SAILING INSTRUCTIONS An International Kiteboarding Association Sanctioned Event 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing, including Appendix F. 1.2 No national authority prescriptions will apply. 1.3 If there is a conflict between languages the English text will take precedence. 1.4 The rule changes approved by IKA as outlined in Addendum A. 2 SAFETY PRECAUTIONS When stored on the beach in the launching area, hulls shall be placed with the fins down towards the sand. 3 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board(s) located at the Club. 4 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted 60 minutes before it will take effect, except that any change to the schedule of races will be posted one hour after the finish time limit of the last race of the day, on the day before it will take effect.

5 SIGNALS MADE ASHORE AND AFLOAT 5.1 Signals made ashore will be displayed at on the signals pole at the Club. When a signal is displayed over a fleet, flight or division flag it applies to that fleet, flight or division only. 5.2 When flag AP is displayed ashore, 1 minute is replaced with not less than not less than 30 minutes in the race signal AP and sailors shall stay ashore. This changes Race Signals. 5.3 When flag AP over H is displayed ashore, kiteboards shall not leave the beach. This changes Race Signals. 5.4 Signals made afloat will be displayed at the Race Committee signal boat (RC) or the Race Committee finish boat of the respective course area as appropriate. 6 FORMAT OF RACING One fleet, the women and the men fleet will race together. 7 SCHEDULE OF RACES 7.1 The races are scheduled as follow: Tuesday June 30 th 9.00-12-00 and 14.00-18.00 Measurements and Registrations. Wednesday July 1 st 11.30 Competitor Briefing 13.00 First Warning Signal Day 1 Races 20.00 Speck Stube Dinner Thursday July 2 nd TBD First Warning Signal Day 2 Races After Races Pasta Party Friday July 3 rd TBD First Warning Signal - Day 3 Races After races buffet and Prize giving ceremony 7.2 Number of races No more than 6 races per day will be sailed for any kiteboard. A maximum of 3 races will be sailed back to back. A maximum of 12 races will be sailed per kiteboard 7.3 The scheduled time of the warning signal for the first race each day is 13.00 except otherwise stated on the official notice board. 7.4 On the last day of the regatta no warning signal will be made after 16.00

8 CLASS FLAGS For all the classes the flag will be The Foiling Week Flag. 9 RACING AREAS 9.1 There will be one race area, in front of the Club. 9.2 Kiteboards not racing shall not sail in the course area. 10 THE COURSES 10.1 The diagrams in Addendum D show the courses including the course signals, the order in which marks are to be passed, and the side on which each mark is to be left. 10.2 Courses will not be shortened. This changes RRS 32 10.3 Legs of the course will not be changed after the preparatory signal. 10.4 When panel one is displayed the mark rounding order will be LP1. When panel two is displayed the mark rounding order will be LP2. When panel three is displayed the mark rounding order will be LP3. 11 MARKS The rounding marks of the course are described in Addendum D. 11.1 The Starting mark / mark 3 will be an orange inflatable mark. 11.2 Marks 1,1a,2s,2p will be inflatable yellow marks. 11.3 The Finishing mark will be a small yellow training mark, downwind to the Race Committee Vessel. 12 AREAS THAT ARE OBSTRUCTIONS Boats shall always remain 50 mts clear from the coast. The limit of 200mts from the coast during the whole racing area shall be considered as obstructions. 13 THE START 13.1 Races will be started by using rule 26 with the warning signal made 5 minutes before the starting signal. The Class Flag will be a with the Funivie Malesine Flag of letter K of the SI 13.2 If flag U has been displayed as the preparatory signal, no part of a kiteboard s hull or competitor shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a kiteboard breaks this rule and is identified, she shall be disqualified without a hearing but not if the race is restarted or resailed or postponed or abandoned before the starting signal. This changes rule 26. When flag U is used as the preparatory signal, rule 29.1 does not apply. The scoring abbreviation for a flag U disqualification is UFD. 13.3 The starting line will be described in the course diagram.

13.4 To alert kiteboards that a race or sequence of races will begin soon, an orange starting flag will be displayed with one sound from the race committee signal boat. The orange starting flag will be displayed for at least five minutes before a warning signal is displayed. 14 THE FINISH 14.1 The finish line will be described in the course diagram. 14.2 The finish line Race Committee vessel is identified by an orange start flag and a blue finishing flag. 14.3 Kiteboards that have finished racing shall sail clear of the finish area. 15 PENALTY SYSTEM 15.1 Penalties will be according to rule 44 as amended through Addendum A. 15.2 For each [SP] penalty infringement the Race Committee will, without a hearing, add 5 points to the competitor s finishing position, in the race closest in time to the incident. The scoring abbreviation for this penalty is SP. The scores of other kiteboards shall not be changed; therefore, two kiteboards may receive the same score. This changes RRS 63.1, A4.2 A5 and A11. 15.3 [DP] penalties are at the discretion of the protest committee and may be less than disqualification. This changes rule A4.2. 15.4 Penalties for breaches of class rules and of rule 55 are at the discretion of the protest committee and may be less than disqualification. This changes rule A4.2. 16 TIME LIMITS AND TARGET TIMES 16.1 Time limits and target times, in minutes, are as follows: Course Type Time Limit Mark 1 Time Limit Target Time Finish Time Window Opening Series 30 10 12-15 15 If no kiteboard has passed Mark 1 within the Mark 1 time limit, the race might be abandoned. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a). 16.2 Kiteboards failing to finish within the finish time window outlined in SI 17.1 after the first kiteboard sails the course and finishes will be scored Did Not Finish without a hearing. These time periods will be taken separately for each fleet/group/division/flight. This changes rules 35, A4 and A5. 17 PROTESTS AND REQUESTS FOR REDRESS 17.1 Protest forms are available at the race office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 17.2 (a) The protest time limit is 45 minutes after the last kiteboard has finished the last race of the day for that Class, or when AP over A, or N over A is displayed.

(b) If rule N1.4(b) applies, the time limit for requesting a hearing under that rule is 45 minutes after the party was informed of the panel s decision. 17.3 Notices will be posted no later than 15 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located at next to the Club s office, beginning at the time posted. 17.4 SI rules marked as NP shall not be grounds for protest by a competitor. This changes RRS 60.1(a) 17.5 Further details are outlined in Addendum C. 18 SCORING 18.1 A minimum of 3 races are required to constitute a regatta 18.2 To request correction of an alleged error in posted race or series results, a kiteboard may complete a scoring enquiry form available at the race office. 19 REPLACEMENT OF EQUIPMENT 19.1 Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Written requests for substitution on the Request for change of Equipment form shall be made to the committee at the first reasonable opportunity. 19.2 Subject to Instruction 20.1, when a kite has been lost or accidentally damaged beyond repair, a replacement may be made with any other kite listed on the IKA registered equipment list, but only with a size of the same size range. 20 ADVERTISING 20.1 Kiteboards are required to carry event advertising in compliance with ISAF Regulation 20 20.2 The Organizing Authority will supply the Lycra vests, stickers, and instructions for their use. 20.3 The only event advertising stickers and/or Lycra vests that may appear on equipment and/or may be worn are those issued by the Organizing Authority of the Regatta in which the kiteboard is currently entered. Any other event advertising shall be removed. 20.4 Lycra vests shall be worn outside other clothing while racing. Competitors shall not deliberately cut or tear them. 20.5 Lycra vests shall be worn whenever going afloat during the duration of the event. 21 SUPPORT BOATS 21.1 Team leaders, coaches and other support personnel shall stay at least 100m outside areas where kiteboards are racing from the time of the preparatory signal for the first fleet to start. 21.2 Support boats shall clearly display their national 3 letter country code in black on a white background either on a flag of a minimum of 50cm x 40cm in size on a stock higher than 1 meter over the deck or on the cover of their outboard engine. 21.3 All support boats shall register with the Organising Authority at registration

21.4 Infringements of SI 23 will be subject to action by the Race Committee which may result in preventing a support boat from going afloat. The official boats will be identified by displaying flags as follow: Race Committee Boats CR Flag Assistance Boat CR Flag Media Boat PRESS Flag 22 RADIO COMMUNICATION Except in an emergency, a kiteboard shall neither make radio transmissions while racing nor receive radio communications not available to all kiteboards. This restriction also applies to mobile telephones. 23 PRIZES 23.1 Prizes will be awarded according to the Notice of Race. Price Money 2000 : divided as following: 1 st place 1100, 2 nd place 600, 3 rd place 300. With the collaboration of Funivie di Malcesine. 23.2 The monetary compensation will be regulated and monitored under section 22.2 (Appendix 5). 23.3 All competitors and coaches are reminded to attend at the prize giving and closing ceremony. Prize winners not attending may forfeit their prize. 24 DISCLAIMER OF LIABILITY 24.1 Competitors take part in all races at their own risk. The LOA, IKA, ISAF or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result before, during and after the event. 24.2 Participation in this event, supporting events and in each race in them is at the sole discretion of the competitor and at his/her own risk. Notice is drawn to rule 4. 25 INSURANCE 25.1 Each participating kiteboard shall be insured with valid third-party liability insurance with a minimum cover of EUR 1.000.000 per event or the equivalent. 25.2 Coach and support boat drivers shall also have valid third-party liability insurance with a minimum cover of EUR 5.000.000 per event or the equivalent. 26 RIGHTS TO USE NAME AND LIKENESS By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the

venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. Addendum A: Rule changes approved by IKA / ISAF 1. In Rules 29.1, 30.1, 30.2 and 30.3, change, crew or equipment to or competitor. 2. Add new rule F 3.31, Touching a mark: While racing, a kiteboard shall not touch the windward mark. 3. Rule F4.44.1 is changed to read: A kiteboard may take a One-Turn Penalty when she may have broken rule F3.31, or one or more rules of Part 2 in an incident while racing. Sailing instructions may specify the use of some other penalty. However, (a) when a kiteboard may have broken a rule of Part 2 and rule F3.31 in the same incident she need not take the penalty for breaking rule F3.31; (b) if the kiteboard caused injury, serious damage or a tangle or, despite taking a penalty, gained a significant advantage in the race or series by her breach her penalty shall be to retire. 4. Rule F4.44.2 is renamed to One-Turn-Penalty and changed to read: After getting well clear of other kiteboards as soon after the incident as possible, a kiteboard takes a One-Turn Penalty by promptly making a turn with her hull in the water including one completed tack and one completed gybe. Forward motion shall be established between tack and gybe (or vice versa) with the sailor on the correct side of the hull in normal sailing position. When a kiteboard takes the penalty at or near the finishing line, she shall sail completely to the course side of the line before finishing 5. In Rules 61.1(a)(4) and 62.1(b), change damage to damage or a tangle. 6. at the end of Rule 62.1(b) add: however, if prior to the incident, there is a clear risk of a situation that could cause an entanglement that a competitor could reasonably anticipate and avoid, and the competitor fails to do so, or if a competitor through his own actions creates a situation that carries a clear risk of entanglement, the competitor shall not be eligible for redress 7. Delete the last sentence of Rule F5.61.1(a) 8. Delete Rule F5.62.1(e) 9. Add new Rule 64.1(d): When a kiteboard first breaks a rule of part 2 and, as a result, causes a tangle for which redress in given, she shall be scored as retired, if she retired, or she will be disqualified. The abbreviations for these penalties are RCT and DCT. This changes RRS A 11. When she does this a second or subsequent time, she shall be scored DNE (disqualification not excludable)." 10. For races of the Medal Series, rules 61.2 and 65.2 are deleted and rule 63.6 is changed to: 63.6 Protests and requests for redress need not be in writing; they shall be made orally to a member of the protest committee as soon as reasonably possible following the race. The protest committee may take evidence in any way it considers appropriate and may communicate its decision orally.

Addendum C: Protest and Arbitration 1. Notices of protests by the race committee or protest committee will be posted to inform kiteboards under rule 61.1(b). 2. On the last scheduled day of racing of a qualifying series, a request for reopening a hearing shall be delivered (a) within the protest time limit if the requesting party was informed of the decision on the previous day; (b) no later than 15 minutes after the requesting party was informed of the decision on that day. This changes rule 66. 3. On the last scheduled day of racing a request for redress from a protest committee decision shall be delivered no later than 45 minutes after the decision was posted. This changes rule 62.2. 4. Taking a penalty after finishing Add new rule A4.3: "A board that may have broken a rule of Part 2 or F3.31 while racing may take a scoring penalty after she has finished and prior to the start of Arbitration. Her penalty shall be a Scoring Penalty of 20% calculated as described in rule 44.3(c). The scoring abbreviation for a penalty imposed under these SI s will be SCP. However, if she caused tangle, injury or serious damage or if she gained a significant advantage in the race or series by her breach, her penalty shall be to retire. A Scoring penalty acknowledgement Form shall be signed before the end of protest time at the race office. This changes rule: F4 Part 4 Rules deleted. 5. Arbitration System Kiteboards will be offered Arbitration, but only if, before the hearing, - both the protestor and the protestee, agree to accept the decision of the arbitration - the incident does not include a request for redress - the incident does not involve tangle, injury or serious damage, or - a competitor did not gain a significant advantage in the race or series by her breach. This changes rule 63.1. (a) The arbitration will be heard by one or more members (the arbitration judge) of the protest committee. He will listen to the evidence of the protestor and protestee only and will announce his decision as to which kiteboard (if any) broke a rule or refer the protest to the full protest committee. This changes rule 63.6. (b) The decision is binding on all parties to the protest. (c) If the arbitration judge penalizes a kiteboard, the penalty will be a point s penalty equal to 40 % calculated as described in rule 44.3(c). The scoring abbreviation for a penalty imposed under these SIs will be ARB. This changes rule A4.2.." This changes F4 Part 4 Rules deleted.
