team. D. Registered volunteer coaches are NOT allowed to use their cell phones at any point during the game. If caught, volunteer coaches well be asked to leave their cell phones at the scorekeepers table. If volunteer coach does not adhere to the rule, he/she will be asked to leave the gym and school/ city grounds. Edinburg Police Department or E.C.I.S.D. Police Department will be notified and the game will be determined a forfeit for that team. E. Every participant must be in uniform assigned to her in order to participate. Libero needs to bring her assigned shirt to every game. NO EXCEPTIONS. F. LEAGUE UNIFORMS CAN NOT BE ALTERED IN ANY WAY, SHAPE, OR FORM DURING THE LEAGUE SEASON. Participants must leave the league uniform as is. Participants will be asked to purchase another shirt, if available, or will not be allowed to play the remainder of the summer league, NO EXCEPTIONS! G. Shirts must be tucked in at all times. H. No jewelry of any kind can be worn, no ear strings are allowed, no metal hair accessories are permitted, and no taping of jewelry is allowed. I. Multiple hits will only be allowed on the first hit. Finger action is allowed and accidental foot contact. J. Net serve will be allowed. K. NO foul language or unsportsmanlike conduct will be allowed! L. Any Player involved in a fight will be automatically ejected from the game and will be suspended for one game. If the incident is serious, the player will be ejected for the remainder of the season upon discretion of the Recreation Manager. M. ALL coaches must sign a Volunteer Application (update information), Coaches Code of Ethics form, and follow the guidelines. N. All coaches who have NOT gone through the City of Edinburg Volunteer Application process must go through the procedure which are: Submitting a copy of your drivers license and social security card, Local and State wide criminal background check and finger prints. Failure to follow the guidelines during league play will result in suspension in coaching and attending any games. SPORTSMANSHIP 1. Any player/coach/spectator involved in a fight will be automatically ejected from the game and will be suspended for a minimum of one game. If the incident is serious, the player/coach will be suspended additional games or removed/ejected for the remainder of the season upon discretion of the Recreation Manager, regardless if its regular season games or tournament games. 2. Vulgar language, obscene gestures, threats and physical violence - regardless which player(s)/coach(es), spectator(s) or volunteer(s) started it will result in a minimum suspension of one game to removal from league play or a maximum of life

suspension from any Edinburg Parks & Recreation Department league, regardless if its regular season games or tournament games. 3. Every coach, player or spectator is responsible for his/her own conduct on and off the basketball court. Coaches are responsible for their team player s parent s conduct on and off the basketball court. Unsportsmanlike conduct by coaches, spectators, or participants will not be tolerated, regardless if its practice, regular season games or tournament games. Individuals may be suspended due to unsportsmanlike conduct at the discretion of the Superintendent of Parks & Recreation. 4. Any coach, player or spectator that is ejected from the game or facility has one minute to leave the gym and two minutes to leave school/city grounds and will be suspended for one game, regardless if its regular season games or tournament games. Should a player, coach or spectator be ejected on a second occasion, the offender(s) will automatically be suspended for the remainder of the season. The league supervisors/officials have the authority to eject any player, coach or spectator at any time for unsportsmanlike conduct. Failure to adhere to the rule, the Edinburg Police Department will be notified and the game will be determined a forfeit for that team. 5. Any assault or physical violence directed toward a league official and/or staff will result in a five (5) year to life suspension from further participation of any program sponsored by the Edinburg Parks & Recreation Department. 6. If the program monitor or referee witnesses any act of elbowing, cheap shots or any other unsportsmanlike act, the game will be stopped and the player will be given a warning then ejection from the game. 7. Taunting or trash talking to opposing player(s) or coaches will not be allowed. Profanity by any player/coach will NOT be tolerated. Referee has the right to determine language which is offensive. The referee will give one warning to each team and if the taunting or trash talking continues the player/coach will be ejected from the game. 8. When a warning is given to the head coach or assistant coach, the warning pertains to both coaches. 9. Any player/coach that is ejected from the game will have to sit out one game. If player/coach is ejected a second time, player/coach will be removed from the league. If player is removed from league, player will not receive a refund. If coach is removed from league, coach will not be able to coach any youth league in Edinburg for one year. 10. Referees will determine incidental contact which may result from normal play. 11. If a parent or parents are getting out of line, the game official will call time during the game and warn all the parents that are on the bleachers and sideline that 1.) if parent(s) can not keep their comments to themselves or behave in an appropriate manner, that they will be asked to leave the gym and Parks & Recreation center. 2.) If the parent(s) does not want to leave the gym and Parks & Recreation center, then the police department will called to escort them out. 3.) If the official(s) feels that continuing the game poses a threat to their safety, the game will end at that moment and whichever team is winning at that point will receive the win or the loss. If the teams are tied, it will be considered a tie. 12. Tournament Play: Any player, coach or spectator that is ejected from the game or facility will not be able to play or enter the gym and Parks & Recreation center for the remainder of the tournament. 13. Every coach is responsible for his/her own conduct on and off the court and their team player parents. Unsportsmanlike conduct by coaches, spectators, or participants will not be tolerated. Individuals may be suspended due to unsportsmanlike conduct at the discretion of the Edinburg Parks & Recreation Department. Revised 03-16-15
