Stewart, City Manager Len Gorecki, Director of Public Works Jerry Stock, City Engineer Consideration and possible action to authorize the Director of Public Works, or designee, to remove red curb parking restrictions on Beach Street fronting Las Flores Elementary School and installation of No U-Turn signs on Beach Street between Bixby Avenue and Woodruff Street (C.E. #17-09). DATE: May 8, 2017 EXECUTIVE SUMMARY On April 18, 2017, the Public Safety Commission considered and subsequently recommended to the City Council the removal of red curb parking restrictions and installation of No U-Turn signs, pursuant to Bellflower Municipal Code ( BMC ) Chapter 10.04. This action would approve and authorize the removal of red curb parking restrictions on Beach Street fronting Las Flores Elementary School and the installation of No U-Turn signs on Beach Street between Bixby Avenue and Woodruff Avenue. RECOMMENDATION TO CITY COUNCIL 1) Authorize the Director of Public Works, or designee, to remove the red curb parking restrictions on Beach Street fronting Las Flores Elementary School and install the No U-Turn signs on Beach Street between Bixby Avenue and Woodruff Avenue; or 2) Alternatively, discuss and take other action related to this item. FISCAL IMPACT The estimated cost to remove the red curb parking restrictions and install the No-Turn signs is $300.00. The required funds are budgeted within the current fiscal year budget. DISCUSSION The City is proposing to remove approximately forty (40) feet of red curb parking restrictions on Beach Street fronting Las Flores Elementary School. In addition, the City is proposing to install No U-Turn signs between 8:00 a.m. 9:00 a.m. and 2:00 p.m. 3:00 p.m., Monday Friday, on Beach Street between Bixby Avenue and Woodruff Avenue (school drop-off and pick-up time periods). The proposed changes are indicated on the attached aerial photograph. Page 1 of 2-1-

Staff Report Removal of Red Curb Parking Restrictions on Beach Street fronting Las Flores Elementary School and Installation of No U-Turn signs on Beach Street between Bixby Avenue and Woodruff Avenue May 8, 2017 Page 2 of 2 On April 4, 2017, the City Engineer provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its April 18, 2017, meeting. To date the City has received one response to the notifications in support of the proposed changes. The City recently received a request from a parent of one of the students of Las Flores Elementary School to develop options to address congestion and other traffic related issues associated with the pick-up of students at the end of the school day. In response to the request the City Engineer met with the parent at the school. At that meeting they were joined by the school principal. Based upon the field meeting, the principal requested we consider the removal of a portion of red curb fronting Beach Street to provide additional parking for parents. The subject red curb was installed in conjunction with a marked crosswalk. That marked crosswalk was removed many years ago, however the red curb remained. As there is no benefit to maintaining the red curb and the on-street parking supply can be increased by two vehicles, the City Engineer recommends removal of a portion of the red curb. It was also noted during the field meeting that parents are making U-turns that contribute to the congestion. Consequently the City Engineer recommends prohibiting U-turns during school drop-off and pick-up time periods. Hence to improve traffic flow, increase parking and enhance safety the elimination of approximately 40 feet of red curb is recommended as well as posting U-turn prohibitions during school drop-off and pick-up time periods. The signs would be installed for east and west bound traffic. Similar U-turn prohibitions are currently posted along Palm Street fronting the south side of the school.
