South African Maritime Safety Authority Marine Notice No. 17 of 2008 National Certificates of Competence for skippers trained by the SAPS Water Wing Division TO THE SOUTH AFRICAN POLICE SERVICE WATER WING DIVISION, SAMSA REGISTRAR OF SEAFARERS, EAMINERS AND PRINCIPAL OFFICERS Marine Circular No.4 of 2007 is cancelled Summary This marine notice recognizes the training program for small vessel skippers conducted by the SAPS water wing training institution as satisfying the requirements for the issue of an appropriate certificate of competence in terms of the Merchant Shipping (National Small Vessel Safety) Regulations, 2007. 1 SAMSA has evaluated the current Water Wing training program, which includes the practical(sea service) component, and established that it meets national standards in terms of regulation 16 (1)(a)(ii) of the Merchant Shipping (National Small Vessel Safety) Regulations, 2007 2 The training program covers the following categories: $ Day Skipper category E: Day Skipper of a power driven vessel 9 metres or less in length up to 1 nautical mile offshore along the coast of South Africa $ Day Skipper category C: Day Skipper of a power driven vessel 9 metres or less in length up to 15 nautical miles offshore along the coast of South Africa. $ Day Skipper category B: Day Skipper of a power driven vessel 9 metres or less in length up to 40 nautical miles offshore along the coast of South Africa. 3 A candidate for the issue of any of the above mentioned small vessel certificates of competence, together with their associated endorsements, must meet the following minimum service criteria in addition to the internal entry requirements that have been put in place by the Water Wing training institution: $ Day Skipper category E (i) (ii) Candidate must have successfully passed the SAPS vessel handling course; and Must have 40 logged hours onboard a SAPS vessel as crew of which 10 hours must be at night. $ Day Skipper category C (i) (ii) Candidate must have successfully passed the SAPS vessel handling course Category C, Module 1; Must have 70 logged hours onboard a SAPS vessel as handler of which 20 hours must be at night and 10 hours onboard a tiller arm driven outboard engine; and mn 17 of 2008 Page 1 of 9

(iii) Candidate must have 6 hours as vessel handler during diving operations. $ Day skipper category B (i) (ii) (iii) Candidate must have successfully passed the SAPS vessel handling course Category C, Module 2; Must have 100 logged hours onboard a SAPS vessel as handler of which 25 hours must be at night and 10 hours onboard a tiller arm outboard engine; and Candidate must have 10 hours as vessel handler during diving operations. 4 For night, dive and surf launch endorsement supporting documentation shall be provided by the Water Wing official attesting to the applicant having completed such courses, taking into consideration that: $ Surf launch: Area to be specified i.e. South and East Coast or South and West Coast. 5 For police vessels equipped with liferafts, candidates must also complete, as appropriate the Water Wing liferaft course as approved by SAMSA. 6 The application procedure is as follows: Applicants must provide the following (a) A certificate of pass from the Water Wing training institution attended in 2007 or later containing the following information: (i) the candidates full name, SAPS force number and Identity number; (ii) the course rotation number and examination date; (iii) a clear description of the course which the candidate has passed; and (iv) the name and signature of the course presenter and national commissioner of the SAPS. OR (b) A testimonial from a relevant Water Wing official attesting to the applicants continued and equivalent competency in the case of applicants who attended earlier Water Wing courses.(if the Water Wing considers that the applicant requires a refresher course, then must be done before application); (c) A copy or the applicants Identity document; (d) 2 ID photos; (e) An eyesight test certificate issued by a qualified optometrist; (f) A medical certificate issued by a qualified doctor; and (g) Payment or proof of payment of the relevant fee for the issue of a certificate of competence, and have a minimum age of 18 years. 7 Completed examination papers and results of practical examinations must be kept for at least 5 years; for audit purposes. 8 All applications must go through the Water Wing training institution course official and be certified as correct by that official. They are then submitted to any SAMSA office where an appointed examiner shall asses the application and issue an interim certificate pertaining to that application. 9 The Registrar of Seafarers may issue any one of the above mentioned small vessel certificate of competence on the basis of certification issued by the Water Wing training institution, where the requirements detailed in this marine notice have been met. mn 17 of 2008 Page 2 of 9

10 An application for an equivalent certificate must be in accordance with the form in Annex 1. Examples of the form of the national certificates are given in Annex 2 for category E, Annex 3 for category C, Annex 4 for category B.
