2 Victorian Netball League Application Information 2019 2023 The information in this document is designed to provide further information on the states premier competition and to assist organisations to complete the Application Form. It has been prepared in good faith by the Victorian Netball Association Inc (trading as Netball Victoria) (NV) and is subject to change without notice at the discretion of NV. This document is to be read in conjunction with the Application Form and the current Participation Agreement. Its purpose is to provide general and indicative information only and it is not intended to be relied upon. Competition Structure The current structure of the Victorian Netball League (VNL) is 10 Licensees who have a team in each of 3 divisions; Championship Division 1 19 & Under A recommendation was made and approved by the Netball Victoria Board that for the 2019 2023 VNL seasons the competition will consist of a maximum of 10 teams. Night of Competition The competition is predominantly played on a Wednesday evening at the State Netball and Hockey Centre (SNHC), Parkville. Some matches will be played at different venues and alternative days, as clubs will be permitted to host home games throughout the season. The number of home games throughout the season will be subject to the time of year the season is played. Promotion / Relegation There will be no grading process in place for relegation and promotion, however Licensees will be monitored and reviewed at the end of each year against predetermined performance criteria provided by Netball Victoria. Licensees who do not meet the performance criteria may be replaced by a new organisation. New Licensees will be sought and must meet all selection criteria and follow the provided application process. Licensee Structure Each Licensee must be an affiliate of Netball Victoria or be able to show affiliation with Netball Victoria through an existing association/league. Each Licensee must be incorporated in their own right or operate under the auspices of an incorporated body or have initiated an incorporation application at the time of submitting the application. 3 Section 2 Organisational Overview / Governance Licensees are free to form their own structure so long as they comply with the Associations Incorporation Reform Act 2012. Each Licensee must designate an administrator who liaises with Netball Victoria. The primary role of each license is to manage the 3 competitive teams in the competition. Netball Victoria will not approve practices which limit opportunities to a select group of individuals i.e. select players only from one or two specific associations or teams. The selection of individuals that takes players away from their current team/association to play under the umbrella of a licensee, such as development squads will not be looked at favourably. Applicants need to provide sufficient evidence of their ability to maintain a sustainable financial model for the five (5) years of the license. Applicants should demonstrate their ability to increase their financial viability over the course of a five (5) year period by providing a five (5) year budget plan. Partners Clubs may form partnerships with other organisations who will contribute to the running of the organisation either by cash contribution or inkind support. These must be listed on the application form to allow assessment of potential conflict of interest with Netball Victoria partners, and are subject to Netball Victoria consent. 9 Develop a club style of play & strategies across all teams, Development Squad through to Championship level. Introduce the coaching panel to varied approaches to athlete learning & the use of innovation to effectively enhance performance. Ensure the coaching panel utilizes appropriate data and technology to improve performance. Supervise, support and mentor the coaching panel in both the training and competition environment. Determine in consultation with the coaching panel the specialist coaching requirements of the program & liaise with such specialist support coaches as required. Liaise with the coaching panel in relation to coaching strategies, structures and planning. 2. Program Administration Coordinate the annual Club team selection trials in conjunction with the Netball Operations Manager. Liaise with the Committee of Management, re the development and implementation of the annual player induction program. Liaise with Netball Victoria staff, including High Performance Manager & Athlete Programs Coordinator with respect to the training and competition loads of [insert club name] athletes selected in ANL / Junior State Teams. Submit reports as requested by the [insert club name] Committee of Management, ensuring that the senior coach of each team meets all predetermined reporting requirements and deadlines. Ensure that the coaching panel keeps up to date records of all training sessions, match play, matters pertaining to players including injuries & interviews, training attendance etc. and make these available upon request to the Committee of Management. Liaise with the Club Netball Operations Manager, re the organization of practice matches against other teams and clubs. Liaise with the Club Netball Operations Manager, on all matters of team organization and administration. 3. Athlete Performance Oversee the monitoring and management of ongoing athlete performance and future team and individual athlete requirements. Ensure the coaching panel prepares programs to facilitate athletes meeting agreed performance targets, including improvement in performance at skill development, competition, training and testing. 10 Assist the coaching panel with the effective management of athlete rehabilitation using medical feedback. Mentor the coaching panel in the provision of digital/ written / video feedback to their athletes regarding training and match performances. 4. Leadership Effectively lead the coaching panel and team support staff, demonstrating interpersonal skills that include: Being approachable and available to athletes, the coaching panel and team support staff. Listening well, demonstrating empathy, being attentive to and understanding of the views of others. Being open to feedback and criticism. The capacity to resolve interpersonal differences in a constructive manner. Recognizing issues and problems early and resolving them effectively and with integrity. Leading and delegating appropriate responsibilities to the coaching panel and appointed support staff. Ensure that clear and appropriate team protocols and standards are established and maintained by the coaching panel. Qualifications Essential Hold a current Advanced Coaching Accreditation as a minimum. Hold a current Netball Victoria Membership. Hold a current driver s license. Hold a current Working with Children check. Desirable Elite Coaching Accreditation or working towards this qualification. Tertiary qualifications in sports coaching or equivalent. Experience, Skills & Values Previous demonstrated successful coaching of teams at National Netball League, ANL, State Representative Team and/or VNL level. Previous experience in working independently and as an integral part of a team. Understanding of sport culture and organisations, including working with volunteers. Ability to set priorities, plan work programs, meet proposed deadlines and manage time effectively. High level interpersonal, communication, and leadership skills & the ability to elicit cooperation of a range of people and key stakeholders. Players To communicate openly and appropriately with athletes to ensure that expectations are met by both the athletes and team coaching panel. 16 Key Responsibilities Accountabilities Overview of Tasks 1. Match Day Operations Set up team bench as determined with coaching panel. Playing dress & second set of bibs available for implementation of Blood Rule. Athlete water bottles. Record running score and statistics as determined with coach panel. Be available for players at intervals (note the team manager cannot enter the court). Keep time and injury time. Watch for opposition changes during intervals & notify coach ing panel. Maintain the match day equipment kit, ensuring all balls are inflated & bibs laundered. Ensure that the Most Valuable Player voting cards are completed by coaches and forwarded to the High Performance Coordinator at the completion of each match. Prepare appropriate player postmatch recovery snacks. Preparation of team change room pre match. Ensure that all players are kept hydrated & water bottles are constantly refilled throughout the match. Have a thorough understanding & knowledge of the rules of netball & the VNL competition regulations pertaining to match day operations including; Completion of team lists & pre match submission protocols Player substitution regulations & procedures Injury time regulations & procedures Match timings including interval breaks and extra time procedures In consultation with the Team Primary Care personnel ensure the health, safety and wellbeing of the team. Assist & support Team Primary Care personnel as requested. 2. Team Administration Liaise with the Team Coach, on matters of team organization & administration. Participate in team reviews & prepare reports as required by the Club. Disseminate information to players/parents including payment reminders & notification re upcoming events. Adhere to Club finance and administration policy & direction in relation to collection of player payments, management of team expenses & presentation of receipts. Maintain the player team list, keeping an up to date record of contact details and other relevant information ensuring that the Club Administrator is notified of changes. 3. Leadership Demonstrate interpersonal skills that include: Being approachable and available to others. Listening well, demonstrating empathy, being attentive to & understanding of the views of others.
