IT WILL ALSO MAKE YOU A CRIMINAL IF YOU CARRY A FIREARM INTO A LOCAL BUSINESS WHICH HAS A SIGN PROHIBITING CONCEALED CARRY!!! As of March 11, 2016 2:11 PM Kentucky House Bill 531 which is commonly called the NRA CONSTITUTIONAL CARRY BILL is a bill that all residents of the Commonwealth should understand. 1) This bill would criminalize two actions that are now legal: 1. Having a firearm in your vehicle when taking your child to school or picking them up from school would become illegal and you could be arrested for it. 2. Also, rather than merely prohibited by the business owner, it would also become illegal and a violation of the law to carry a firearm concealed into a local business in which the owner/manager does not want you to carry a firearm. Rather than solving that issue by merely requesting you to take your firearm out of the business, the HB531 would make it illegal and you could be fined the first two (2) times it happens, and the third time, you could be arrested! 2) Another issue is the bill would allow any KENTUCKY RESIDENT ONLY, with or without any safety training in firearms, to carry a concealed firearm any place a person with firearm safety training and a KY CCDW License can carry. That means people who do not know how to safely handle a firearm could be all around you with a loaded firearm that you would not see but is pointed directly at you or your children. This situation could happen because they have not been in a class in which they were trained to be sure their concealed firearms is never, even accidentally, pointed at another person. 3) Kentucky residents who carry concealed firearms without a KY CCDW Permit could also accidentally and unknowingly commit a crime when traveling into another state. Concealed Carry reciprocity is ONLY FOR THOSE WHO HAVE A KY CCDW LICENSE and then one must still obey the laws in the reciprocal state in which they have traveled to be able to carry concealed. Without a KY CCDW License a Kentucky resident can not now and will not be allowed in the future to carry concealed in a reciprocal state if they do not have a KY CCDW license. 4) If the bill becomes law the more than 350,000 KY CCDW License holders will lose some of their rights under the new law. I am part of an informal group of professional firearms instructors in Kentucky who are making plans to offer a FREE 2 HOUR FIREARMS SAFETY COURSE if this bill becomes law just to offset as much as we can the danger the change in the law will impose upon the residents of the Commonwealth. PLEASE SUPPORT KY SB 231 On February 25 Senator Ray Jones introduced SB231. Here is the description of the bill from the Kentucky LRC Website: SB231 (BR1538) - R. Jones II AN ACT relating to concealed deadly weapons. Amend KRS 237.110 to allow applicants for concealed carry licenses to receive instruction from certain courses and qualified instructors outside of the Department of Criminal Justice Training firearms safety program; prohibit administrative regulations which would require concealed deadly weapon license applicants to clean guns in class; replace hands-on classroom gun cleaning requirements with instructor demonstrations; move investigation of incomplete training to Kentucky State Police from Department of Criminal Justice Training; create a new section of KRS Chapter 237 to provide Kentucky State Police with authority to approve firearms safety courses and programs for training qualified instructors; amend KRS 237.120 to require instructor trainers to have 3 years of prior experience as applicant instructors; amend KRS 237.122 to allow firearms instructor trainers or certified firearms instructors to charge any amount for courses, rather than capping the applicant course at $75 and the instructor course at $150; amend KRS 237.128 to make providing incomplete firearms training a Class A misdemeanor rather than a Class D felony; amend KRS 237.132 to make failure to report insufficient training a Class B misdemeanor; amend various KRS sections to conform. Please, contact the senator of your district and ask that they support SB231 and that they work ASAP to get a hearing and a vote on it. This bill will legislatively make the USCCA classes available for use for KY CCDW licenses. The bill will also make the instructor classes for classes approved for KY CCDW licenses approved for KY CCDW licenses. This bill will give the residents of Kentucky more options for classes to receive a KY CCDW license and give instructors more available courses to teach. Please, contact the senator of your district and ask that they support SB231 and that they work ASAP to get a hearing and a vote on it. Instructors and Instructor Trainers certified by DOCJT, and Training Counselors from the NRA and USCCA were involved in the development of the bill as well as the Kentucky State Police. NRA Basic Pistol Class went ONLINE FEB 2016 NRA Pistol Shooting Course is now ONLINE. The online portion is called Phase 1 and costs the student $60. The Basic Pistol Course PACKETS WILL NOT BE AVAILABLE TO INSTRUCTORS after May 15, 2016. Students will come to you after they do the online portion for you to do PHASE II of the Basic Pistol Course. Go to www.nrainstructors.org and download the PHASE II course plan. I did work with the Kentucky State Police and John Howard several weeks ago to have the online course approved but the cost is prohibitive for Kentucky due to the DOCJT $75 cap.
