Oregon School Activities Association 25200 SW Parkway Avenue, Suite 1 Wilsonville, OR 97070 503.682.6722 fax: 503.682.0960 www.osaa.org January 31, 2018 TO: FROM: SUBJECT: Superintendents, Principals, Athletic Directors, and Football Coaches Brad Garrett, Assistant Executive Director OSAA Football Ad Hoc Advisory Committee Update The Football Ad Hoc Committee conducted its fourth public meeting on January 31, 2018 at the OSAA Office in Wilsonville. Committee recommendations will be forwarded to the OSAA Executive Board for review and potential adoption on February 12, 2018. OSAA staff provided a summary of 33 pieces of correspondence received after the last meeting. The Committee received testimony from individuals representing 10 different schools. The group then convened into a work session to discuss strategies to address the observations/issues list outlined in their January 8 update. At this point the group has reached consensus on the following recommendations: Using criteria to identify teams eligible to play down a classification for a 2-year period. Any team meeting one of the following criterion would become eligible to play down: o Any team with a four-year Colley winning percentage of 22% or lower or separate has played 12 or fewer in-classification games during the last four years. o Any team with a two-year Colley winning percentage of 22% or lower. A complete listing of teams meeting these criteria and their status for the 2018 season is included within this update. Creation of an enrollment zone between the 2A and 1A. Any school with adjusted enrollment between 90 and 120 would have the option to participate in 11-man or 8-man Football. Allowing variations in game formats (i.e. 1, 2, or 3 quarter games) at the sub-varsity level to provide needed flexibility for some programs when creating sub-varsity participation opportunities. Codifying modifications to NFHS Football playing rules at the sub-varsity level (i.e. no kicking game, no blitzing, etc.) and making sure that all schools are aware of potential options moving forward. Recommending that sub-varsity scheduling be separated from varsity scheduling in order to enable schools to better match teams competitively with an emphasis on local geographic play. Piloting 6-man Football for the 2018 and 2019 seasons. Any school with an adjusted enrollment of 89 or less would be allowed to participate in the pilot. During the pilot, no OSAA Championship will be awarded at the 6-man level. The group tabled discussion regarding developing the criteria that would be used to determine how a school who has played down, be moved back up. There is agreement within the group that this criteria should include evaluation of the following over the two-year period:

Colley winning percentage League finish Playoff appearances Participation numbers Enrollment figures The Committee s expectation is that administrators at member schools work together to accommodate the scheduling needs of all schools regardless of geographic location. Geographically isolated schools/leagues need to have primary consideration when filling non-league schedules. Member schools need to share the travel burden to these schools to minimize the number of out-of-state contests and eliminate as many open dates as possible for as many schools as possible in any given year. The Committee is also in agreement that moving forward all classifications attempt to be as consistent as possible in determining scheduling dates for sub-varsity contests. Consistent dates allow schools more flexibility to pair like opponents. Currently some leagues have selected Thursday for sub-varsity games and others have selected Monday which leads to inevitable scheduling problems when schools from leagues with different philosophies are paired to play. The group requested that OSAA staff survey the schools to determine which option schools are currently planning on implementing. The group encourages leagues to develop systems that allow teams to play at least 1 game outside of their assigned Special District/League. Closed systems (all games within a single special district) may not allow the opportunity to compare teams as well as systems in which teams from a variety of placements participate against one another. If member schools want the adopted rankings system to perform most effectively then playing a variety of opponents outside of your league is a positive step in that direction. Member schools involved in cooperative sponsorships in football was discussed at length. Ultimately, the group reached consensus that schools involved in a cooperative sponsorship that participated together during the previous two-year or four-year period that also meet one of the established criteria are eligible for placement in a lower classification. Newly formed cooperative sponsorship shall be subject to Board Policy Cooperative Sponsorships. The Committee is currently supporting the following playoff qualification numbers and allocation methods for each classification. The proposed alignments included with the January 8 Meeting update have been revised based on decisions made by schools identified as having the option to play down and input from various classification representatives and correspondence. Reference the proposed alignments to match-up the various classification options listed below. Classification Qualifiers Allocation Method 6A 24 2 teams per SD plus 10 via rankings 5A 16 SD1 6 teams, SD2 5 teams, SD3 5 teams 4A 16 2-teams in each SD plus 4 added via play-in model 3A 16 SD1 6 teams, SD2 6 teams, and SD3 3 teams plus 1 via rankings 2A 16 2 teams per SD plus 4 via rankings 1A 16 SD1 4 teams, SD2 4 teams, SD3 4/5 teams plus 3/4 via rankings. Note: Allocations to be determined yearly at the Sept. Executive Board Meeting.

When the Committee is reconvened, the following topics will be addressed: Strategies to address declining participation numbers Strategies to address declining number of game officials Role of the OSAA and member schools as related to youth football Defining allowable NFHS rule variations at the sub-varsity level Reviewing coaching certification requirements USA Football The OSAA staff will provide a Committee update, like this one, to all superintendents, principals, athletic directors, and football coaches following each meeting. The Committee roster, charge, and any additional committee information is available at http://www.osaa.org/governance/committees. Written suggestions and proposals should be emailed to the OSAA at bradg@osaa.org. Any communication received by the OSAA will be shared with all committee members for review and discussion. The next public meeting of the Ad Hoc Football Advisory Committee is TBD. The general format for the meeting will be for the Committee to receive public testimony followed by a closed work session. Schools choosing to remain in their assigned classification are marked with an asterisk in the groups below. Group C teams have met one or both criteria but were already moved down based on 2018-2022 adopted alignments therefore will remain as assigned in that alignment.
