Only ne member f each team is eligible t respnd t a questin. Rund 2- During the secnd half f the rund, all team members are eligible t respnd. Questins- There are three kinds f questins: Regular questins t which the designated member f either team may respnd during the first half r the ne-tne cmpetitin. Tss-up questins are pen fr respnse by any member f either team. Bnus questins attached t selected tss up questins are pen t any member f the team that wn the tss-up questin. Scring During ne-n-ne cmpetitin in the first half f the rund, nly ne member f each team is eligible t respnd t a questin. This eligibility rtates with each questin, beginning with the team captain n each team, and then passing t the number tw, three and fur cntestants f each team, until all the remaining questins have been asked. The pint value f the first half f the rund is as fllws: a. Crrect respnse- tw pints Incrrect respnse- lss f tw pints If bth cntestants d nt attempt t answer in the five-secnd allwable time, neither team lses nr gains any pints. Time Requirements Each rund is divided int halves, with each half based n time (eight minutes) r number f questins (20 questins). Cntestants have five secnds t begin t answer the questin after activating the buzzer and being recgnized by the mderatr. If a buzzer is activated during reading f a questin, the mderatr immediately stps and the cntestant has five secnds after being recgnized by the mderatr t begin the answer. Repeating the questin by the cntestant is nt t be cnsidered the initiatin f the answer. It is the respnsibility f the mderatr and judges t determine if an actual answer was begun within the fivesecnd perid. ADDITIONAL INFORMATION FOR 4-H FCS BOWL CONTEST Cntest Chair Bwl Requirements: Equipment A team respnder that prvides a clear indicatin f the first cntestant t respnd t a questin. Stp watch r ther apprpriate time device. Buzzer with a different sund than the game panel. Blackbard r flipchart used t maintain team scres. This must be visible t cntestants and, if pssible, t spectatrs. Cntest Officials Mderatr: assumes directin f the cntest, asks all questins, designates cntestants t answer questins, accepts r rejects answers unless the questins and/r answers are challenged. Mderatr indicates when a cntestant has exceeded the allcated time fr a questin, declares the winner f the rund, cntrls the cntest, and mves t the next questin (decides t discard the questin r mve t the next). Judges: tw judges are recmmended. Judges must be knwledgeable abut resurce material. Judges rule jintly n the acceptability f questins r answers. In cases f a challenge t questins r answers in the cntest, tw f the three fficials (bth judges, r ne judge and the mderatr) must agree t acceptability r rejectin f any questin and/r answer. With nly ne judge, bth judge and mderatr must agree n actins t be taken. Timekeeper: mnitrs time intervals and designates when time f respnse has been exceeded and handles cntrl f the game equipment. Neither the mderatr nr the judge shuld be timekeeper. Screkeeper: keeps scre fr the cntest in a place that is clearly visible t the mderatr and cntestants. Each team cnsists f fur members and may include ne alternate if desired. Only fur cntestants are seated at the panel at ne time. During a rund, nly ne team member may be replaced at the panel. A member may nly be replaced when: The mderatr deems it impssible fr ne f the seated members t cntinue in the cntest, r The captain f a team requests the replacement f a team member. The team member remved frm the rund becmes ineligible t return during that rund. The team member remved and the replacement member are bth eligible t participate in further runds. Cmpetitin: Starting the Cntest Teams are assembled and seated at their respective panels and each cntestant is given the pprtunity t check the equipment. A team captain is designated and seated nearest the mderatr. The questin packet is pened by the mderatr. Teams are secluded frm ne anther s they may be asked the same set f questins. Rund One - First Half (20 questins r 8 minutes) The mderatr indicates clearly the start f ne-n-ne play. Each questin is addressed t nly ne member f each team, beginning with the team captain and prgressing with subsequent questins t the number tw, three, and fur cntestants, respectively. The mderatr indicates which tw cntestants are eligible t respnd prir t the reading f each questin. On the first questins, nly the team captains may activate the buzzer t answer the questin. On the secnd questin, nly the team members seated in secnd place may activate the buzzer. When all fur team members have had a chance t answer a questin, the prcedure will start ver with the team captains. The team lses tw pints if cntestants ther than the designated cntestants respnd with the buzzer r verbally. If any cntestant respnds mre than twice t questins directed t anther cntestant, that cntestant is replaced by the alternate. If n alternate is available, the remainder f the match is played with less than the full team, and questins nrmally addressed t the eliminated cntestant will be addressed t the ppsing team cntestant nly. There are n bnus questins asked during the ne-n-ne perid. Secnd Half (20 questins r 8 minutes) Any cntestant may answer the questins. The mderatr begins by reading a tss-up questin and clearly indicates if a bnus questin is attached and hw many pints the bnus questin is wrth. (See 6b) The mderatr reads all questins t their cmpletin, r until a cntestant activates a buzzer. If the answer given is incrrect, the questin will nt be repeated fr the ther team, but will be discarded. If the time elapses withut a cntestant activating a buzzer, there is neither lss nr gain f pints t either team. a. If a bnus questin was attached t an unanswered tss-up questin, that bnus questin is then transferred t the next questin. If the answer t a questin is begun during the five-secnd allwable time and the answer is incrrect, that team lses the pints assciated with that questin. If a member f a team activates a buzzer and an answer has nt been started within the five-secnd allwable time, there is a tw-pint penalty impsed against the team activating the buzzer and that questin is discarded. If a bnus questin is attached t an incrrectly answered tss-up questin, that bnus questin is transferred t the next questin. If the tss-up questin is crrectly answered within the five-secnd time limit, that team scres tw pints. If a bnus questin is attached t the crrectly answered tss-up questin, the mderatr then reads the bnus questin and a ten-secnd discussin perid is permitted fr team cnsultatin. Failure t answer a bnus questin results in n lss f pints. N part f the bnus questin will be repeated nr will any additinal infrmatin be given. Either the team captain r the mderatr may call a time-ut fr clarificatin f a rule, t permit replacement f a team member, r t allw fr unexpected prblems. These time-uts may be called nly after a questin has been answered and befre the start f the next questin. Cmpleting the Cntest The mderatr cntinues reading questins (and bnus questins if applicable) until all questins have been asked r eight minutes has expired, whichever cmes first. If a questin is thrwn ut either due t pr reading by the mderatr f a decisin f the judges, it will be replaced by anther questin s that the ttal number f questins r time limit remains cnsistent. Fllwing the final questin r time limit, the team with the highest number f pints is declared the winner f that rund. In the event f a tie after the designated number f questins, five additinal tss-up questins will be asked, t which any cntestant may answer after activating the buzzer and being recgnized. If a tie remains after the vertime, the first team t scre tw pints (r gaining the advantage due t a lss f tw pints t the ppsing team) will be declared the winner. Once the mderatr has declared the winner based n the scre, there will be n prtest. Prtest f Questins and/r Answers Prtests may be made nly by the team captain r cach, and then nly at the time the questin is read r the answer given. There is nly ne cach recgnized fr each team. The mderatr and judges cnsider the prtest, and their decisin in all cases is final. When a prtest is made, play will be stpped until the prtest is reslved r a three-minute time limit is up. If a prtest is sustained, the mderatr will take ne f the fllwing actins: If a questin is prtested befre an answer is given and the prtest sustained, the questin is discarded. There is n lss r gain f pints fr either team. If an answer is prtested, at least ne f the judges and mderatr, r bth judges determine the validity f the prtest. Pints will be added r subtracted as apprpriate. If a questin is prtested after an answer is given, at least ne judge and mderatr, r bth judges determine the validity f the prtest. The questin is then discarded at n lss f pints r the questin may be allwed with the apprpriate gain r lss f pints. Abuse f the prtest prvisins may result in ne r mre f the fllwing: Dismissal f cach frm the cntest area. Dismissal r replacement f team captain. Dismissal f entire team with frfeiture f pints r standing. Spectatrs may nt prtest a questin, answer, r prcedure during curse f play. Spectatrs may submit in writing t the cntest fficials any suggestins, cmplaints, r prtests at the cnclusin f the cntest. Unseemly behavir, unsprtsmanlike cnduct r actins detrimental t the cntest will result in dismissal frm the cntest area, lss f pints (2 pints per ccurrence), r disqualificatin f team. N surce f infrmatin is infallible. Every effrt is made t eliminate questins that are vague r errneus, but in the event f a dubtful questin, the judges r mderatr may challenge them; and if there is unanimus agreement, may elect t discard the questin with n lss r gain t either team. Recrding Devices T preserve the fairness f this cntest and the integrity f all the cntestants wh have dedicated their time and effrt, n nte taking, recrding devices, r cameras are allwed in the cntest rm. Failure t bserve this rule will result in dismissal frm the cntest area and disqualificatin f the team. Equipment Failure If equipment fails r malfunctins during a rund, any cntestant, the mderatr, judges r cach, may call a time-ut. If, after checking it is determined that there is a malfunctin, the faulty part(s) will be replaced and play resumed. Scres accumulated up t the pint f the time-ut shall stand and all further pints awarded during the match added r subtracted frm this ttal. If judges r ne judge and the mderatr deem it advisable, pints awarded fr the questin immediately prir t equipment failure may be recalled and an additinal questin used.
