Practice Dripping Springs Youth Sports Association 2017-18 Basketball Rules 4 th Grade Boys and Girls Teams will be provided facilities for two basketball activities each week. The Goal, the Ball and the Uniform Goal Height: 10 foot Balls: 4 th Grade Girls use 27.5 junior basketball. 4 th Grade Boys use a regulation women s basketball (28.5 ). Dress Code: All players must wear a DSYSA jersey. o Home team White Visitors Dark All players must wear tennis shoes No jewelry may be worn - e.g., watches, necklaces, earrings, etc. Referees Two PAID referees will be provided by DSYSA per game. PLAYER PARTICIPATION REGULAR SEASON EVERY player on each team MUST play the one half of EACH half of the game. (Exceptions will only be made for injury or player fatigue.) Additionally every player must SIT OUT a minimum of 4 minutes within EACH half of the game. Any coach deemed to NOT be providing equal playing time for all players will have the team s player rotation provided by the league commissioner for the remainder of the season. NO PLAYER IS EVER ALLOWED TO PLAY THE ENTIRE GAME UNLESS ONLY FIVE PLAYERS ARE PRESENT. VIOLATION OF THESE RULES, WILL RESULT IN A BOARD INVESTIGATION AND POTENTIAL FORFEITURE OF THE GAME, AS WELL AS A ONE GAME SUSPENSION. At any time within the season and as deemed necessary after DSYSA BASKETBALL BOARD review and approval, all players, coaches and spectators may be subject disciplinary action which may include, but not limited to, reduced playing time and/or suspension.
A coach may start ANY combination of players he or she sees fit. Players MUST sit with their team during the game at all times. Substitutions may be made ONLY during dead ball situations and the entering player MUST be kneeling at the scorers table PRIOR to the dead ball to enter the game. End of Season Tournament ALL rules regarding player participation during the regular season apply during the End of Season Tournament with the exception of the following: The Game Coaches are not allowed on the floor. All games will consist of (4) 8 minute quarters of 5 on 5 full court play. Both teams will be given a 5 minute warm-up period before the start of the game. The clock for the start-up period will start once both teams have ALL members present or at the scheduled start time for the game. If at five minutes after the scheduled start time one team does not have the minimum number of players required to play present the forfeit rules explained below apply. Substitutions are allowed during dead ball situations according to the above player participation guidelines. The clock stops only for time outs or injuries EXCEPT for the last 2 minutes of EACH HALF when the clock stops on all dead ball situations. If League Mercy Rule applies the clock will run continuously until completion of the game except for a time out or injury. No jump balls. The home team receives the ball to start the game. Possessions alternate from this point forward including tie balls, halftime and quarters. There will be a 5 minute break between the first and second half and a one minute break between the 1 st /2 nd and 3 rd /4 th quarters. Each team is allowed two time outs per game TO BE USED AT ANY POINT OF THE GAME: A time out is 1 minute long. Fast Breaks are allowed at any point during the game. Clear out violation Teams are NOT allowed to clear out all players to one side to allow for a one on one situation. VIOLATION WILL RESULT IN LOSS OF POSSESION. Subsequent violation will result in team forfeit of the game. Three point shots are allowed Throw ins:
o The referee must hand the ball to the player throwing the ball in. Exception: immediately after a made basket, the offense may retrieve the ball and inbound it without the aid of an official. o During Throw In, the offensive player is allowed 3 feet of distance from defensive player. o Defensive player cannot break baseline / sideline plane. o If offensive player cannot move back 3 feet, referee can make defensive player move 3 feet away from baseline / sideline. Time restrictions for Offense o 10 seconds to get the ball across mid-court line. o Lane violation: 5 seconds Back Court Violations Called after BOTH feet & the ball have ALL crossed the mid court line and then any one returns to the backcourt or contact is made with any offensive player who is in the back court Penalties: Referees must call fouls so that the game and the players stay under control. A player will foul out on the 6th foul. Scorekeeping Scoreboard - responsibility of the home team. Score book - responsibility of the visiting team. (Kept at the scorer s table and includes individual and team fouls.) Foul shots: 2 shots if player was in the act of shooting. 1 shot if basket was made. 1 and 1 on the 7th team foul and 2 shots after 10 th team foul per half. Free throw violations shooters are allowed to cross the free throw line as long as they release the ball behind it and do not continue forward progress upon landing over the line. All other players may enter the lane on release of the ball. Technical Fouls: Any technical fouls will be an automatic 2 points awarded the opposing team and possession of the ball. Any player receiving two technical fouls in a game and ANY COACH receiving ONE technical will be disqualified from the game with automatic suspension from the next scheduled game. Any player committing a flagrant foul will be ejected from the game. DEFENSE
Man-to-man defense is REQUIRED. Full court press is NOT allowed and the defense may not pick up their player until they have crossed the half court line. o Exception The Defense may defend the ball at any point on the court if a fast break is being attempted, but must not double team. o There will also be NO tie-ups allowed once a player has established possession and does not attempt to fast break. A Sagging defense is not allowed - Each player must be within THREE feet of the player they are guarding at all times once they reach the three point line with the following exception: o Switching or help defense is allowed AFTER an offensive player loses their man but the defense is not allowed to sag in anticipation of an open man. o Double teaming is not allowed at any time. After an initial warning for double team violations each subsequent violation will result in ONE free throw attempt and possession of the ball. o Once a shot has been attempted ALL players on the defense may leave the person they are guarding to attempt to get the rebound. Overtime Games that end in a tie will continue in overtime as follows to determine winner. The 1 st overtime will last 2 minutes with clock stoppage on all dead ball situations. Each team will be granted one timeout for the overtime session. No unused timeouts left over from regulation play may be carried over into overtime. The Possession arrow at the end of regulation will determine ball possession in first overtime period. The second overtime play will be a shootout. Each player on the floor at the end of the game will shoot one free throw. The team with the most made baskets wins. If it is still a tie, the remaining players on the bench will shoot.(if there are unequal numbers of bench players, a player(s) who was on the bench at the end of the game will shoot one additional free throw to equal out the total number of shots taken. If the game is still tied, repeat the above format until a winner is determined o In tournament play there will be NO shootout; additional 2-minute overtime periods should be played until a winner is determined. The possession will alternate with the start of each overtime period. Possession arrow at the end of first overtime will determine which team shoots first and then alternating for any additional shootouts required
Forfeit Rule If a team does not have the minimum number of required 4 players present 5 minutes after the scheduled start of a game, the game is considered a forfeit. The game should then be played with the available players from both teams being sure to not cause the delay of the game scheduled to follow. If a team has less than 4 players, an additional player from the opposing team, an available player of the same age group can play on the forfeiting team or the game may be played 3-on-3 or similarly as long as it does not cause a delay of the game scheduled to follow. GAMES SHOULD NEVER BE FORFEITED! MERCY RULE If at any point after the first half one team is leading by more than 30 points, the leading team will be deemed the winner. From this point forward the game will continue with the same game play and clock rules as outlined above but the score will be turned off and no longer tallied from this point forward. ZERO TOLERANCE POLICY Coaches and fans may not criticize player, coaches and/or referees. Violators will be ejected from the premises and may face additional suspension pending DSYSA Board action.
