BYE-LAWS MADE BY THE COMMITTEE UNDER THE CONSTITUTION BYE-LAWS - FOR PLAY 1. The Rules of Golf as they may from time to time be fixed by R & A Rules Limited, shall be the Rules of the Club except where otherwise modified by any Local Rules adopted by the Club. 2. The Club Fixtures for the year shall be arranged by the Committee and Notice thereof given to each Member. The Committee shall have the power to arrange any other Club Competitions in the course of the year and Notice of such shall be posted in the Clubhouse. 3. The order of commencing play shall be regulated as follows: (a) A Player may book only one time for that player and their playing partners. This may only be done by signing the start sheet and thereafter remaining in the precincts of the Clubhouse. (b) In the event of a Player booking a time and subsequently joining another game, the time of starting so booked will be void. This time may not be passed to another party. (c) A Player may only exchange a time with their immediate predecessor or successor in the Starting Book. (d) A match failing to play off in time must retire and take the next available place under the direction of the Starter. 4. Competitions: The Starting Book in all Competitions except midweek and Sunday Medals is in the charge of the Starter and no entries may be made therein by any Competitor under the penalty of disqualification unless sanctioned by the Starter. Competitors in Medal Competitions shall be divided into Classes as shown on the Fixture Card or as may be determined by the Committee from time to time. The order of play in each Class shall be determined by ballot. In order to register for the ballot, each Competitor must enter their own name only in the sheet or the computer system provided. Failure to abide by this regulation may result in exclusion from the ballot. Any name entered in a space where another name has been scored out may also result in exclusion from the ballot. Provided they are within the precincts of the Clubhouse, members not included within the ballot may be allocated a starting time by the Starter. Allocated times will be given a starting number and competitors must be ready to occupy the tee and play off on their number being called by the
Starter and/or registering on the starting board. Players not ready to play at the allocated time lose this time and start at the first vacant time: players not present at the allocated time may not play at another time. For the avoidance of doubt, players may not withdraw from the ballot and thereafter request a time. During Competitions Non-Competitors shall not be eligible to play unless permitted to do so by the starter. Competitors shall play in threes unless otherwise sanctioned by Committee. No fourball friendly matches will be permitted during the hours of Competition with the exceptions (i) of Mid Week Medal Competitions (up to 16.00 and after 18.30), (ii) the Committee have sanctioned the playing of normal golf during Saturday Medal Competitions after 14.00 and (iii) Blue medal competitions. This exception does not apply to major Competitions (as designated by the Committee from time to time) and the Member/Guest Event. Play in Competition will commence at the following times:- Mid Week Medal Competitions: 08.00: Saturday Medal Competitions: normally 07.30 except Saturdays during March and October when play will commence at 08.00. Last tee off for Saturday Competitions is 15.30. In the event of a tie in any Stroke Competition the winner shall be decided by the lowest inward half, failing that the lowest final 6, 3, 2 or 1 holes, all less the handicap allowance. A Player shall be eligible to win only one Club prize in each Competition which is open to all Members. In the case of an Emergency, a Competition may be declared void by the authorised representative of the Committee. Competitions declared void are cancelled except major Competitions which are postponed. Major Competitions are all Competitions other than monthly Medal Competitions. Moreover, a Competition in any class is void for the purpose of the Club presenting a prize if there are fewer than six entries. However, Sweep Money will still be distributed. 5. Players who are more than one hole behind the match in front MUST GIVE WAY to the match following immediately behind. They MUST invite the Players following to pass. Any player playing a full round has priority over players playing a shorter round. 6. When playing the course alone Members may play not more than two balls from tee to green at each hole. All other forms of practising must be restricted to the Putting Green and Practice Areas.
7. Caddies: The Club neither employs nor pays caddies. The Starter will inform Players if caddies are available but the actual engagement and payment must be made by the Players. BYE - LAWS - CLUBHOUSE 1. The Clubhouse shall be opened and closed at such hours as the Committee may determine. When the Clubhouse is closed it can be assumed that the course is still open unless there is a Notice to the contrary. 2. The regulations for the supply of meals and refreshments along with the Tariff shall be exhibited in the Bar and Dining Room. 3. Members shall defray whatever they incur before leaving the Clubhouse and the names of Members failing to observe this shall be reported to the Committee. Credit shall be refused. 4. No Member shall on any plea whatever take away, damage, or destroy any newspaper, pamphlet, book or any other article, which is the property of the Club. 5. No article or document of any kind shall be placed on the Notice Boards or Walls of the Club Rooms except with the authority of the Committee, the Captain or the Managing Secretary. 6. Excisable Liquor may be sold or supplied:- (a) On weekdays and Saturdays between 11.00 hours and 24.00 hours. (b) On Sundays between 11.00 and 23.00 hours. 7. Gratuities to employees, either from Members of the Club or tradesmen, are strictly prohibited. However, Members are encouraged to contribute to the Staff Fund, which is disbursed to the Greens and Clubhouse Staff annually. 8. Caddy cars may not be brought into the Clubhouse. BYE-LAWS - GENERAL 1. Any Member acting in contravention of these Bye-Laws renders that member liable to be dealt with in accordance with article 24 of the Constitution. A Member shall be liable for any breach committed by their visitor or their own or visitor's caddie. 2. Any Member changing their address shall notify the same in writing to the Managing Secretary. Failing such intimation, all notices sent to the old address will be held as delivered. 3. No complaints shall be considered by the Committee unless made in writing to the Managing Secretary and no Member, unless on the specific instruction of the Committee, shall subject any employee of the Club to a personal reprimand.
4. The right to vacant Club lockers shall be determined by seniority of Membership. 5. No dogs shall be allowed in the Clubhouse or on the Course. BYE-LAWS - VISITORS 1. Members may introduce one or more Visitors for one day to enjoy all the privileges of the Clubhouse and Course, subject to the limitations hereafter specified. 2. The names and addresses of all Visitors are to be recorded legibly in the Visitors Book kept for the purpose at the Clubhouse. In addition to the Visitors Book, Members are reminded to enter the name of any Visitor playing golf in the Members Golf Guest Sheet. 3. The same Visitor may not be introduced by a Member or Members to play the course more than six times in total during any twelve month period. This restriction also applies to a Member s spouse, partner, or children under 18 years of age, however the restriction on rounds played does not apply when a Member is playing on the course with his spouse/partner or child under 18 years on a Sunday after 14.00. 4. The Green Fee for Visitors accompanied by a Member will be such sum as shall from time to time be fixed by the Committee of Management. The Green Fee from 1 April to 30 September is 10 per visitor, and from 1 October to 31 March 5.00 per Visitor, but no charge is made in respect of a Member s spouse, partner, or child under 18 years playing with the Member (see Bye Law 11). 5. Unless otherwise directed by the Committee of Management, no Visitor is permitted to play on the Course before 15.00 hours on Competition Saturdays or before 11.00 hours on Non- Competition Saturdays. Competition Saturdays do not include optional medal days. 6. Unless otherwise directed by the Committee of Management, no Visitor may commence play on the Course after 16.00 hours on a Competition Tuesday. 7. Members are not permitted to introduce more than three Visitors for play on the Course at any one time. 8. A party of more than eight players, irrespective of the number of members playing in the party, is considered to be a courtesy and a booking has to be made with the Managing Secretary and a Green Fee of 35 charged for all Non-Members. 9. Members desirous of introducing, but not playing with, a Visitor must advise the Managing Secretary and pay a green fee of 35.
10. Save as provided in Bye Law 5, any Member may personally take one or more Visitors into the Clubhouse at any time, but such Visitors are on no account eligible to play on the Course except as provided above. 11. Children under the age of 18 years may only be introduced as visitors by members during the permitted hours of play for Junior Associate Members, as shown under the Junior Section notes on page 8. 12. Restricted Members may not be introduced as Visitors by Ordinary Members outwith the terms of play for Restricted Members, except on payment of a full Green Fee. LOCAL RULES 1. Out of Bounds Rule 27-1 (a) Beyond any wall, fence, hedge or line of white stakes defining the boundary of the course. (b) In or beyond the River Cart (c) On or beyond the kerbing behind and to the sides of the 1 st tee. Note: Where out of bounds is defined by white stakes or fence posts (excluding angled supports) the line joining the nearest inside points at ground level of such stakes or posts defines the boundary. A ball is out of bounds when all of it lies over such a line. (d) Where any continuation or adjoining white line or ditch is in existence it defines the boundary. A ball is out of bounds when all of it lies on, in or over such a line or ditch. 2. Water Hazards Rule 26 Water Hazards are defined by yellow stakes. Where yellow lines are in existence they define the margin. Lateral Water Hazards are defined by red stakes. Where red lines are in existence they define the margin 3. Immovable Obstructions Rule 24 2 (a) All fixed bridges and bridge supports (b) Immoveable obstructions close to putting green. Relief from interference by an immovable obstruction may be obtained under Rule 24-2. In addition, if a ball lies off the putting green but not in a hazard and an immovable obstruction on or within two club lengths of the putting green and within two club lengths of the ball intervenes on the line of play between the ball and the hole, the player may take relief as follows: The ball must be lifted and dropped at the nearest point to where the ball lay that (a) is not nearer the hole, (b) avoids intervention and (c) is not a hazard or on a putting green. The ball may be cleaned when lifted. (c) Artificially surfaced roads and paths.
4. Protection of Young Trees Protection of young trees identified by stakes. If such a tree interferes with a player s stance or the area of his intended swing, the ball must be lifted, without penalty, and dropped in accordance with the procedure prescribed in Rule 24-2b (Immovable Obstruction). The ball may be cleaned when lifted under this local rule. Exception: A player may not obtain relief under this Local Rule if (a) it is clearly unreasonable for him to make a stroke because of anything other than the tree or (b) interference by the tree would only occur through use of an unnecessarily abnormal stance, swing or direction of play. 5. Integral Parts of the Course The retaining wooden sleepers in the water hazard crossing the 10 th fairway. 6. Ground Under Repair Rule 25-1. (a) Any areas encircled by a white line. (b) Deep tractor tyre ruts. (c) Vandalism to a putting green. (d) French drains (stone filled drainage ditches). 7. Bunkers Rule 24 1 Stones in bunkers are moveable obstructions PENALTY FOR BREACH OF LOCAL RULES 1 to 7 Match Play Loss of Hole; Stroke play two strokes 8. Distance Measuring Devices Rule 14-3 For all play at this course, a player may obtain distance information by using a distance measuring device. If, during a stipulated round, a player uses a distance measuring device to gauge or measure other conditions that might affect his play (e.g. elevation changes, wind speed, etc) the player is in breach of Rule 14-3. 9. Rules 18-2, 18-3 and 20-1 are modified as follows: When a player s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. This Local Rule applies only when the player s ball or ball-marker lies on the putting green and any movement is accidental.note: If it is determined that a player s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played
as it lies from its new location. A ball-marker moved in such circumstances is replaced. Note: Players are requested to make themselves acquainted with additional local rules that may be posted from time to time in the Clubhouse. RECOGNISED PRACTICE AREAS The recognised practice area to the left of the 18 th Fairway and between the 3 rd and 4 th hole may be used by players for practice on any day of the competition. CORPORATE MEMBERSHIP Playing Times: Mondays to Friday inclusive with a starting time before 16.30. Sundays after 12.00 by arrangement with the Managing Secretary. The Clubhouse facilities are open to Corporate members on Mondays to Friday inclusive during the normal times of opening and on Sundays as above. TEMPORARY MEMBERS Unaccompanied visitors to the course become Temporary members for the day on payment of the requisite fee. Such Temporary members will only be allowed access in accordance with any time restrictions imposed by the Committee of Management. The Clubhouse facilities are open to Temporary Members during the normal times of opening and Temporary members are most welcome to use the Clubhouse. RESTRICTED MEMBERS Playing Times: Monday to Friday with a starting time no later than 16.00 hours.
