Los Altos Hills Town Council - June 18, 2015 Palo Alto City Council June 22, 2015 AGENDA ITEM #2.B Presentation
Previous Presentations Los Altos Hills Town Council in May 2014 and February 2015 Palo Alto City Council in June 2014 Palo Alto Planning and Transportation Commission in October 2014 Presented overview of Expressway Plan 2040 and the need for Page Mill Corridor focused study Today we are here to present Page Mill Road Expressway Corridor Study Report Appreciate any comments and questions by August 7, 2015
AGENDA Summary of Need for Improvements Recommended Improvements Project Phasing Next Steps
Interchange Existing Conditions - Vehicles Queuing from Foothill Expressway backs up along Page Mill Road all the way to the I-280 northbound ramps and onto freeway mainline Queuing from all-way stop at Arastradero Rd/I-280 SB Ramps and Page Mill Road backs up along I-280 southbound off-ramp onto freeway mainline
Interchange Existing Conditions - Bicycles Westbound cyclists must merge across two lanes of higher speed Page Mill traffic at interchange No striped eastbound bicycle facilities. Most cyclists turn left from eastbound Page Mill Road to Old Page Mill Road
Interchange Existing Conditions - Pedestrians High-speed free-right turn and lack of pedestrian facilities east of interchange on south side of Page Mill Road Lack of pedestrian facilities on the north side of Page Mill Road
Park-and-Ride Existing Conditions The park-and-ride lot is at capacity, resulting in overflow onto Page Mill Road Buses block only park-and-ride access driveway for pick-ups and drop-offs and have no convenient turn-around location
Existing Intersection Deficiencies Hanover Street Inadequate left turn storage No exclusive left turn lanes or bike lanes on Hanover El Camino Real Tight curb return
Page Mill Road Level of Service
Existing AM Peak Period Travel Patterns Eastbound Direction Westbound Direction Most activity to/from I-280 is going to Stanford Research Park Substantially lower volumes on Page Mill Road east of Foothill Expressway, and especially east of Hanover Street
Stanford Research Park Trips Forecast includes approximately 10% growth in peak hour trips to Stanford Research Park to 2025 Approximately 59% of trips to/from Stanford Research Park via I-280
Existing Land Use
2025 Housing and Employment Growth 2013 Population = 49,500 2025 Population = 54,800 Total Growth = 5,300 % Growth = 11% Total Acres = 9,232 2013 Jobs = 49,500 2025 Jobs = 54,800 Total Growth = 5,800 % Growth = 13% Total Acres = 9,232
Page Mill Road Improvements I-280 Interchange Modification Widening of Page Mill Road to 6 Lanes between Interchange and Foothill Expressway Extension of Shared Use Path between Deer Creek Road and Interchange Grade Separation of Foothill Expressway Intersection Improvements at Hanover Street and El Camino Real
Improvement Projects
Improvements Development and Evaluation Developed 3 interchange improvement concepts Each concept included an alternative solution for improving bicycle and pedestrian mobility Evaluated potential right-of-way needs to widen Page Mill to 6 lanes from I-280 to Foothill Expressway Evaluated 3 Foothill Expressway grade separation concepts Evaluation Tools Developed a micro-simulation to evaluate each improvement for existing and year 2025 conditions Performed a level of service analysis for with and without improvements scenarios
Interchange Improvement Concepts Concept 1 - Signalization Concept 2 Southbound Ramp Realignment Concept 3 Roundabout 3 options were evaluated, each with different approaches to intersection control, ramp configuration and bike/pedestrian facilities. Improvements were evaluated for effectiveness in traffic, bicycle, and pedestrian circulation.
Foothill Expressway Grade Separation Alt 1 Page Mill Over Alt 3 Page Mill Split Alt 2 Page Mill Under 3 options were evaluated. In all options Page Mill Road through traffic would be grade separated from Foothill Expressway and turning movement traffic. Atgrade intersections would maintain all existing turning movements.

Community Input Sequencing is important: improve Page Mill before improving interchange area Prefer roundabout option, not traffic signals on west side Request for improved access from Gerth and Christopher Lanes onto Page Mill Need bicycle slot lanes under I-280 in both directions similar to I-280/Alpine Need to plan for bicycle circulation in roundabout option Address park-and-ride lot problems some requested closing or moving it Support for bike lanes on Hanover Open to Foothill grade separation improvement
Improvement Projects
Interchange Concept
Interchange Concept Bicycle & Pedestrian
Page Mill Road Widening Widen to 6 lanes between Old Page Mill Road and Foothill Expressway Requires minimal right-of-way, primarily will utilize existing medians and narrow lanes Provide a shared use path between Deer Creek Road and the I-280 interchange
Foothill Expressway Grade Separation The 3 alternatives confirmed feasibility and magnitude of cost Additional analysis should occur before selecting a preferred alternative; all 3 alternatives to be included in future study Foothill Expressway to El Camino Real Page Mill Road & Hanover Street Intersection: Add a northbound and southbound left turn lane and convert the signal to an 8-phase operation. Convert Hanover Street to one-through lane in each direction and add bike lanes. Page Mill Road & El Camino Real Intersection: Extend turn pockets, re-align curbs and median, and provide westbound right-turn lane
Travel Time Benefits Existing Conditions: Segment Limits Between I-280 SB and Foothill Expressway Period Roundabout Concept with Page Mill Existing Road Widening Travel Time Travel Time % Change AM 9.1 min 3.6 min - 5.5 min - 60% PM 6.5 min 3.6 min - 2.9 min - 45% Year 2025 Conditions: Segment Limits Between I-280 SB and Foothill Expressway Period Page Mill Road Widening Only Roundabout Concept with Page Mill Road Widening Travel Time Travel Time % Change AM 10.3 min 4.6 min - 5.7 min - 55% PM 3.2 min 3.4 min + 0.2 min + 6% Notes: Travel times are for the peak direction. AM peak direction is eastbound and PM peak direction is westbound.
Roadway Capacity Benefits Year 2025 Conditions: Segment I-280 to Foothill Expressway Foothill Expressway to Ramos Way Ramos Way to Birch Street Peak Hour 1 V/C = Volume-to-Capacity Ratio No Build 2025 Build 2025 Link Volume V/C 1 LOS Link Volume V/C 1 LOS AM 3,788 1.01 F 4,029 0.71 C PM 3,820 1.02 F 4,445 0.79 C AM 3,387 1.00 E 3,438 0.88 D PM 3,300 0.94 E 3,411 0.87 D AM 3,647 1.07 F 3,699 0.95 E PM 3,434 1.01 F 3,719 0.95 E
Park-and-Ride Concepts
Existing Location Safer Circulation Plan Provides sidewalk adjacent to park-and-ride and widens path behind park-and-ride lot Provide vehicle loading/unloading area within transit center to eliminate driveway blockages and neighborhood circulation of shuttles Allows for most movements to be right-turn into/out of park-and-ride, improving safety
Caltrans Corp Yard Location Relocation Alternative Provides access to/from all directions of I-280 Provides up to 25 additional spaces in the park-and-ride lot Would require relocation of Caltrans Corporation Yard and adjacent cellular facilities Would require some re-grading and vegetation removal
Park-and-Ride Concepts Relocation alternative requires review by Caltrans Park-and-Ride design improvements and/or relocation to be determined when interchange project proceeds into design and environmental review Report also recommends that Caltrans & VTA explore additional P&R locations along I-280 to relieve the demand at Page Mill site
Interim Bicycle Improvements (based on I-280/Alpine model)
Interim Bicycle Improvements (based on I-280/Alpine model) PRELIMINARY CONCEPT requires Caltrans review Provision of eastbound bike lanes Striping of buffered green bike lanes in both directions Modifications to vehicle lane alignments to clearly define areas where vehicles would yield to bicyclists Reduction in the westbound Page Mill Road to I-280 southbound on-ramp from two lanes to one lane reducing the number of lanes that will need to be crossed by westbound bicyclists
Improvement Phasing
Phased Improvement Strategy Interim Improvement: Striping Changes for Bicycle Travel through I- 280 Interchange Phase 1: Widen Page Mill Expressway through Foothill Expressway intersection, including trail Phase 2: I-280 Interchange Improvements Phase 3: Grade Separation for Page Mill / Foothill-JSB Intersection As opportunities arise: Intersection improvements between Porter and El Camino Real in Palo Alto
