It is intended that it shuld be updated annually t reflect changes agreed at Cmmittee meetings r the AGM. The Cmmittee is a sub-cmmittee f Nrth f England Mens Lacrsse Assciatin (NEMLA), and als receives input frm Develpment and Rules & Referees Cmmittees. It can refer any issue back t NEMLA fr reslutin.jsnc plicies are mandatry n all its clubs. The Cmmittee expects cmpliance since the guidance is intended t prmte gd practice and raise standards within the game. It is intended that this guide be distributed via registered clubs t all Junir Caches, Team Managers and Officials. At present, the JSNC is the nly cnstituted cmmittee f English Lacrsse (EL) with a remit fr the junir bys game. Hwever it is recgnised that there are vibrant and develping junir teams elsewhere in England and lcal practices have develped. These plicies and practice guide are therefre ffered in the spirit f develping the game further. It is hped this dcument will prvide a starting pint fr discussin n the develpment f a cmmn set f plicies that apply t all junir bys games acrss England. Plicies, Prcedures & Gd Practice Guide 2013 - GOALS TO SUCCESS - Player participatin Imprvement Skill develpment ENJOYMENT Y O U N G P E O P L E M A T T E R PLAYERS SAFEGUARDING All participating Clubs must ensure that EL safeguarding prcedures are fllwed Bullying and intimidatin by any player, fficial r spectatr n r ff the pitch will nt be tlerated EQUIPMENT Helmet and lacrsse glves are mandatry fr all players. It is strngly recmmended that players wear bxes, arm pads and shulder pads fr prtectin. Thrat guards, bxes and chest prtectrs are manadatry fr galkeepers. Galkeepers may chse t wear padded shrts and ther pads including leg prtectin that is mulded t the bdy. Muthguards are mandatry as f 1 st January 2014. Players withut a muthguard will be prhibited frm playing. Players remving their muthguard during a game will be subject t a technical penalty. Clubs shuld be prepared t supprt junir teams by investing in prper prtective equipment. Clubs are t enusre parents are aware f the recmmendatins fr the safety f players All sticks must be legal - it is the respnsibility f caches t ensure that all players have legal sticks. At U12 sticks d nt have t be the same length as thse fr the senir game but must be a minimum f 36. Nte dispensatin may be sught fr U14 and U16 where a disability may effect the ability t use a standard stick length. Frm September 2013 defence sticks fr U12 players must have a shaft that is n lnger than the players height. Any U12 player with defense shaft that fails t cmply with this rule will be prevented frm using it during the game. Any stick (including head) ver 42 will be deemed t be a defense stick. It is recmmended that defense sticks at U14 and U16 shuld nt exceed the height f the player. 4 Junir & Schls Nrth

Plicies, Prcedures & Gd Practice Guide 2013 REGISTRATION All players, fficials (managers, caches & referees) and vlunteers must be registered with the ELA. Players and Club fficials are respnsible fr ensuring their registratin details are accurate. Managers are ultimately respnsible fr ensuring all their players are registered befre the beginning f the seasn and that new players are added within a reasnable time. Players are nt insured fr inter club games unless they are registered. Officials f JSNC may request cnfirmatin f a player s details frm the EL and/r the player, where there is a dispute, ver the age f the player. Clubs must prvide the Junir and Schls Registratin Officer with a list f registered players, (a template is available fr dwnlad n League Republic), at each age grup by the 31 st Octber in the year f the new seasn. This shuld be updated and resubmitted as new players are registered. Failure t cmply with this will result in exclusin frm cup cmpetitins. TEAMS The JSNC has teams in the fllwing age grups: U16s (schl years 10 & 11) U14s (schl years 8 & 9) U12s (schl years 7 and belw ) The Cmmittee supprts the develpment f U10 and U11 teams and will arrange events, turnaments and triangular matches when pssible. Age is defined as the age n 31 st August each year. Clubs that agree t pl players t frm ne junir team must infrm the JSNC. Where a club is unable t field a full side fr a match, its ppnents must agree t play with reduced numbers r lan players t help balance the teams. 5 Junir & Schls Nrth

Plicies, Prcedures & Gd Practice Guide 2013 DISPENSATIONS The age dispensatin plicy is in place t nurture and supprt the prgress f new players. It is intended t enable players t participate by allwing them t play within a different age grup shuld they be new t the game be small fr their age have a disability have n team fr them t play in be any ther reasn agreed by JSNC Dispenstin Cmmittee Clubs must apply t the JSNC fr dispensatins in writing r by email using the JSN Dispensatin Frm (available t dwnlad frm League Republic) t the Secretary and Chairpersn Dispensatins will be assessed by the Dispensatin Cmmittee. This cmmittee is made up f the Chairpersn and three EL emplyees nminated at the beginning f the seasn. Three f this dispensatin cmmittee will assess the dispenastin applicatin within ten days f receipt and advise the Club f its decisin within this time. Infrmatin n interim dispensatins will be sent t Clubs by the JSNC Secretary and reprted at the next JSNC. Clubs will be infrmed f the Cmmittee s decisin in writing (t the Club Secretary and t the relevant Junir representative) and be recrded in the minutes. Dispensatins granted up t the end f Nvember will apply nly until the end f December. Clubs wishing t cntinue a dispensatin frm January must resubmit the dispensatin frm during December. The Dispensatin Cmmittee will reassess applicatins. Managers/Caches must infrm the ppsitin f any players with dispensatins in the week preceding the game. The ppsing club has the right t bject t a dispensated played. The reasns fr this must be sund and fair. Caches shuld pint ut dispensated players t the ppsing cach and referees n the match day. Dispensated players must nt be allwed t dminate the game and the ppsitin des have the right t request that the player is withdrawn during the curse f the game if this happens. Dispensatins are nt permissible fr cup games and any ther cmpetitins. Players are allwed t play in age grup ne year higher than their age wuld usually allw. N frmal dispensatin is needed fr this. Hwever caches must be aware f the risks and taking accunt f the size and skill f the player. Junir players may nt play senir lacrsse until their 16 th birthday. 6 Junir & Schls Nrth

Plicies, Prcedures & Gd Practice Guide 2013 GIRLS Traditinally junir bys lacrsse in the Nrth f England has been a by s nly sprt. The JSNC supprt the develpment f Girls Lacrsse in the regin and Clubs shuld nt encurage girls t jin a by s team at the expense f the girls game. Hwever, in recgnitin f legislative changes and the imprtance f securing viability f clubs and in the interest f all junir players, Girls may play in junir bys games in U12 and U14 teams. There is n restrictin n the psitins girls may play. The girls playing in junir bys teams must wear the same prtective equipment as bys and are nt allwed additinal items. The JSNC des nt currently sanctin girls as players at U16 level n health and safety grunds. PERSONAL CONDUCT Players are expected t display sprtsman like cnduct and t fllw the JSNC Cde f Cnduct (Appendix 1). Bullying, intimidatin, abusive language and uncntrlled play are nt acceptable n r ff the field by players, caches, managers, referees, parents r spectatrs. Parents and spectatrs are expected t: respect the rules f the game respect the referee s decisins prvide gd rle mdels fr players fllw the relevant Cde f Cnduct (Appendix 2) DISCIPLINARY PROCEDURES JSNC has a sub- cmmittee f up t 4 members with a Chairpersn, JSNC Chairpersn, JSNC Secretary and a further vlunteer member. A qurum f 3 is necessary fr a disciplinary hearing. The disciplinary prcedures are set ut in Appendix 3. 7 Junir & Schls Nrth

Plicies, Prcedures & Gd Practice Guide 2013 TRANSFERS Transfers between Clubs at junir level are discuraged as they culd have a negative impact n the develpment f junir lacrsse as a whle and the viability f the smaller Clubs. Managers and caches are nt expected t apprach junir players, r their parents, frm ther Clubs. Players are expected t be lyal t his/her Club, but we acknwledge that mves are inevitable. Clubs lsing a player shuld be aware f the situatin and be given an pprtunity t retain the player if pssible and desirable. If managers and caches are apprached by a junir player and parents, the new Club shuld immediately discuss the situatin with the player s current registered Club. There is n transfer windw. Shuld it be mutually agreed that a transfer is in the best interests f the player, then the prcedure will be identical t the transfer f senir players in NEMLA clubs. The Junir Transfer frm shuld be used. (Available fr dwnlad frm League Republic). Cpies f the transfer frm shuld be sent t: the secretary f the JSNC wh will reprt it at the next cmmittee meeting. the Club Secretary. It is the respnsibility f the manager f the new Club t ensure that the player is registered with the EL fr his new Club, players shuld nt play fr a new club until an acknwledgement f the transfer has been received frm JSNC. 8 Junir & Schls Nrth

Plicies, Prcedures & Gd Practice Guide 2013 MANAGERS AND COACHES ROLE OF MANAGERS AND COACHES GENERAL RESPONSIBILITIES Always prmte the apprpriate cde f cnduct and psitive aspects f the sprt e.g. fair play t players, fficials and spectatrs alike. Never cndne vilatins f the laws f the game. Take respnsibility fr the attitude and cnduct f players n and ff the field. They shuld supprt the referee at all times. Make clear t players and parents what is expected f them and what they can expect f the Club. Set the standard f apprpriate behavir. Must be aware f the Junir Disciplinary Prcedure and that inapprpriate behavir will be reprted t the JSN Disciplinary Cmmittee Are subject t the JSNC s disciplinary prcedures. Are respnsible fr the cnduct f the spectatrs. They shuld encurage spectatrs t supprt their team in a psitive way. N spectatr shuld put dwn the ppsitin r the match fficials. Shuld ensure that spectatrs and parents are nt infringing the bench and penalty areas. All spectatrs/parents shuld be encuraged t view frm the ppsite side f the pitch where practical. RESPONSIBILITIES TO PLAYERS Develp an apprpriate supprtive relatinship with each player based n mutual respect and trust. Ensure that the activities they direct r advcate are apprpriate fr the age, maturity, experience and ability f the players. Encurage and guide players t accept respnsibility fr their wn behaviur and perfrmance. Check players equipment t ensure it is legal, cmfrtable, safe and effective. Ensure that players are aware f the rules f the game. 9 Junir & Schls Nrth

Plicies, Prcedures & Gd Practice Guide 2013 MATCHES PITCHES AND SURFACES SURFACES Lacrsse can be played n grass r artificial surfaces. Generally mst Clubs will ffer a grass pitch but may ffer an artificial ne if the grass pitch is unplayable r reserved fr anther game. The visiting side des nt have a right t vet a decisin t play n an artificial pitch even fr cup and turnament games subject t the Cup Cmpetitin rules. The manager f the visiting side shuld be advised at least 72 hrs befre a game if there is a pssibility the game will be played n an artificial pitch s that players can be tld t bring apprpriate ftwear. PITCHES The hme Club must carry ut a risk assessment n the pitch befre the game and make safe any apparent hazards. The visiting cach, manager and referee must be infrmed f any utstanding issues befre the start f the game. The hme side grunds man will decide whether a pitch is playable in gd time t allw managers t infrm their teams. Befre and during a match, ultimately a decisin n whether a pitch is fit fr play rests with the referee. It is recmmended that fr U12 games the dimensins f the pitch shuld be reduced. If this is nt feasible, the gals shuld be brught clser tgether. 10 Junir & Schls Nrth

Plicies, Prcedures & Gd Practice Guide 2013 SAFETY & FIRST AID FIRST AID Each side must have player cntact details and cmpleted medical cnsent frms at pitch side an adequate first aid kit with them by the pitch a mbile phne t call the emergency services and/r parents f an injured players The first aid kit fr the hme side must cntain the address and clear directins t the nearest A & E department, as well as the address and pst cde f the Club. Each side must ensure that smene with a valid first aid certificate (preferably fr sprts injuries) r a medical r nursing qualificatin is available t assess and/r ffer first aid. ACCIDENTS Each Club must have an accident bk / accident frm and any injuries must be entered prmptly in the accident bk / accident f the hme side and cpies given t the visiting side s manager mangers shuld ensure infrmatin n any injuries and treatment is recrded prmptly in their wn Club s accident bk. The accident bk / accident frm shuld recrd (sample is available fr dwnlad n League Republic) summary f hw the accident happened the actin taken and wh tk it Where parents/carers are nt present, managers are respnsible fr ensuring that parents are infrmed f the accident and any advice given. HYDRATION All Clubs shuld make their players aware f the imprtance f adequate hydratin. (Caches and Managers shuld be aware f, and supprt the bservance f religius practice) 11 Junir & Schls Nrth

Plicies, Prcedures & Gd Practice Guide 2013 FIXTURES There is n league fr junir matches and all matches except cup and turnament matches are cnsidered friendlies The JSNC appints a Fixture Secretary t arrange all the junir fixtures and cup draws. it is the fixture secretary s respnsibility t keep the club junir cntacts infrmed f the fixture list and any changes made during the seasn. Each club must prvide the JSN Secretary with: cntact details fr the club s junir cntact at least ne mnth befre the first match f the seasn cntact name and mbile number fr the persn frm EACH junir team respnsible fr texting in results t League Republic Full cntact infrmatin fr the managers, team manager and cach f each team at least ne mnth befre the start f the seasn. Name Psitin Hme Phne Number Mbile Number Email Address At the beginning f the seasn U12s shrt triangular matches are arranged t prvide experience fr players and enable caches and the Fixture Secretary t assess the strengths f the teams. PRE MATCH ARRANGEMENTS Team Managers must cnfirm the fixture in the week befre a match Team Managers must indicate in advance whether any players have a dispensatin authrised by JSN Cmmittee r its representatives. The manager/cach f the ppsing side has t agree t the dispensated player participating in the game. This player(s) shuld be identified t the ppsing cach and referee befre the game. Where clubs cannt field a full team, managers are encuraged t discuss this with the ppsing team and, if pssible, reach an agreement abut hw t play an 8 r 6 aside match. Players may be laned t the ther side t enable a match t be played. Matches will be cancelled if the pitch is deemed unplayable. RESULTS Managers must respnd by midnight f the day f the game t the text message requesting results The results will then be autmatically recrded n the League Republic website. 12 Junir & Schls Nrth

REFEREES & OFFICIALS Plicies, Prcedures & Gd Practice Guide 2013 REFEREES U12 and U14 - The hme team must prvide ne qualified r registered cmpetent referee. It is recmmended that the away team als prvide a qualified r registered cmpetent referee. Fr Cup Cmpetitins bth hme and away teams must prvide a qualified r registered cmpetent referee. Frm 01 January 2014 bth hme and away teams must prvide a qualified r registered cmpetent referee fr all U16 games. Referees in junir games shuld shw an understanding f the needs f junir players. are encuraged t explain their decisins t players and caches. shuld be aware f the guidelines fr fficials (Appendix 4). Where bad weather leads t the cancellatin f games the game must be re-played the next week at the riginal grund. if this is nt pssible, games may be played at the hme grund f the ppsing team r at a neutral grund. The Fixtures Secretary and the Secretary f JSNC must be infrmed f re arranged matches. Traditinally the cup finals and plate final are played n the Flags Festival Weekend. SURFACES Clubs must ffer a grass pitch but may ffer an artificial ne if the grass pitch is unplayable r reserved fr anther junir cup game. U16 takes precedent ver U14 and and U14 ver U12 with regard t using grass surface. Junir cup games take precedent ver ther junir games. The visiting side des nt have a right t vet a decisin t play n an artificial pitch fr cup games subject t being given at least 72 hurs ntice and n grass pitch being available n the day. The Junir Disciplinary Cmmittee is a sub - cmmittee f the JSNC. b. Individual disciplinary issues will be the respnsibility f the Junir Disciplinary Cmmittee wh will reprt frmally t the JSNC. c. The Junir Disciplinary Cmmittee shall cnsist f the fficers f the JSNC tgether with up t 4 members elected annually at the AGM. d. A Chairman will be nminated frm members elected by their Clubs t represent them n the JSNC. e. At least 3 members f the Junir Disciplinary Cmmittee must be present at any disciplinary hearing. If pssible these members shuld be frm neutral clubs. a. Players i. All junir players invlved in a junir game. A junir playing in an U19 r Senir Game is NOT within the remit f the Junir Disciplinary Cmmittee and must be cnsidered by the League Nrth Disciplinary Cmmittee. ii. Type f incidents falling within the remit f the Cmmittee b. Managers and Caches - All explusin fuls. These carry an autmatic ban as detailed in in Sectin 5a belw Serius incident fr which an expulsin ful is nt an apprpriate penalty fr the incident i. Unacceptable behaviur by caches and managers in junir games is within the jurisdicatin f the Junir Disciplinary Cmmittee ii. Incidents invlving unacceptable behaviur by spectatrs are the respnsibility f the cach r team manager. In the first instance it is their respnsibility t ensure all spectatrs' behaviur is acceptable. b. Unreslved incidents invlving unacceptable behaviur f spectatrs at junir games will be dealt with by the Junir Disciplinary Cmmittee. The Junir Disciplinary Cmmittee has the right t ban a spectatr c. Parents shuld be strngly encuraged t ntify their child's Club f any actins they intend t take. d. It is the respnsibility f the player s Club t reprt an expulsin ful r ther serius incidents in a junir game. c. Failure t reprt incidents t the JSNC Secretary will result in further penalties. d. Referees and fficials shuld reprt all expulsin fuls r ther serius incidents ccurring befre, during and after a junir game with an accunt f the incident t the Secretary f the Junir Disciplinary Cmmittee within 5 days. 4. The Disciplinary Hearing 5. Sanctins a. Cases shall be cnsidered as sn as pssible after an ffence has been reprted. b. If the matter is cnsidered serius enugh t call fr a hearing f the case the fllwing may be invited: i. The player ii. His r her parents iii. Manager/cach iv. The referee and fficials v. Any witnesses vi. Up t tw representatives frm each Club invlved shall be invited t attend. c. At least 3 members f the Disciplinary Cmmittee must be present at the hearing. If pssible, these members shuld be frm neutral Clubs. d. The Disciplinary Cmmittee shuld hear evidence frm the referee, the tw caches invlved and any ther significant persns. The Cmmittee may cnsider ral evidence and written submissins. a. Autmatic Bans i. Fr a player participating in all grups, impse a ban f 3 cnsecutive full field games (r mre if the ffence is deemed very serius) fr which the player wuld nrmally be selected at junir level. The game must be a recgnised ELA fixture and must be played. The ban excludes the player frm playing in any ther rganised lacrsse fr 3 weeks frm the day the autmatic ban starts. b. Failure t d this within 14 days f the last game the player missed due t the player s suspensin will result in the Club being fined. c. Any junir player/cach/manager invlved in a serius incident r receiving an expulsin ful in a junir match will be reprted t and dealt with by the Junir Disciplinary Cmmittee. d. If the abve player is eligible t play n U19 r senir teams the Junir Disciplinary Cmmittee shall infrm the League Nrth Disciplinary Cmmittee f the incident and the sanctins impsed. e. Any junir player invlved in a serius incident r receiving an expulsin ful in a senir r U19 game shall be reprted t and dealt with by the League Nrth Disciplinary Cmmittee.
