Adjustments of timely submitted entries will be entertained, but only up to the week of September 22-26 th, 2014. ********PLEASE NOTE THERE IS ANOTHER FEE INVOLVED WITH THIS YEAR S ENTRIES. PLEASE REFER TO SECTION VII, 3 FORFEITS. IF THIS FEE IS NOT INCLUDED, ENTRY IS VOID. 2 ROSTER: All rosters, waiver requests and birth certificates of all new competitors must be submitted to CYO (refer to CYO rules & Regulations Part II, II B). ROSTER AND WAIVER REQUEST DEADLINE OCTOBER 23, 2014 SCHEDULE DISTRIBUTION OCTOBER 23, 2014. CYO office is at 66-25 79 th Place, Middle Village, NY. No schedule will be distributed without a roster being submitted. SEASON BEGINS NOVEMBER 1 and 2, 2014 Teams will forfeit all games played before their rosters are submitted. Waiver players cannot play until their waivers have been approved. WITH THE CURRENT PLAYOFF FORMAT AND THE FACT THAT THERE ARE NO STANDINGS FOR REGULAR SEASON GAMES, ALL CHILDREN SHOULD GET SOME PLAYING TIME IN EVERY GAME DURING THE REGULAR SEASON. IT IS INCONSISTENT WITH THE NEW MISSION STATEMENT OF CYO THAT CHILDREN DO NOT PLAY 1

2 IN GAMES ESPECIALLY SINCE PLAYOFF SPOTS ARE ASSURED. WE ENCOURAGE ALL PARISHES (PAR S) TO CONSIDER CREATING A POLICY CONCERNING PLAYING TIME TO COINCIDE WITH OUR MISSION STATEMENT. 3 ELIGIBILITY: Any resident of the Brooklyn Diocese may participate regardless of religious affiliation but subject to the age requirements listed above and the eligibility rules of CYO. (Refer to CYO Rules & Regulations Part II, I A & B) Any player questioned concerning residence must supply official copy of school records as proof of residence, unless the document presented is not acceptable to the local area committee. All players must live in the Brooklyn Diocese to be eligible unless continuity is involved. (Refer to CYO Rules & Regulations Part II, I A #3) Players are not allowed to play on two different teams, at the same time, in the same season. If a player is found to be participating illegally, the team will forfeit all games in which the illegal player participated. The player will be ineligible for the rest of the season and the playoffs, and the team will not be allowed into the playoffs. The team penalty, concerning playoffs, may be subject to appeal. 4 ADDITIONS & REPLACEMENTS: A competitor may be added or replaced on the roster, up to and including, December 5, 2014. If a team has an approved waiver player, the Sports Coordinator must approve the addition or replacement. (Refer to CYO Rules & Regulations Part II, section II C). A birth certificate is required. Once a player plays up age wise in a division he cannot play down in a lower division during the same season. Exceptions need approval from the Sports Coordinator and CYO Director. 5 ROSTER SIZE: The usual number of competitors is 12 per team. We strongly suggest roster sizes to be a minimum of 8 Players however, expanded rosters are allowed in all divisions and all listed competitors are eligible for regular season and playoff games. In the event that trophies are won, the parish is responsible for the cost of additional trophies beyond the 12 that are provided by CYO. NO TEAM WILL BE ACCEPTED WITH 7 PLAYERS OR LESS ON THE ROSTER. 6 WAIVERS: Non-parish eligible athletes may qualify to play through waivers. (Refer to CYO Rules & Regulations Part II, section, I B) The waiver limits per team are: Grammar School Division 2 per team, High School Division 4 per team. All waiver requests are subject to approval by CYO staff. III. RULES OF COMPETITION 1. RULES BOOK: All divisions are governed by the current High School Federation for boy s basketball with the exceptions as listed in this fact sheet. Copies of these rules may be obtained by writing to: N.F.H.S. P.O. BOX 361246, INDIANAPOLIS, IN. 46236-5324 OR WWW.NFHS.ORG. NEW - Players in marked lane spaces will be able to move into the lane when the ball is released by the freethrow shooter beginning with the 2014-2015 basketball season. Previously, players could not release until the ball touched the ring or backboard or until the free-throw ended. 2. OFFICIAL SCORER: The home team shall designate an official scorer at the start of each contest. Last names and numbers of each player must be entered in the official scorebook (Children under 12 yrs of age should not be keeping score). Game Roster form must be handed to the opposing coach or scorekeeper prior to the start of the game. All information must be entered into the official scorebook. The form may be filled out in advance and copies made as needed. 3. TIMEKEEPER: The home team shall designate the official timekeeper at the start of each contest, we strongly suggest an adult. (Children under 12 yrs of age should not be keeping the clock). 4. GAME CLOCK: In all games other than the Diocesan playoffs, the clock will stop on: time-outs, held balls, fouls and substitutions. During the last 2 minutes of the 4 th quarter and during the entirety of any overtime period(s), the clock will stop on all whistles. In the Rookie & Intermediate divisions, the clock will stop on all whistles throughout the game. 2

3 5 SUBSTITUTIONS: Substitutions may enter the game at any whistle only after being waived in by an official. ONE AND ONE: In all divisions, one and one occurs on the 7 th team foul. Beginning with the 10 th foul, two free throws will be awarded. 6 INTENTIONAL FOULS: An intentional foul committed anywhere on the court will be penalized with 2 free throws and possession of the ball at the closest spot to the foul. 7 OVERTIME: In all divisions, overtime periods are 3 minutes. (STOP TIME) 8 TIME OUTS: In all divisions, there will be 3 full time outs and 2 thirty-second time outs. They accumulate. A full time out is still added for each extra period. Players should be on the court during a 30-second time out. 9 THREE POINT SHOT: There are 3-point field goals in CYO when the court is properly marked for it. A 3- point field goal line, 2 inches wide in the form of a semi-circle shall be drawn at each end of the court. The semicircle has a radius of 19 feet, 9 inches from a point in the middle of the free throw lane directly below the center of the basket. The 3-point field goal line shall be the same color as the free throw lane boundary lines and the free throw semi-circle. All Diocesan playoff sites must have a 3-point line. 10 HELD BALLS: The alternate possession rule on held balls will be in effect. The clock will stop on every held ball situation. The home team will designate the official scorer or timer or a separate person to be responsible for indicating possession. 11 PRESSING: REMINDER FOR PEEWEE DIVISION ONLY. NO PRESSING IN THIS DIVISION UNTIL THE BALL CROSSES THE HALF COURT LINE THROUGHOUT THE GAME. PRESSING WILL BE ALLOWED IN THE LAST 2 MINUTES OF THE GAME AND THROUGHOUT ANY OVERTIMES, INCLUDING ALL PLAYOFF GAMES. All Division II Games - There will be No Pressing until the 4 th Quarter Pressing is allowed in all the other divisions except Subnovice. However the winning team must allow the losing team to inbound the ball and must play defense within the 3 point line when they lead by the following amounts or more. If no 3-point line exists on the court the winning team must play defense below the top of the key. Defense however, is allowed, on transition play (official s judgment), when the no press rule is in effect. (E.g. an offensive turnover or a rebound.) PEEWEE 10 POINTS NOVICE 15 POINTS BANTAM 15 POINTS ROOKIE and INTERMEDIATE 20 POINTS CADET, TYRO and JUNIOR 20 POINTS First violation of this rule is a warning. Any violation thereafter will result in a technical foul being charged to the coach. The pressing limitations will apply, during the playoffs, FOR ALL DIVISIONS. 12 DUNKING: No dunking is permitted before, during or at half time at CYO games. The penalty is a technical foul. The second offense will also result in ejection of the player. (Counts as a personal and a team foul). 13 COACHES: There are to be only 2 coaches on a team bench. Coaches are responsible for the conduct of their players and fans, home and away. CYO wants to emphasize to all coaches that all team members should play in every game during the season since there is a liberal policy in making the playoffs. All bench 3

4 personnel must remain seated at all times. Head Coaches should stand ONLY to instruct basketball contest. HATS ARE NOT TO BE WORN BY ANY BENCH PERSONNEL DURING ANY CYO BASKETBALL GAME. All coaches MUST be VIRTUS trained and, upon completion of said training, must wear a CYO identification badge at all times. 14. SUBNOVICE DIVISION: POLICY REMINDER THIS DIVISION WILL ONLY BE FOR (3 RD GRADE AGE OR YOUNGER). 4 TH GRADE AGE WILL BE STRICTLY PEEWEE DIVISION. The purpose of this division is to create a teaching environment and have all players participate. Therefore, the rules are adjusted as follows: a. There will be no standings or playoffs. (There should be no published results of team or individual efforts) b. No score will be kept. Not at the scorer s table or on a game clock, at any time. (Personal fouls and time outs will be kept.) c. Throughout the game the clock will stop on fouls and held balls. d. Foul shots will be taken from the dotted line. (12ftd from the backboard) e. Pressing is prohibited and the defense must remain below the top of the key of the basket they are defending. f. Possession will alternate. g. There will be no winners or losers. h. The ball shall be a 28.5 size. (The standard women s basketball) i. A coach is not restricted to the bench area, unless instructed to by an official. j. A coach will be ejected upon being issued one (1) unsportsmanlike Technical Foul. The ejection will result in a 4 game suspension. k. There will be 1 Assistant Coach on the bench. No Assistant Coaches will be permitted under the basket. Any parent/spectator ejected during a SUBNOVICE contest will be suspended for one calendar year from the date of incident. IV. EQUIPMENT 1. BALL: Both teams must supply the standard men s basketball except Subnovice as noted above. 2. CLOCK & BUZZER: The home team must supply the game clock and buzzer. 3. SCOREBOOK: The home team scorebook is the official scorebook, unless the referee rules otherwise. 4. FIRST AID KIT: It is required that all teams have a first aid kit including rubber gloves. Available for use at the scorers table. Ice or ice packs must be available in the playing facility at all times. 5. FACT SHEET: It is suggested that a copy of the CYO Rules & Regulations and this fact sheet be kept at the scorers table. V. UNIFORMS 1. CLOTHING: All players on a team must wear matched shirts that are numbered on the back and on the front. Neither coaches nor officials are permitted to waive this rule. Matched shirts are defined as same color, same style (tee shirts or tank tops). Undershirts must be the same color as the predominant color of the jersey. Standard gym shorts are required and must be uniform in color and anything worn beneath may not extend below the bottom of the shorts except of the same color. Players who are not properly uniformed as to color and style will not be allowed to enter the game after November 21, 2014. THE PARISH NAME MUST APPEAR PREDOMINANTLY ON THE UNIFORM. The numbering regulation must be complied with. These regulations will be strictly enforced and a player not numbered front and back will not be allowed to enter a game. 2. NUMBERS: Only the following numbers are legal: 0 or 00, and 1 to 5, 10 to 15, 20 to 25, 30 to 35, 40 to 45, and 50 to 55. If an improperly numbered player enters the game, a technical foul will be awarded before he can play. 4

5 3. COLOR CONFLICT: If both teams have the same color uniforms, the home team must change color. Rules 1 & 2 pertaining to eligibility and technical fouls do not apply, in this case. 4. FOOTWEAR: All players must wear sneakers. 5. JEWELRY: No jewelry or adornments of any kind are allowed. This includes rubber or elastic bracelets and taped over earrings. VI. SCHEDULING 1. COURT TIME: Each team must provide adequate court time for themselves to play or be classified as a Traveling Team. Teams with less than the necessary amount of court time will be required to travel to wherever they can be accommodated. 2. REGULAR SEASON: Schedules will be developed by CYO staff. All teams should play between 12 and 15 games. An attempt will be made to provide balanced levels of competition within sections. 3. PLAYOFF POLICY - A competitive structure has been implemented in the CYO for all divisions from Peewee through Intermediate only. The policy is as follows in these divisions. Normal leagues will be set up in these divisions (I and II) but standings will not be kept by CYO. All teams will have the option to enter into the post-season CYO Diocesan playoffs (Division I and Division II Diocesan Playoffs). Playoffs begin the week of February 15, 2015. 4. POSTPONEMENTS All requests for postponements must be submitted to the CYO Sports Coordinator at least 5 working days prior to the originally scheduled game date. Postponements will only be granted for a conflict with another parish function, a loss of the court facility or an extreme emergency. (Parish functions must be religious and/or educational). (Refer to CYO Rules & Regulations Part II, II A-D). There will be a $50 penalty fee for any unauthorized postponement of a game. 5. SNOW Games will be automatically postponed due to snow only if a New York City snow emergency is declared before the start of the game. When CYO becomes aware of a snow emergency, a message will be available on the CYO answering machine. VII. OFFICIALS 1. DUTIES: Officials are in complete control of the game and the authority of their position is to be respected at all times even if a disagreement exists. Officials are obligated to report any incident of misconduct to the CYO office. 2. PAY: Officials are to be paid before the start of the game. If only one official appears where two are scheduled, he/she shall be paid the standard fee plus one half (1 ½). 3. FORFEITS: The Sports Coordinator will collect a $200.00 Bond per Parish. The Bond will be paid prior to the start of the season. This money will be returned to the Parish, or kept in escrow, at the end of the season if that Parish does not forfeit any games. The money will be used to pay the referees in the event of a forfeit. A team which forfeits a game shall be required to pay both teams share of the officials fee. Any outstanding forfeit fees will result in that parish s teams being declared ineligible for the playoffs. A team that forfeits 2 games may be ineligible for playoffs. PLEAES NOTE that if a team is pulled during the season they will be subjected to a $50 (fifty dollar) fine, which will be deducted from their respective bond account. Bond Account checks, made payable to CYO SPORTS, may be sent to the office at CYO, 66-25 79 TH Place, Middle Village, NY 11379 VIII. PROTESTS 1. PROCEDURE: All protests must be filed in compliance with CYO rules (Refer to CYO Rules & Regulations pg. 6, III A & B), however, the 3 working days time frames have been amended to 5 working days for items B. 1, c. and B. 2,b. (in the CYO Rules & Regulations) 5

6 2. TYPES: Only field protests (misinterpretation of the rules) and ineligibility protests are permitted. (Refer to CYO Rules & Regulations pg. 6, III A & B). IX. CONDUCT 1. CODE: All persons in attendance at CYO contests are expected to conduct themselves in a sportsmanlike manner consistent with the philosophy and goals of the CYO. (Refer to CYO Rules & Regulations pg. 1, Preamble & I) 2. PROFANITY: Any profanity used by any player or coach during the game will result in an automatic Technical Foul, being assessed. 3. EXPULSION & SUSPENSION: Any person who is ejected from a CYO contest for unsportsmanlike behavior will automatically be suspended for the next two games, no matter when they are played. (Refer to CYO Rules & Regulations pg. 7, IV A) Failure to sit two games may result in forfeiture of those games for the team. Any person may receive a 1 or 2 game suspension after the due process for unsportsmanlike conduct even though there was no game ejection. There are no appeals on a 1 or 2 game suspension. 4. SPECTATOR SUSPENSIONS: Any spectator ejected from a CYO game will be prohibited from attending any CYO sponsored event for 30 calendar days. If the ejection occurred at the end of the CYO season the suspension will be enforced at the beginning of the next season of the sport involved. If the offender is found to be in attendance at a CYO function the prior to the conclusion of the suspension, that team will forfeit the remainder of the game and the offending party will be suspended for one calendar year. 5. COACH SUSPENSIONS: In the case of unsportsmanlike behavior of the teams spectators and the coach fails to address the situation he/she will receive a one game suspension in addition to any other penalties. 6. PHYSICAL VIOLENCE: Any act of violence committed at a CYO contest by players or coaches, with or without provocation, is prohibited and will incur a one-year suspension. (Refer to CYO Rules & Regulations pg. 7, IV B) Any act of physical violence attributed to parents and/or spectators of a particular parish before, during or after a CYO basketball activity will automatically result in a forfeit and may cause that team to be ejected from the league. 7. DUE PROCESS: Any suspension of more than a, 2 game expulsion penalty, will be determined by the CYO Supervisor. The offending party will be given the opportunity to review and refute the charges before a decision is reached. The offending party will have 10 business days to appeal this decision to the CYO office after being notified. 8. PAR NOTIFICATION: PAR s may receive a copy of the officials report to CYO on any incident regarding conduct, which results in a suspension of more than 2 games.
