Swimming Victoria By-Laws Awards Reference Number: BL6 Approved November 2017 Responsibility Chief Executive Officer 1. Status. This By Law is made by the Board of Swimming Victoria (SV) pursuant to the powers contained in clause 37 of SV s constitution (Constitution) and is binding on SV and all members of SV. It is to be known as BL6. 2. Interpretation Words and phrases defined in the Constitution have the same meaning in this By Law which is to be read with (and is subject to) the Constitution. If there is a conflict between this By Law and the Constitution the Constitution will prevail. 3. Purpose This By Law provides for the Board to acknowledge and recognise athletes, coaches, officials, volunteers and others who have excelled in competition or provided outstanding service to SV. 4. Life Membership Factors to be considered by the Board When considering a nomination for Life Membership the emphasis is on outstanding service or contribution to SV and the sport of swimming. The Board shall have regard to the following: 4.1 quality length and level of service; 4.2 standard of performance by the nominee of his or her tasks; 4.3 whether the nominee has met at least one of the following:
a) served at least 10 years as a Board member or member of an SV Committee b) served at least 15 years as a District Administrator during which time has been directly involved with the administration of SV c) has competed successfully at international level as a member of an Australian team or teams for at least 6 years d) worked actively as a qualified Technical Official for a period of at least 25 years; e) other direct service to SV for at least 10 years. Process for nomination 4.6 Any Member of SV may nominate a person who is eligible for Life Membership of SV on the prescribed form by submitting it to the CEO no later than 30 June in any given year. 4.7 Upon receipt of a nomination the Board must consider the nomination and determine by resolution whether or not to recommend the nomination to the SV AGM. 4.8 If the Board determines not to approve the nomination it shall convey the reasons for that to the proposer. 4.9 Where the Board determines to recommend the nomination it shall be put to the SV AGM next following that determination. Effect of Life Membership 4.10 If approved at an AGM a nominee shall be awarded Life Membership and be issued with a medallion which shall entitle that person to admission at all SV Competitions. 4.11 Subject to the Constitution a Life Member shall have all the same rights and obligations as other members of SV. 5. Meritorious Service Process for nomination 5.1 Two Members of SV may nominate a person for a Meritorious Service Award on the prescribed form by submitting it to the CEO. 5.2 Upon receipt of a nomination the Board must consider the nomination and determine by resolution whether or not to make the award. 5.3 If the Board determines not to approve the nomination it shall convey the reasons for that to the proposer. Factors to be considered by the Board When considering a nomination for a Meritorious Service Award the emphasis is on direct service or contribution to SV and the sport of swimming outside of service to Clubs or Districts. The Board shall have regard to the following: 5.4 quality length and level of service; 5.5 standard of performance by the nominee of his or her tasks; 5.6 whether the nominee is the holder of a Service Award
5.7 whether the nominee has had at least 12 years service over and above service to a Club or District 5.8 Awards shall be presented at a time and place determined by the SV Board. 6. Service Award Process for nomination 6.1 Any Member of SV may nominate a person for a Service Award on the prescribed form by submitting it to the CEO. 6.2 Upon receipt of a nomination the Board must consider the nomination and determine by resolution whether or not to make the award. 6.3 If the Board determines not to approve the nomination it shall convey the reasons for that to the proposer. Factors to be considered by the Board When considering a nomination for a Service Award the Board shall have regard to the following: 6.4 quality length and level of service; 6.5 standard of performance by the nominee of his or her tasks; 6.6 whether the nominee has given at least: a) 7 years consistent service to the sport of swimming; or b) 6 years as a swimmer at Australian Open Championships or Australian Age Championships. 6.7 Awards shall be presented at a time and place determined by the SV Board. 7. Swimming Awards 7.1 Categories SV may award (perpetual or non perpetual) trophies in the following categories: a) Club Trophies b) Individual Trophies c) State Championship Event Trophies d) State Championship Individual Trophies e) Sprint Championship Trophies f) Country Championship Trophies g) Inter District Trophies h) Handicap Event Trophies The trophies are as specified in Schedule A.
7.2 Point Scoring a) The following points score will be used to determine the winner of all awards where a points score is used: 1 st - 22 points 2nd -18 points 3rd - 16 points 4 th - 14 points 5 th - 12 points 6th - 10 points 7th - 8 points 8th - 6 points 9 th - 4 points 10th -2 points b) If the Championship is being conducted in an 8 lane pool, the scoring shall be terminated at this position. c) Swimmers must compete in the final of an event to score points. In a timed final event the fastest 10 competitors (or 8 competitors in an 8 lane pool), shall be deemed to be the final. 7.3 Perpetual Trophies a) For State Championship Event Trophies (refer Schedule A.3); the winner s name(s) shall be placed on the trophy. Visitors are eligible for these awards. The recipient of each perpetual trophy shall be presented with an appropriate replica. b) For State Championship Aggregate Points Trophies (refer Schedule A.4); the first Victorian shall receive the trophy. Visitors may receive points but are ineligible for the awards. c) Before any new perpetual awards can be accepted by SV, the Board must be satisfied with the suitability of the trophy, and the financial arrangements for the trophy and its ongoing replicas.
Schedule A AWARDS & TROPHIES 1. CLUB TROPHIES Victorian Premierships - Male and Female Awarded to the clubs scoring the highest aggregate points in the Victorian Long Course Championships. Victorian Premiership - Combined - Fred Blunt Trophy (Perpetual) Awarded to the club scoring the highest aggregate points in the Victorian Long Course Championships. Itoman (Japan) Friendship Cup Awarded to the club scoring the highest aggregate points in the Age Groups of the Victorian Long Course Championships in which the members from Itoman (Japan) compete. V.A.S.A. Relay Trophy (Perpetual) Awarded to the club scoring the highest aggregate points in relay events in the Victorian Long Course Championships. Winter Short Course Trophy (Perpetual) Awarded to the club scoring the highest aggregate points in the Victorian Short Course Championships. Robert (Bob) Carmichael Memorial Trophy (Perpetual) Awarded to the Club scoring the highest aggregate points in the Victorian Country Short Course Championships. Australia Day Perpetual Trophy (Perpetual) Awarded to the Club scoring the most aggregate points on the day celebrated as Australia Day at the Country Long Course Championships. The Top 10 Club Award The Top 10 Club Award ranks Club performances throughout the Victorian Championship season to determine the overall Victorian Champion Club and the Top 10 Clubs.
All trophies and awards under this sub section shall be based upon the points generated by Meet Manager. 2. INDIVIDUAL TROPHIES Male and/or Female Competitors President s Trophy Awarded by SV to the most outstanding competitor in the current season. The Selection Panel in conjunction with the President shall select the winner. H.A. Bennett Trophy (Perpetual) Awarded to the swimmer nearest to Australian Open Backstroke Record times during the current season. Selected by the Selection Panel. Rob Godfrey Memorial Trophy (Perpetual) Awarded to the most outstanding 13/u Victorian competitor at the Country Long Course Championships, based upon aggregate points generated by Meet Manager limited to 13/u events. Bruce Carter Trophy (Perpetual) Awarded for the best performance by a 14/o Victorian competitor at the Country Long Course Championships each year, based upon aggregate points generated by Meet Manager across all events. Allan Blue Memorial Trophy (Perpetual) Awarded to the most outstanding country swimmer for the current season, based upon the FINA Rankings. Selected by Selection Panel. Australia Day Medallion Awarded for the best male and female performances on the day celebrated as Australia Day at the Country Long Course Championships. Selected by the Selection Panel. The awards shall be based upon the highest FINA Points Score achieved on that day of the Championships. Breaststroke Award Awarded to the Male or Female swimmer achieving the highest FINA Point Score for a Breaststroke event in the current season. Selected by the Selection Panel. This can be swum at any long course meet and in any of the three recognised Breaststroke events (50mts, 100mts, 200mts)
Butterfly Award Awarded to the Male or Female swimmer achieving the highest FINA Point Score for a Butterfly event in the current season. Selected by the Selection Panel. This can be swum at any long course meet and in any of the three recognised Butterfly events (50mts, 100mts, 200mts) Individual Medley Award Awarded to the Male or Female swimmer achieving the highest FINA Point Score for an Individual Medley event in the current season. This can be swum at any long course meet and in any of the two recognised Individual Medley events (200mts, 400mts) Victorian Swimmer of the Year Awarded to the most outstanding Victorian competitor male or female in the current season. Recommended by the Technical and Officials Development Committee. Best New Official of the Year Award Awarded to recognise a more recently qualified Official who has made an outstanding contribution to the sport in their early years of officiating. Selected by the SV Board from nominations submitted by affiliated Clubs and Districts Volunteer of the Year Award Awarded to the Club or District Administrator who best epitomizes all that a volunteer should be in a Club or District environment. Selected by the SV Board from nominations submitted by affiliated Clubs or Districts. There can be up to two (2) recipients. Herb Jeffrey Trophy (Perpetual) Awarded for outstanding service in excess of 20 years to Country Swimming. The trophy is not restricted to officials and is awarded at the Country Championships. Selected by a sub-committee of three (3) or more country members appointed by the Board after full consideration of nominations received. Young Leader of the Year Award Awarded to an individual aged between 15 23 years who has shown outstanding leadership within their Club.
